Example of the regional contribution
Review of additional national indicators used in CEE countries: In addition to EU indicators which are used rarely in CEE countries, high variety of national indicators is used in the region. Bulgaria – Aridity Index (De Martonne), Palfai Index (PAI), Palfai Drought Index (PaDI) (used also in Hungary) Standardized Flow index (SFI), Standardised groundwater index (SGI), Canadian Fire Weather Index (FWI); Czech Republic - Amount of usable water in loam soils, Basic water balance of grasslands, Potential evapotranspiration of grassland, weekly amount of precipitation, Danger of Fires Index (DFI); Lithuania - Percent of Normal, (PN) Deciles (PD), Effective Drought index (EDI), Streamflow Drought Index (SDI), Selianinov hydrothermal coefficient (HTC); Moldova - Dry Periods Index (IZU) after M. Nedealcov, Climatic resources; Poland - Standardized Precipitation Index (SPI) Climatic Water Balance (CWB), Threshold Level Method (ThLM), Ground Drought Risk Index (KN); Romania - Palmer Drought Severity Index (PDSI), Standardized Precipitation Evapotranspiration Index (SPEI), Standardized Precipitation Index (SPI), Soil moisture reserve, precipitation and air temperature (statistical methods based on monthly and yearly values), stream flows (statistical indicators), Groundwater levels); Slovakia – Palmer Drought Severity Index, Tomlain climatic indicator of irrigation, Konček index of irrigation, forecast of forest fire risk index; Ukraine - Standardized Precipitation Index (SPI),
hydrothermal indicator (HTI) of Selyaninova, humidification indicator of Shashko (Md), Moisture Content Indicator of Protserova, number of days with relative humidity ≤ 30% (No), number of days with maximum temperature > 30 °C (NT), content/supply of productive moisture in 0-20, 0-50, 0-100 cm soil layer of the lands with winter, early spring and late ardent crops (W0-20, W0-50, W0-100). Slovenia - ten-day totals and comparison to long-term average (temperature, precipitation and sunshine radiation, water balance, evapotranspiration), water availability of plants, phenological development and impact of weather (drought) on plants, outlook for five days, Soil Water Balance, Precipitation Percentiles, Standardized Precipitation Index (SPI).
IDMP CEE Final Workshop; 21-22 April, 2015, Bucharest, RomaniaApril 201511 www.gwpcee.org
• Publishing of DMP (including provisional planning documents)
• Making DMP available for comments
• Consultations aimed at active involvement of the interested parties
STEP 5: Public participation
IDMP CEE Final Workshop; 21-22 April, 2015, Bucharest, RomaniaApril 201512 www.gwpcee.org
• Improvement (harmonisation) of data collection and monitoring (Hungary, Romania, Czech Republic, Ukraine – forest monitoring)
• Improvement of planning process – drought indicators, historical evaluation and drought forecast (Poland, Moldova, Hungary), methodology for risk assessment hazard and risk maps (Romania, Lithuania, Slovakia)
• Improvement of agricultural drought management (Slovenia)
• Support for implementation of measures – water leakages from water supply systems, increasing of reservoirs volume, construction of small water storage ponds, use of treated waters for irrigation (Bulgaria, Slovakia, Hungary), increasing soil water holding capacity (Slovakia, Poland, Czech Republic, Hungary), determination of e-flows (Lithuania, Slovakia)
• Climate change modelling (Czech Republic, Lithuania, Slovakia)
STEP 6: Research and science programme
IDMP CEE Final Workshop; 21-22 April, 2015, Bucharest, RomaniaApril 201513 www.gwpcee.org
• Quantitative status assessment of groundwater according to WFD – differentiation of water scarcity and drought issues in RBMPs
• Ecological status assessment of surface water –prolonged drought (e-flows assessment)
• Climate change aspects and adaptation strategy
Related issues – requirements of Water Framework Directive
IDMP CEE Final Workshop; 21-22 April, 2015, Bucharest, RomaniaApril 201514 www.gwpcee.org
Weaknesses identified in Activity 1.2 Review Achievements during Activity 2.1 & 2.2
Current status of DMP - not satisfactory Guidelines – main tool for improvement of DMP
Lack of methodology Methodology for DMP tailored for region completed
Drought - not considered as a relevant issue All participants attended NCDs confirmed drought as a relevant issue (included representatives from ministries)
Organizational arrangements – not established/not clear
All countries indicated preparedness of existing organization structures to deal with drought
Insufficient coordination and communication among sectors and institutions
Two rounds of NCDS started communication among sectors and institutions in 10 CEE countries
Drought monitoring not sufficient Recommendations for drought monitoring given (impact?)
Drought indicators and thresholds CEE countries provided drought national indicator system;
thresholds are still rare
Data availability Recommendations for data collection provided
Insufficient legislation WFD – legal basis for DMP development
Valuable source of national experiences created during NCDs – basis for IDMP CEE continuation
Added value – comparison with situation described in Act. 1.2 – Review of the current status......
IDMP CEE Final Workshop; 21-22 April, 2015, Bucharest, RomaniaApril 201515 www.gwpcee.org
• To launch the initiatives focused on harmonization of methods used for development of the main elements of DMP:
- assessment of historical drought events
- drought indicator system in connection with drought monitoring
- thresholds for classification of drought stages
- early warning system
• To develop guidelines for the weakest elements of planning process:- risk assessment (single and multiply risks assessment)
- climate change assessment
• To initiate demonstration projects focused on quantitative water management issues (e.g. e-flows, water accounts)
Proposals for next steps – based on identified weaknesses
