FLP Proposal Guidelines – Existing FLPs

San José State University (SJSU) and the Study Abroad and Away Department (SAA) in the College of Professional and Global Education (CPGE) are committed to creating and supporting SJSU faculty-led programs (FLP). We appreciate your dedication to this program and your willingness to continue running your FLP.

SAA, in partnership with SJSU academic colleges and departments, facilitate and develop FLPs for SJSU students. FLP proposals should originate with faculty and should carry the endorsement of appropriate departmental and college administrators.

All existing FLP programs must complete an “FLP Program Proposal Packet – Existing Programs” for each new program cycle. FLP proposals will be reviewed and approved by the Faculty-Led Advisory Committee (FLAC), comprised of SAA staff and SJSU faculty. Deadlines for proposal submissions can be found on the SAA website.

Existing FLP Programs: • Any program that has run within the past two years is considered an existing FLP and should complete the FLP Program

Proposal Packet – Existing Programs.• If the FLP has not run and/or the program leader(s) has not visited the site in more than two years (this includes adding a

totally new destination onto an existing program), the faculty leaders will need to submit a New FLP Program Proposal.• If a program was proposed in the past two years, but was cancelled or did not run, the program does qualify as an existing

program and should complete and update the FLP Program Proposal Packet – Existing Programs.

New programs should follow the steps to propose a new FLP, as outlined on the SAA website here.

Proposal review: FLP Program Proposals will be accepted from all levels/ranks of faculty as well as from staff with regular teaching duties*. Preference for approving a program to run will be given to those meeting any of the following criteria:

• FLPs offering courses with an interdisciplinary focus or courses that integrate into the departmental curriculum (count towards a student’smajor in that department as either a requirement or an elective) and will be sustainable and recurring.

• FLPs that have reviewed the capacity, departmental/college need for the FLP, and student interest; e.g. If there are only 40 students needing a course in a specific major or course area, it is not feasible to offer 6 programs focusing on that major or course area, as all programs will inevitably be under-enrolled.

• Program Leaders who have proven success in marketing and recruiting their FLP.• FLPs that have adhered to and managed their FLP budgets in past years successfully. Programs that have had consistent budgeting issues

or have returned with a budget in deficit may not be approved.• Faculty who are committed to following CSU, SJSU, CPGE, and SAA policies, procedures, and processes. If the faculty member does not

adhere to policies while preparing for or while running an FLP, the SAA reserves the right to deny any future proposals to run an FLP.

*Faculty in the FERP Program are not able to lead FLPs. You can find more information on FERP and IES programs here.

Instructions for Developing a FLP Proposal – Existing FLP The following are required for the FLP Program Proposal – Existing Programs, please submit:

• Completion of a condensed Program Leader Self-Assessment – Form A• Completion of the condensed FLP Program Proposal (Existing) – Form F which requires the following additional documents;

o An updated syllabus for each course that will be offered on the FLP. Faculty must provide a syllabus for each course offered thatconforms to the accessible template according to S16-9 university policy, course syllabi policies. The template can be found here.

o A one-page narrative about your program, which clearly outlines your vision. We need to see how you are connecting theprogram location, culture, activities, and curriculum to one another. What are the goals of the program, how will you accomplishyour goals? How do the goals help accomplish the course learning outcomes?

o An updated tentative program itinerary (or list of proposed co-curricular activities with a day by day breakdown) • Please list not only your program dates, but the number of hours that you will meet with the students before and after the

trip. Faculty Affairs is looking at faculty appointment forms closely and they have determined that 1 unit of credit can beoffered for 1 week of contact. This means if you are looking at offering a 6 unit course that you would teach alone, and youonly plan on being abroad for 2.5 weeks, you will need to meet with the students for another 2.5 -3.5 weeks either before or after the trip (or both). You can have meetings during the spring (for summer programs) or fall (for winter programs) semester as long as it will not impact your regular teaching duties - so off-duty days are preferred. Please note FLPs can only offer 3-4 units on winter term programs and 1 unit courses over the spring break.

• A Statement of Support - Each proposing faculty member must have their Department Head or Chair complete and sign the Statement of Support (Form G).

• Credit Hour Compliance Worksheet for each course that will be offered on the FLP (Form E)

*Existing programs that are not approved will be discussed with Program Leaders. Likely, the Faculty Led Advisory Committee (FLAC)will have feedback about areas in the proposal that need updates and/or additional information. Once the updates have been madeor the requested additional information provided satisfactorily, the program will be reviewed and approved. Programs may be deniedif the program leader has broken SJSU, CPGE, or SAA policies; had budget issues resulting in deficits; or has not adhered to FLPdeadlines.

Program Leader Self-Assessment – Form A

Thank you for your interest in running your FLP again. While FLP programs are SJSU courses, as you know directing an FLP is very different than teaching a traditional course on-campus. Program Leaders must successfully manage all details of traveling with a group of students: logistics, group dynamics, safety and security, back-up plans, and teaching. Being a Program Leader is a significant responsibility and requires faculty to be prepared to do whatever it takes to ensure the safety of students and success of the program.

This self-assessment focuses on the more technical, logistical and crisis management aspects of the being a program leader. The purpose is to highlight important skills and introduce some scenarios that may occur. It is not necessary to be an expert at everything, it is necessary to identify where you may need additional help and that you are aware of the expectations for faculty choosing to run an FLP.

Please complete the assessment and include this with your completed site-visit proposal for review.

Part 1—Skills self-assessment

The purpose is of this self-assessment is to highlight important skills that may be needed, and help you to identify skills that you may need to learn/strengthen or areas where you may need assistance. Your responses may not impede your ability to lead a program, but will advise the SAA staff as to areas where we need to provide training to boost your skillset. It is important to decide in advance if this type of work is something to which you are committed. If, after completing the self-assessment, you have concerns and/or questions please arrange an appointment with a SAA staff member by emailing [email protected] to discuss those concerns.

The SAA Office tries its best not to bombard faculty with emails throughout the year. We ask that our faculty leaders are committed to being organized, adhering to deadlines, and probably most important of all – to read all emails from our staff and to respond in a timely manner. Academics All SJSU students who participate in a Faculty-Led Program conducted through the SAA must maintain a GPA of 2.0 or higher and may not be on disciplinary probation.

All courses must be approved by the department before final approval can be given. New courses must go through the curriculum review process at the department, college, and university levels. This process takes several months--new courses proposed for

summer must move through all levels of review and approval by the prior December to be included in the course catalog for summer. Therefore we urge applicants to discuss their proposal with their chair or director early in the process.

Once the course has been identified and marketed, it cannot be changed. Please consider courses that are required for graduation (major courses and electives), GE courses, and courses with an interdisciplinary focus. This will help with recruitment.

Please reference your past webpages and provide updated materials as needed. If you have no updates, please let us know that as well. You can locate webpages for current and past offerings on the SAA website.

1. Your photo(s) and a brief biography.

2. Photos of the destination (if you have them) that will be placed at the top of your program page.

3. A program title (5 words or less).

4. A web narrative outlining the program. How would you describe your vision to an interested participant? This narrative should highlight the educational, cultural, and professional implications of the trip. Again, this is a marketing vehicle so you want to have fun with this as it needs to capture the interest and attention of potential applicants. Will there be a service learning component? Networking opportunities? Hand-on experiences? Will students get to go on excursions and site visits? Is there something unique to your destination that students may or may not be aware of? All of those pieces of the puzzle can intrigue and ultimately encourage a participant to sign up for your program. Keep in mind –student like short blurbs of text and bullet points, something that they can skim and discern what is being offered so keep it short and descriptive.

5. Lastly and most importantly, please respond to the SAA team when they email you for information. Delays in responses can delay our ability to market the program effectively.

Faculty Instructions: Complete one Statement of Support for each proposing faculty member. Please share your proposal and all proposal documents with your Department Head and/or Chair to obtain their approval and support for your proposed FLP by having them complete this form. FLP Proposals cannot be processed without these signatures.

As part of the Program Proposal for Faculty Led Programs (FLP) at San José State University, the College of Professional and Global Education (CPGE) and the Office of Study Abroad and Away (SAA) require that all faculty-led program proposals include support from the departmental chairs. This is required for several reasons:

• SJSU strives to emphasize the academic integrity of SJSU’s FLP. By requiring approval from the academic unit, the SAA canensure that FLP courses are of equal academic merit and rigor as courses offered on-campus.

• SJSU, CPGE, and the SAA must ensure the safety and security of our students and faculty who are participating in a study abroadexperience.

• Academic units are expected to actively promote the benefits of study abroad generally, as well as, its own department/collegesponsored FLP programs to its students.

By signing below, Department and College leadership are indicating their support and approval of the study abroad program and its academic goals. Further, by signing below Departments and Colleges are indicating their understanding of the following:

1) The sponsoring department & college will be involved in any significant student- or faculty-related problems that arise abroad. Forexample, if a faculty member were to become sick on the program, the SAA would call upon the department to help identifyalternate teaching staff. In addition, the SAA consults with the department to help resolve academic, health, behavioral oremotional problems with student or faculty.

2) The responsibilities for a faculty member leading a FLP are vastly greater and much more demanding than those of a professorteaching on-campus. Faculty leaders are expected to deal directly with student conflicts, both minor and major medical andemotional health issues, criminal acts by or against students, binge drinking and other issues. These responsibilities can occur atany time of day or night. By signing below, the department chairs are assuring the SAA that they believe the faculty member iscapable of and suitable to manage these sorts of responsibilities.

Credit Hour Compliance Guidelines

FLP Proposal Credit Hour Guidance

It can be challenging to identify how a credit hour should be calculated when developing an FLP. FLPs do not always have the same elements as a course taught in a traditional classroom setting. When developing a FLP we must be sure that we are providing instruction that is reasonable equivalent to the standard of combined direct instruction and student work per week, per credit hour for a semester (or its equivalent).

For the purpose of credit hour computation on a FLP, instruction and student work can include the following types of activities:

• Class meetings before, during, and after travel• Time spent reading/viewing assigned texts and course materials• Lectures (including lectures provided by SJSU faculty, guest lecturers, faculty/staff/students at partner institutions, guides,

local residents, etc.)• Group discussions with course instructors, guest lecturers, faculty/staff/students at partner institutions, guides, local

residents, etc.)• Museum, business, clinic, government building or other on-site visits• Cultural excursions, performances, and/or events that incorporate the learning goals of the course and engage students• Student presentations• Service learning projects• Reflection/processing/synthesis time used for discussion, writing, or production of creative work which may take a variety of

forms, including but not limited to journaling, writing formal papers, blogs, art projects, etc.

A 3-credit course should include the equivalent of 9 hours of combined direct instruction and student work per week for the equivalent of a 15-week semester. Considering a “course hour” is 60 minutes, this would be a baseline of 127.5 hours per course. The attached worksheet will help in determining the appropriate number of credits hours to assign in a FLP.

Checklist for Submitting an FLP Program Proposal – Existing Programs

Documents required to submit an FLP Program Proposal – Existing Programs, please submit:

☐ A condensed Program Leader Self-Assessment – Form A – for each faculty leader

☐ A condensed FLP Program Proposal (Existing) – Form F

☐ An updated syllabus for each course that will be offered on the FLP. Faculty in the College of Humanities and Arts mustprovide a syllabus for each course offered that conforms to the accessible template according to S16-9 university policy,course syllabi policies. The template can be found here.

☐ A one-page narrative about your program, which clearly outlines your vision. We need to see how you are connecting theprogram location, culture, activities, and curriculum to one another. What are the goals of the program, how will youaccomplish your goals? How do the goals help accomplish the course learning outcomes?

☐ An updated tentative program itinerary (or list of proposed co-curricular activities) Please list not only your program dates, but the number of hours that you will meet with the students before and

after the trip. Faculty Affairs is looking at faculty appointment forms closely and they have determined that 1 unit ofcredit can be offered for 1 week of contact. This means if you are looking at offering a 6 unit course that you wouldteach alone, and you only plan on being abroad for 2.5 weeks, you will need to meet with the students for another2.5 -3.5 weeks either before or after the trip (or both). You can have meetings during the spring (for summerprograms) or fall (for winter programs) semester as long as it will not impact your regular teaching duties - so off-dutydays are preferred. Please note FLPs can only offer 3-4 units on winter term programs and 1 unit courses over the spring break.
