Speedy flow of commoditiesthrough better transportation

People can travel easily from one region toanother as a great number of new roads andbridges have been built across the nation.Thanks to the Ayeyawady river crossingbridges, better transportation can be witnessedin the regions on western bank of theAyeyawady River where there was poortransport due to geographical condition in thepast. Now, a day trip to some regions with poortransport in the post can be made now.

Better transportation is of vital importanceto regional development. Transport ofcommodities has become speedy thanks to aroad network connecting every part of theentire Union, thereby contributing towardsall-round development of the region ineconomic, social, education; health andadministrative sectors.

Sittoung Canal bridge located on DaikU-Sittoung road in Waw Township of Bago Regionwas put into service on 25 September. The RCtype facility with two way lane is 250 feet longand can withstand 60-ton load inclusive of thevehicles.

The bridge lies on the shortcut linkingDaikU on Yangon-Mandalay Union Highwaywith Sittoung on Yangon-Bago-Mawlamyineroad. Cutting 24 miles of the route, it canbenefit vehicles running on DaikU-Sittoungroad.

Thanks to opening of this facility, localscan go easily from Bago Region to the regionsin upper and lower Myanmar and to Mon andKayin States and Taninthayi Region.

In the time of the government of theRepublic of the Union of Myanmar, six bridgeswhich are 180 feet and above long includingSittoung Canal bridge were inauguratedsuccessfully in regions and states. People arebound to maintain them constantly fordurability. Only with construction of new roadsand bridges across the nation, will travelingand flow of commodities be smoother andeasier resulting in economic development.

NAY PYI TAW, 27 Sept—The Government of theRepublic of the Union of Myanmar has agreed to theappointment of HE Mr Christian-Ludwig Weber-Lortsch as Ambassador Extraordinary andPlenipotentiary of the Federal Republic of Germanyto the Republic of the Union of Myanmar.

He studied law and political science atUniversities of Munich and Paris from 1971 to1997. He served as junior barrister and lecturer atthe Institute for Politics at Munich University from1977 to 1979. He joined the Ministry of ForeignAffairs in 1980 and served in various capacities atthe Ministry and German embassies in Athens,Beijing, Kuala Lumpur and Algeria at FederalChancellor’s Office, Berlin from 2000 to 2003. Heserved as Ambassador of the Federal Republic ofGermany to the Socialist Republic of Vietnam from2003 to 2007. Currently, he has been serving asAmbassador to the Federal Republic of Germany tothe Republic of the Philippines. He is married andhas two children.

Republic of the Union of Myanmar has agreed to theappointment of HE Mr Klas Fredrik Molin asAmbassador Extraordinary and Plenipotentiary ofthe Kingdom of Sweden to the Republic of the Unionof Myanmar.

HE Mr Klas Fredrik Molin was born on 19 July1959. He obtained the Bachelor of Arts in 1983 andMaster of Arts in Law and Diplomacy in 1985. Heworked as an intern at the Office of Senator EdwardM Kennedy of United States Senate in 1984. Hejoined the Ministry of Foreign Affairs in 1985 andserved in various capacities at the Ministry andEmbassies of Sweden in Bangkok and WashingtonDC and Permanent Representation of Sweden to theUnited Nations, New York. At present, he is servingas Deputy Director-General, Head of Departmentfor Asia and the Pacific, Ministry of Foreign Affairs,Stockholm, Sweden.

He will be accredited as Ambassador of theKingdom of Sweden to the Republic of the Union ofMyanmar with residence in Bangkok.—MNA

Indonesian ferry catches fire aftertug collision

JAKARTA, 26 Sept—An Indonesian ferry with more than 400 people on boardcollided with a barge and caught fire, killing at least four, a search and rescueofficial said. The KM Marina Nusantara, travelling on Monday from Surabaya ineastern Java, collided with the barge as it approached the City of Banjarmasin inSouth Kalimantan Province on Indonesian Borneo.

“The accident happened after 7 am this morning. So far, two people havedied. We can’t confirm how many are injured, but we are expecting morecasualties,” said Rusli Ansyah, head of search and rescue in South Kalimantan.

“The boat was carrying 443 people, some vehicles and other goods.Everyone has now been evacuated and some have been taken to hospital,”he said. The Indonesian archipelago of more than 17,000 islands has a poorsea safety record, and fatal accidents are common.—Internet

11 killed as bus plunges intoditch in Bangladesh

DHAKA, 26 Sept— At least 11 people were killedand another two critically injured when a small busveered off a road and plunged into a ditch inBangladesh’s Magura District, some 150 km westof Capital Dhaka, on Sunday evening.

“Ten Afghan andCoalition forceconducted operations inRC-East (RegionalCommand-East) killingseven enemies, thedetaining 32 suspectedindividuals and a weapon

cache turned in over thepast 24 hours throughoutthe region,” said astatement issued byISAF’ s RC-East here.

two shotguns and a heavymachine gun barrel,according to thestatement.

“An unmanned aerialvehicle (UAV) crashed inthe Sar Rowzah District ofPaktika Province.

The UAV wasrecovered and there wasno enemy activity in thearea prior to the crash,” itsaid.

KABUL, 26 Sept—Two soldiers ofthe NATO-led International SecurityAssistance Force (ISAF) were killedin two separate blasts in easternAfghanistan on Sunday.

“An International SecurityAssistance Force service member diedfollowing an improvised explosivedevice (IED) attack in easternAfghanistan today,” ISAF said in astatement.

In a separate incident, oneInternational Security AssistanceForce service member died followingan IED attack, also in eastern

Afghanistan today, the statementadded.

However, it did not identify thenationalities of the victims, saying it isISAF policy to defer casualtyidentification procedures to therelevant national authorities.

More than 400 foreign soldiers,most of them Americans, have beenkilled in Afghanistan so far this year.

Japan’s Nikkei 225 index fell 1.7 percent to8,419.36, as a stubbornly strong yen weighed on thecountry’s export sector, making its products moreexpensive overseas. HongKong-listed shares of Zijin Mining, China’s largestgold miner, fell 7.6 percent. “Gold’s sharp declineand extreme volatility in recent weeks has raisedquestions about it retaining its traditional role as asafe-haven asset and the sustainability of its multiyearrally,” Credit Agricole CIB wrote in a report.

SYDNEY, 26 Sept—Global miner Rio Tinto isconsidering spinning off part of its Australian aluminumassets as a planned carbon would raise costs, theAustralian Financial Review said on Monday.

Rio has been working with Macquarie Group andPricewaterhouseCoopers to consider its options forthe business, the paper said.

Rio’s aluminum business in Australia is made up ofthree refineries, three smelters and two bauxite mines,the paper said, adding Rio would hold onto the mines asthey offer the highest margins.

Forecasts signal late-week launch ofTiangong-1

BEIJING, 26 Sept—Weather forecastsshowed that Thursday orFriday might be suitablefor launching theTiangong-1 spacecraft,experts said.

The unmannedspacecraft, part ofChina’s first spacecraftrendezvous and dockingmission, was set to blastoff from the JiuquanSatellite Launch Centrein Northwest China at anappropriate timebetween Tuesday andFriday. But the latestweather forecast showedthat Tuesday andWednesday would notbe suitable for a launch,Cui Jijun, chiefcommander of themission’s launch sitesystem, was quoted byChina National Radio as

scooter engineTOKYO, 26 Sept— Honda has developed a new

fuel-efficient motorcycle engine that will be used ina scooter that goes on sale globally next year.

Honda Motor Co said Monday that the newengine for 125-cc scooters is 25 percent more fuelefficient than similar conventional ones.

It targets people who use scooters to commutenot only in Japan but also in Southeast Asia andother nations, according to Tokyo-based Honda,which also makes the Odyssey minivan and Civicsedan.

Honda developed a series of little ideas thatworked incrementally, rather than one majorbreakthrough, to reduce friction in engine partssuch as new types of pistons as well as bettercontrol over combustion and improved electronicstarters. Honda did not give a price for the newscooter, but acknowledged that keeping prices lowthrough cost cuts is the crucial challenge for thebusiness.

Honda also said it was planning greentechnology for a bigger motorcycle engine that willbe sold globally, but targeting especially Europe.

Honda did not say when the midsize motorcyclewill go on sale. Details will be announced at theMilan and Tokyo auto shows next month, it said.

The Union Minister replied that theForest Department had been protecting theforests and forest reserves in accordancewith the rules and regulations of the forestlaw. When the forest reserves wereestablished, farmland of the villages wereexcluded in the reserves and only forestareas were established as the reserves underthe permission of the Union Government, headded. Reclamation of farmland was notallowed in a forest reserve in accordancewith the Section 40 of the Forest Law. The

farmland in a forest reserve should be theones which had been allowed for farmingsince the establishment of the forest reserve.A land survey officer was appointed toassess farmland in a forest reserve andfarmers were allowed to work in the farmlandin the forest reserve not to cause loss of themas the land possess good fertility.

When forest reserves were estab-lished, local people were allowed to grazetheir cattle, to cultivate and to collect firewood in the reserves after their demandswere scrutinized by the land survey officer.The forest reserves were established inaccordance with the rules and regulations asthe work was related to the interests of theState and the people. He continued to say thatdesignating the illegal farmland in forestreserves as the legal farmland did not complywith the existing rules and regulations of theForest Law and that could leads todeforestation and environmental degradation.Apart from the state-owned forest, theMinistry had allowed the private sector toestablish private-owned forest. The ministryhad planned to promulgate the environmentalconservation law to be able to conserve theenvironment.

Therefore, the farmland which hadbeen allowed for cultivation since the estab-lishment of the forest reserves would beconsidered to be designated as legal farmland,and it was necessary to protect the forestsand forest reserves in accordance with therules and regulations for the sustainabledevelopment of forests, he said.

Afterwards, U Se Ke Kaw ofMonghkat Constituency asked whetherthere was a plan to assign an assistantdoctor to Monghkat Hospital as theassistant doctor of the hospital was alsoappointed as the assistant doctor ofTachilek Hospital concurrently, causingtroubles at Monghkat Hospital to handleemergency cases. For there were onetownship medical officer and one assistantdoctor there.

Union Minister for Health Dr. PeThet Khin replied that Monghkat Townshipmedical officer had been transferred toHtantabin Township People’s Hospital inYangon Region and other two doctors weretaking their duties as assistant doctors atTachilek Hospital. Arrangements are beingmade to assign one township medical officerand one assistant doctor to MonghkatHospital.

U Maung Maung Soe of IngapuTownship Constituency asked if arrange-ments were made to assign doctors and toprovide an ambulance to Ingapu Town-ship’s 25-bed hospital as there were onlyone doctor, no dentists, and it needs anambulance to carry patients to specialistsin Hinthada, 27 miles from Ingapu.

The Union Minister replied thatIngapu Township Hospital had one town-ship medical officer and arrangements werebeing made to post an assistant doctor and

one dentist to the hospital. The Ministry ofHealth had provided central hospitals, re-gion/state hospitals and some district hospi-tals with ambulances, however it had not yetprovided ambulances to the townshiphospitals. Some township hospitals wereusing ambulances donated by wellwishers,he said.

Afterwards, U Sai Khattiya ofMonghsat Constituency asked whether thegovernment had a plan to assign onephysician, one senior surgeon, senioranaesthetist, five assistant doctors andone dentist to Monghsat Township as thetownship had only one township medicalofficer and could not be able to providesufficient medical services to localpopulation.

The Union Minister replied that oneassistant doctor had been assigned toMonghsat People’s Hospital while onetownship medical officer was working at thehospital. Besides, arrangements were beingmade to post one assistant doctor to thehospital and to fill vacancies of the specialistsand one dentist at the hospital.

Then, three representatives dis-cussed the proposal of U Kyi Myint of LathaConstituency “to implement nationallevel health care security plan incoordination by separately setting up (a)insurance policy for all national people,(b) fund raised with monthly/yearlypremiums of paid employees, furthercontributed by employers and the gov-ernment, and (c) temporary fund by thegovernment on behalf of the jobless,farmers who earn seasonally, and hawk-ers.”

Dr Maung Maung Wint of BahanConstituency said that the proposal is advis-able in principle, but there exist basic needsto be fulfilled and thus calling for assessmentand coordination of respective departmentsand the proposal can be put into practice onlywhen conditions and situations are mature.

Dr Aung Than of Shwebo Con-stituency said that it is still not time forimplementation of health Insurance Systemand conditions and situations are not mature.

U Than Win of TaungdwinggyiConstituency said that the proposal wouldbe a shot in the arm for the basic strata butthe government will have to take time toprepare necessary.

At five acresquality sugarcaneplantation that canproduce 60 tons ofsugarcane nearThabyebin Village-tractin Zeyathiri Township,the excursion group mem-bers viewed cultivationof sugarcane and use offertilizer.

At 20-hectaremodern mechanized farmin Chaing Village ofDekkhinathiri Township,they viewed 25-day thriv-ing paddy plantation,100-day high yieldpaddy plantation on 40acres of farmland, ripeningpaddy plantations. U Zon Hle Htang ofChin State ConstituencyNo. 2 said that in thesecond term of PyithuHluttaw of the MyanmaSocialist ProgrammeParty, the singlechromites reserve inMyanmar was found atMwe Hill region of ChinState. The governmentdeclared that there wouldbe 8000 million tons ofchromites and 100million tons of nickel atthe reserve, and he askedhow about prospects ofmining works there are.Union Minister for MinesU Thein Htaik replied thatthe Mineral ExplorationCorporation of the Ministryof Mines conducted testsfor chromites at Mwe Hillregion of TiddimTownship in Chin State in1965-66 and theGeological Survey andMineral ExplorationDepartment in 1973, 1982and 1999. Despite findingnickel at Mwe Hill regionon a wider scale, chromiteswere found in blocks.

No. 3 MiningEnterprise and KingbaoMining Ltd signed anagreement for conductingfeasibility studies on nickelat Mwe Hill region. Theyfound 44.89 million tonsof nickel ore at the region.The commercial-scaledeposit comprises about 36million tons of nickel withthe content of 1.48 per centof nickel on average.

Despite signing theproduction sharing contract(draft) on the Mwe Hillnickel deposit to producenickel signed by No 3Mining Enterprise andKingbao Mining Ltd, thework could not beoperated, and the contractwas cancelled.

With regard to thedeposit, New Top HongKong Group Ltd of thePeople’s Republic of Chinaheld a meeting at theMinistry of Mines on 24-3-2011. They made a fieldtrip as preliminaryobservation to Mwe Hillregion on 7 and 8 July andthen held discussions withdepartments andenterprises concerned ofthe Ministry of Mines onproduction of nickel fromMwe Hill.

North MiningInvestment Co Ltd ofChina, China NonferrousMetal Industry’s ForeignEngineering & Con-struction Co Ltd andGuiling Research Instituteof Geology for MineralResources held discussionson exploration andproduction of the deposit.Four nickel deposit areasin Mwe Hill, Webula Hill,Hakhalay and Nat Hill andfour chromites areas inMwe Hill, Webula Hill,Hakhalay, Nat Hill,B o p i b u n , M u w e l u t ,Maungtaw-Hnamataw andFalam were found. Therecord states that therewould be 110.57 million

exploration and test ofchromites at Webula-Pamonchaung region, westof Mwe Hill beginning 30July. If there is electricitysufficiency in explorationof nickel ore at Mwe Hillin Chin State, there wouldbe good prospects withforeign investment.Moreover, if chromites isexplored on a small scale,good prospects can befound, he replied.

U Khin Maung Yi ofAyeyawady RegionConstituency No. 6 askedwhether there is a plan toopen one Technical HighSchool or oneGovernment TechnicalInstitute in MyanaungTownship and if it is true,when the institution willbe opened in fiscal yearor academic year. UnionMinister for Science andTechnology U Aye Myintreplied that the Ministry ofScience and Technologyopened the TechnologicalUniversity (Pathein),Technological University(Maubin), TechnologicalUniversity (Hinthada) andAGTI (Wakema) to turnout engineers andtechnicians. Moreover, sixTHSs are opened in Pathein,Ahmar, Pyinsalu, Chaung-wa, Hinthada and MaubinTownships in providingbasic engineering andmechanical courses to thetrainees.

Technological uni-versities and GTIs inAyeyawady Region haveproduced 1359 BEgraduates, 3372 BTechgraduates, and 8229 AGTIdiploma holders, totaling12960. in 2010-2011academic year, 1962 firstyear AGTI students, 1109second year AGTIstudents, 856 first yearBTech students, 511second year BTechstudents and 612 BEstudents totaling 5050 areattending the universitiesand GTIs. Six THSs inAyeyawady Region haveturned out 614 technicians.These schools admit 261first year students and 268second year studentstotaling 529 students in

2010-2011 academic year.Eligible students who

passed the second yearcourses from THS areallowed to attend first yearcourse of AGTI, and moreeligible ones, BTech andBE courses. Therefore,students from AyeyawadyRegion can pursue higheducation and technologybased on their abilities.Moreover, PyayTechnological Universityand THS (Pyay) is openedin Pyay, western of BagoRegion, close to Kyanginandn Myanaung townshipsas part of efforts to createthe learning opportunity forthe local youths fromtownships in Bago Region(West) and some townshipsof Ayeyawawdy Region.They have the opportunityto pursue seven subjects ofengineering courses in theirrespective regions. Thereis no plan to open moreAGTI and THS inMyanaung Township.

U Zon Hle Htang ofChin State ConstituencyNo. 2 asked whether acontract should bestamped or not and hewould like to knowempowerment ofregistration officeraccording to the contractlaw and township revenueofficer according to thestamp duty to makedecisions for stamping thecontract. Deputy Ministerfor Finance and Revenue UWin Than replied that with

regard to various kinds ofcontracts described in theappendix table (1) of Article3 of Myanmar Stamp Act

registration of contracts forhanding over of unmovable

tons of nickel ore and38,100 tons of chromitesore in Chin State.

According to theinformation given by theChin State government,two field groups ofGeological Survey andMineral ExplorationDepartment launched the

1899, it is necessary to paystamp duty in line with therates described in the table.Moreover, the table statesexemptions for the variouskinds of contracts.

If the contract is notincluded in the contracttypes described in thetable, 1 it is not necessary topay stamp duty. Accordingto the announcement No.146/97 issued on 27 July1997, the authority ofCollector Officer prescribedin the Myanmar Stamp Act,its rules and orders havebeen entrusted to respectiveheads of Township RevenueDepartment on 1 August1997. Therefore, the headof respective TownshipRevenue Department hasauthority in accord with the

property, therepresentatives fromTownship RevenueDepartment, DevelopmentAffairs Committee/Development AffairsDepartment, TownshipGeneral AdministrationDepartment, MyanmarPolice Force, TownshipPlanning Department andTownship Land Recordsand Settlement Departmentare formed as a currentvalue assessment group toassess the value of property.It is necessary to pay stampduty for the contract in linewith the value assessed bythe group. Therefore,customers concerned are topay tax including stampduty to the government.

Dr Myat Nyana Soe ofYangon RegionConstituency No. 4 saidthat buses and trucksrunning across the nationare facing degradation ofstrength. He askedwhether there is a plan tomanufacture adequatenumber of modern busesand trucks at home andwhether there is a plan toallow import of vehiclesat fair prices. The DeputyMinister replied that theMinistry of Industry-2 andindustrial zones across thenation are manufacturingbuses and trucks. With aview to contributing to theconstruction tasks of theState and convenienttraveling of the people,import of new vehicles withleft steering are allowed tobe able to substituteplacement of trucks, heavymachinery and buses withleft steering manufacturedlast seven years.

With regard to levyingtax answered by theMinistry of Finance andRevenue, 20 per cent ofcommercial tax and 3 percent of custom duty arelevied for buses, over 10-person-capacity vehiclesand trucks. If the vehicle ismanufactured by ASEANcountries with evidences,custom duty will be free.

U Min Myo Tint Lwinof Kayin State ConstituencyNo. 10 said thePhayathonhsu is locatedat Thai-Myanmar border.Phayathonhsu Town ofMyanmar andPhayathonhsu Village ofThailand are inspirablearea. Therefore, he askedwhether there is a plan toopen a border trade camp,and if it is true, when itwill be opened. The DeputyMinister replied that Statehas been opening 12 bordertrade camps beginning 1988for trading. In so doing,basic reasons for openingindividual camps aredifferent, so these campswere opened in differenttime.

In opening a bordertrade camp, the localsecurity and better transportneed between two

countries. Moreover,opening of the camps isbased on friendly tiesbetween two countries,agreement for openingborder trade camp,facilities of trade, custom,baking and immigrationtasks at the border gates,reasonable volume forfairly trading between twocountries beyond theordinary trade volume, andtrade situation for linkingother regions and states.There is no plan to open aborder trade camp at Thai-Myanmar border inPhayathonhsu of Kyain-seikkyi Township of KayinState.

Union Minister forEducation Dr Mya Ayereplied to educationalquestions raised by twoHluttaw representatives.

Regarding thequestion raised by Dr MyatNyana Soe of YangonRegion Constituency No.4 about promulgation of alaw to provide assistanceto monastic educationschools monasticeducation system whichare under management ofthe Ministry of ReligiousAffairs by the governmentfor realization of effectiveand free primary educationsystem, saying thatMyanmar has 65,000villages and there is onemonastic education schoolin five villages on average,the Union minister repliedthat altogether 215,000students, novices and nunsincluding 176,000 primarylevel students are attending1431 monastic educationschools which are beingopened in 252 townshipsfor the2010-2011 academicyear. In basic educationsector, three are more thanthree basic educationschools in five villages onaverage and more than eightmillion students arepursuing their educationyearly. Starting from the2011-2012 academic year,free primary educationsystem was introducednationwide. Thegovernment spent K 2087.2million on providing morethan five million studentsincluding students inmonastic education schoolswith school text books freeof charge. Stationery andnotebooks will be providedin equal terms.

Since monasticeducation schools wereopened, school textbooksare being distributed yearlyto students of those schoolsin coordination with theMinistry of ReligiousAffairs. Under StateSangha Maha NayakaCommittee, supervisorycommittee for monasticeducation (central) wasformed and annualmeetings are held with theparticipation of membersof central supervisorycommittee chairmansayadaws of Region/Statesupervisory committeesand officials of the Ministryof Religious Affairs andthe Ministry of Education.Proposals for monasticeducation schoolssubmitted by respectivechairman sayadaws areunder discussions.

As students ofmonastic education schoolsare being provided withschool textbooks free ofcharge under free primaryeducation system andcoordination meetings ofcentral supervisorycommittee are yearly heldin cooperation with theMinistry of ReligiousAffairs and the Ministry ofEducation, it is notnecessary to enact a law toprovide assistance tomonastic education schools.

Regarding the questionraised by U Khin MaungYi of Ayeyawady RegionContituency No. 6 whoasked how the Ministry ofEducation manage toupgrade 6000 post primaryschools and 300 affiliatedmiddle schools across theUnion to middle schools(branch) under four-yearplan starting from the 2012-2013 academic year, theUnion minister replied that41.272 schools including6767 post primary schoolsand 338 affiliated middleschools have been opened

up to July 2011. There are5799 post primary schoolsthat can accept Grade VIIIstudents, 609 that can acceptGrade VII students and 359that can accept Grade VIstudents. All affiliatedmiddle school can acceptGrade IX students.

Of primary schoolswith a lot of middle schoolstudents and are far frommiddle and high schools,some schools which aresuitable to be allowed wereupgraded to post primaryschools or middle schools.Temporary teachers areallowed to be appointedwith the assistance of thelocal community inaffiliated middle schools.Post primary schools arebeing allowed to acceptGrade VI students startingfrom academic year theschool was opened andpermissions have beengranted to them to acceptGrade VI, VII and VIIIstudents year after year.More teachers wereappointed at school withhigh ratio of students andteachers and affiliatedmiddle schools and postprimary schools wereupgraded to middle schools(branch) with theappointment of four moreJATs. During the 2011-12academic year, 84 affiliatedmiddle schools and 45 postprimary school totaling 129schools were upgraded tomiddle schools (branch)with the appointment offour more JATs.

Of 7105 affiliatedmiddle schools and postprimary schools, someschools were upgraded tomiddle schools (branch)depending on condition ofschool buildings, poortransport and number ofmiddle school students.Arrangements are beingmade to report the Uniongovernment onappointment of more JATs.

Regarding the PyithuH l u t t a w - a p p r o v e dMyanmar Micro CreditScheme Bill, U NyanLin of Shan StateConstituency No. 1discussed matters relatedto points that should beadded in section (2),subsection (a) in Chapter(1), section (7), subsection(c) in Chapter (4), section(10), subsection (a) inChapter (5), section (16),subsection (a) in Chapter(8), section (28) andsection (32), subsection (b)in Chapter (9).

The Hluttaw decidedthat Amyotha Hluttaw BillCommittee shall discuss thesuggestion of U Nyan Lin.

Regarding the PyithuHluttaw-approved Bill toamend Pyithu HluttawElection Law, U Sai ThantZin of Shan StateConstituency No. 4discussed that originalclauses should be placed inPyithu Hluttaw ElectionLaw Section 49 (a) stated inparagraph 2, subparagraph(a) of the Bill.

Regarding the proposalof U Sai Thant Zin to placeoriginal clauses in Section49 (a), the Hluttaw decidedthat the proposal shall bepart of the Bill as it is inconformity with theapproval of Pyithu Hluttawand the report of AmyothaHluttaw Bill Committee.Next, the Hluttaw decidedthat paragraph 1 and 2 ofthe Bill are part of the Bill.U Saw Ohn of Mon StateConstituency No. 9submitted a proposal thatthe Union government isurged to use various waysand means including massactivities for eradicationof gambling that candamage micro creditscheme for povertyalleviation. Hluttawrepresentatives U Nyi NyiTun, U Hla Swe, U SweAung and U Sai Win Naung

seconded the proposal,saying that micro creditscheme is aimed forenabling the people to startthe business with thecapital. The act of spendingmoney in gamblingincluding three-digitgambling is that oftarnishing the goodwill ofthe government.

It is necessary to takeeradication of gamblinginto consideration widely.Elimination of gamblingcalls for effective actionsto be taken. Gambling candestroy socioeconomicstatus of the youths andtheir moral conducts. It isrequired to put pressure andto take action against thosewho commit gambling andto conduct educative talks.Although it is difficult tocontrol, many ways andmeans are available. It isnecessary to designategambling-free zone,township and village.Firstly, actions are to betaken in accord with thelaw. Secondly, measuresshould be taken to organizethe people through masscampaign. Gambling hascaused evil consequencesto the entire mankind. It islearnt that the incumbentgovernment is takingmeasures to eradicatevarious forms of gambling.

Next, Deputy Ministerfor Home Affairs Brig-GenKyaw Zan Myint repliedthat there are various formof gambling since yore. Notonly in our country but alsoacross the globe, people aregambling as a kind ofrelaxing or as a business.Now two-digit gambling hasbeen infiltrating among thepublic.

As arrests and actionsdid not eliminate corruptedpolice members at all,

He went on that theMinistry of Home Affairsis monitoring the actionsagainst gambling daily andencouraging daily, weeklyand monthly progress; asthe complaints that anypolice members is makingcontacts with gamblers orcommitting mischievous

deeds, immediateinvestigation is conductedand substantial penalties areimposed.

The deputy ministerhighlighted the need towork in concert byregional authorities,departments, non-governmental organi-zations, and the entirepeople to deal withgambling till their ownregion is recognized asgambling-free region inrealizing the nationwidegambling elimination planas a national duty.

U Aung Nyein ofMagway Region Con-stituency (2) submitted theproposal that “the Uniongovernment is urged tohandle plethora ofunsettled cases regardingfarmland/land cen-tralization systema-

tically” which the Hluttawgave assent to discuss.

Dr Myat Nyana Soe ofYangon RegionConstituency (4) submittedthe proposal that “theUnion government isurged to prescribe lawwhich defines least salaryfor labours at reasonablerate”. The Hluttaw decidedto change the proposal to“the Union governmentis urged to set least salaryfor labours at foreigninvestment enterprises atreasonable rate” and topass it to the Peasants andLocal/Foreign WorkersCommittee to review.

U Nyi Nyi Tun of MonState Constituency (11)submitted the proposal that“the Union governmentis urged to share alluviallands to the farmers whoactually want to establishfarm formed by thechange in waterway of

rivers and streams”. TheHluttaw decided to changethe proposal to question.

Speaker of PyidaungsuHluttaw and of AmyothaHluttaw U Khin AungMyint briefed the attendingof 32nd ASEAN Inter-Parliamentary Assemblyheld in Phnom Penh ofCambodia.

Vietnam’s economy grows 5.7 pct in first 9months

HANOI, 26 Sept—Vietnam’s grossdomestic product grewat a slower pace in thefirst nine months of 2011compared with the sameperiod a year ago amidhigh inflation and a tradedeficit.

The government’sGeneral Statistics Officesaid Monday the

country’s economy hasmaintained “reasonable”growth at 5.7 percent.Vietnam’s economicgrowth in the first ninemonths of 2010 was 6.5percent.

New York City is owed nearly $17 million (10 million pounds) in parkingtickets issued to diplomats, a hefty amount that may have grown this week asworld leaders gathered for the UN General Assembly.

During the past (24) hours, Southwest monsoon has been withdrawn from the Northern Myanmar areas. Rain or thundershowers have been widespread in Taninthayi Region, fairly widespread in Kachin and Mon States, scattered in Upper Sagaing, Bago, Yangon and Ayeyawady Regions and Rakhine and Shan States and isolated in Mandalay and Magway Regions, Kayin State and weather has been partly cloudy in the remaining Regions and States. The noteworthy amounts of rainfall recorded were Cocogyun (2.60) inches, Manaung (2.01) inches, Myitkyina and Pyapon (1.92) inches each, Kawthoung and Launglon (1.77) inches each, Putao (1.57) inches, Kayan (1.46) inches and Nyaunglebin (1.42) inches.

Bay Inference Monsoon is moderate in the Andaman Sea and South Bay and weak elsewhere in the Bay of Bengal.

State of the Sea Squalls with moderate to rough seas are likely at times Deltaic, Gulf of Mottma off and along Mon-Taninthayi Coast. Surface wind speed in squalls may reach (35) mph. Seas will be moderate elsewhere in Myanmar waters.

Outlook for subsequent two days
