    The Germantown Village Boarddelayed action April 20 on a proposalthat would have required video inspec-tion of laterals on residential property.

    The proposed ordinance would haverequired video inspection be done whenbuilding a new structure on the property,

    prior to a sale of the property, when thevillage finds that sewer overflow from pri-vate property has reached private prop-erty or when the village discovers over-flow from private property is a threat topublic health.

    The board approved a motion byTrustee Robert Warren to defer actionand send the proposal back to commit-tee.

    “I’d like to postpone it until goes backto Public Works (Committee),” Warrensaid.

    Trustee David Baum, who secondedthe motion, said the reason for sending itback to committee is because the VillageBoard does not direct and establish therules.

    Immediate treatment of individualsexperiencing heroin overdoses are helpingthose people survive, Washington CountyDistrict Attorney Mark Bensen said during areport to the Washington County BoardApril 21.

    “Every time I hear overdose, I used tothink that meant death. But there are manyoverdose cases that do not result in deathbecause of the quick actions of law enforce-ment as well as first responders, as well asthe presence of Narcan that’s out there,”Bensen said. “Reasonable minds can dis-agree, I suppose, of whether that’s a goodor bad thing to make the Narcan so preva-lent. But it is out there, it is saving lives.”

    Bensen said “barely a week goes bythat were involved in some overdose casewhere someone survives, and then chargesare sought to get the individuals into treat-ment.”

    Bensen said law enforcement treatsevery heroin overdose as a crime. During2014, the Washington County DistrictAttorney’s Office charged five people inconnection with the heroin deaths of fourpeople.

    Bensen said there are currently twoactive investigations of heroin overdosedeaths where law enforcement agenciesare seeking to determine where the victimsobtained the heroin.

    During questioning by the board,Bensen said there are attempts being madeto make the community aware of the seri-ousness of the heroin abuse issue, including“heroin summits” that have been held in sev-

    eral communities.“We’re doing a reasonably decent job

    on getting the awareness out there. I justthink there’s more things that need to fallinto place,” Bensen said. “As I understand itthis heroin addiction is so hard to kick thatonce you’re on it, it’s very, very difficult toget off until you’re restrained for a period oftime.”

    In addition, Bensen said smaller presen-tations have been made to communitygroups throughout the county.

    Bensen added that heroin cases arerelated to many theft cases. He said that“anecdotally, 80 to 90 percent of the retailtheft cases I see now, those individuals arerelated to drug use — they’re stealing tosupport their drug habit.”

    He added that many other cases arerelated to drug use, including individualsstealing items from family members, identitytheft and robbery incidents.

    Bensen’s comments were part of a pres-entation to the board on activities during2014. Bensen’s office is charged with pros-ecuting violations of county ordinances,state and county violations of the trafficcode and all criminal offenses in the coun-ty. His office has five attorneys who arepaid by the state of Wisconsin while nine

    other employees are paid by WashingtonCounty.

    Bensen mentioned several high profilecases that occurred during 2014, includingthe conviction of an individual who attempt-ed to kill his ex-girlfriend and an individualwho was convicted of first degree homicidein the death of a Hartford woman the pre-vious year. That individual has since beensentenced to life in prison.

    In summarizing the overall numbersfrom the 2014 report, Bensen said figuresthat showed the number of feloniesincreased from the previous year.

    “The seriousness of the crimes hasincreased significantly,” Bensen said, citingthe increase in the numbers of felonies from485 in 2013 to 571 last year.

    In addition, Bensen said the peoplebeing charged are having more charges

    filed against them, as the total number ofcounts — including felonies, misdemeanorand criminal traffic — increased by 32 per-cent from 2013 to 2014.

    Also, total number of juvenile referralsincreased from 546 in 2013 to 589 in2014. While the number of delinquency

    petitions declined during that timfrom 211 to 203, there were incrthe number of children in need of pservices (55 to 78) and informal (151 to 184). The number of immpetitions declined from 38 in 20132014 while the number of decline cute cases dropped from 91 to 88

    As a child, Anna Jarvis had heard hermother pray for a day dedicated solely tomothers, living and deceased, and honor-ing their contributions. When her motherdied in 1905, Jarvis recalled her mother'swish and started campaigning for a

    national holiday for mothers everywhere.She wrote letters to many leaders in hercommunity and across the country andspoke about the matter at many functions.

    By 1911, Jarvis' efforts had paid off,with nearly every state in the country cele-brating the day. Just three years later onMay 8, 1914, President Woodrow Wilsonsigned a bill into law, establishing the sec-ond Sunday of every May Mother's Day.

    Today, Mother's Day is celebrated invarious nations around the world. Spousesand children all over take time out to honorthe mothers in their lives, and for that, Anna

     Jarvis and her mother would be thankful.

    “The generosity and commitment thatthe Gehl Family brings to this project is justwhat we need to spearhead this excitingproject for the community,” states DwayneKetterer, Germantown Kiwanis President.“We are excited to celebrate their supportof this great project and community devel-opment.”

    The Gehl Family recently sold GehlFoods, and the new CEO, Eric Beringause,was also in attendance. On behalf of GehlFoods, Beringause announced an addition-al pledge of $25,000 towards the project.He echoes Gehl’s sentiments regarding thecompany’s continued support of the com-munity. “Along with our hundreds of dedi-cated, long-standing, employees, GehlFoods is excited to move forward with acontinued commitment to the Germantowncommunity.”

    The new performing arts pavilion willbe located in Firemen’s Park. Preliminaryplans for the project were previously sub-mitted to the village and will be resubmittedlater this month. A groundbreaking isplanned for September.

    Germantown Kiwanis has been servingthe community for more than 25 years. Itsvolunteers have raised funds to give back tothe community and to help supportGermantown youth with leadership pro-grams in the Germantown schools at theelementary level with K-Kids, middle schoollevel with Builder’s Club and high schoollevel with Key Club. These clubs all help

    kids learn about the value of volunteerism in

    the community. In addition, Kiwanis awardseducational scholarships; sponsors youthsports teams, works with the PTA to offereducation grants to help teachers developspecial educational programs in the class-room and other volunteer work to supportyouth and the community. To support theseactivities, Kiwanis organizes a number offund-raising events including theGermantown July 4th Festivities and abooth at Mai Fest.

    before it enters the groundwater. Install oneor more rain gardens to intercept surface

    water runoff for use by rain garden plantsand to help recharge the groundwater.Provide plants with a healthy diet. Use a

    slow release non-leaching organic nitrogenfertilizer like Milorganite (milorganite.com).You’ll encourage slow steady growth, so yourplants will require less water and be lessprone to insect and disease problems. Plus,the slow release nitrogen encourages healthygrowth and does not prevent flowering andfruiting.

    Water wisely. Water plants thoroughlyand only when needed. Water the soil, notthe plant, using a watering wand, drip irriga-tion or a soaker hose so less water is lost toevaporation. Water early in the morningwhenever possible to reduce water loss dur-ing the heat of the day and diseases causedby wet foliage at night.

    Manage your lawns to reduce water use.Select drought tolerant grass varieties toreduce watering needs. Prepare the soilbefore seeding or sodding or aerate andspread a thin layer of compost over existing

    lawns to increase water absorption andreduce runoff. Mow high to encourage deeproots that are more drought tolerant and pestresistant. Allow lawns to go dormant during

    hot dry weather. If irrigating, water thorough-ly when needed, that’s when your footprintsremain in the lawn.

    Conserve water and reduce time andmoney spent on plant care. Mulch the soilaround trees, shrubs and other plants withseveral inches of woodchips, shreddedleaves, evergreen needles or other organicmaterial. Mulching reduces watering fre-quency, prevents soil compaction from heavyrainfall thus increasing water absorption. Italso adds organic matter to the soil as itdecomposes.

    Repair leaking faucets, fittings and gar-den hoses. A slow leak of one drip per sec-ond can waste up to nine gallons of waterper day.

    Look for and use wasted water. Collectthe “warming water” typically wasted when

    preparing baths and showers. Use a five-gal-lon bucket to collect this fresh water and useit for your containers and gardens. Collectwater from your dehumidifier and window airconditioners for use on flowering plants. Do

    not, however, use this water if environmental-ly harmful solvents have been used to cleanthis equipment.

    Check with your local municipality if you

    are considering using gray water. Once youwash clothes, dishes or yourself, water isclassed as gray water and most municipalitieshave guidelines or regulations related to itsuse.

    Harvest rainwater if your municipalityallows. The ancient technique of capturingrainwater in jugs, barrels and cisterns hasmade a comeback. Collecting rain when it isplentiful and storing it until it is needed is oneway to manage water for the landscape. Butfirst check local regulations before installing arain harvesting system. Several states have

    banned rain harvesting, while othrebates or rain barrels at a discoundeners.
