I-294 RAMPS AT 88TH/CORK AVENUEPublic Information Meeting Lipinski Community Center December 13, 2017

PURPOSE OF MEETING:Present the Proposed Improvement Plan, including required property acquisition, for public review and comment. Village and consulting engineering staff will be available to answer questions.

PROJECT STATUS:• Phase I Engineering was initiated in 2015. Phase I design approval is anticipated in

early 2018.• Multiple alternatives were developed and evaluated based on transportation

performance, impacts to environmental resources, socio-economic impacts, and cost.• The Proposed Improvement Plan was selected as the Preferred Alternative in

coordination with IDOT, the FHWA, the Illinois Tollway, and Cook County (CCDOTH). • See back page for the overall Proposed Improvement Plan.

PROPOSED IMPROVEMENTS:• New I-294 southbound entrance and northbound exit ramps at 88th/Cork Avenue.• Widening of the 88th/Cork Avenue bridge over I-294 to accommodate the proposed

ramps and a multi-use path and sidewalk.• Intersection improvements at 79th Street and 88th/Cork Avenue, including providing

longer turn lanes and a proposed westbound right turn lane to accommodate future 2040 traffic. The signal phasing will also be modified.

• Intersection improvements at Archer Road and Oak Grove Avenue, including providing dual left turn lanes at two quadrants and longer turn lanes to accommodate future 2040 traffic. Southbound Archer Road will also be realigned at the intersection to better align turning movements.

• Pedestrian accommodations are proposed, including an 8-foot wide multi-use path along 88th/Cork Avenue, Oak Grove Avenue and Archer Road, which will tie into the existing path at Village Hall. Sidewalks are also proposed along 88th/Cork Avenue, 79th Street and Archer Road.

NEXT STEPS:• After this Public Information Meeting, any comments will be addressed and final

Phase I Engineering Reports will be prepared and submitted to IDOT for approval. • After completion of Phase I, the Village of Justice will initiate the Phase II

Engineering (preparation of contract plans and land acquisition) which will take approximately 2 years.

• Construction is anticipated to begin in late 2020 or early 2021 contingent upon project readiness and funding availability.

• The Phase I Engineering estimated construction cost is approximately $25 million.

COORDINATION WITH THE ILLINOIS TOLLWAY I-294 PROJECT: Phase I Engineering for the Village of Justice project has been closely coordinated with the Illinois Tollway with respect to their planning for future I-294 reconstruction. The Village of Justice project is being planned in accordance with the Illinois Tollway’s Interchange and Roadway Cost Sharing Policy, and is planned to be completed before mainline I-294 reconstruction. The Village of Justice project is being designed to accommodate 2040 traffic that is projected to use the currently planned northbound exit and southbound entrance ramps at 88th/Cork Avenue as well as the future northbound entrance ramp at IL 171, based on planned improvements to I-294 by the Illinois Tollway.

PROJECT DESCRIPTION:The Village of Justice is nearing completion of preliminary engineering and environmental studies (Phase I Engineering) for the addition of Tri-State Tollway (I-294) northbound exit and southbound entrance ramps at 88th/Cork Avenue and is compatible with a future northbound I-294 entrance ramp from Archer Road. In addition to the new ramps, the project includes intersection improvements along 88th/Cork Avenue at 79th Street and Archer Road. The purpose of the project is to improve access to/from I-294 for residents and businesses within the Village of Justice and other adjacent communities.
