QuestionI am getting a One-Parent Family Payment and my RentSupplement claim is being reviewed. My current rent is over thenew limit but I am tied into a lease for another 4 months. Will Ibe asked to move out of my home?AnswerIn January 2012 the Department of Social Protection (DSP) reduced themaximum level of rent that it will accept for Rent Supplement purposes. Thereduced rent limits applied to new claimants immediately. They are being appliedto existing claimants when their claims are reviewed or if they move to newaccommodation (see HYPERLINK"http://www.citizensinformation.ie/"citizensinformation.ie for the limits, which varyfrom area to area).In your situation the DSP will ask you to re-negotiate your rent with your landlord.If the landlord insists that the terms of the current lease are not negotiable anddoes not reduce the rent to the new limits, the DSP representative (formerlyknown as the Community Welfare Officer or CWO) will discuss your options withyou. These may include seeking other accommodation. If this occurs you willcontinue to be paid Rent Supplement for a reasonable period of time while yousecure new accommodation.In some cases Rent Supplement can be paid at the discretion of the DSPrepresentative where the rent is over the relevant limit. Vincent's is the trading namefor much revered Irish charity St. Vincent de Paul andmuch of the funding for their activities comes through therevenue produced from their shops throughout the county.The latest shop in Blarney is managed by Jackie and Rose and is

open Monday to Saturday from 10am - 1pm, 2pm - 5pm and stocksgood quality clothes, shoes, books, bric a brac and furniture. The shopis reliant on donations of saleable goods and welcome your donationsat any time whilst the shop is open, but ask that you do not leave bagsin the doorway. If you have suffered a bereavement and wish to donateclothes and other items from a loved one, but do not wish for them toremain in the local shop, please inform the staff and they will ensurethey are sent to shops in other areas.The presence of St Vincent de Paul in the village also makes it

easier for people to reach the charity, and anyone with any specificneeds can call into the shop and talk to Jackie or Rose who willhappily pass the message onto the relevant person who can help.Very much a success story in these recessionary times, Vincent's

How many times have you heardyour teenagers saying, ‘I’m bored?’Well this might be the answer.Footlights Youth Theatre, Blarney, hasnow been in operation since 2009, andis a place for young people agedbetween 11 to 16+ years to come andput their imagination into practice.The weekly workshops consists of lotsof laughter, role playing and use of theimagination, as well as team work,writing and rehearsals of the yearlyperformance. This is a great, safeenvironment for your teenager toexperiment and be themselves. TheYouth Theatre is also known to help todevelop the young person and boosttheir confidence levels. It provides aplace for them to meet new friends andto assert who they are. This is a greatway to engage young people in acreative pursuit. Another fantasticaspect of Footlights Youth Theatre isthat it is a great way for young peopleto express themselves, and gives them aplatform to explore issues creatively.The Youth Theatre is run by adedicated volunteer committee, madeup of parents and the students whoattend the weekly workshops. Theworkshops are on every Wednesdayevening at the Church of Ireland inBlarney(beside Supervalu) from6.15pm to 7.45pm. Paula Healy, from Coachford,entered the live finals of the GetGlam make-up competition inassociation with Diet Coke andBenefit Cosmetics that took placein Sally’s nightclub in Omaghrecently. At the age of 40, Paulareturned to full time education tostudy photographic make-up andis currently working as a freelancemake-up artist whilst also workingfor Estee Lauder and Clinique.While she may not have won the

competition and the prize of fourdays in San Francisco learningfrom the masters at Benefit HQ,courtesy of Diet Coke, she didexceptionally well, placing third inthe Fashion Editorial category,second in the Bridal category anda commendation from the judgesfor her skills and abilities at thisearly stage in her career.

Father Mat is no more! The good, thekindly, the true-hearted and single-minded Father Mat has passed away

to another and better world. We knew himand loved him for many, many years; and itis with difficulty we strive to fulfil our dutyto his memory, to fling a tribute of love andfriendship upon his coffin. With deepsorrow have his friends – and all who knewFather Mat were his friends – remarked hisdecaying powers and his gradual declinetowards the grave. During the last two orthree years, his constitution, that was oncelike iron had received a severe shock, andon more than one occasion during that time,his death was considered imminent. Butthe good old man resumed his strength, andagain the spirit shone with renovated vigourin the shattered frame. It was sincerely andfondly hoped that Father Mat had many ahappy hour before him in this world; butthe repeated blows were too many and greatfor his enfeebled constitution and after asevere attack, he expired yesterday eveningat his residence in Blarney; and will beburied to-morrow in the Chapel of thatbeautiful scene of his long and usefulmission.Father Mat – for we cannot call him by

any other name – reached his 75th year, 45of which were dedicated to the service ofhis God and the interests of His poor; andof those 45 spent in the ministry, 34 weredevoted to the duties of Parish Priest ofBlarney & Whitechurch.Dear, kindly soul! The tears start into our

eyes as we remember the love which FatherMat bore his flock – the pride with whichhe spoke of them – the tender solicitudewhich he felt towards them – his friendshipfor the old; his sympathy for the young.He shared in their pleasures and bore halftheir sorrows. His purse, his influence, hisexertions, were theirs when poverty oroppression laid its heavy hand on theirhumble fortunes. He ever sought tointroduce among his people a love ofhealthful and innocent pastimes, and ahorror of meanness, lying and all the vicesthat follow in the train of litigation, whichhe detested with all the energy of an honestand a kindly mind.Poor Father Mat! How he loved “the

boys and girls”, as he fondly termed hisgrown parishioners! We well rememberhow troubled he was on one occasion,between his desire to treat some 50 of themto a visit to the Circus in this city, and thescantiness of his purse; and we alsoremember the exquisite delight of that

innocent good man, as his gaping flockgrinned and shouted at the antics of theclown, and stares again at the achievementsof the venturous equestrian. In suchthings was the pure ore of the good Priest’snature made gratefully and refreshinglyapparent. How his people will lament theirthoughtful, watchful, loving Father!Think not, readers, who in other places readour brief tribute to a well-loved friend, thatFather Mat was not equally learned assimple, equally erudite as unaffected,equally versed in general knowledge as hewas homely and unostentatious. For FatherMat was a scholar and an antiquarian; hewas also a gentleman, full of suavity andold-fashioned courtesy. And as such, washe admired, courted and sought after. Weventure to say here was not a better Irishscholar in Ireland; certainly there was noone who loved the mellifluous tongue morethan he did, or who could so proudlysustain its transcendent merits against anyother language living or dead.He loved the tongue well but he loved thecountry more. Father Mat was an ardentpatriot. His was the pure amor patrue –such as none but honest men feel, and coldmen cannot understand. He was a Celt tohis inmost heart – in feeling, passion, belief,hope.But he was no idle dreamer, he was a

practical patriot - one who evokedgreenness out of barrenness and clothe thewaste with beauty. He was a peripateticinstructor in husbandry to his flock; andfew farmers in Ireland knew better thanFather Mat, the science and practice ofagriculture.Nor must we forget his passion for building,his reverence for the architecture of otherdays – his enthusiasm for these mysteriousperplexities of the past, the “round towers”which, to his fond belief, disclosed theirsecret to him. Third Class pupil Paul O’ Callaghandid the school very proud by winningthe recent INTO annual handwritingcompetition. Paul was chosen as ‘No 1’from thousands of other entries made byschools all over the country. Paulproudly collected his award at a specialprize giving ceremony at RochestownPark Hotel. Paul’s winning entry andmany other handwriting samples aredisplayed at our new notice board at the entrance to the schoolwhich is devoted entirely to encouraging and recognising neat andcareful handwriting.

Blarney Boys also had a winner in theBrainfood Creative WritingCompetition. Cillian Sheehan’s writingabilities were recognised with acertificate of Excellence for his shortstory ‘Over the Wall’.

A number of classes joined in for aseisiún at the library duringSeachtain na Gaeilge. The senior boysin our school made their own leabhar Gaeilge, did P.E and Art asGaeilge and performed a special dance they had been learningcalled ‘An Dreolín’. They also spent a day both acting andrecording their very own Dramaí Beaga Gaeilge and there wasmajor excitement and fun watching them back on the big screen.Scoil Iosagaín joined us for a Trath na gCeist during Seachtain naGaeilge

Report & pic Tadgh CrowleyIn January 2011 three students attending Scoil MhuireSecondary School Wellington Road, Cork namelyOlivia Teahan, Emily O’Flynn and Niamh McCarthyalong with their teacher Bernice O’Brien from Blarneytravelled to Sierra Leone, West Africa, which is nowrecognised as the eight poorest country in the world. "Food is good, water is good, but ignorance is not good. We need a

school." It was these words from a landowner in a small rural villagewhich inspired a group of transition year students from Scoil Mhuire,Wellington Road; to do what they felt was now their duty – build aschool for the village of Katick in Sierra Leone. The 'Build a School' project came about following an inspirational

presentation by John Mitchell - Executive Director of Fundraising forthe Order of Saint John of God - at the beginning of last year’s schoolterm. The Order of Saint John of God has been working in Sierra Leonefor many years providing villages with water wells, grain stores, hospi-tals, and the first school was opened in January 2011. The 'Build aSchool' project involved fundraising for a school in Katick, staff accom-modation and salaries for three years, following which, the Sierra Leonegovernment would then take over responsibility and continue to provideeducation for its presently deprived children.The students’ drive to raise the acquired amount was strengthened

even more due to the spectacular experience they had on their visit toSierra Leone, an experience which was shared with their classmates

through photographs and stories, injecting the project with much freshenthusiasm. With this enthusiasm the whole class got involved infundraising and last year they raised almost €30,000 from manyfundraising activities.During the trip to Sierra Leone last year, the girls had the opportunity

to work in helping build the school themselves. They got to turn the sodon the land in preparation for where the school would be built accom-panied by the rejoicing of locals for the start of this new venture, andlast week they returned for the official grand opening. After last year’s success of raising €30,000 they made up the final�10,000 from a cake sale, two disco’s, selling tickets for a hamper inScallys Supervalu Blackrock, a table quiz held in Cork Constitution anda flag day which was held recently.This year three more students, Ellen Manley from Blarney, Amy

Coughlan and Ciara Randles will accompany Olivia, Emily, Niamh andtheir teacher Ms O’ Brien on the return trip back to Sierra Leone toopen the school which they have been fundraising for since 2010.

Take a trip to Cork Harbour in 1912 at CIT Blackrock CastleObservatory from 12noon on Saturday April 14th 2012 for theLord Mayor’s Commemoration of the RMS Titanic.

To honour the 100th anniversary of the Titanic’s journey fromCork Harbour, Cllr. Terry Shannon, the Lord Mayor of Cork isinviting the public to a free family-friendly day at Cork’s BlackrockCastle. The popular tourist attraction will be transformed with musicaland dramatic performances of the era staged within the Castle andcourtyard.

Visitors to the 16th Century Cork Harbour landmark will go backin time viewing archival digital footage from both the QueenstownStory and Titanic Experience and see newsreels, photographs,archives and artefacts from the era. Visitors can also take a savourytrip back in time to enjoy the tastes of White Star Line themed foodfrom the ‘galley kitchen’ at the Castle Café.Sounds of the era will play throughout the day with liveperformances, children will love the nautical themed performancesfrom the Cork Circus and the Cobh Children’s Theatre Titanic Diaryperformances.

THE WATER CYCLEHere in south west Ireland, we often take ourbeautiful green countryside for granted. Thereason our pastures are so rich and lush isbecause we have a temperate maritime climate.This means that temperatures are neverextreme and we get high annual rainfall.When rain water falls over land, as it does in County Cork all

too frequently, we as society and as individuals, take someguardianship of this precious resource. We are heavily reliant onaccess to clean water for drinking but also for livestock, foodproduction, and many other economic activities. And yet we alltake for granted the fact that when we turn on the tap clean waterflows out.Furthermore, another use for water that we take for granted is

when we use it to wash away our waste. In a normal household,a typical modern toilet uses around 7-8 litres of water per flush.This water, soiled with waste, must be treated before it can bereleased back into the environment. This is because, firstly, itwould contain high numbers of harmful micro-organisms, and,secondly, it has a high “oxygen demand”. This means that thewaste itself would provide a food source for bacteria and fungiwhich would grow rapidly and, as they do so, use up all theoxygen.Therefore, it is vital that this wastewater receives proper

treatment before it can be discharged to the environment. This isachieved by the use of a septic tank, biocycle or via a townsewage treatment plant. In a septic tank system, for example,useful bacteria are encouraged to thrive within the tank and itsassociated percolation area in order to break down the waste andreduce the oxygen demand. Disease-causing microbes shouldalso be much reduced by this process. After the treated waterleaves the septic tank system it filters slowly down through thesoil and rocks, where it is further cleansed, into the groundwater.Wells and boreholes tap into the groundwater at deeper levels

to provide drinking water. If you have a septic tank or biocyle totreat your household wastewater, and your drinking water comesfrom a nearby private well, it is essential that your wastewatertreatment system is operating properly so that you do not polluteyour own drinking water supply. So, in these circumstances it isadvisable to regularly check the quality of private water suppliesto ensure that they are safe to drink.

With two Whitechurch Macra plays on show thisyear in the Macra na Feirme Drama Competitions,great effort and preparation has gone into each playfrom all involved.Whitechurch Macra will present both plays for all to see on the

It is a play that will keep you in suspense from start forfinish. The cast are thrilled to have made it through to the NationalFinals in Portlaoise on the 22nd of April.Our second Whitechurch Macra play that will be performed on

the night will be ‘Looking for Love’ by Jimmy Keary and directedby Catherine Foley.The two main characters, Vivenne and Denisplayed by Kate Mooring and Frank Twomey respectively, aremeeting on a date for the first time and the play follows theawkwardness and distress on both characters as they attempt to findcommon ground. Some great supporting roles will played byStephen Sexton, Catriona O’Connor and Ciara Lynch.The third play to take to the stage, performed by Kinsale Macra,

will be 'Heaven's Waiting Room' by Gary Diamond and directed byDeirdre O'Mahony. The plot follows Dexter played by WilliamWright as he finds himself at heavens gates, torn between good &evil, characterised by actors Daniel O'Regan and Sean Lynch. Somegreat supporting roles are also played by Martin O'Regan andCharlotte Connolly.With just one night on show, it is a performance not to be missed.

With many of the cast members from each play having picked upvarious individual awards and titles along the way it promises to bea very entertaining night. . Last month we looked at the District Court. Thismonth we look at the more senior Courts, namelythe Circuit Court and High Court. Both courts aremuch more formal in their operations incomparison to the District Court which can beseen by the fact that all the Judges and barristersoperating in these courts wear their wig and gowneven though no longer compulsory. The CircuitCourt deals with actions that are in the region of�6,500 to �38,000 although in some instances it canoperate outside of those limits. The High Courtoperates without a limit. Both Courts close for themonths of August and September, a period knownin legal parlance as “The Long Vacation”. It ispossible to bring urgent applications before aJudge during this time, with the newest Judgeappointed usually available to hear any suchactions. Many feel that in modern times, such alengthy period without scheduled court sittings isanachronistic and such be reformed and that abreak for the month of August would besufficient..

The Circuit CourtThis court is divided into regions called “Circuits”for administrative purposes. Cork City and Countyis one Circuit which is governed from theCourthouse in Washington Street. The Cork Circuithas 3 permanent Judges namely Patrick Moran,Sean O’Donnobhain and the recently appointedDavid Riordan who replaces Con Murphy whopassed away suddenly last summer. Normally atleast 2 of the three Judges will be sitting to hearcases at the Courthouse, Washington Street, while1 of them may move around the Circuit or sit inWashington Street. For most weeks, one Judge willgo out on Circuit where the Circuit Court will sitfor up to a week at a time in the larger townsaround the County. This is to allow cases of localimportance to be heard locally and not to have tobring all the participants to the city. A case ofbringing “Mohammad to the Mountain”As with all courts, most sittings of the Circuit

Court are open to the public. The only usualexceptions would be family law cases, and

criminal cases involving children or sexualoffences. Courts normally commence sittingsaround 10.30 a.m., but this is usually 11.00a.m. inthe County courts. The court normally rises forlunch from 1.00 pm to 2.00 p.m. and finishesbefore 5.00 p.m. On some occasions Judges willsit later to try to bring complex cases to aconclusion and I have been in cases before theCircuit Court and indeed High Court where theJudge finished around 8.00 pm rather thanbringing people back for another day. In mostcases, when a case at the Circuit Court does notfinish on a day, it does not go into the followingday, but goes back to be re-listed for a new date,usually 3 to 4 months later.The Circuit Court has full jurisdiction in FamilyLaw and is the court that grants divorces,separations and decrees of Nullity as well asdealing with any related matters which couldinclude dealing with pension entitlements,children, maintenance etc. For many peopleappearing before the Circuit Court in Family Lawproceedings can be daunting as well as expensive.If a person cannot afford legal representation forany Family law matter, they will normally beentitled to Legal Aid which is operated in Corkthrough 2 Law Centres, one on Pope’s Quay, andone on South Mall. Each applicant for Legal Aid issubject to a means test, and there is usually awaiting list, so if someone needs their assistance, itis best to apply sooner rather than later. This legalaid scheme is different to the one that operates forCriminal cases.When dealing with criminal cases, the Circuit

Court is called the Circuit Criminal Court. It is thesame Judges sitting in the same courtrooms. InCork, there are 2 to 3 weeks of Criminal Cases at a

time, although on occasion special arrangementshave to be made because the case may beextremely lengthy. The Circuit Court has a hugejurisdiction in criminal cases, and deals withnearly every serious offence other than murder,rape and treason. Legal aid for criminal cases isgranted by a Judge, usually at the District Courtlevel, which would include the costs of a barristerwhere necessary. A list of solicitors available forlegal aid is maintained by the court offices and anysolicitor can be chosen from that list.The High CourtThis Court is based at the Four Courts in Dublin

where it deals with matters for the whole country.It has exclusive jurisdiction in many areas such asall Company Law matters, bankruptcy, as well asany claims in excess of �38,000. The procedures inthis Court are much more formal, and protagonistswould rarely participate in any action before thisCourt without a Senior Counsel barrister inaddition to the Junior Counsel barrister that wouldbe employed at the Circuit Court level. This cancause costs to escalate rapidly when dealing inlitigation at this Court. At present there are manyproposals for reform of the legal system, somewelcome and some not. One area that seems tohave been ignored, has been the possibility ofreducing the High Court’s exclusive jurisdiction insome areas. Certainly the whole area of companylaw lends itself open to reform such that thethousands of small Irish companies could haverecourse to the courts for company law matterswithout having to incur High Court costs. In Cork, the High Court visits on a regular basis

to deal with certain matters. Normally it spendsperiods of 3 weeks at a time dealing with personalinjury claims, 2 to 3 weeks at a time for otherdisputes, a couple of weeks a year dealing withappeals from the Circuit Court, as well asoccasional sittings for Murder trials. The HighCourt is in Cork almost weekly now with so muchactivity happening.For anyone looking for information on the courts,and in particular the High Court, the Court Serviceoperate an excellent website on www.courts.ie

Blarney fights Graffiti with thesupport of Cork County CouncilOne Saturday last month, Cork County Council’sEnvironmental Awareness and Research Unit (EARU)arranged a demonstration of Graffiti removal inBallincollig town. Our thanks to Ballincollig Tidy Townscommittee who hosted the demonstration. Blarney wasone of ,7 communities who attended.

The demonstration was broken into two sessions, and was givenby Malachy Quinn and Vincent Furlong of Safe Graffiti RemovalLtd. This company was chosen by the EARU because the solventsused are water-based and do not pose a threat to the environment.Each session consisted of an informative talk, where Malachyoutlined the psychology of the graffiti painter (the ‘Tagger’) andhow this can be used to deter ‘tagging’ of property. Issues discussedincluded steps that a property owner can take to make property lessattractive to taggers, ranging from the colour of the walls to theplanting of shrubbery. A high emphasis was placed on graffiti as acrime, carrying financial penalties which can amount to thousandsof Euro. Malachy, acknowledging that at �25 per litre the solventsare expensive; he also discussed alternatives to complete removalof graffiti, such as partial removal followed by painting. Thepartial removal prevents the graffiti from leaching throughsubsequent coats of paint. Malachy also discussed differentsurfaces, and the various approaches required for porous –v- non-porous surfaces.

A practical demonstration followed each session. The afternoongroup was fortunate to have the use of a power-washer to washdown a wall that had been treated with graffiti remover. The resultswere quite dramatic. The cost to a community, in removing this, isa fraction of what a specialist company would charge. A specialthanks to Pat Clarke of Ballincollig Tidy Towns, who was our guidefor the afternoon practical session. Pat is the proprietor ofBallincollig Tool Hire, and he kindly supplied the power washer forthe afternoon free of charge.

Only three years in existence Whitechurch based Cork Choir CorGeal have raised in excess of €10,500 for Cork based charities.Recent winners of three prestigious Feis Matiu awards, including

the Lynch Perpetual Trophy, Cor Geal is a 48 member strong fourpart choir. This tournament is in aid of the ‘Rebels Unite in Hope’, an umbrellagroup for 4 suicide awareness groups; Mayfield Suicide Awareness,Glanmire SAFE, Cobh Let’s get Together and Midleton Breaking theSilence. ‘Rebels Unite in Hope’ is a group of locally based people who wantto help with the broad range of difficulties surrounding suicide. Theaim of this group is to inform and educate people locally on thesupport available, create links with likeminded groups and providedirect support to bereaved families and young people through groupsupport and low cost counselling.“I am delighted to have been asked to help with the promotion of thisvery worthwhile event,” Dara said, “The soccer match in April willhave two distinct ambitions. Firstly, through sponsorship we hope toraise as much money as possible to be divided between the forugroups. Perhaps, more importantly we also want to raise theawareness of suicide in our communities. The first semi-final will beat 2pm, the second at 3pm. A match between Dáil Members and theMedia will take place after this at 4pm. I am very happy that in orderto assist with public awareness the Minister for Justice, Equality andDefence Alan Shatter TD has agreed to take part in a very brief‘exhibition’ match between members of Cork Media and Cork TD’s.and will be Captain of the Dáil Team.”

Damage to vehicles in Ireland as a result of potholes are down on lastyear according to the results of an AA Membership poll of over 20,000people. Only 11% of respondents said that they have sustained damageto their vehicle since the start of the year having hit a pothole, comparedto a figure of 16% during the same period last year. "Potholes are still aserious problem" says Director of Policy Conor Faughnan. "Our Patrolsattended over 1,400 call outs relating to punctures and warped wheelsduring January alone. The roads were badly affected during the bigfreeze events of 2010 so this time last year they were in terrible shape.The AA submitted over 10,000 pothole petition signatures to local

authorities around the country last summer urging for repairs to becarried out. Since then significant changes in the "pothole county leaderboard" have been recorded.Last year counties Wexford and Roscommon appeared to be worst

afflicted with 23% of respondents from each county saying their car hadnecessitated repairs as a result of a pothole. This year however drivers incounties Monaghan (23%), Cavan (19%) and Clare (19%) have emergedas worst affected based on the AA's poll results. The lowest percentageof incidents were again recorded in Dublin and were down from 12%during January 2011 to 7% this year.
