Innovative and success elements
• Capacity to act in the whole Lombard territory (thanks to the System of Camere di commercio and to the entrepreneurial association network)
• Two main targets: the new firms and the enterprises facing succession
• Innovation of instruments (vouchers)• The possibility to check the features of
enterprise to access to services and grants, thanks to the Camere di commercio data bases.
Problems faced
• Delay in the grants accordance
• Some renunciations to the grants
• Difficulty in finding enterprises facing succession interested in services offered
• Difficulty in selecting successfully institutions offering support services
Process beyond sustainability
• Focalize intervention on main issues of the local economy and at the same time on firm activities usually not covered by bank grants
• Selection of enterprises and selection of the Institutions offering support services
• Gradual privatization of grants directed to enterprises: from public to private loans
Focalization
• Lombardy has a large number of firms but they are very small. Main objectives for the local economic structure are firm growth, innovation and internationalization.
• Firm activities in which public intervention is more necessary (because they are not covered by private bank system) are start up, succession and innovation
• It would be important to match these above general purposes (i.e. start up of innovative firms; acquisitions of SME who risk to cease)
Selection actions
• Select the access of enterprises to assistance and counselling services, by introducing a ticket (to share expenses)
• Spread the use of vouchers as instrument helping to select services supply
• Monitor the entire process (by a third part)
