The police will pay specialattention to the Linear Parkarea. The government hasspent about 5 million Arubanflorins to beautify this area anddefinitely does not want auto-mobiles destroying the area. Itis prohibited to park anywherearound the Linear Park corri-dor or at the back of this area.To park at the back of the areameans that the vehicle had tohave cross over the pedestrianpath to get there, which isstrictly prohibited.

There will also be strict con-trol on the Vondellaan to ensurethat no structures are erected onsidewalks to obstruct the pas-sage of pedestrians. The police has announced thatthey will be very strict duringthe upcoming Carnival parade. They will be paying special at-tention to automobiles parkedalong the route. Parking in pro-hibited areas, such as on side-walks will be fined. Accordingto Inspector Ricardo Muller, incharge of Traffic, our citizensneed to understand that theycannot park their vehicles any-where they please; they mustobey and respect traffic rules.

Inspector Muller empha-sized that using the Tow Truckto remove vehicles improperlyparked is not to simply toannoy people, but to stop theflagrant disobedience of thetraffic laws.

One of thetraffic laws states that if a vehi-cle is wrongly parked and isobstructing the visibility ofother traffic and/or endageringthe lives of pedestrians, it maybe removed by the police.

These activities "allowthem to obtain a product thatcan be sent onto the marketvery cheaply," with a worldmarket of synthetic drugs esti-mated at $65 billion, he said.

In neighboring Guatemala -- which has seen major incur-sions by Mexican gangs inrecent years -- security forcescaptured 30 tons of precursorchemicals in 2011, and six tonsso far in 2012, according to of-ficial figures.

Some observers, includingUS-based analysts Stratfor, speculate that Mexican cartelsmay be moving production ofmethamphetamine south of theborder in response to Mexico'smilitary clampdown on organ-ized crime.

Mexican authorities havenot published figures on theproduction of synthetic drugsbut say they have uncovered646 laboratories and seizedmore than 45 tons of metham-phetamines and 13.5 millionpsychoactive pills since 2006.

Between 2001 and 2006,the army discovered only 10laboratories for producing syn-thetic drugs.

In 2011, they also inter-cepted more than 1,200 tons ofprecursor chemicals used indrugs like amphetamines, in-cluding monomethylamine, derived from ammonia.

Mexican defense officialssay the rapid growth of druglabs is partly due to the successof the government's eradica-tion of marijuana or heroinpoppy fields.

But authorities also say it iseasier to set up a lab than planta field of drug crops and, mostimportantly, the profits aregreater.

MEXICO CITY (AFP) - Sei -zures of precursor chemicalsfor synthetic drugs and raidson drug labs have multiplied inMexico and Guate mala in re-cent months, as experts saytraf fickers are increasinglyturning to production.

The shift is another sign ofthe growth of Mexico's cartels, once known as cocaine traf-fickers to the United States andnow infamous for violent turfwars and trafficking drugs toAustralia or Africa, peopletrafficking and extortion.

In Mexico, many syntheticdrug laboratories have beendiscovered in western Pacificcoast states, where there hasalso been a sharp rise in sei -zures of precursor chemicals inport cities, mostly on shipsfrom China.

Green turtles laid more than 1million eggs last year on oneof the Turtle Islands in thesouthern Philippines. Thatnumber of slimy turtle eggs setan all-time high since record-ing of nesting started in 1984.

Some 14,220 green turtlenests were found on BaguanIsland in 2011, breaking theprevious record of 12,311nests set in 1995. The 2011figures translate to 2,844 nest-ing green turtles and 1.44 mil-lion turtle eggs laid, accordingto the Philippines' Departmentof Environment and NaturalResources and the conserva-tion group Conservation Inter-national.

"1.44 million eggs is an as-tounding number and it pres-ents great hope for boostinggreen turtle populations," saidRomeo Trono, executive direc-tor of Conservation Interna-tional in the Philippines.

With an average of 90 per-cent hatching success and a 1

percent survival rate up tosexual maturity, the turtlebaby boom in Baguan in2011 alone could con-tribute 13,000 individualsto the adult turtle popula-tion, Trono said.

Since the previous high in1995, Baguan's nesting recordshave been declining anddropped to as low as just over4,000 nests in 2003, accordingto figures from the Departmentof Environment and NaturalResources.

Poaching by foreign fisher-men, egg harvesting for foodand trade, illegal fishing meth-ods and weak law enforcementcontributed to the decline inthe sea turtle population in thesanctuary.

Saving the turtles of the Tur-tle Islands is important to theoverall health of the Coral Tri-angle, a triangular area of wa-ters bordered by Indonesia,Malaysia and West Papua thatboasts spectacular biodiver-sity, said Department of Envi-ronment and NaturalResources Secretary RamonPaje.

INDIANAPOLIS (AFP) - USauthorities have seized arecord $4.8 million in fakeSuper Bowl souvenirs andtickets and shut down 669websites, most from China, aimed at duping consumerswith counterfeit items.

US Immigration and Cus-toms Enforcement (ICE) di-rector John Morton and NFLlegal affairs vice presidentAnastasia Danias announcedon Thursday the details of anationwide operation thatbegan last October and seized42,692 items.

But 16 websites werestreaming live sport telecastson the internet. Agents ar-rested a 28-year-old Michiganman, Yonjo Quiroa, onWednesday for operating ninesuch sites.

Morton said those siteswould have displayed the UStelecast of Sunday's NFLSuper Bowl 46 showdown be-tween the New England Patri-ots and New York Giants.

"We have our sights set ona different type of victory, de-feating the international coun-terfeiting rings that illegallyprofit off this event," Mortonsaid.

Counterfeiters are mainlyfrom Asia, Morton said.

"The NFL filed numerouslawsuits against many China-based websites that try tomimic the look of official NFLwebsites in order to dupe con-sumers," Danias said. "Typi-cally we're going afternetworks that operate in Chinaand other countries."

For Morton, that means at-tacking the network to try andhit the ringleaders in other na-tions.

"It's a lot tougher in the FarEast," Morton said. "We havehad some operations with theChinese government but it's achallenge. The vast majorityof these items are beingshipped from that part of theworld.

"We have had some successin arresting people overseas. It's hard."

In addition, the operationhas netted 22,570 other itemsof fake NBA, Major LeagueBaseball and National HockeyLeague souvenirs worth an-other $1.6 million. All fakeitems are taken to huge ware-houses for storage beforebeing destroyed.

The operation will continuebeyond Sunday's game as au-thorities try to keep fans frombecoming victims by buyingfake tickets, which have a facevalue of $800 to $1,200 butare on offer at official resalesites from up to $4,000, orsouvenir items sold over theinternet for a small discount.

"The prices aren't low. Thecriminals have figured outwhy leave that $90 on thetable," Morton said. "If the re-turn policy sends you back toChina, that's a tell-tale sign.

"Even a savvy consumercan be tricked. That's how so-phisticated these sites are."

Arrests for counterfeit tick-ets have already been made inNew York and an investigationin Indianapolis is ongoing.

"It has moved from momand pop selling out of a cartrunk for $10," Morton said."Now you have big-time or-ganized criminal syndicatesgoing to the lengths of creatingwebsites and selling for aboutas much as you would pay forthe real thing."

Authorities, who seizedonly $3.72 million in fakeSuper Bowl merchandise lastyear, have shut down 669 wes-bites since last June and 307during Operation Fake Sweep, most of them for trying to sellfake jerseys and hats.
