At thet ime, John Devereux, who was capta ln of the Dominlon Steamer,Si r James Douglas, was t ranspor t ing prov ls ions to l lghthouses,inc lud ing the one at Cape Beale, and probably ln f luenced h isbusiness acquaintances to invest in Bamf ie ld . (There was a lo t o fspecu la t i on a t t ha t t ime tha t a ra i lway spu r l i ne wou ld be comingto the area. )

They employed Wi l l iam Ralph, a prov lnc ia l surveyor , to markout the boundar ies and a l lo t each a l /4 sect lon. Ralph thenprepared a map i l lust rat ing the survey and ca lcu lated the area ofeach l /4 sect lon. I t ls noteworthy that , shor t ly a f ter th issurvey, Ralph marked out the West boundary of the E & N landgrant which was coRveyed to Rober t l )unsmuir , Coal Baron, andAssociates for bu i ld ing the E & N Rai lway. Ralph determined, byspher ica l t r igonometry , the west boundary of the Grant to be138 .6 m l les l ong , t hen pos ted i t w i thou t t he he lp o f p lanes , ca rsor s tagecoaches - no smal l chal lenge in those days.

Emanuel and Francis Cox, l ighthouse keepers t ransferred f romBarens Is land, V lc tor ia , to Cape Beale in 1877, probably had morethan speculat ion in mind when going in on the deal s ince the i rdescendants have cont inued to res ide in the area, a l though youmight wonder i f they were not get t ing a long very wel l . F . Coxgot the mar ine s tat ion proper ty and E. Cox got par t o f Mi l lsPeninsula, a to ta l o f 219 acres. Hard ly enough i f you p lan ongrowing wheat , but more that a l l fe t ime of work involved lnc lear ing those cedar s tumps. Upon examinat lon of Coxts l lght -house d iary , he and Devereux were obvious ly good f r iends. I f - they recommend ln favour of theappl icat ion, I then ask the Regional Board to g lve the BylawF i r s t Read ing , so tha t i t may p roceed to Pub l i c Hear ing .

I made the comment regard ing one appl icat ion that the argu-ments opposing the proposal were emot ional and those in favourwere log ica l and wel l thought out . J im commented last month thateveryone has a r ight to be emot ional , and I couldnr t agree more.But what must be considered is that appl icants and some of the i rsuppor ters a lso tend to get qu i te emot ional i f they fee l they arego ing to be den ied the r i gh t t o u t i l i ze the i r p rope r ry i n wha tthey deem to he the best manner . When, therefore, emot ions arerunn ing h igh on bo th s ides (as i s usua l l y t he case ) , t he on l y wayto make a recommendat ion to the Board on a proposal is on thefactual arguments put forward by both s ides.

The second i tem I would l lke to d iscuss is TV rebroadcast-i ng . As mos t o f you know the re was a recen t f und - ra i s ing e f fo r tt o ra i se money to pu t a l ega l t e lev i s ion sys tem on the a l r . I twas successfu l , but the quest ion has been ra ised as to how we

should ra ise the money in the fu ture. There are two problemswi th the current method. F l rs t , i f on ly a few people dec ide thatthey donr t want to contr ibute, there would be insuf f ic ient funds,and i f the year ts fees are not pa id on t lme the s ignal would bewi thdrawn. Secondly , a fund-ra is ing requi res the serv ices of anumber of vo lunteers. Two of the people who were involved th isyear have a l ready to ld me that they would not be prepared to idoi t again next year .

The a l ternat lve method of f inanclng would be through taxa-t ion. This would cost each ta'xpayer approxlmately 60 cLnts pert housand do l l a r s o f t he assessed va lue o f t he imp rovemen ts(bui ld ings) on the proper ty . People wi th raw land would nor betaxed for th is , and i f your house were assessed at $40,000.00 forexample, you would pay $24.00 per year for TV (at current ra tes) .

The Reglonal Dis t r ic t current ly raxes for TV Rebroadcast ingin Tof ino, Ucluelet and Long Beach, and i t has worked qul te wel lfor the last f lve years. I f we were to go that route, we wouldhave to conduct a Referendum in November. As Referenda costmoney, I would l ike to fee l reasonably cer ta in that the major i tyof Bamf le lders are in favour before I ask the Board to author izei t . P lease le t me know what you th ink!

After a day or so, we began to search for Paddy whenit becane obvioua that his boat had not moved iineethe previous Saturday night, but he sas nowhere to befound.

Some time later, perhaps a couple of weeks or so,another small" out of towrr boat approached the floatto tie up, on one of those summer days rhen the yaterused to suddenly become "so clear you could almostbecome giddy from looking at the bottorn.

A child in the visitorsr boat leaned far over the bowto catch the float and looked down to see Paddy lyinghead down on tbe bottom, with his legs waving gentlyin the current.

Along rith other apprentices from the Cable $tation,I watched as the Provincial Police raised Paddy fromthe sea.
