Safe Shutdown Analysis Software (DATATRAK)The AREVA DATATRAK program is an engineering software tool that develops a configuration control model of safe shutdown analysis data relationships such as equipment, cable, raceway, fire area, fire zone and compliance disposition data in support of a plant safe shutdown analysis. The analysis model supports the necessary relationships between equipment, cables, routing and their locations in order to identify the impact on safe shutdown capability in each fire area and fire zone. The analysis model design is based on extensive safe shutdown analysis expertise and familiarity with key safe shutdown-related issues including associated circuits from spurious and circuit coordination concerns.

The DATATRAK application is versatile since it is designed to link with existing plant cable-raceway systems. Fire Modeling and Emergency System Response

Performance-Based AnalysisThere is a movement toward risk-informed, performance-based analyses in the field of fire protection engineering, both domestically and worldwide. In response to this movement, the U.S. Nuclear Regulatory Commission (NRC) has amended its fire protection requirements in Regulatory Guidance 1.189 to permit existing reactor licensees to voluntarily use risk-informed, performance-based fire protection methods to supplement existing deterministic fire protection requirements.

Fire ModelingFire modeling is the fundamental tool for evaluation of acceptance criteria in risk-informed, performance-based fire protection. Tools, Techniques & ApplicationsIn applying fire modeling to performance-based analysis, AREVA retains experienced engineers with degrees in fire protection to construct the necessary scenarios for evaluation. Fire modeling requires skillful application to ensure that the input data is appropriate for the conditions being analyzed. Following are some potential fire modeling applications.

Fire Suppression SystemsAREVA engineers can model the effects of a wide range of fire scenarios to determine the necessity and suitability of fire suppression systems such as wet, dry, pre-action and deluge sprinkler systems, fixed water spray, water mist, and gaseous fire suppression systems. We can also utilize fire modeling to gain insight on various fire suppression system designs and their associated performance.

Fire Detection and AlarmAREVA engineers can model detection devices within a compartment, establishing a sequence of events. BackgroundThe Nuclear Regulatory Commission endorsed National Fire Protection Association (NFPA) Standard 805, “Performance-Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants,” as an acceptable voluntary approach for demonstrating compliance with 10 CFR 50.48, “Fire Protection.” This endorsement allows plants to move away from prescriptive fire protection requirements and realize the benefits of using risk-informed, performance-based methods to analyze the consequences of fires and their impact on the ability to achieve and maintain safe shutdown.

Transitioning to NFPA 805The transition to NFPA 805 requires performing several evaluations and analyses:

Fire Protection (FP) Fundamentals Assessment Chapter 3 of NFPA 805 requires that licensees assess their current compliance status. Prior approved alternates to the existing FP program may take precedence over NFPA 805 criteria so it is vital that the plant licensing basis be well understood. The NRC may accept these changes, but will undoubtedly review them again in the context of the change to a performance-based approach.

Nuclear Safety Analyses Most NFPA 805 nuclear safety performance goals are comparable to existing regulatory requirements (10 CFR 50 Appendix R III.G and III.L). The nuclear safety analysis includes a systematic review of the following existing program elements:

• Nuclear safety system and equipment selection• Nuclear safety capability circuit analysis• Nuclear safety equipment and cable location• Fire area assessments• Manual Action Feasibility• Breaker Coordination /common enclosure

Those plants with well-documented safe shutdown methodologies will be able to integrate much of their current analysis for risk significant areas. However, NFPA 805 also requires the assessment of fires originating during non-power operational modes and fires that result in radioactive release that were not previously part of most FP programs.

Non-Power Operational Mode Assessment This assessment requires an evaluation of differentcomponents and time-sequences from the normal safe shutdown paths (primarily assessing decay heat removal capability) as well as an evaluation of key safety functions needed for high risk evolutions during non-power modes (see NUMARC 91-06).

Radioactive Release Assessment Licensees are also required to show that FP goals are also met with respect to limiting radioactive releases with the objective of showing no releases due to loss of boundary controls (other than those already evaluated as primary nuclear safety boundaries).

NFPA 805 Transition Software (DATATRAK)The NFPA 805 Transition Data Tracking System (DATATRAK) has been developed by AREVA as a tool for modeling, managing and reporting data related to performing an NFPA 805 Transition analysis. The DATATRAK application supports both the Nuclear Safety Analysis plus the additional NFPA 805 related tasks such as Non-Power Operational Mode assessments and calculating Fire PRA cable impacts including Basic Event mapping and Fire Scenario cable impacts.

The database system is also designed to link to external data sources such as selected plant cable raceway data tables and selected PRA CAFTA Basic Event data tables in support of the analysis. In addition, the software is also designed to identify the delta resulting from revisions to these external data sources used as design input to the Transition Analysis in order to maintain data configuration control.

This software solution has been developed from AREVA’s expertise in supporting various NFPA 805 transition projects and has received favorable reviews from the NRC during Pilot Plant reviews. Probabilistic Risk Analysis (PRA)Fire PRA is dependent on the application of event tree/fault tree analysis, which is a core competency of AREVA fire PRA personnel. Is Your Plant Ready for NFPA 805 LAR Submittal?Existing breaker coordination calculations that were prepared for Fire Protection Safe Shutdown may not be adequate for transition to NFPA 805. Risk-Informed Performance-Based analyses require a more finite approach to cable analysis and subsequent breaker coordination. These finite scenarios may separate what was once one Fire Area into multiple Fire PRA fire scenarios based on ignition sources.

In addition, there is a potential to include more station equipment into a Fire PRA than previous Fire Safe Shutdown Analysis, including non-safety related components. This more finite area analysis along with a potential increase in required power supplies demonstrates the need to re-evaluate the plants breaker coordination for transition to NFPA 805.

What Is Required?NFPA 805, Section 2.4.2.2.2, requires the inclusion of those circuits that could cause a loss of a power supply required to achieve the nuclear safety performance criteria. This loss could be due to protection devices (i.e. breaker or fuse) that are not properly coordinated with its upstream protection devices.

ASME Standard for Probabilistic Risk Assessment for Nuclear Power Plant Applications (ASME-RA-S-2002) requires the confirmation of satisfactory electrical coordination for Fire PRA power supplies. This requirement is part of the Fire PRA Peer Review performed to determine the quality of the PRA.

Background AREVA has provided fire protection engineering services to the nuclear power industry for plants that have committed to transition their licensing basis from a NRC prescriptive program to a risk-informed / performance-based NFPA 805 program. Upon the completion of the plant Licensing Amendment Request submittal, plants need to commence with the new program implementation and maintenance process. Modifications Impact Screening Reviews on the NFPA 805 Program The review of plant modification packages include performing a screening review to ensure the modifications do not make changes in the plant that can negatively affect the NFPA 805 Fire Protection Program.

Some of the initial review steps include:

• The review of new, existing and emergent modification packages.

Industry Issue For utilities that have decided to retain their 10CFR 50, Appendix R licensing basis, NRC Regulatory Guide 1.189 has provided a path to use specific performance-based tools to evaluate and mitigate risks within the plant. Based on the NRC guidance, Fire Probabilistic Risk Assessment (Fire PRA) methodology can be used to mitigate circuit issues, such as Multiple Spurious Operations (MSOs). This analysis involves modeling information associated with components, cables and raceways to determine the impact of fire damage to the ability to achieve safe shutdown within each fire zone or fire area.

The database system is also designed to link to external data sources such as selected plant cable raceway data tables and supplement existing cable and raceway database systems in support of the analysis. In addition, the software is also designed to identify the delta resulting from revisions to these external data sources used as design input to the Fire Safe Shutdown Analysis in order to maintain data configuration control.

This software solution has been developed from AREVA’s expertise in supporting various Fire Protection projects since the promulgation of 10CFR50, Appendix R and has received favorable reviews from the NRC during NFPA 805 Pilot Plant reviews. Furthermore, the design of the application supports customization to meet the needs of each plant-specific project by integrating all the elements required to support this analysis.
