Executive Summary The OPW have published a Capital Cost estimate of €108m for their preferred Flood Relief Scheme (FRS) option of walls and embankments for Cork City. MMC estimate that the published scheme will conservatively cost €204m to build and to extend the scheme to protect the Docklands would cost €295m. All figures relate to Capital Costs only and are exclusive of operation and maintenance costs.

The Stakeholder group, Save Cork City, engaged MMC Quantity Surveyors to produce a detailed cost estimate for the OPW ‘Walls Scheme’ and to provide an Order of Magnitude Cost for the longitudinal and vertical extension of the ‘Walls Scheme’ to provide a level of flood defence that would be comparable with a Tidal Barrier at Little Island – a significant portion of this cost will be in protecting the City and Tivoli Docklands.

On review of the OPW estimate, a clear disparity was observed between the level of detail on the published drawings and the published cost estimate breakdown. OPW cost estimates are aggregations of the proposals illustrated on the drawings, where several items are accounted for in a single rate. MMC have undertaken a more detailed cost estimate based on the published drawings – a detailed explanation of the methodology is included in this report.

MMC’s cost estimate indicates that the OPW Walls Scheme costs have been significantly underestimated by 61%. Applying the OPW cost estimation methodology to the revised estimate for the measured items would result in a Capital Cost Total of approximately €176m for the Walls Scheme. However, this methodology does not include Construction Tender Price Inflation which is considered critical for a Scheme which is programmed to be completed over a 10 year period. MMC have taken an inflation rate of 3% per annum and assumed an even distribution in expenditure over 10 years. MMC propose a more realistic estimate of the Capital Cost Total to be in excess of €204m.

The MMC estimate is based on the information provided in the OPW published drawings for the scheme. The 20% allowance in the OPW Methodology for ‘Unmeasured Items’ [‘Design Development’ in MMC Methodology] is considered conservative as there have been numerous subsequent changes to the published scheme which have a significant cost implication. These additions include inter-alia: the requirement for a groundwater pumping system; back-up generators for resilience to two pumping systems; cut limestone finish to walls; retrofit of flat deck bridges; etc. It is recommended that these decisions be reflected in revised drawings to facilitate the development of cost estimates.

The report of the Cork Docklands Development Forum (2008), chaired by G.T. Wrixon, estimates that flood protection to the City Docks alone would cost the exchequer €47m. MMC estimates that flood protection to Tivoli Docks would cost an additional €39m. By including an allowance of just €5m for future raising of walls in line with sea level rises, the total cost of flood protection to the City under the Walls Scheme would be approximately €295m. The cost of flood protection to areas identified by the OPW at risk of coastal flooding – the Jack Lynch Tunnel, parts of Mahon, Rochestown, Douglas etc are not included in the report and would see the figure exceed €300m. It is noted that HR Wallingford and TU Delft have estimated the capital cost of a tidal barrier at Little Island at €140m and €187m respectively.

This report does not provide a Quantitative Assessment of the disruption to transport and commerce in the City Centre for the duration of the works. An Economic Impact Assessment of the OPW Walls scheme is recommended to provide a true cost comparison with the Tidal Barrier option. It is noted that the OPW Project Team similarly underestimated the nearby Douglas FRS at €6.8m, significantly lower than the publicised tender price of €13m, and that the cost estimate for Walls and Embankments proposed for Cork City is significantly lower than the cost per km on projects previously delivered by the OPW.

1.0. Background

MMC Quantity Surveyors (MMC) have been engaged by the group Save Cork City to review the cost

estimate prepared on behalf of the office of Public Works (OPW) for a proposed scheme involving

walls, embankments, pumping systems and demountable barriers (the walls scheme) to provide flood

relief to Cork City Centre.

2.0. Observations on the OPW Cost Estimates

On review of the OPW’s estimate, MMC found that there was a disparity between the level of detail

on the drawings and the detail on the estimate.

The items in the OPW report seemed to be aggregations of the work shown on the drawings where

several items of work are accounted for in a single rate.

One of the main items of difference is the rate for the pumping chambers. In the OPW’s estimate,

there is €75,000 allowance per chamber.

MMC have based their estimate on an actual pump chamber design (included in the detailed report)

and includes for sheet piling, excavation, concrete work, services diversions, mechanical and electrical

allowances for pumping. It does not include for a filter drain network. The total cost estimated per

chamber is €381,000. This results in a net difference of €14.4m on this item alone.

3.0. MMC Cost Estimate Methodology

3.1. Design Information

MMC completed their detailed cost estimate based on the drawings made publicly available on the

OPW Lower Lee Flood Relief Scheme website, see references section (OPW, 2017).

The set of drawings are split into 6 series. Series 2 (proposed plans) and Series 3 (proposed sections)

were mainly used for extracting quantities of the proposed work elements, while the remain series

were used for reference.

3.2. Measurement

A detailed quantity take-off was completed on each Series 2 plan drawing for all proposed work at

that location, see below example of this process. Figure 1 illustrates extracted quantities from

drawing ref. LL_201, such as flood embankments, grounds to be regraded and new storm water

drainage.

These quantities were then carried forward to a workbook, creating a schedule of work, see Figure 2.

This schedule of work lists all works deemed necessary to complete the proposed design.

3.3. Quantifying Cost

The next stage of the cost estimate was to apply rates to the schedule of work. These rates were

developed by assembling all labour, material and plant costs associated with each individual item of

work. Figure 3 shows an example a rate breakdown. In this example, the rate breakdown shows costs

associated with constructing a 17.00m wide flood defence embankment, as per Figure 2 work

schedule item 1.2, see Figure 4 for sectional drawing of this work item.

The letter reference shown in ‘Column A’ of Figure 3 refers to labour (L), material (M) and plant (P).

‘Column C’ calculates the quantity of each work element required per linear meter, see below

example.

Cell C:1 (15m3)

= 17m wide x 0.90m high (average between highest point 1.80m, and lowest point 0.00m

high) = 15.00m3

Rates included in ‘Column E’ were ascertained using Spon’s Civil Engineering and Highway Works Price

Book, 2018 (AECOM, 2018), and benchmarked with market rates from current projects. ‘Column F’

factors waste allowance on certain material items. These rates are exclusive of contractors profit, 8%

profit margin has been across rates.

Similar rate calculations were completed for all work schedule items and applied accordingly to

provide a total cost per Series 2 plan drawing, see Figure 5.

4.0. OPW/ MMC Cost Estimate Comparative

MMC’s cost estimate indicates that the walls scheme costs have been significantly underestimated. The measured items quantified in the OPW Options Report total €49,451,108. MMC’s cost estimate, based on the same proposed drawings, result in a comparison total of €81,097,622, an approximate increase of 61%. Figure 7 presents a comparison of projected costs for delivering the walls scheme using the OPW methodology (ARUP, 2017), table 16: Summary of Costs, Section 13.2, page 158

This comparison shows cost estimate variances on a like-for-like basis following the OPW’s

methodology, however, the percentage allowances for items outside measured works are extremely

optimistic. Figure 8 presents a more realistic estimate of project capital costs. The rationale for these

alterations are explained further in the following sections of this report.

5.0. Design Development/ Contingency

Both OPW & MMC’s cost estimates are limited by the lack of detail contained within the published

proposal. The 20% provisional allowance for ‘unmeasured work’ as outlined in the OPW’s estimate

can be seen as extremely optimistic given the requirement to make provision for inter alia the

following project elements:

(i.) The proposal as bridge locations: There is a suggestion that there will be walls

constructed between footpaths and carriageway on flat deck bridges with demountable

barriers erected at footpaths.

(ii.) The extent of the back-of-wall drainage network including non-return valve chambers.

(iii.) The relocation of existing services at areas of proposed work.

(iv.) The make-up of the groundwater pumping system, outlined as a necessity in the OPW

Supplementary Report (ARUP, 2017).

(v.) A network of back-up generators with associated ducting and cabling to the pump

chambers. OPW agents have indicated that this is the preferred method to protect

against coincidental flood & power outage as a result of a storm event (ARUP, 2017).

The OPW’s 20% allowance for unmeasured works and 20% allowance for contingency / optimistic bias

remains in MMC’s estimate methodology, renamed as design development & unforeseen item

contingencies.

6.0. Archaeology & Environment

Similarly, the allowance for archaeology and environmental impact can be seen as very optimistic due

to the river bank location in one of Ireland’s oldest cities.

An allowance for traffic management would be recommended given the rolling closure of city centre

quay roadways and bridges necessitated to accommodate proposed works.

It is for these reasons that MMC have increased the OPW’s 10% allowance for archaeology and

environment to 15%.

7.0. Construction Inflation

As the projected project programme is indicated to take up to 10 years to complete, an allowance of

construction tender price inflation would also be required. MMC have split the estimated

construction costs evenly over the 10 years and have allowed 3% inflation per annum.

8.0. Raising Walls

The OPW’s plan envisages the raising of the walls by 1.00m in the event of rising sea and flood levels.

While there are many technical and political challenges to realising this plan, they have not been

addressed here.

We have assessed a €5m figure based on 15km of walls at €200/m plus contingency, preliminaries

and fees.

9.0. Docklands Flood Protection

The project extends from the Lee Fields, west of the city centre, to the downstream confluence of the

North and South Channels of the River Lee at the Customs House and Bonded Warehouses, however,

there are also further flood defence works that will need to be completed to keep Cork City flood

free.

The planned redevelopment of Cork Docklands will also require substantial flood protection and

mitigation. The report of the Cork Docklands Development Forum, chaired by G.T. Wrixon, estimates

that the cost of flood walls and embankments to protect the City Docklands would cost the exchequer

€47m (Cork Docklands Development Forum, 2008), based on figures supplied by the Cork City

Council.

It is also noted that Cork City Council are developing a Local Area Plan for the Tivoli Docklands in light

of the planned relocation of Port of Cork activities to Ringaskiddy. Assuming the 61.5 hectare

(615,000m2) site is raised a conservative 1.80m for flood protection, using imported hardcore fill, this

would incur costs of approximately €39m (615,000m2 x 1.80m x €35/m3 fill).

Figure 9 shows these costs in addition to the proposed Lower Lee Flood Relief Scheme, to present a

total flood relief cost for the City Centre, North, South & Tivoli Docks.

These costs do not include for tidal flood protection to Douglas, Jacob’s Island, Rochestown or Harty’s

Quay, which would be provided by an alternative flood defence strategy.
