The Québec energy sector boasts a range of renewable energy sources. Over 90% of the province’s electricity is produced using hydro-power. The Québec government is now building on its past success to take on new challenges. It is committed to reducing dependence on imported oil by promoting the use of alternative energies such as electricity, re-newable fuels and natural gas to meet its needs in the transportation sector, which is almost exclusively dominated by petroleum products. Québec also plans to pursue the sustainable development of its hydro-carbon resources in order to secure its energy supply, improve its trade balance and create wealth.

STREnGThS

hYdROELEctRicitY

Despite a modest population of 8 million, Québec is the world’s fourth largest producer of hydroelectricity. The production cost of this renewable resource is among the lowest in north America. The province’s generation capacity already stands at over 40,000 megawatts (MW) per year, with plans in the works to build, refurbish and upgrade its hydroelectric facilities in the coming years to further increase its output.

WiNd pOWER

Québec’s wind power potential is as vast as the province itself. In order to capitalize fully on this resource, the provincial government is currently working towards the goal of incorporating 4,000 MW of wind power into its power grid. by the end of 2013, the installed capacity of wind power facilities in Québec will top 2,400 MW.

biOENERgY

Québec is active in the bioenergy sector, with an installed capacity of roughly 230 MW for the generation of electricity from forest biomass and more than 50 MW from biogas. Six new projects totalling 145 MW should be operational by 2015. Moreover, the program for purchasing electricity produced from cogeneration projects involving residual forest biomass could add another 132 MW to this combined output.

In terms of biofuels, Québec’s target of raising the ethanol content in gasoline to 5% by 2012 has been reached. To achieve this goal, the government backed the creation of an industrial research chair on cellulosic ethanol at the université de Sherbrooke in 2007. The output from a plant launched that same year to produce ethanol from corn will have reached close to 165 million litres in 2013. Québec is nonetheless looking to gradually replace first-generation ethanol with greener second-generation cellulose-based technologies.

In 2012, backed by $27.5 million in funding from the Québec government, construction began on a plant to produce cellulosic ethanol. Scheduled to go into operation in 2015, the plant will have an annual production capacity of 40 million litres.

In 2011, the province introduced a tax credit, valid until April 1, 2018, of up to 15 cents per litre for cellulosic ethanol produced in Québec. It has also provided financial assistance for several biofuel projects employing new gasification and biorefining processes developed right here.

Québec also produces biodiesel for commercial applications. One plant has been manufacturing 45 million litres of biodiesel a year from animal fats, recycled cooking oil, restaurant grease and other oils since 2005. Tax rebates are available to biodiesel users. The production potential of biodiesel produced from microalgae cultivation is also currently under assessment.

ELEctRic vEhicLEs

In April 2011, Québec implemented its 2011–2020 Electric Vehicles Action Plan (vehiculeselectriques.gouv.qc.ca), This plan introduced several measures:

+ A rebate of up to $8,000 on the first-time purchase of a hybrid or electric vehicle

+ The launch of a grant for the purchase and installation of a charging station for personal or professional use

ENERgY EFFiciENcY

Energy efficiency has been the guiding principle behind Québec’s energy policy for three decades. In 2006, the government set a number of energy-efficiency targets for each energy system to attain by 2015. The target for electricity savings was revised upwards in 2011 from 8 terawatt-hours (TWh) to 11 TWh. The efficiency target for natural gas is 350 million cubic metres, and for petroleum products it is 2 million tonnes of oil equivalent (toe).

A legislative framework has been put in place to plan and coordinate the efforts of the provincial government and energy distributors and to ensure funding for energy-efficiency programs.

hYdROcARbONs

The potential for hydrocarbon development in Québec—a relatively underexplored sector until now—is promising. Sedimentary basins in the Gaspé Peninsula, Anticosti Island, the lower St. lawrence and the Gulf of St. lawrence feature geological formations that are likely to contain oil and natural gas. until Québec can wean itself off its dependence on hydrocarbons, the goal will be to leverage this potential in a sustainable manner, using best practices to protect the corresponding ecosystems.

Québec has a number of energy-oriented research centres designed to support private-sector innovation and growth within the province’s energy industry, including:

+ The Institut de recherche d’Hydro-Québec (IREQ), north America’s largest utility-run research institute

+ The Wind Energy Technocentre (corus centre), a unique facility dedicated to research, development and technology transfer projects in northern climates

+ The Solar buildings Research network, a group piloted by concordia university

+ The Institut de recherche sur l’hydrogène (IRH), a leader in hydrogen production and storage

With the 2013–2020 Climate Change Action Plan (2013–2020 ccAP) and the government’s strategy for adapting to climate change, Québec is now working on two fronts: reducing its greenhouse gas emissions by 25% by 2020 compared with 1990 levels and increasing its capacity to adapt to the impacts of climate change. In addition, its waste and water management policies and its environmental assessment procedures for major undertakings make Québec a leader in this field. The same type of leadership permeates the industrial sector, whose manufacturers and service providers offer a wide range of solutions and innovative products to empower the industry in confronting the challenges of a sustainable economy.

Québec has adopted both an act and a plan (French only) that address the issue of sustainable development. It therefore stands alongside a few American states, luxembourg and belgium as one of only a handful of jurisdictions in the world to have passed legislation on sustainable development.

Québec boasts the most competitive R&D tax incentives program in canada and among the best in the industrialized world. These initiatives have helped promote excellence in the field of new environmental technology and assisted businesses in honing their performance and establishing their presence in emerging international markets.

With the creation of the Montréal climate Exchange on the Montréal Exchange, Québec’s carbon market is growing. On January 1, 2013, after an initial transitional year, Québec rolled out a cap-and-trade system for carbon emissions in partnership with the State of california, a fellow member of the Western climate Initiative (WcI).

The AMERIcAnA International Environmental Technology Trade Show and conference organized by RéSEAu environnement, Québec’s largest environment industry association, held its 10th conference in Montréal in March 2013. + Manufactured by Devinci cycles, bIxI bicycles are the first Québec-made bicycles designed for self-serve rentals in urban areas. Designer Michel Dallaire strove to find the right balance between sturdy construction, accommodating the morphology of the greatest possible range of users, lightweight structure, functional winter storage, simplified maintenance and limited user access to mechanical parts.

+ capsul: This “new kind of wallet” designed by laurent carrier, bernard Daoust and Kurt Hibchen was launched by Toboggan Design. capsul wallets have a uniquely sleek, sturdy and functional design. They are moulded from a single piece of non-toxic, recyclable polypropylene and require no assembly. Designed and manufactured entirely in Québec, 100,000 capsul wallets have already been sold across the country and through various outlets around the world.

tAXAtiON ANd FiscAL iNcENtivEs

The Québec government is working to ensure the province’s mining industry remains viable and competitive by encouraging exploration, mining and processing.

This approach can be seen in the Québec government’s 2013–2014 budget, for example, in which a ten-year tax holiday for major investment projects was announced. This program applies to any company investing more than $300 million to implement a project in specified areas: manufacturing, wholesale, warehousing, value-added distribution centres, and data processing or hosting. Investments in natural resource processing are also eligible under the program. The value of the tax holiday may not exceed 15% of total eligible investment expenses.

gOvERNMENt iNvEstMENt

In its 2012–2013 budget, the Québec government announced the creation of the investment subsidiary Ressources Québec to oversee equity investments in natural resource companies operating in northern Québec. More than $1.2 billion has been earmarked for the government’s stake in the mining and hydrocarbon sectors.

A process for ensuring the effective administration of these transactions has also been established, specifying that the first point of contact for companies with an investment project in the mining or hydrocarbon sector is to be Ressources Québec, in conjunction with the Ministère des Finances et de l’économie.

A budget of over $1 billion has been set aside to support an updated version of the 2010–2013 Québec Research and Innovation Strategy (QRIS). This strategy has four main thrusts: promoting more competitive and internationally recognized research; encouraging the scientific community to be more creative and enterprising; fostering more productive ties between researchers and businesses; and supporting major development projects. In order to maximize the marketing potential of academic research, Québec relies on an extensive research promotion and knowledge transfer system. Accordingly, between 2006 and 2009, the province saw an average of 6,000 university-industry partnerships per year.

MAJOR DEVElOPMEnT PROJEcTSThe Québec government is lending its support to six forward-looking initiatives, which together represent an investment of $403 million, including $190 million from

the province.

PRE-cOMPETITIVE RESEARcH cOnSORTIuMSQuébec encourages businesses to form pre-competitive research consortiums to en-

gage in joint research initiatives in Québec, thereby reducing costs and sharing risks.
