• Incredibly low usage of alternative commute modes
• With numbers this low, there is likely a lack of awareness about some commute options that could be relevant
“There doesn't seem to be a general centralized location or POC to learn about transit/commuting options. It
also doesn't seem to be common knowledge and it is not addressed in any newcomer/welcome/JBM-HH
webpage etc.”
Where Are People Commuting From?
• Lots of carpool/vanpool potential along I-95 corridor

Consider creating some form of on-base circulator
service so that personal vehicles can remain parked
throughout the day
“I think that if you had a HOP on HOP off bus that
just serviced the base people will likely to use it,
but keep the Myer Flyer to go to the Pentagon.”
Minimize on-base traffic and parking issues
Walk rate around base is relatively low given the
confined area

If Zipcar or car2go vehciles were available for reservation and pick up on base, how would your use
of these services likely change?
37% of respondents would use a
private carshare service if available.
Consider Down-Sizing the GSA Fleet
GSA leased vehicles are:
under-utilized
sapping valuable parking space
Costly considering their limited use
Partnering with a carshare providers like Zipcar, Enterprise, or car2go could offer a more affordable and flexible
vehicle fleet to suit base needs
In Their Own Words
“I would gladly use public transportation to get
to/from work, but nothing is available on base…
Also, we waste a ton of money on the GSA fleet
of vehicles that are hardly used. It would make
way more sense to have "official use" Zip
Cars/Trucks available on a pay as you go
basis.”
Reconsider Capital Bikeshare On-Base
45% expressed interest in bikeshare
Would provide affordable mobility to areas off
base – Arlington Blvd trail is right outside
Henry Gate
Many intra-base short distance trips are
currently being made with SOV – bikeshare
could help cut down on these trips and
alleviate parking frustrations among
commuters, residents, and visitors
Federal matching funds could be used to
purchase bikeshare station

“While I lived on post a few months back, I would request
an uber or taxi. One of two things would happen. One being
the uber directions took them through Henry gate which I
could not reach or they would try to go through ANC. Two,
taxis have to wait... 20 mins for background checks and
searches in which case they hate to leave their vehicle so
they would just refuse to come. Henry gate being opened
for pedestrians would be overall beneficial to these young
soldiers to leave and enter post. Using uber, lyft, taxi, bus
routes, and bicycles all around in any fashion would help
these soldiers.”

Would you use the Henry Gate?
“I sincerely hope the Henry Gate will be reopened to pedestrian traffic. That would open access to a number of running routes that I would use during early morning PT hours.”
If the Henry Gate were to be opened for pedestrian access, how likely would you be to use the gate for traveling to and from the base?

Off-base Trip Purpose
“I walk about 3 miles around Fort Myer to enter through the second street entrance, it usually takes me about a 30 minute walk to get to work. If the pedestrian gate attached to Henry gate was open I would walk about 2 minutes and only have to cross one, cross-walked, road. There are others who live near me that feel the same way, please if it were within your limits open that pedestrian gate, it would make to and from work easier for quite a few of us.”

ART 45 to Rosslyn or Columbia Pike
ART 42 to Ballston
ART 77 to Courthouse and Shirlington
Capital Bikeshare station right on Pershing Drive
Carshare access – Zipcar & Car2go
Existing bus shelter on Washington Blvd would make for an
ideal pickup location for ride-hailing services like Lyft and Uber
Both commuters and soldiers/marines living on base would benefit from improved access to the surrounding
community
Alleviate vehicle congestion at the Hatfield Gate during peak hours
“Considering the difficulties that Taxis, Uber/Lyft, etc have getting on Post, all of which are perfectly
understandable for security, it has become increasingly difficult to access Public and really ANY form of
transportation. Opening Henry Gate will open up a whole new world to the soldiers, civilians and families that live
and work on JBM-HH. MetroBus is right outside the gate, taxi's and other forms of car rides could p/u and d/off at
Pershing Shoppes. MetroBus will give much better access to MetroRail, BikeShare will allow everyone more
access to extracurricular activity/exercise, AND it will boost the local economy. More importantly, it will encourage
our Soldiers to get out of the barracks and boost morale. I cannot stress how many times when we've gone out,
including with our neighbors, to Clarendon and discussed how much better it would be if the Henry Gate were open
so we could just walk to our destination! PLEASE OPEN THAT GATE!”
