Defining Construction Terms for the Non-Builder
What is a General C ontractor ? (GC)
A general contractor is responsible for providing all of the material, labor, equipment and services necessary for the construction of a project. The general contractor hires specialized subcontractors to perform the construction work. (A subcontractor is a business or person that carries out specific work as part of a larger project.) General Contractors bring a specialized expertise to a project team including:
1. Building Process Knowledge – What needs to be done, and when. It’s very easy to have costs escalate, for example, when completed work is required to be removed for access to something that should have been done earlier.
2. Building Trade Knowledge – Supervision of all of the subcontractors and tradesmen, which requires checking the quality of every subcontractor’s work.
3. Knowledge of Building Codes – Knowledge of the specific ins and outs of codes and construction requirements required for inspections and safety.
4. Construction Schedule Management – A GC is the one who stays on top of the schedule and makes sure everything gets done when it needs to be done. A project can easily have 30 to 40 different subcontractors involved, each with a contractual obligation to complete their piece of the puzzle correctly and on time. If one subcontractor misses his appointed schedule, a cascade effect can negatively impact the whole project.
5. Builder’s Relationships – Many of the best subcontractors are very selective about which jobs they will consider. Subs take into account the level of construction knowledge of the person they’ll be working with, the chances that they’ll be able to complete their work without interruption, and the client’s payment history.
6. Contracting Knowledge – GC’s work with contracts and contractors every day, and can tell down to the finest detail exactly what is included in each subs contract.

Queen Anne is experiencing a complete revitalization from top to bottom. The college is quadrupling the amount of usable space and transforming an aging fine arts and academic facility, into a cutting edge, state of the art, academic center for higher learning. The expansion will accommodate future demand for a quality education, in a state of the art working environment, without the high cost associated with a four year institution.
How do you think the finished Queen Anne Academic Center will impact the College and the community? Once Queen Anne is complete, it will set the standard for other higher education learning institutions within the region and the country. It will be instrumental in elevating PGCC to the highest level of learning in a comprehensive, technologically advanced environment conducive to learning at the highest degree.
How will the improved Queen Anne facility impact you in your role at the College? It will provide me with the personal satisfaction of knowing we built a superior product, completed on time and within budget that provides the students and the faculty with a facility they can be proud of for years to come.
What are you most looking forward to about the improved Queen Anne facility? I am looking forward to attending the first play in the new theater and indulging in the arts. Culinary Arts Center Construction Highlights
Project Overview &Construction Activities UnderwayThe majority of Culinary Arts instruction is currently taught at John
E. Howard Community Center located at 4400 Shell Street in Capital
Heights, MD. To create enhanced opportunities for students interested
in culinary arts and hospitality fields, a new 21,000 square foot culinary
arts center will be constructed on the Prince George’s Community
College, Largo campus, adjacent to the intersection of Maryland
Route 202 and the Outer Ring Road. Designed by Grimm + Parker,
it will serve as a welcoming presence at the newly revitalized campus
entrance. The soaring, glass curtainwall at the entrance lobby and the
glazing of the classroom will light up the building corners, serving as
a beacon to welcome students and visitors alike. The exterior brick,
glass and metal of the building will combine the color, texture, and
the fabric of the campus in a form that is unique to the Culinary Arts
Center.
The center will house laboratories in which hospitality and culinary
students can put into practice the abstract knowledge gained in their
lecture classes. These skills include food preparation, food service
management, and meeting and event planning. The Hospitality, Tourism
and Culinary Arts Department offers degrees, certificates, and letters
of recognition in Culinary Arts, Hospitality Services Management,
Meeting and Event Management, Food Service Management, and
Lodging Management. These programs introduce students to the
range of skills and credentials required for successful careers, and
prepare them for entry- and supervisory-level positions in the industry.
Space has been allocated for food- and nutrition-related training
and education for non-majors, including both credit and non-credit

Education Hospitality & Tourism Institute will offer courses for those
seeking to change careers or re-enter the workforce i.e. Hospitality
Express and Culinary Arts Express. The Institute will also offer
apprenticeship and internship programs, certifications such as
ServSafe and customized seminars. In addition to kitchen labs, the
Culinary Arts Center will feature event/dining and classroom space
as well as an outdoor teaching island, garden, and exterior plaza.
The construction schedule is extremely fast-paced and relies on the
early release of steel, concrete, mechanical & electrical systems,

/ Professor, Culinary Arts & HospitalityWhat needs are being met by building a new Culinary Arts Center? Students and community members alike will be able to hone their technical skills in the culinary arts and enrich themselves in theoretical practices and ideas from the industry.
How do you think the finished Culinary Arts Center will impact the College and the community? The new Culinary Arts Center will impact the students of the college and community tremendously by exposing them to state-of-the-art equipment and technology. In addition to that, the student run café and restaurant will aid students obtaining and mastering superior customer service skills which can use in various career opportunities within the DC Metropolitan Area.
How will the new Culinary Arts Center facility impact you in your role at the college? By using the new Culinary Arts Center, I will be able to expedite the training of large groups of students and get them prepared for jobs/careers in the food service industry. Also, I will be able to demonstrate to larger groups of people the health and financial benefits of having culinary arts skills.
What are you most looking forward to about the new Culinary Arts Center facility? I am looking forward to the vast amount of people we will be able to train and service.
And off the job...What’s your movie? The Color Purple
Favorite restaurant? Mrs. K located in Silver Spring
What do you do for fun on the weekends? I ride my motorcycle, go boating and enjoy time with my friends.
What is your dream vacation? To take a cruise around the entire world.
What is one thing you can’t live without? God not being present in my life.

and most importantly, the kitchen equipment. Coakley & Williams Construction,
Inc. (CWC) will work to procure these early release trades, all the while working
with the Department of Labor, Licensing and Regulations (DLLR) to meet Minority
Business Enterprise (MBE) and County Based Business (CBB) commitments of
the projects. CWC has a strong track record of employing contractors from the
community to successfully turn over projects on schedule.

What needs are being met by improving the Lanham Hall?
Build a LEED Silver or better building on campus. Add a necessary lecture hall, and space for Workforce Development and Continuing Education, Student Services, and Academic Affairs. An overall consolidation of services will be achieved by the renovation. A majority of one floor will be dedicated to the Academy of Health Sciences.
How do you think the finished Lanham Hall building will impact the College and the community?The building will be a draw as it has a prime location along MD Route 202.
How will the improved Lanham Hall facility impact you in your role at the College?With the improved facility, I will be further entrenched with the College’s Capital Construction Vision and the Facilities Master Plan.
What are you most looking forward to about the improved Lanham Hall facility?Providing an upgraded learning facility, which students, faculty and staff will enjoy spending time in.
And off the job...How many years have you been on the job?For the past 12 years I have worked in various construction fields, and I am experiencing continual growth with PGCC.
What is the best part of working at PGCC?Being an integral part of a team with goals of not only transforming, but also setting the standard for community college campuses
What do you do for fun on the weekends?Spend time with my family, enjoying soccer, t-ball, and competitive cheerleading with my elementary aged children
