Problems in General

Deputy turning in multiple apps on the same person sometimes the signatures do not match

Multiple Deputies turning in apps on the same person sometimes the signatures do not match

Same Deputy number, different signature on the Deputy signature line Too many apps for one deputy to have possibly done themselves

Incomplete apps No address or incomplete address (just city or no street number) No checked box

Non-citizen box is checked

Reports that Deputies are pressuring people who are already registered to re-register because The Tax Office Computer system is down

You need the pl as tic card to vote and you wil l onl y get it i f you re-apply It is OK i f you are not a c itizen, just help me out

It is OK that you live in another state and are here temporari ly, just help me out Deputies who are not deputized are not giving out the receipts to the applicants

Citizen Calls Mrs. Margaret N :

On August 18, 2010, Mrs. Margaret N. called inquiring why she had

received a request for additional information for Anne N., one of hernicknames. She did not fill out an application recently. An applicationwith a Deputy signature from Wyatt Anthony Charles was filed with theTax Office. The application was dated August 3, 2010 and contained falseinformation that elicited a request letter from the Tax Office.

Ms. AG:

Concerned about a receipt from a Voter application posted on herdoorstep, Ms. G contacted the Tax Office on August 18, 2010. She did notunderstand the purpose of the receipt. As it turns out she did not fill out

an application recently. The volunteer deputys number was that ofHouston Votes Deputy, Franiqueka Fortune. Ms. G became veryconcerned about this issue.

Citizen Calls Ms. IG:

On August 9, 2010, Ms. IG called about a letter that shereceived from the Tax Office. She explained that she is nota citizen, but had filled out an application at the insistenceof a volunteer Deputy who was in her neighborhoodsoliciting people to register to vote. The deputy told her

that it did not matter that she was not a citizen. He toldher that he needed the application filled out for his job.The deputy number that Ms. IG had is for Stephanie Arispe;however, Ms. IG insisted that the volunteer deputy was a

young male.

Citizen Calls Ms. M:

Ms. M contacted our office on August 3, 2010, very concerned. She wasapproached by a man wearing a lanyard with the name Joseph Garrett onit. The man insisted that she register even though she was alreadyregistered. He told her that he needed the application or he would notget paid. He also told her that she had to fill out the application becauseher registration expires at the end of the year and it would not getrenewed unless she took action. He also stated that the Tax Office

switching from postcard certificates to plastic certificates and unless shefilled out a new card she would not get her plastic certificate effective for2011.

Ms. M was uncomfortable with giving him any information since sheknows her registration certificate will get renewed at the beginning of next

year. She asked for identification but the deputy didnt have any otherthan the lanyard.

HCTO personnel Jason Ratcliff

On August 11, 2010, Jason Ratcliff, wearing a Houston Votes t-shirt,

working the corner across from the Tax Office approached theDirector of the Voter Department and two Outreach employees tosecure new voter applications. He explained that he had been onthe job for three days. He stated that even if the Tax Officepersonnel had a voter registration card, they could still complete an

application just to get a replacement card because he worked oncommission. He stated that he was paid $10 an hour, pluscommission, depending upon the number of voter registrationapplications he submitted. He also admitted that he was not avolunteer deputy because he had only been on the job for three

days. The Tax Office employees noticed that Mr. Ratcliff had notbeen tearing off the receipts and giving them to the applicants asrequired by state law.

HCTO personnel Jonathan Hankins

On August 17, 2010, Jonathan Hankins arrived at theTax Office to be deputized to collect voter registrationapplications. Our trainer noticed that Hankins alreadyhad supplies, so she asked to view them to ensure that

he had the correct forms. She noticed that he hadalready collected 11 applications and had not given thereceipt to the applicants. Because he was not adeputy at the time that he collected them, the trainertook the applications from Mr. Hankins against hiswishes. He was supposed to turn them into HoustonVotes before turning them into the Tax Office.
