BWG Background

Initiated in 2010

Officially functioned since February 2013

BWG Background

BWG is a national coalition working on the budget transparency and accountability in Cambodia

Advocate for budget transparency, access to budget information, accountability and participation

Exchange and update of budget related information

Analyze and discuss on critical information, budget laws/regulations

BWG Structure

Advisory Group (external) who volunteer to support the core group in strategic direction as well as the technical knowledge. This group may come from academia, government official, development partners, members of parliament and/or youth leader.

Core Group is the main group that has core mandate to support the BWG strategic and operational plan. This group will meet on monthly basis.

Associate Group is member who shows an interest in budget transparency and accountability and supports the core group to implement the strategic and operational plan of the BWG.

Secretariat coordinates day-to-day function of the BWG and is selected by the core group members.

Outcome of BWG1. Increased demand of vulnerable people and key

groups of citizen including NGO/CSOs; youth, academia and media for budget transparency and accountability

2. the BWG and NGOF network members have successfully supported fiscal policy processes that are participatory, transparent, and accountable.

3. Increased budget allocation and expenditure to primary service delivery units at national and sub-national levels

4. Increased efficiency and effectiveness in budget expenditure of the primary service delivery

5. Strengthened capacity of BWG in PFM

Key Achievements

Regular member monthly meeting to catch up with the budget calendar and up to date on the budget issues.

Members by September 2019 is 15 organizations and 6 national and international advisors.

Reviewed and followed the operational plan 2019.

Training on Budget Formulation Process and Budget Analysis on 4-5 April 2018 by NGO Education for Partnership, trainer from Philippines who isexpertized on budget work and budget advocacy.

Training on Equity Budget AnalysisToolkit on 19-20 June 2018, facilitatedby Save the Children.

Training on Budget Transparency, Citizen Budget and Budget Advocacyon 12-13 November 2018 faciliated by Transparency International in Cambodia.

Public Forum on Public Financial Mangement and Citizen engagement ( August 2019)

Global Action Week for Education GAWE) on 20 April 2018 with the theme “Education financing for SDG4 accountability”.

National Dissemination workshop on Open Budget Survey on 27 March 2018 facilitated by NGOF with 31 participants (DPs, IBP, BWG, Journalists, IMF.

Sub national Dissemination workshop on Open Budget Survey on 22 May 2018 in Siem Reap, facilitated by TIC with 46 participants provincial network, youth, CSO leader).

Forum on Public Participation in Budgetary Process at National and Sub national level on 25 October 2018 in Phnom Penh with total participants 215 including donors, BWG members, journalists, CSO networks, provincial youths, community people, university students.
