Global Corn Production Falls but Consumption Rises from the May Projection Harvest for the 2020/21 corn crop is underway around the world. Preliminary data from early harvest indicates that production is smaller than the initial assessment in May but is still at record levels. The downward revision is primarily driven by the U.S. crop. WHEAT

WHEAT PRICES Domestic: Prices for U.S. wheat classes surged following the release of the July WASDE. Hard Red Winter (HRW) was boosted $30 to $245/ton based on strong China sales and constrained rail and port elevation due to China’s demand for corn and soybeans. Soft Red Winter (SRW) climbed $22 to $248/ton, and remains above HRW despite lower SRW shipments and sales relative to this period last year. Soft White Winter (SWW) was up only $4 settling at $288/ton amid competition from Australia’s growing crop, which is projected to be the third largest on record. Hard Red Spring (HRS) surged $37 to $278/ton on strong shipments and sales, especially to Japan, China, and the Philippines.

OVERVIEW FOR 2020/21 Global production is raised this month as larger crops for Canada, Australia, and the European Union more than offset a smaller crop in Argentina. Global consumption is up marginally on greater feed and residual use in Australia and Canada. Global trade is also up, driven by stronger imports for China, and higher exports from Canada and Australia stemming from greater exportable supplies. The projected U.S. season-average farm price is unchanged at $4.50 per bushel.

Global: Price movements for major exporting countries were up with U.S. prices witnessing the most significant climb. Strong sales to China and greater competition for domestic rail and export capacity underpinned recent strength in prices. Russian prices were up on strong demand and constraints from rail lines. EU prices rose on tighter domestic supplies in key producing states. Canadian prices rose despite a larger crop that is the second-largest projected crop on record. Australian prices also climbed despite a larger expected crop (third-largest expected crop on record). Argentine prices were marginally up and witnessed the weakest monthly climb despite being the only listed origin here with lower crop prospects. Global price competition is expected to be fierce in the foreseeable future.

MARKET FEATURES Record Canadian Wheat Exports Forecast from Near-Record Crop With favorable weather and larger area, Canadian production is forecast at near-record levels, supporting exports at a record 25.0 million tons, accounting for 13 percent of total global exports. For the 2020/21 crop, Canadian farmers expanded area for both winter wheat and durum, based on strong prices. The logistical constraints for this year’s exports are expected to be limited compared to the challenges the country faced after its record crop in 2013/14 when a frigid winter and competition for rail transportation constrained exports. Over the past decade, Canada has expanded its exports particularly to markets that favor its high protein spring wheat. Indonesia is the world’s second-largest wheat importer and continues to increase its purchases of Canadian milling wheat. The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) enabled improved Canadian access to the Japanese market. Despite being a major producer and exporter, the United States is also a major importer of Canadian wheat, wheat flour, and products. Over the past few years, China has also emerged as a key buyer, and its imports overall are now expected to rise to 7.0 million tons in 2020/21. Italy is a major buyer of Canadian durum for pasta products. The high-quality wheat market is expected to face intense competition in the coming year with Australian exports also rebounding. Higher demand from some of the key global buyers such as Indonesia and China will help support the overall Canadian export forecast.

Pakistan Wheat Imports Rising Pakistan 2020/21 wheat imports are forecast at their largest in over 11 years at 1.0 million tons, driven by robust demand and favorable import policies. Pakistan removed the 60 percent import duty in June amid domestic uncertainties regarding supply. Lower carryin from the previous year and reported locust infestations have incentivized more import-friendly policies to help bolster dwindling domestic supplies and manage a significant rise in domestic wheat prices year-over-year. Domestic supplies had also been trending lower partly due to subsidies which incentivized large exports in 2017/18 and 2018/19. Surging domestic wheat prices have also driven greater import demand. Compared with the previous year, prices reported by FAO (Food Agriculture Organization) for Karachi wheat in June 2020 were more than 15 percent higher at 45 rupees per kilogram. In the August 2020 publication of the Bureau of Statistics Monthly Review on Price Indices, wheat prices had surged over 40 percent compared with the previous year for urban and rural households (separate price indices). Flour prices had climbed more than one-fifth compared with the previous year – high internal prices for both wheat and wheat flour have helped drive demand for competitively-priced foreign supplies of wheat. Higher relative prices and domestic supply concerns have encouraged government and private entities to have bought reportedly over 700,000 tons thus far for 2020/21, reflecting Pakistan’s strongest-expected import demand in over a decade.

RICE PRICES

Global: Over the past month, U.S. long-grain export quotes have remained at $625/ton. As of the beginning of September, over a quarter of the crop has been harvested, though prices have been slow to decline until more new crop becomes available. In contrast, the Uruguay quotes have spiked to $575/ton on tightening supplies in South America. Thai prices at $500/ton are the highest among Asian suppliers, supported by reduced prospects for the upcoming crop and currency strength. Vietnamese quotes have risen to $483/ton as the market awaits the 10th month harvest. Pakistani quotes are still at $445/ton, while Indian quotes have declined to $375/ton. Among the major exporters, only Indian quotes are on par with levels a year ago, while others have risen significantly.

MARKET FEATURE India’s Rice Exports Soar on Competitive Prices Relative to Thailand

India’s exports are anticipated to continue to climb and well exceed those from Thailand on the continued decoupling of prices between the two exporters, mirroring the situation seen nearly a decade ago. Ever since India repealed its 3-year non-basmati export ban in late 2011, it has been the dominant global exporter, edging out Thailand which had held that role for over 3 decades. While exports from India are forecast to climb in 2020, exports from Thailand are forecast at the lowest since 1998. Thailand’s exports are expected to rebound in 2021, and India’s exports will also rise and dominate the global market based on the abundant supply situation and competitive factors. The price spread between Indian and Thai export quotes is the highest since 2013. When India came back to the global market in 2011 after its export ban, its supplies were ample given successive bumper crops and stocks that had ballooned with no external outlet. At that time, Thai supplies were also fairly robust, because of government programs, but those policies were also sustaining high export prices. Once those policies were removed, the Thai and Indian prices tracked closely in tight competition. However, since 2019, the prices have diverged quite remarkably, showing distinct patterns relative to the supply situation. Indian prices remained low on very robust supplies with a fourth consecutive record production forecast this year. Moreover, despite increased consumption as the government distributes highly subsidized rice to the majority of the population, stocks are at record levels. In contrast, Thai prices escalated amid a drought that reduced the area planted and tightened available supplies. In addition, when close competitor Vietnam imposed an export ban in March 2020, Thai prices shot up in response. Even as prices have eased from the recent peak, Thailand’s lower stocks and reduced prospects for the new crop have led to sustained high prices. Another key factor is competition within specific markets. Both countries export fragrant (basmati for India and jasmine for Thailand), parboiled, and regular white rice. India’s basmati rice only competes with Pakistan, compared to a more competitive landscape for Thai jasmine competing with Vietnamese and Cambodian rice. With the large price differential compared to Thailand, Indian parboiled exports are dominating that market. For the regular white rice, Thai exports to African markets are facing pressure from expanding Chinese exports. For all these reasons, Thai exports in the coming year are expected to be somewhat constrained while Indian exports continue to expand.

Basmati Rice Exports to Iran Tumble, Offset by the Rest of the World

Basmati rice exports from India and Pakistan have strengthened in the past few years based largely on rising Iran imports. However, so far this year, imports from Iran have fallen, while imports in most other markets are growing. Basmati rice is a fragrant rice and a staple food in many South Asian and Middle Eastern cuisine. Most basmati rice is exported to the Middle East with Iran, Saudi Arabia, and Iraq comprising half of all these purchases. Basmati exports are dominated by India, which accounted for nearly 85 percent of all basmati exports in 2019. While India’s exports are highly seasonal (with large shipments after the autumn harvest and then abating throughout the summer), exports from Pakistan remain steady throughout the year. Exports by India and Pakistan were constrained particularly in April due to the COVID-19 lockdown. However, in May, exports to the world began to rebound, though exports to the top market Iran remained much lower than the prior year. Iran’s imports have faced a few challenges this year. In addition to the disruptions to shipments due to COVID-19, the drop in oil prices have had a negative impact on the Iranian economy. Moreover, U.S. sanctions have also played a role in Iran’s overall imports with Indian traders reluctant to sell rice to Iran due to challenges with payments. In addition, Iranian customs will impose the seasonal ban on rice imports to support domestic producers starting September 22. While exports to Iran have fallen, India and Pakistan have expanded basmati exports to other Middle Eastern countries and other regions. In fact, Iraq nearly doubled its imports of basmati rice in the first 5 months of the year, compared to the previous year, and imported more basmati than regular long grain rice from the Western Hemisphere. Although Saudi Arabia’s imports were expected to be sharply lower this year with reduced religious tourism, basmati imports have in fact been larger compared to the same period last year. Western countries like the United States, the European Union, and the United Kingdom are also seeing higher imports in basmati rice as consumer preferences change to include more of this fragrant variety. With this increase in basmati rice demand elsewhere, exports from India and Pakistan have actually risen thus far this year, despite Iran’s reduced demand.

U.S. Paddy Exports Slump on Tight Supplies and High Prices The majority of global rice trade is milled rice that has been processed and milled in the exporting countries. Un-milled paddy or rough rice accounts for only about 5 percent of global rice exports. Regionally, it is most significant in the Western Hemisphere where it accounts for approximately one-third of rice trade. The United States is the largest paddy rice exporter, accounting for over 60 percent of global paddy exports. Paddy accounted for nearly 45 percent of the volume of U.S. rice exports in 2019. However, thus far in 2020, paddy exports are down nearly 20 percent compared to the same time last year. In fact, in July 2020, paddy exports only totaled 13,000 tons, the lowest monthly volume since June 1994. There are a few reasons for these remarkably low exports. The 2019/20 crop was 17 percent lower than the prior year and consumption remained robust, causing this year’s August stocks to fall to the lowest level since 2004. By the end of the marketing year, there simply was not much available for export. The new-crop paddy exports in August rebounded, but were still below last year’s amount. With these tight supplies, U.S. paddy prices have been the highest since 2013/14, while South American exporter prices have remained relatively low. Within South America, the top exporters are Brazil, Uruguay, and Paraguay. These lower-priced competitors have found the opportunity to increase market share in the Western Hemisphere markets. Collectively, these three exporters have tripled paddy exports in 2020 compared to the same time last year. The major Western Hemisphere paddy rice importers are Mexico, Venezuela, Colombia, and Central American countries. The United States has been facing challenges exporting in the Western Hemisphere compared to a few years ago. Venezuela was once a key U.S. market but since 2018 it has largely been supplied by Brazil. Mexico is the world’s largest paddy rice importer and historically its free trade agreements with the United States have provided a competitive advantage for U.S. paddy rice. However, subsequent to Mexico creating a duty-free quota, Guyana entered the market in 2017, Paraguay in 2018, Uruguay in 2019, and Brazil in 2020, eroding U.S. market share, especially this year. The only bright spot for U.S. paddy exports in the first part of 2020 was to the Central American region and Colombia, leveraging the benefits of the respective U.S. free trade agreements with those markets. Looking ahead, the United States has improved prospects for the latter part of the year as the larger 2020/21 crop begins to be harvested and becomes available for export. Meanwhile, Brazilian domestic prices have recently risen, which may shift more of the South American exporters to supply that nearby market.

CORN PRICES Global: Since the August WASDE, U.S. bids have climbed on supply concerns over extreme weather and robust early season sales. Strong foreign demand continues to support South American bids. U.S. bids are up $19/ton to $181, while Argentine and Brazilian bids are both up $22/ton, to $178 and $188, respectively. Black Sea bids are down $1/ton to $183, remaining little changed.

OVERVIEW FOR 2020/21 Global corn production is forecast down as smaller crops in the European Union, Ukraine, and the United States more than offset a record crop in Brazil. Global trade is little changed from last month on slightly higher imports for Thailand and Venezuela. Global exports are also little changed as higher exports out of the United States and Brazil offset cuts to the European Union, Ukraine, and Russia. The U.S. season-average farm price is up 40 cents to $3.50 per bushel. OVERVIEW FOR 2019/20 Global corn production is estimated up on larger crops in Brazil and Vietnam that more than offset a cut to Thailand. Global trade is down from last month with lower imports for the European Union, Iran, and Turkey. Correspondingly, global exports are also down as cuts to Ukraine and the United States more than offset higher exports out of Argentina. The U.S. season-average farm price remains at $3.60 per bushel.

MARKET FEATURE Burma’s Corn Exports Surge in 2019/20 Burma corn exports are expected to reach 2.2 million tons in 2019/20 (Oct-Sep), hitting a historical high. Corn production and exports have grown substantially in Burma over the last decade; in the recent past, corn demand in China in particular has been a primary driver for this growth.

However, in 2018/19, news outlets reported that China would be making efforts to secure the China-Burma border against unregistered trade. The border trade enforcement appeared to affect registered trade noticeably as well; relative to the first half of TY 2018/19, corn exports to China in the second half dropped by nearly 85 percent as reported by Burma’s Central Statistical Organization. The bottleneck at the China-Burma border was further exacerbated by COVID-19. Truck drivers from Burma are not allowed to enter China and the government has implemented a system where Chinese drivers take over from Burmese drivers at the border, but lack of personnel has reportedly caused back-ups for many commodities, including corn. Relief for Burma’s corn farmers has come from Thailand’s demand, which has essentially picked up where China left off. Corn exports to Thailand surged in the second half of 2018/19 just as Chinese demand was tapering off. The border between Burma and Thailand has also seen more restrictions as a result of COVID-19, but trade disruptions appear to be much less severe. With China-Burma trade limited for political and pandemic reasons and millions of tons of U.S. corn sold and on the books for delivery to China in 2020/21, Burma’s corn farmers may find themselves turning more to Thailand and other ASEAN countries as trading partners. While down from the historic high of 2019/20, the Burma corn export forecast for 2020/21 remains favorable.
