A year ago, I stood before you and painted a rosy picture of how we
had put many challenges behind us and were on a path that spoke well for the future. Unfortunately, my crystal ball was defective, obviously a beta version needing many fixes! Seriously though, one of the things that had been tossed about for many years was reducing the Foundations dependency on the Homes Tour and Craft Fair as its main source of revenue. However, as all are aware, the cancelation of the 2015 Fair has brought that problem up front and center!
We have frozen spending, delayed replacing the staff that resigned due to organizational uncertainty and called upon volunteers to help keep us in operation. We briefly explored plac-ing tighter restrictions on properties and selling some. All will be happy to know that this has been put on hold. We no longer provide administrative support to the Concert Committee as they have formed a separate 501C organization that better reflects their mission, however they will continue to lease the auditorium for their world class concerts. We have intensified fund raising, ran additional events and are exploring new opportunities. Kudos to Joe Goode, the Finance Com-mittee and Joan Molchan for doing the yeoman’s work necessary to assure that we will be able to keep the lights on!

Thanks to those who truly believe that what we do, Protect, Preserve and Educate is worthwhile!
Our loyal and generous Sponsors, donors, members, past, present and future Boards of Directors, our partner in the community - the Waterford Citizens Association, our staff both paid and volunteer, those who worked tirelessly to prepare for last year’s Fair and those working to make the 2016 Fair better than ever. Volunteers like Martha Baines who is updating data-bases and assisting in office tasks, Bob Schmitt who is investigating new uses for our classrooms and helping to get our message out to our stakeholders. Ed Lehman who seems to be helping out with just about everything, Kath-leen Hughes and our Executive Direc-tor, Tom Kuehhas who have headed up our intensified fundraising efforts by using online fundraising opportunities and working to garner State and Local as well as corporate funding. And last but not least, our committees who donate their time and energies to our mission.
In particular I would like to recognize: Loudoun Mutual Insurance and its President Chris Shipe for their con-tinued support, the Loudoun County Board of Supervisors for allocating TOT funds for the 2016 Fair, Abbie and Bowman Cutter for their generous donation to fund the Strategic Plan-ning effort, the Waterford Citizens Association for their donation, all who joined the “Landmark Society” pledging $1000 or more to support the Waterford Foundation and Cary and Anne Gravatt for their welcome com-mitment to Planned Giving.
We are moving forward!
We’ve held several successful events that have helped to mitigate our finan-cial shortfall:
• Give Choose 2015 – an online fundraiser for non-profits
• Art Harvest 2015 – organized to help our artist and crafters after the Fair cancelation
• Winter Fest – an expanded Christ-mas in Waterford
• Sweetheart Ball – the second year of this popular event
• Give Choose 2016 – coming soon
Tom Kuehhas worked diligently with State and local officials to obtain fund-ing for this year’s fair, and those efforts have borne fruit as Loudoun County has approved use of restricted TOT funds for support of the 2016 Fair. Tom will fill you in on the details.
We’ve begun a strategic planning effort using a professional facilitator to help us chart our future direction, including a strategic financial plan. We will be soliciting input.
The past year has indeed forced the Waterford Foundation to face a sig-nificant challenge, however I remain confident that the many stakeholders that have demonstrated their belief in our mission will enable it to prevail.

I don’t think we can stress enough just how important the contributions
were from our members, friends, and supporters in getting the Foundation through the crisis after the Fair’s cancellation. And we certainly can never thank you often enough!
It was amazing to see how the village and our members rallied around the Foundation in our hour of need. Loudoun Mutual, the Waterford Citizens’ Association, Visit Loudoun, and the numerous individuals who gave generously as members of the Landmark Society, all stepped up and played an active and vital role in repairing the damage. I can’t say enough about the Foundation’s staff: Lisa Thompson, Margaret Good, and Chelsea Kashani, and our numerous volunteers, who managed to pull together the Art Harvest event a scant two weeks later, and then followed that effort up with the Seldom Scene concert and Winterfest. It was wonderful to see so many faithful volunteers pitching in wherever they were needed! Our Development Committee worked overtime in making personal approaches to donors, spearheading the Giving Tuesday online fundraiser, and gathering a committee together to host the popular Sweetheart Ball.
I also have to highlight the efforts of several of our elected officials, including State Senator Dick Black, who really extended himself in an attempt to garner State aid, but was defeated in the 11th hour. Our
Loudoun County Supervisor, Geary Higgins, was active in our behalf from the start. I met with Supervisor Higgins and his aide, Stacy Carey, countless times to figure out the best approach to the Board and determine the best source of funds, and we are most appreciative of his endeavors on the Foundation’s behalf. His unstinting efforts in advocating for assistance from Loudoun County, through T.O.T. funds, contributed immeasurably to a successful outcome, ensuring the Waterford Fair will return in 2016, better than ever, and we welcome aboard a brand new Fair Director, Tracy Kirkman, who will be in charge of that effort. The County’s support, in addition to providing the means of running the Fair, will also enable us to procure event insurance, which, one hopes, will ensure that we are not in the same predicament.
But it is thanks to all of you, and your efforts, that the Foundation is able to hold this one of a kind event, year after year. Simply put, the Foundation could not even contemplate hosting the Fair without you! We are fully aware of that fact, and for that we will always be grateful.
We are looking forward to forging ahead with new programs and initiatives to fulfill the mission of the Foundation and ensure the preservation of the village for the future.
One way YOU can assist us in our preservation efforts is by participating in, and also spreading the word to your friends, colleagues, acquaintances, about an online fundraising day called Give. Choose. Hosted by the Community Foundation on May 3rd, it’s an opportunity to show your support for the Foundation and a host of other local nonprofits.
In closing, I’d like to recognize the efforts of our outgoing President, Jim Gosses, who has been most supportive of me, personally, and whose steady hand at the tiller has guided the Foundation through some trying times. From dealing with the resignation of the former Executive Director just before he became president, to the Fair Director who broke her leg, leading
to the Fair run by volunteers, and the Fair cancellation and its aftermath, Jim has managed to deal with it all with aplomb. He truly was the right man, at the right time, for the Foundation.

The Development Committee has the responsibility for general fundraising for the Foundation, including mem-bership; grants; donor, corporate and community outreach; planned giving, the annual appeal, and capital cam-paigns. In addition, the Committee has taken on the development of the Cor-ner Store, Foundation building rentals, and non-Fair-related fundraising events, starting with a very successful Sweetheart Ball.
The first Sweetheart Ball was held on February 14, 2015, celebrating the Foundation’s 72 years of preservation of the Waterford National Historic Landmark. Held at Belmont Country Club to better reach our supporters in Eastern Loudoun, and take our West-ern Loudoun supporters out for a glam-orous Valentine’s night of dining and dancing to the music of the 17-piece Martinsburg Jazz Orchestra as well as bid on great items during the Silent and Live Auctions. Everyone really en-joyed the evening and we netted more than $10,000 for the preservation of Historic Waterford and the educational programs that share its history.
The Development Committee also has responsibility for the Corner Store and for increasing rentals of the Old School, especially for weddings. We determined, after consulting the new

second place for the number of new donors among the local nonprofits that participated. This was our first real taste of the power of online giving campaigns.
Then came October and the cancel-lation of the Waterford Fair for the first time in the Foundation’s history. The Development Committee, already at work on the annual appeal and a membership drive, was charged with helping raise much-needed funds lost because of the Fair. We developed an expanded annual appeal that included outreach to the community and our corporate supporters for a new Land-mark Society for generous contributors to the Foundation’s future of $1,000 or more. Already 50 individual donors have become members of this elite Society and we invite others to make this commitment.
Buoyed by our success with GiveChoose in May, the Committee participated in two online giving pro-grams—a Razoo campaign with Fair attendees who were asked to donate the price of a Fair ticket and the global #Giving Tuesday campaign on Decem-ber 1. With our online crowd sourcing campaign, we joined thousands of other charities and big-hearted donors around the world to celebrate gener-osity and to give. The Foundation is especially grateful to our supporters—both corporate and individuals—for contributing more than $20,000.
wedding coordinator at Visit Loudoun, that our rental fees should be lowered to attract more weddings to the audito-rium venue. Consequently, they were set, with Board approval, at $2,500 for Fridays and Sundays, $2,800 on Satur-days. Our long term goal is 12 wed-dings per year. The Foundation website and Weddings in Historic Waterford Facebook page have been updated to better showcase our venue opportuni-ties and our facilities have been added to Google Places, Bing Businesses, and Apple maps.
The Corner Store continues to benefit the Foundation by being open Friday through Sunday. Thanks to Gail Hunt and her volunteers, including the Waterford Weavers, the Corner Store offers a warm, inviting Visitors’ Center, and an attractive place to buy unique gifts made by our fine local craftsmen. Waterford Foundation members re-ceive a 10 percent discount whenever they shop in the store. More volunteers are needed to work in the Corner Store.
The Foundation also presented three Old School House Rocks concerts and entered into a new agreement with Stagecoach Theatre Productions to use the Old School to host its events. We are one of many venues Stagecoach uses. Its first performance was in December for children and although the turnout was modest, the acting and singing were outstanding. The Commit-tee hopes to develop a Waterford Live! Series of concerts and performances for 2016-2017 to provide additional income to the Foundation and enter-tainment for our greater community.
On May 5, the Committee participated in the new online crowd sourcing day, GiveChoose, sponsored by the Community Foundation of Northern Loudoun and Fauquier to support lo-cal charities. The Foundation’s Board really got into the spirit of this one-day local giving program with a matching grant of $800 (which was matched by a generous donor) which the Commit-tee used to stimulate individual online donations throughout the day. By midnight, the Foundation had received close to $10,500 in individual dona-tions and matching funds, and won

Using input gathered from village ho-meowners, the Publications Subcom-mittee revised the booklet Walk With Us Through Waterford, Virginia. They also began preparing for publication Lee Stone’s manuscript of a roster of the Independent Loudoun Rangers.
The Exhibits Subcommittee mounted two Corner Store exhibits. The first exhibit on Waterford textiles featured items recently donated by Taylor Chamberlin. The second exhibit, intended to complement Civil War posters for the 2015 Fair depicted a soldier returning from war. In addition, the Committee displayed 5 years of Civil War posters during Art Harvest in October.

““The Waterford Fair is never can-celled.” For 71 years this was our message to vendors, volunteers and visitors. Every year we proceed with the Fair, rain or shine.
In 2015 all of that changed. Disaster struck on Tuesday evening when five inches of rain fell within a few hours. The prediction of the convergence of a nor’easter and a hurricane caused major concerns about the weather for the weekend.
By Thursday morning the situation had worsened: Governor McAuliffe had declared a State of Emergency for the Commonwealth. President Jim Gosses called an emergency meeting of the Board of Directors. Officials from the Office of Emergency Management warned directors and staff that they could not guarantee the safety our event required. Safety personnel were required elsewhere, jeopardizing fire and police protection for our event.

The Second Street School Living His-tory program continued its successful education activity by hosting 26 spring classes and 23 fall classes of area 4th grade students.
In January a reception was held to showcase “The Quaker House” paint-ing of the Weaver’s Cottage by the late Sherry Sanabria. Attendees, including descendants of residents of the Weav-er’s Cottage, heard Sherry’s husband Robert discuss his wife’s many years of work as an artist.
In May, John and Bronwen Souders delivered a well-attended talk summa-rizing their many years of research on the Brown family of Oakland farm. On display were artifacts from the family such as dresses and personal effects of Mrs. Brown.
Two major donations were re-ceived during the year. From Taylor Chamberlin, the Foundation received textiles including quilts, coverlets, and the silk wedding dress of Vera Moses Chamberlin; architectural and garden design plans for the Greystone prop-erty; a Bible dating to 1802, originally the property of Henry and Ann Taylor of Taylorstown; photographs; deeds; and newspaper clippings. The Land Use Committee had a full and busy 2015. The year started with looking at amending some ease-ments on Foundation owned prop-erty. An amendment is required on the Schooley Mill Property following transfer of the VOF easement there to VDHR. We want to be sure the barn is better protected. An amendment will prevent demolition and require main-tenance when it is completed.
At the same time, the board of di-rectors approved of the Foundation joining the Land Trust Alliance in order to get help developing a stron-ger monitoring system for the ease-ments the Foundation holds in the National Landmark. This membership also opens the door to workshops on conservation easements as well as professional advice on new documen-tation being drafted for monitoring and enforcement of the easements the Foundation holds and enforces.
The Land Use Committee worked with the WCA on issues of mutual concern: protection of the village green and the high volume of traffic now commut-ing through the village. In partnership with the county and VDOT, the WCA and WF came up with a better “gutter system” to carry water down Main St. next to the green to prevent erosion of the green. Finding a design and materials in keeping with the historic character of the village was a top prior-ity. A planting scheme to enhance the green with native species that can sur-vive the location was also developed.
Traffic volume has become a top con-cern for the WCA and the Foundation has supported their efforts to find solu-tions that protect the historic character of the village.
Roads were closing, trees were falling, a bridge had washed out, limiting access to the village. They predicted that Loyalty Road would be the only passable route into the village. If visi-tors parked on both sides of that road, it would be too narrow for emergency vehicles and fire trucks. In the case of an emergency at the Fair, personnel might not be able to get to the village.
At that point we knew the safety of our vendors, volunteers and visitors had to be our primary concern. We made the difficult decision to cancel.
Immediately after the cancellation, Fair Director Lisa Thompson began plan-ning for three events which included segments of what quickly became known as the "Un-Fair". Two weeks lat-er, the Art Harvest event offered dried flowers, art and photography, consign-ments at the Corner Store and the Mill, and some of our crafts demonstrators. The popular band, the Seldom Scene, performed indoors at the Old School later in the year. The Winterfest event honored a holiday theme and featured homes' tours throughout the day and some in the evening by candlelight as well as artisan crafts at the Mill, Corner Store, and at demonstrator booths.
The Fair Director and Fair Committee were determined to make the most of the tragic Fair cancellation in October.
Land Use has also been monitoring the progress of the county program to vacate village alleys should neighbors bordering an alley request vacation. The county has yet to resolve all the questions this raises.
When concern arose among villagers and others in the Waterford commu-nity about the future of the 73 acre Storch property when it went on the market. The Foundation did all it could to support the new founders of an LLC formed to purchase, add over-lay easements, and resell the property. Unable to help financially, the Founda-tion worked with them to find access to 56 of the acres so that parcel could be sold independently of the whole.
This resulted in seeking an amendment to the current easement on the 18 acre Water Street Meadow property with the hope that a Private Access Ease-ment across the Meadow could be possible giving the 56 acres an outlet to a public road.
2016 promises to be a busy year as it continues work on these projects.

The committee is responsible for ef-fective stewardship of the 144-acre Phillips Farm that includes the inter-pretive pull off area. It ensures that activities and practices on the prop-erty are consistent with guidelines of the conservation easement with the Virginia Outdoors Foundation (VOF) and with the Waterford Foundation’s Management and Land Use Plan. The committee also develops programs that seek to further protect and foster

understanding of the Phillips Farm’s unique natural, historical, and agricul-tural resources.
The committee had an annual 2015 operating budget of $4,680.00. It earned $3,040.00 from hay leases on the property. Mowing expenses were $2600 of the budget.
In May, the committee set out to estab-lish boundary guidelines that would assist the Foundation and adjoining property owners in protecting the property. All committee members as-sisted in this endeavor. Richard Rogers, a committee member, provided his expertise in drafting the guidelines for the Foundation. The final draft will be submitted to the board May, 2016.
In June, Lance Czarnecki, an Eagle Scout candidate, volunteered to take on the construction of three semicir-cular benches in a grove of trees. The idea was to create a natural amphi-theater where a small group could gather for a lecture or repose. Lance successfully completed the project in September.
In July, due to concerns from the gen-eral public, the committee adopted a plan to inspect and cleanup the inter-pretive pull off area. The resulting plan involves committee members signing up for a month of clean-up duty.
In December the Loudoun Wildlife Conservancy visited the farm for the Annual Christmas Bird Count. Thirty-one species of birds were found at the Phillips farm; a total of 49 species were found in and around Waterford.
The count for the area would be lower without the healthy natural habitats that exist on the Phillips Farm.
With the assistance of committee members, Rob Hale is working on a comprehensive site plan/map to as-sist the Foundation in drafting future programs.
Loudoun Center Apiaries, LLC still maintains several hives on the property which produce a substantial amount of honey. That honey is available for purchase at the Corner Store.
The committee continues to moni-tor the presence of beavers along the creek. There is no evidence that they are damming. However we did lose several redbud trees and others from within the riparian buffer that was established in 2010.

The Properties Committee worked very hard to keep up with the maintenance requirements of the 12 properties it is responsible for. One project moving along at a steady pace is the The Mill Project. Funds available have been agreed upon so the county was able to move forward developing an RFP and Scope of Work for the project. It is still on track although moving slowly, because it is using federal grant mon-ies which require many approvals. Funding had to be sorted out and an RFP and Scope of Work completed. Those documents are now with county procurement. Work will go out for bid in 2016.
The committee worked closely with the Waterford Citizens' Association (WCA) and Loudoun County to come up with the design of a swale between Main Street and the Village Green. This
is an important project so water rush-ing down Main Street during heavy rains does not overflow the green, causing erosion. Together, we also developed a planting proposal for the green. The native species selected will make the area more attractive without requiring a great deal of upkeep.
The National Trust visited the Founda-tion properties on which they hold easements to review their condition. They also gathered feedback from Waterford residents who hold ease-ments. Their reports and recommenda-tions are very helpful in our establish-ing the maintenance of Foundation properties.
Kathleen Hughes generously donated a small low growing Japanese maple tree to the Old School front garden.
A Knox-Box was installed at the Old School which will hold keys for all Foundation properties. Only the fire department can access this box when they need a key to get into a building that might be in danger from fire.
The Second Street School got a new coat of paint and replacement of some siding.
The John Wesley Church finally saw enclosure of HVAC duct work on the interior as well as a new coat of paint on the roof (the primer was donated by Stephanie and Bob Thompson which was a considerable saving for the Foundation.
