PEC Premier Basic Orientation (SafeLandUSA, SafeGulf)) (SAFE 1561; WFDV 6400 OR 6444; 8 Hour) This course is the PEC Basic Orientation safety awareness course which includes both SafeGulf and SafeLandUSA. PEC Basic was designed to take the place of multiple Operator orientations and to give each student a general idea of life and safety issues in the oil and gas industry, upstream, downstream, onshore or offshore. This one-day program meets API RP 75 & API RP T-1 requirements and provides a basic understanding at an awareness level of certain general safety information that an employee should know before entering a company facility and while performing their assigned work duties. Over 25 of the leading oil and gas operators accept this orientation as it meets their requirements. Upon successful completion of course, each student is issued a Temporary Blue Card valid immediately and a picture ID with a unique barcode (45-60 day lag time). The student information is then stored in an online database accessible by partner companies, who then can verify your qualifications. PEC Premier Core Compliance (SafeLandUSA, SafeGulf) (SAFE 1560; WFDV 6405 OR 6447; 24 Hours) This course is one of our flagship programs, Core Compliance, is a standardized program covering the health, safety, and environmental training most requested by oilfield operators and other host employers. Core Compliance is instructor-led training that, in addition to being SafeLandUSA and SafeGulf accredited, provides training level certificates beyond the awareness level for over 30 selected topics. The classroom presentation is designed to build on common content in a high intensity 3-day format. The Core Compliance training program will ensure your employees are trained in the safety topics commonly required by operators in their pre-qualification surveys and training matrices. Based on accepted industry practices supported and recommended by operators, PEC Core Compliance is the most comprehensive and cost effective way to meet the entry level safety training needs your customer and government are calling for. Industrial Operations Safety Program (Workforce Development Grant) (WDFV XXXX; 32 Hours) This Course is developed using a Wyoming Workforce Development Grand to teach entry level employees basic safety concepts needed to start working in local non-mining industries. Two core courses make up the basis for this program; the OSHA 500 Occupational Safety and Health Standards for the Construction Industry (10-Hour) and the Oil and Gas Industry SafeLand/SafeGulf Basic Orientation (approx. 8-Hour). The remainder of the course covers Confined Space, Permit-required Confined Space, LockOut/TagOut, Fall Protection, Hazard Communication, First Aid (National Safety Council), and Hydrogen Sulfide Training. Students will earn three nationally recognized certificates. Supporting partners have agreed to give hiring preference and entry wage rate increase to students who successfully complete this four day program. Disaster Site Worker (SAFE XXXX; WFDV 6432; 16 Hours) This course is intended for second responders (those arriving hours or days after the event). Course topics include the National Response Framework, the Incident Command System, disaster work zone safety, respiratory protection and communication issues. Students are provided the opportunity to practice knowledge and skills through discussion, planned exercises, demonstrations and problem solving exercises. Fee: $200 SAFE 1544 HAZWOPER (OSHA HAZWOPER Waste Site Worker) (SAFE 1544; WFDV 6433; 40 Hours) This course covers operations that exist after emergency spill response by technicians. Includes technician training with 2 days additional training required to perform cleanup operations under SARA and EPCRA requirements. HAZWOPER standard covers 5 specific areas of operation. The following subjects train workers on: clean-up operations required by a government body, corrective operations, personal protective equipment, safe work practices, regulatory requirements, tactics, skill building demonstrations, hands-on training, written evaluation of subject knowledge, operational evaluation during mock scenarios. Other subjects include emergency response to unexpected discovery of dangerous chemicals, testing and identification of chemicals, team operations, decontamination of personnel and equipment, disposal of contaminated equipment, remediation techniques and tactics. They would take no further action beyond notification. Participants will be able to know what hazardous substances are, identify if possible, risks and potential hazards, understand security and access control to the area, and the ability to realize the need for additional resources. Fee: $75 HAZWOPER Operations Level (SAFE XXXX; WFDV 6435; 8 Hours) This course is for individuals who respond to releases or potential releases of hazardous materials as part of the initial response for the purpose of protecting nearby persons, property, or the environment from the effects from the effects of the release. They are trained to respond in a defensive fashion without actually trying to stop the release. Their function is to contain the release from a safe distance, keep it from spreading, and prevent human, animal and environmental exposures. This course prepares participants to qualify as -- “First responders at the operational level shall have received training or have had sufficient experience to objectively demonstrate competency in the risk assessment, selection of

appropriate personal protective equipment, basic decontamination procedures, and competency with basic equipment within this level”. Course is for responders involving hazardous materials requiring special equipment to mitigate spills. Topics include protection against hazardous chemicals, entry into the release point to plug, patch or otherwise stop the release of hazardous substance, safety of workers and the environment and OSHA understanding regulations. This course covers topics included in 29 CFR 1910.120(q)(6)(iii). Special skills in selecting and use of correct protective clothing, understand basic chemical and toxicology and behavior. Fee: $300 HAZWOPER Specialist & Incident Commander Level (SAFE XXXX; WFDV 6437; 32 Hours) This class includes HAZWOPER Technician Level (HazWoper 24; SAFE XXXX; WFDV 6436). This course is required for employees working on a project consisting of unknown hazardous materials or chemicals under Superfund Amendment and Reauthorization ACT (SARA). Course is specifically designed for workers who are involved in emergency response to spills involving hazardous materials requiring special equipment to mitigate spills. Topics include protection against hazardous chemicals, elimination of hazardous chemicals, safety of workers and the environment and OSHA regulations. This course covers topics included in 29 CFR 1910.120(q)(6)(iv) and 29 CFR 1910.120(q)(6)(v). Workers must have 24 hours of initial training before they enter the site and at least three days of actual field experience under a trained, seasoned supervisor. This course meets the standard requirement of 24 hours of initial training. The three days field experience under a trained, experienced supervisor is the responsibility of the employer or potential employer. Note: Holders of a current 40 or 24 hour HAZWOPPER Certificate need only attend the last day of training. Additional training covers the Incident Command System, National Response Plan, local and national reporting requirements, and other special duties for safety and health of all responders. Respiratory Protection (SAFE XXXX; WFDV 6440; 8 Hours) This course covers requirements for the establishment, maintenance, and monitoring of a respiratory protection program. Topics include terminology, OSHA Respiratory Protection Standards, NIOSH best practices, respiratory protection programs in the workplace, and medical evaluation and surveillance requirements. Program highlights include respirator selection, qualitative and quantitative fit testing, and the use of respiratory protection and support equipment. Upon course completion students will have the ability to identify and describe the elements of a respiratory protection program, the proper selection, use, and inspection of respiratory protection, protection factors, and evaluate compliance with OSHA Standards. Satisfactory/Unsatisfactory The employer/employees must bring their own respirator from any manufacturer of their choice to the fit testing session. Respirators must have both ORGANIC VAPOR cartridge(s) and HIGH EFFICENCY PARTICULATE AIR (HEPA) FILTER(s) or P100 SERIES Filter(s). If the employer plans to have employees share common use respirators they must provide a variety of sizes at the place and time of Fit Testing. These will be sized to the wearers as appropriate to obtain a successful fit test. Cleaning between users at fit testing will only involve alcohol wipe down. A Qualitative Fit Test will be used to determine proper size and fit. All fit Testing will be in accordance with OSHA 29 CFR 1910.134 Appendix A (Mandatory). Confined Space & Permit-Required Confined Space (SAFE XXXX; WFDV 6441; 8 Hours) This course covers safety and health hazards associated with confined space and permit-required confined space entry. Topics include recognition of confined space hazards, identification of permit and non-permit required confined spaces, use of instrumentation to evaluate atmospheric hazards, ventilation techniques, development and implementation of a confined space program, proper signage, and training requirements. This course features permit entry classification, instrumentation, and program development. Upon course completion students will have the ability to identify permit and non-permit required confined spaces, conduct atmospheric testing, and work within a permit and non-permit required confined space program. Lockout/Tagout LO/TO (SAFE XXXX; WFDV 6439; 8 Hours) This course covers the role and responsibility of the employer to develop and implement an energy control program. LO/TO for the protection of workers while performing servicing and maintenance activities on machinery and equipment. Topics include types of hazardous energy, detecting hazardous conditions, implementing control measures as they relate to the control of hazardous energy, developing and implementing energy control programs including written isolation procedures, training of authorized and affected employees, and periodic inspection of energy control procedures using OSHA standard. Upon course completion the student will have the ability to explain the importance of energy control programs, procedures, training, audits and methods of controlling hazardous energy. Forklift Operator Training (SAFE XXXX; 16 Hours) This course will help teach forklift operators the characteristics of a forklift, including differences from driving a car, controls and instruments, motor operation, and including steering and other instructions, warnings, and precautions. You learn how to safely handle heavy delicately balanced vehicles. Properly load and operate a forklift in challenging situations. Forklifts can tip over, fall off a loading dock, and be very dangerous if not operated correctly. OSHA's regulation on Powered Industrial Trucks (29 CFR 1910.178) includes more than just requirements for the equipment. They must be operated only by trained, certified, and authorized drivers. Participants will learn about the different types of forklifts and their specific purposes, how to interpret the data plate, how to figure the forklifts capacity when encountering odd size/shape loads. Training also includes operator’s duties for inspection and maintenance requirements, safety measures for charging, refueling and changing LPG tanks. You will learn to safely operate forklifts on inclines, docks, limited spaces and with very bulky loads that block visibility. Safety and Health Aspects of Hazardous Substances (GHS) (SAFE 2580; WFDV 6429; 2 Hours) This course covers OSHA standards and Globally Harmonized System (GHS) standards that relate to use of hazardous materials. Topics include flammables and combustibles, compressed gases, LP-gases, and cryogenic liquids. We discuss processes such as spraying and dipping, and use of electrical equipment in hazardous locations are discussed. Participants learn how to use Safety Data Sheets (SDS) to their utmost advantage. Upon course completion students will have the ability to assess compliance with OSHA hazardous materials standards, determine hazardous (classified) locations, and proper moving, storing, and handling of hazardous materials. Fee: Free through 2014, $50 thereafter Hydrogen Sulfide (H2S) Training (SAFE XXXX; WFDV 6445; 2 Hours) This course meets the oil and gas industries requirements for workers who may or will potentially be exposed to hydrogen sulfide (H2S) on the job. It covers the health effects of H2S, how to monitor for safe and excessive levels of H2S, and proper actions to take to avoid over-exposures. Students will learn proper response measures if they or others are exposed to dangerous levels of H2S and immediate actions to be taken. They will learn what creates H2S and best practices to eliminate or control exposures. Prerequisites: None Location: Gillette College, Technical Education Center, 3251 S. 4-J Rd. Fee: $50 Hazard Communication (HAZCOM) Training (SAFE 2580; 8 Hours) This course covers general and new requirements under the Globally Harmonized System (GHS) and the OSHA 2012 HazCom changes and requirements. This course is composed of five key elements: 1) Materials Inventory – a list of hazardous materials in the workplace/work area; 2) Safety Data Sheets (SDS) – a detailed description of each hazardous material listed in the Materials Inventory; 3) Labeling – containers must have certain labels and those labels must contain certain elements; 4) Training – employee trained to identify and work safely with hazardous materials; 5) Written Program – a written program must be developed to include and explain the connection between all the Hazard Communications Program in the workplace. Prior to 2012 this course was described as “The Employees Right-to-Know”, now it also includes “the Employees Right-to-Understand” about hazardous materials in their workplace and work area. The student will learn to read and understand SDS and labels through various worksheets, building up from simple to complex exercises. Fee: $100 Hazard Recognition Training (SAFE XXX; 8-Hours) This course covers the methods and tools needed to identify a workplace hazard, evaluate the risk potential and systematically apply analysis tools to mitigate and prevent reoccurrence of the hazard or hazardous situation. We discuss how management and labor work together to eliminate or reduce the hazard that present risks to the employee and liabilities for the employer. In-depth discussions about the various examination tools to have in our “tool box” necessary to evaluate, mitigate and eliminate potentially hazardous situations before employees are exposed. The use of pictures and/or narratives of actual or fictitious citations are used to develop “soft eyes” in the observer to recognize hazards from impressions that something is not right here – what is it?
