Como lo hemos escuchadoen diversos medios y por lapropia oficina del Servicio

de Rentas Internas (IRS), el próximo 15de abril es la fecha limite para todosaquellos que hayan recibido la forma W-2 de su empleador y que hayan ganadoal menos $8,950 o trabajen por cuentapropia y hayan ganado $400 o más,están obligados a declarar sus impuestosal IRS.

Para todos aquellos, incluso quienesperdieron su empleo el año pasado, es

recomendable comenzar lo antes posi-ble a reunir los documentos necesariospara llenar sus impuestos: recibos,cheques cancelados y otros documentosque avalen algún gasto o una deducción.También es importante esperar los for-mularios W-2 y 1099, los cuales recibiráde sus empleadores y son los que repor-tan al IRS su sueldo.

Existe una guía de informaciónmuy útil para saber todo acerca de losdocumentos que necesitan llenarse paraaprovechar las deducciones de las quees elegible y esta puede ser consultadaen el sitio del IRS, publicación 17.

Firearms Endanger Us All

Our Economy Needs a Reset, Not A re-establishment

Lovelle Mixon’s killing of four Oakland police offi-cers is a wakeup call for the elimination of deadlyweapons in our homes, communities, our society.

When two motorcycle officers stopped Mixon, he was armedwith a handgun, which he used to kill one officer, leaving theother brain dead. The fact that Mixon, on parole for an armedrobbery conviction, possessed a handgun is of grave concern.Fleeing to his sister’s apartment, Mixon hid in a closet with anAK-47 assault rifle, with which he killed two more officers andwounded a fifth. The AK-47 was created for war, a favorite ofarmies, guerrilla fighters, and drug cartels. Did Mixon flee thescene of his first killing with the AK-47, perhaps carrying bothweapons in his car, or did he know the assault rifle was at hissister’s apartment? Further investigation will answer this ques-tion, but the most important question asked after every instanceof brutal firearm violence is: Why do we allow such weaponsin our society?

The National Rifle Association’s mantra about our SecondAmendment “right to bear arms” overlooks the obvious realitythat back in 1789, the arms available were single shot muskets,not weapons that can shoot ten rounds per second, through ex-terior walls, often through bulletproof vests.

Mixon’s family states, “He is not a monster, he was tryingto make himself a better person.” After spending most of hisadult life behind bars, “he was lost, depressed.”

As a lifelong social worker, I have known many youngadults like Mixon: unable to find their place in the world, tofind and keep a job, to nurture their children, to keep a lovingrelationship without domestic violence, to stay clean and sober,to respect themselves and others. Mixon was not “born to kill,”though some street toughs tattoo such a message on themselves.Mixon was not a monster as his family pleads, but he did a mon-strous act!

How many Lovelle Mixons live in Oakland, in the BayArea, in our City of San Jose. Why is it that we collectivelyraise so many young adults without a nurturing childhood, ed-ucation for a higher than living wage job, clean and calm neigh-borhoods for families to live, and respectful relations betweencitizens and police officers? Our communities and society havea long way to go to understand and address these inequities andinadequacies.

Our legislators must address the vast quantity of weaponsamongst us. According to the AFT, the federal agency respon-sible to control firearms, there are 260 million weapons in ournation, almost enough for every man, woman and child toown their own, and therefore, use it at their discretion.Why is our nation so armed, and often so harmed?

Firearm ownership may be a right under our Constitution,though some legal experts question that interpretation. Butfirearms are a public health hazard, like a landmine wait-ing to be triggered, explode, and seriously damage, if not ter-minate a life. Every firearm in a gun rack, a desk or nightstanddrawer, a closet shelf awaits its owner or family member who,in a moment of rage or despondency may commit a tragic, re-grettable act—killing a spouse, parent, neighbor, or themselves.A child may find a loaded weapon and playfully shoot their

friend. Or in the case of Lovelle Mixon, he shot four police of-ficers, knowing that doing so, he was terminating his own life.

It was murder and suicide by AK-47. The owner of thisweapon, if it was not Mixon, must resolve this brutal reality. IfMixon’s family members knew he had such weapons, they arecomplicit in these murders. May they achieve some resolution,if they can.

We must get firearms out of our homes, vehicles, andcommunities! Δ

The more I consider the current eco-nomic mess resulting from unregu-lated corporate greed in our financial

industry (Wall Street, AIG, Fannie Mae, FreddieMac, etc.), the more I believe that the FederalTreasury does not need to re-establish the for-mer financial system. Our financial industrybegan to be damaged years ago during theReagan Administration, which said that ‘Gov-ernment is the Problem”. Today we know that itwas unfettered corporate and individual greed.During the past 30 years much of our manufac-turing base was required to compete against for-eign products produced with very low cost labor.Many jobs were ‘outsourced’ to offshore loca-tions where skilled highly trained and capablelabor was available at much lower wage andbenefit costs. In the interests of making moreprofits, corporations relocated many high pay-ing jobs offshore. Consequently, the purchasingpower of the middle class employee has re-mained static or even declined 5% or so since1975.

Financial institutions made credit easilyavailable (credit cards) and after introducing oneto credit at modest costs, anytime one missed apayment or ‘broke the contract”, the interest ratewent from 7% to as high as 29.9%. The entirenation was living very high off the hog while ourreal income languished. This was evident by thevery high standard of living that all of us were toachieve in order to live the American Dream. Asa result, America now consumes about one-fourth of the resources produced by the entireglobal economy. That high level lifestyle cannotbe sustained. The American standard of livingmust be adjusted downward if we are to re-es-tablish the prior domestic economy that is nowbeing salvaged by federal bailout monies.

President Barack Obama is correct in firstmaking certain that our national financial systemdoes not collapse. If it does, the entire globaleconomy will collapse with dire consequencesto many ordinary citizens of the world, especiallythe Third World.

The re-established financial system mustbe constantly monitored to detect any untowardactivity. If a home is over-evaluated, no mort-gage funding should be made available. In ad-dition, mortgages must not be permitted to

become part of the ‘value” included in those ‘de-rivative financial instruments” which AIG pro-moted and which are now the toxic componentof assets held by central banks. It is these toxicassets that must be purchased by the FederalReserve Bank and insured by the faith and trustof the American people. The latter will be the tax-payers who will fund the difference between thereal market value of those ‘financial derivatives’so as to bring market negotiability and value tothe balance sheets of local and regional banks.

To prevent over-valuation of mortgages inthe future, those toxic derivatives whose truevalue is now known today, must be analyzed tolearn which brokers and agents were willing tobe so reckless in their focus on having very highprofits and earnings. These individuals must beexposed so that they cannot be allowed to haveany future in real estate or financial endeavors.There is no need to waste time and legal ex-pertise needed to take these scoundrels to court.Exposure will be enough, but we must havethem exposed.

When that is accomplished, I am certainthat those who made decisions that bankruptednot only AIG, but also Freddie MAC, FannieMae, Wall Street, and others, will not be in anyposition to earn any bonus paid with federalTreasury bailout money.

To ensure that no financial disaster of thisnature will ever occur again, Congress mustpass laws which convey the standards of honestbusiness dealing with true established marketvalues. This will require constant monitoring sothat when anyone wants to be paid more thanthe value of goods or services provided, thenregulation authorities should step in to protectthe general public from any financial harm or ob-ligation. Laws already exist which deal with dis-honesty, perjury, mis-representation, etc. Let’sdevelop a monitoring system where the evi-dence is collected and used to remove thosewho would be greedy and dishonest. Let’s notprovide any bailout monies without performanceexpectations and conditions.

Now it is possible for America’s economyand its people to retain a high living standard. Todo that will require a new economy to be estab-lished wherein all energy is derived from do-mestic sources. Let’s make the very large

investments in several technologies, which per-mit us to produce clean energy from vegetationreadily grown domestically. Let us use wind andwave to produce electricity. Let us learn to effi-ciently capture solar energy as we can to pro-duce electricity, which powers hybrid vehicles,heats homes and powers industrial activities. Bybecoming self sufficient, we will no longer haveto rely on offshore crude oil producers who usesome of that $700 billion to fund terrorists or-ganizations.

The corporation of the new era will be fo-cused on not only making a profit, but also pro-viding maximum domestic employment.Capitalistic ideology must be redefined so as toprovide for those who have very little. The majorfeature of capitalism is that it permits the accu-mulation of wealth, without the necessary stew-ardship responsibility of caring for those whohave very little. Government needs to tax thesuccessful corporation and individual so as toredistribute that money to care for the elderly,the poor and the mentally and physically chal-lenged.

These considerations, along with educa-tion, health care, and making housing availableto all, is what taxpayer money should be spenton. Our economy must not be re-established asit was, but rather it must be re-set to permit newenergy systems to be established and be avail-able at reasonable costs. If we learn to focus onsustainable stewardship coupled with total re-cycling of all that we now throw away as trash,then it will be possible to sustain a high standardof living. To achieve this, applicable and relevantinformation must become available to all so thatour youth will know where opportunity exists andbecome prepared with knowledge and techni-cal skills to compete at a global level.

Once again, our economy and lifestylemust receive the very large investments of cap-ital in order to achieve the needed reset ratherthan the re-establishment that will not permit usto evolve towards independency and self-suffi-ciency. This begins with doing all human ac-tivity with purpose, honesty and integrity,which may be enforced by our laws. Insiston re-setting our economy so that we mayevolve and thrive rather than just survive.Δ

East San Jose is inthe middle of anacademic crisis.

Over 60 percent of 5th and8th graders in the Alum RockSchool District fall below orfar below the California Stan-dards Test in reading andmath.

“Students who enter highschool at below grade readinglevel are more likely to dropout,” said Dianne Doughty ofSt. John Vianney Church inSan Jose.

Doughty was one of sev-eral community leaders pres-ent at a community meetingheld at St. John Vianney onMarch 23, to discuss the aca-demic crisis in East San Jose.The People Acting in Com-munity Together organizationput the meeting together.

“Those who drop out arealso likely to commit crime,”

said Dolores Carr, District At-torney for Santa ClaraCounty.

Carr went on to say thatshe believed funding forcharter schools is essential indecreasing the drop out rate.

Charter schools are pub-lic schools that charge no tu-ition and are open to allstudents. Charter schools aremore flexible than conven-tional schools because theyhave the power to hire theirown staff and implement thebest practices free of the re-straints of district bureau-cracy and rigid work rules.

One of these schools isACE in East San Jose. Theschool capitalizes on the flex-ibility and local control of thecharter school model thatgives ambitious school lead-ers and teachers the opportu-nity to develop an academicprogram that focuses on thesuccess of every student.

Christian Espinoza is astudent at ACE. Prior to at-tending ACE, Christian at-tended a school that had a bigcampus, lots of students andgang influence.

“ACE is different,” hesaid. “The campus is smallerand the teachers really wantto help us out.”

He hopes to attended SanJose State or Stanford and be-come a doctor someday.

Sabrina Meza, who at-tends Renaissance CharterSchool, also believes that if itwas not for her teachers, sheand many others would notsucceed in school.

“The teachers will doanything to get us into col-lege,” Meza said. “Some-times they can be really strict,but if they weren’t, wewouldn’t succeed.”

One of these teachers isVince Iwasaki. He is a mathteacher at Renaissance and

believes that it is importantfor students and teachers toget know each other well inorder for the student to suc-ceed.

“I have 60 students and Iknow all of them,” Iwasakisaid. “It is much easier towork with students whenthere are less of them.”

Councilmember NoraCampos was also present atthe meeting.

“I am here to announcethat I am committing $1 mil-lion of City RedevelopmentFunds to make sure that ACEstays in the community,”Campos said. “I will also tryto get additional funds forother charter schools.”

Tuberculosis is a disease that manybelieve to have died out a long timeago. Unfortunately, that is not the

case in Santa Clara County. According to theSanta Clara County Pubic Health Department,Santa Clara County averages 10.9 tuberculosiscases per 100,000 people.

“That is twice the national rate,” said MartyFenstersheib, Health Officer for the Santa ClaraCounty Health Department. “The county hasmore cases than 35 states.”

In 2007, Santa Clara County reported 241cases of tuberculosis. The number of cases fellto 197 in 2008.

“Even though we had a decline in TB cases,we still have a very high rate compared to therest of the country.” Fenstersheib said.

In Santa Clara County, 90 percent of casesoccurred in foreign born populations. Asiansand Pacific Islanders account for 78 percent ofcases, while Latinos account for 14 percent ofcases.

According to the Santa Clara County PubicHealth Department, tuberculosis is an infec-tious disease caused by bacteria that can affectthe lungs, lymph nodes, bones and joints, brain,kidneys, intestine and other parts of the body.

The disease spreads through the air fromperson to person by coughing, sneezing, laugh-ing or singing, according to the Santa ClaraCounty Pubic Health Department.

It can remain dormant (asleep) in infectedindividuals for years without any symptoms.

For the most part, people do not know thatthey have been infected with tuberculosis un-less they have been tested for the disease. Tu-berculosis symptoms include feeling weak,losing weight, night sweats, and/or chest pains,according to the Santa Clara County PubicHealth Department

The standard test to detect tuberculosis isthe Tuberculin Skin Test (TST). The diseasecan also be detected by a new test called theQuantiFeron Gold Test (QFT).

El Distrito de Aguas del Valle de Santa Clara ha preparado un informe anual sobre la protección y el aumento de los suministros de agua documentando información financiera y del suministro de agua que provee la base para entender los cargos propuestos para aguas subterráneas del año fiscal 2009-10.

El informe incluye los análisis financieros del sistema de servicios públicos del Distrito de Aguas; previsiones de la oferta y demanda de agua; mejoras de infraestructura en el futuro, los requisitos de mantenimiento, funcionamiento y el método para financiar tales requisitos.

El Distrito sostendrá una audiencia pública para obtener comentarios sobre el informe el cual estará disponible en la audiencia.

Basándose en las conclusiones y determinaciones de la audiencia pública, La Mesa Directiva del Distrito de Aguas decidirá si impondrá un cargo para el agua subterránea y en caso afirmativo, a qué nivel y en qué zona o zonas para el año fiscal que comienza el 1 de julio de 2009.

establecer un paseo conmemo-rativo en honor a los lugares quetienen vínculo con el renocidolíder de los derechos civiles.

El proyecto fue puesto enmarcha por el Alcalde ChuckReed, los Concejales Sam Lic-cardo y Nora Campos. Estepaseo conectará diversos hitos alo largo del Centro de la ciudady los barrios Alum Rock. Sitioshistóricos que incluyen la Plazade César Chávez, el Arco de laDignidad, la Igualdad y la Justi-cia, la Plaza de la HerenciaMexicana (sede de la primeratienda de comestibles boicot deuva), la antigua casa de Chávezen la avenida Scharff y la es-cuela César Chávez del barrio

Cahill Park celebratedthe grand opening ofits new playground on

Saturday, March 21st. The playarea consists of two separate playstructures. A tot lot for childrenage two thru five, as well as ayouth lot for children age five thru12. A set of swings separates thetwo structures, which containslides, a climbing apparatus andshaded areas. Parents can alsoenjoy the new playground by tak-ing in the surroundings at one ofthe four shaded park benches thatsurround the play area.

“Parks are living and breath-ing entities like we are,” said Al-bert Balagso, Director of theDepartment of Parks, Recreationand Neighborhood Services for theCity of San Jose. “As we evolvewe need more parks.”

Maxicrete, Inc. constructedthe park and the total cost of theproject was $321,600. The ParkTrust and Construction & Con-veyance Tax Funds funded the

park, which will be operated andmaintained by the City of San JoséDepartment of Parks, Recreationand Neighborhood Services.

“This park is in a nice area,”said Christina Simonsen, CahillHomeowners Association mem-ber. “It is in a very opened areathat is self contained and good towalk around in.”

Robert Solis, Chair of theParks and Open Space recalls

there only being one park in SanJose when he first moved to thecity 17 years ago.

“All we had was the RoseGarden,” Solis said. “Now wehave parks everywhere.”

Solis also reminded the Cahillcommunity that it was up to themto keep the park clean.

“The city cannot clean thepark every weekend,” Solis said.“We have to do our part to make

sure it stays clean.” Cahill Park is located in the

Western portion of downtown SanJose near the corner of Wilson andW. San Fernando Street.

La reencarnación y el espiritismo noson temas aceptados por las religiones pre-dominantes incluyendo al cristianismo. Noobstante existen culturas ancestrales quehan basado su fe religiosa en la creencia quelos espíritus pueden encarnar otro cuerpo de-spués de la muerte.

Quizá el ejemplo más tangible lo en-contramos en las creencias de la antigua re-ligión budista tibetana, la corriente del DalaiLama. En el Tibet antiguo existió una deidadconocida con el nombre de Avalokitesvara,quien al morir no quiso pasar al terreno es-piritual, prefiriendo ayudar a otras almas paraque alcanzaran la purificación.

El líder budista de los lamas, “el DalaiLama”, es la reencarnación del espíritu deAvalokitesvara. Esto se comprueba cuandose le encuentra siendo niño, pues debe re-conocer todos los objetos de su antecesor yrecordar todas las vivencias de sus reencar-naciones.

El décimo cuarto Dalai Lama nació en1935 en el campo tibetano y fue encontradoen su infancia por unos peregrinos budistas.Al comprobar su autenticidad como espírituencarnado, fue llevado a su palacio, el cualabandonó más tarde por motivos políticos,exiliándose en la India desde 1959, cuando elgobierno comunista de China, les invadió ydestruyó gran parte de la historia cultura deaquella nación. Acabaron con reliquiashistóricas, quemaron escritos sagrados y hasemi-esclavizado a la población.
