It has been implemented in 7 countries, 32 US states, 1800+ mes, $6.4billion budget, higher quality, minimized change orders, and 95% client sasfacon. His many achievements include 2012 Dutch Sourcing Award for best overall procurement effort and operaonal excellence, 2011 Silver Award from NASPO (implementaon of best value PIPS at the State of Idaho), and 2009 Excellence Educator Award for his numerous accomplishments in educaon and research. He is a recipient of the Fulbright Scholar Award due to the establishment of a state-of-the-art procurement process and project management research and pracces with the people of Botswana, Africa. Dean's groundbreaking best value PIPS and PIRMS Model was also integrated into a graduate program at Arizona State University . Dr Dean T.Kashiwagi connues to educate federal, state, local government and private procurement teams on how to implement best value. He has assisted the following states: Hawaii, Alaska, Idaho, Oklahoma, Wyoming, Oregon, Georgia, Washington, Missouri, and various cies in Minnesota. Dr. Dean has also worked with the following federal agencies: MEDCOM, GSA, Air Force, FAA, US Coast Guard, and newly CFFP. His largest project is with the Dutch government in which the enre procurement process has been transformed by using Best Value PIPS. He has authored several books and journal publicaons. He obtained his Bachelor degree in Civil Engineering from P.E.S College of Engineering, Mandya & obtained his Master degree in Industrial Structures from Sri Jayachamarajendra College of Engineering, Mysuru under Visvesvaraya Technological Universaty in the year 2005 & 2009 respectively . Currently he is pursuing his Ph.D under Visvesvaraya Technological Universaty, Belagavi. He has aended the conference and training program on “Best Value Pracces” conducted by Dr. Dean Kashiwagi, Performance Based Studies Research Group (PBSRG), Arizona State University, at Tempe, USA in Janauray 2014. He has offerd the course on “Informaon Measurement Theory (IMT)” for the undergraduate students at SJCE, Mysuru, which is a prerequisite for Performance Informaon Procurement System (PIPS). He has successfully organized many Internaonal, naonal conferences and workshops. In this course, par�cipants are exposed to a new supply chain management process called the Performance Informa�on Procurement System (PIPS) / Performance Informa�on Risk Management System (PIRMS) developed by the Performance Based Studies Research Group (PBSRG), an interna�onally renowned research group at Arizona State University, USA. The PIPS/PIRMS has consistently documented high performance results in industry for over 20 years to include: 1800+ ($6.4B) projects and services delivered, 95% customer sa�sfac�on, 9.0/10 client ra�ng of process, implemented in 32 States and 7 Countries, 45 Arizona State University licenses (most licensed technology at ASU), decreased the cost of services on average by 31% and decreased client efforts by up to 79%. No other course teaches a supply chain management model like the PIPS/PIRMS. From this mul�faceted process, par�cipants will learn and understand its new paradigms to include: the delivery and administra�on of professional services, a new contract model, a new project management model, and a new risk management model that reduces a project's element of surprise and increases the accountability of all stakeholders .
