From the Gavel I often sit and wonder just where we went wrong. Not us in Conference, we're doing fine. But, we're the gearheads. Automobile ownership and use is one of the most legislated, regulated, scrutinized and demonized activities you can have and still stay out of jail. How did it go so wrong? Every time a TV news show wants to make some point about an air quality crisis, they cut to the canned footage of some car's steaming exhaust despite the fact that the newer cars are actually putting out cleaner air than they take in! Everytime some politician wants to make some ink about the traffic problem, they turn the cops loose with the radar guns despite the fact that most of the accidents are caused by plain old stupidity performed at or below the speed limits. Here in B.C. there is an anti-speed campaign underway by the monopoly insurance company insuring the cars, that amounts to little short of a program to constrict the citizen's right to travel freely. If you put an artificially low cap on the miles you can travel in an hour, you put an artificially low cap on the miles you can travel with practicality, in a day. Or perhaps the insurance company just wants us to pay the insurance premiums and not drive the cars. This certainly wasn't the way it started out. Perhaps we've been the victims of our own success. When the first car appeared, more or less simultaneously in Europe and North America, it was a recreational vehicle in the truest sense of the word. Once it got past the initial resistance from the Luddites on both sides of the Atlantic, it was a device used for fun and enjoyment. In Europe, it stayed more or less a plaything for the' upper crust and wealthy. But in North America, the penchant for mass production and egalitarianism of the society, soon saw to it that the car reached the masses. With so many in circulation it became a form of mass transit and it has evolved that not only could anyone aspire to ownership, but anyone could drive one if they were sufficiently coordinated or not. Such things as power steering, power assisted brakes,' automatic transmissions, and of all things, cup holders are not that common on European cars. Nice conveniences you might say, but they allow a whole strata of people without the necessary mechanical aptitude to take to the road. With the economies of scale, and car use a rich source of tax revenue, governments want to see as many cars on the road as possible. Despite all the politically correct utterings to the contrary, they are dedicated to keeping as many people on the roads as they can but they have to see to it that the level of skill displayed is uniformaly low so the ones who shouldn't be there don't stand out. This is where the radar traps come in. Believe it or not, driving is one of the two human activities at which each participant considers themselves to be the best at it. People are willing to take refreshers and remedial training for any activity, game, or sport they participate in but suggest that their driving could stand a little brushing up and clear the decks for action! Because so many people do it so much, so often, they think this is all there is to it. Have you ever noticed that to some, a reckless driver is someone who passes them while an incompetent idiot is someone they have to pass. Fortunately, or frustratingly, we know better. We are the living proof that speed doesn't, in inself, kill. We put the lie to the propaganda that presumes at 1 MPH over an arbitratrily posted, and artificially low, speed limit, the car will simply fly out of control and fetch itself up against the first solid object it can find. We know and experience throughout the season, the joy that can come of controlling a car at the limits of performance. It takes a lot of practice for the actual distance we cover and there are lots of mistakes to be sure. But, we are at the very edge of the envelope that you could not reproduce on a public road. It does sadden me, however, to have to be "dumbed down" to the lowest common denominator at which you can purchase a road use permit (That's "Get your driver's license" in official speak.) Steward's Report Race #1 Mission April25/26th

If you stayed away from this event because of the traditional wet weekend we always seem to have at Mission this early in the year, what you did miss was getting your first sunburn of the year. The approximate entry count of 105 that did turnout had a great time, and with only four incident reports to deal with, for the most part everybody seemed to be keeping their nose clean. Except for the start ofthe Group 4 race, where two cars were eliminated before the first tum. OUCH! However this is not to say that all went well. Sound was a major issue and caused nothing but grief for many of the drivers over the weekend, the culmination being disqualifica­tion of two drivers from the Group 3 race for sound violation. That, folks, is not the fun part of this job.

Conference worked alongside SCCBC for all oflast year trying to reach a workable situation to please the Mission track's manage­ment. When it comes to the issue of sound at mission, the problem is that of being able to take consistant sound readings. To this end, and going by the ICSCCP P&P Manual guidelines for sound, I've made the decision to place the Conference sound meter back to the outside of turn 3, in the same location it was for the first three years Conference has run at Mission. This, I believe, you should fmd workable; workable enough that there will be no leniency given. Violation of the sound requirements will bring loss of qualification times, and race disqualification.

Race #2 Portland May9/10th

For those that figured they'd missed the inclement weather at Mission, welcome to Portland. Overcast and cold all weekend, it fmally decided to dump the rain bucket on the last two races ofthe day, Group 6 & 1. Group 6 was already sitting on pre grid when it came down so the start was delayed to allow to change over to wets. A couple of cars said "no thank you", a couple even started on slicks. A comment on the subject of rain tires; if you race on slicks in the Northwest, the next item you purchase is a set of rain tires. If you carry a set of rains to the track but they don't hold air, then I would say that you really don't have a set of rains.

Over 200 entries turned out for Portland- over twice that for Mission- and yet there were over four times the incident reports. A lot of this is from driver "brain fade", the result of being out of a race car over the winter. Incidents that I may have allowed a driver to get away with only a tongue lashing this time will be more severe next time.

Barry Collom- Group 1 Race- #6/SPU Penalized 1lap for 1501C-1, passing under the yellow and fined $50 for 1517, dangerous driving.

My award for the best incident reports written up- Donna Battin.

A number of issues and or items have already arisen afrter just our first two race events of the year that I'd like to make mention of or for just plain F. Y.I.

1) Per rule 1106 C., all digits of a race number will be of the same size. 2) Flat tows: Never let the flat tow driver "tie" the flat tow rope to your car. If he says that's the way he does it, you do otherwise.

Do not release the flat tow rope before the tow vehicle has come to a complete stop. 3) Rain Race: The term "Rain Race" gets thrown around the minute it starts raining. There is nothing concerning a "Rain Race"

in our rules. This doesn't mean you won't be allowed to go out and race if you don't have "Rain Tires". If you do go out, whether on rains or not, if you are causing a dangerous situation on the track you will be brought in.

4) Split Starts: Again, somthing not covered in our rules and if you go by the letter of the rule book, not even allowed for. I will deal with each request as they come up as there are a number of items that have to be looked at to allow this to happen safely. That is my primary concern, safety. I WILL NOT deal with any request thrown out at the end of the Drivers Meeting on Sunday.

5) Rule 11 OSA-4: If you have a head restraint built into your seat, (i.e. head rest), and some kind of bar attached to your roll cage to prevent the seat from going under and/or through the main hoop, you are legal. (continued)

Driver Notice Due to a secretarial error, two paragraphs dealing with the way Championship points are awarded were inad­vertently left out of the 1998 ICSCC Competition regula­tions when it was printed. The two omitted paragraphs were sections 502 A & 502E in the 1994 ICSCC points system that was reinstalled by driver vote last fall.

Omitted paragraph one (1994- 502A) says:

"Points will be awarded to finishers based on the number of cars starting the race in each class."

Omitted paragraph two (1994 - 502E) says:

"Championship points shall be based solely upon the po­sition of Conference licensed drivers to other Confer­ence licensed drivers in Championship classes."

Race Steward Chris Bowl has reviewed the matter and has determined that 1998 points will be calculated with the above wording clarifying the remaining portions of Section 502. His finding was that these omitted sections were an integral part of the rule-change approved by the drivers.

6) Towing Eyes: New this year on "Cars without an exposed roll bar", and that's the key wording, has become a very "gray" area. I've seen more dangerous applications so far than none at all. This is still being looked at on a one-on-one situation.

7) Yellow Flag: I have said that every driver should read up on Section 15, "Rules of the Road" of the ICSCC rule book before they get into their car every year, maybe every race. Under yellow flag, there is no passing allowed from the flag until past the incident, (thatthe yellow flag could be for). Or, here's the important one, "Or the next flag station not displaying a yellow flag". Every tum does not have a flag station. Flag stations cover other turns from line-of-sight. If you come upon a yellow flag in say Tum 3, tum 4 comes up but there is no incident there or a flag station, you cannot pass at that point. You have to wait to clear the incident or wait until the next flag station not displaying a yellow flag.

SCCBC 1998 Event Supplementary Regulations ICSCC

Your application/entry to the event constitutes acceptance of these Supplementary Regulations. Infractions will result in penalties being assessed to the driver.

1. All events are to be held on the 1.1 mile road course in a counter clockwise direction. 2. Open to cars eligible under ASN Canada FIA, CACC, SCCA, IMSA, or ICSCC current regulations. 3. Insurance shall be as per ASN Canada FIA and ICSCC regulations. 4. All competitors, entrants, crew members and guests must sign the official release agreement and waiver. 5. All minors (under 19) require a signed Canadian "minor waiver" for each event (available at Registration). 6. Minors 16 and over are allowed to be in hot pits provided parent has signed the appropriate minor waiver. 7. NSF cheques will be charged an additional $25.00 Canadian fee. 8. Competitors affected by a race cancellation will be notified by telephone, if possible, or by first class letter. 9. Alcohol is NOT PERMITTED at Mission Raceway Park! You are responsible for the behavior of your crew

and guests. 10. Registration & Tech hours, and procedures for handling Late Entries as per the race announcement. 11. Driver's Services and the Official Notice Board are located in the clubhouse at PreGrid. 12. ICSCC License director will be located just west of the entrance to pit lane. 13. No racing engines may be started prior to 8:50am. Warm as quietly as possible until 9:00am. 14. The scales will be open Saturday from noon and Sunday all day. 15. No skateboards or roller blades. Bicycles and small motorized vehicles allowed by permission of the Clerk of

the Course only. Permission may be withdrawn at any time. NO ONE UNDER 16 ALLOWED TO OPERATE!

16. Paddock area speed limit: SLOW- excessive speed will be subject to penalties assessed by the Race Steward. 17. Refueling not allowed in pregrid. Fueling in the Hot Pits requires a crew member assigned only to manning a

fire bottle. Excess spillage will result in a penalty. 18. NO SMOKING allowed in Hot Pits, Pregrid, or any Mission Raceway Park Building. 19. Only ONE support vehicle allowed in Paddock/Pit area. Roads MUST remain clear. All Support vehicles and .

trailers must be parked perpendicular to the track. 20. NOISE RULE: No race vehicle may exceed 95 decibels (dba) at 85 feet. Sound reading will be taken at an

acceleration area. 21: Damage to track, grounds, buildings or equipment, regardless of cause, will be charged to the driver

responsible. 22. The Clerk of the Course has the right to call a driver's meeting at any time during the weekend. 23. If entries exceed the number of cars allowed on the track (determined by the Race Chairman) for a particular

group, drivers and cars entered as an "additional entry" will be restricted from participating, based on the date the entries were received. This is in order to allow participation by those for whom the event is their primary event, including novices upgrading to a championship event.

24. All entries for this event shall present, at tech inspection, empty sealable container(s) marked with the driver's name and license number, capable of holding 2 gallons of liquids. These are to be used to remove all oil, cleaners, brake fluid, etc. from Mission Raceway Park. There will be no oil drums provided.

25. All hazardous waste spills are to be reported to the Clerk of the Course. Anyone caught dumping oil will be FINED and BANNED from the raceway!

26. Contact with the cones on the front straightaway will result in penalties being assessed by the Race Steward. 27. Tire scrubbing is not allowed at any time during practice or qualifying sessions. Scubbing is allowed only on

the pace laps preceding the initial green flag starting a race. 28. The importation and use ofleaded fuels for use in motor vehicles is permitted in canada only for use in racing

vehicles. Leaded fuel is not available for sale at gas stations in Canada. 29. No open fires anywhere! Barbecues will be the only exception as long as they are away from any combustible

source such as gas cans, gas tanks or fuel cells, etc. 30. No tents or camp sites set up until after 5:30pm Friday night. No overnight camping at the track Sunday night. 31. Gates are locked for the evening at 1 0:30pm and reopened at 6:30am. DO NOT disturb the resident

caretakers! 32. Special event Canadian Formula Drivers Association (CFDA) will be run in accordance with CACC rules &
