Waste management has been identified as a major component in the global environmental management for quite some time. Worldwide, many governments have made it their primary goal to manage various sources of waste and waste streams in a sustainable manner, as well as ensuring waste generated by households and industries is properly handled, treated and disposed of.

Malaysia has joined a host of industrialised countries by fine-tuning our regulatory framework and waste management infrastructure. The Government of Malaysia has moved towards federalisation of solid waste management, which includes the establishment of solid waste management priorities, development of regulatory framework in a rapid and comprehensive manner, raising public awareness and

technical know-how, the provision of sustainable technologies, further development of waste reduction, re-use and recovery elements as well as the development of a socially acceptable solid waste management system.

This publication provides an overview of good practices already implemented on the ground by and with cooperation from the local authorities and solid waste service providers, in cooperation with public citizens, non-governmental organizations (NGO), schools, private sector and community. The primary objective of this publication is to share and disseminate basic information on existing good practices to decision makers and interested parties in evaluating feasible solid waste programmes for implementation within their localities according to their specific waste management needs.

The Department of National Solid Waste Management as well as the Ministry of Housing and Local Government are confident that the Local Authorities, private sector, NGOs and individuals all over the country will be able to learn from this publication, combine forces and work towards making solid waste management good practice a nationwide phenomenon.

About The Publication

Solid Waste Management (SWM) is one of five (5) areas included in the current phase of the Malaysia-Danish International Development Assistance (DANIDA) Environmental Cooperation Programme (ECP).

One of the activities of the Solid Waste Management Component of the ECP is to document and disseminate good practices, which are already employed by Local Authorities and communities in their daily activities. Many Local Authorities have developed and embraced practices which may also prove to be beneficial for others.

Good practices in SWM are evolving continuously in many Local Authorities. A number of Local Authorities have also cooperated with contractors, schools, non-governmental organisations, residents associations, the private sector and public citizens on developing the practices.

This publication covers only a few selected good practices currently in place in the country. Twenty (20) good practices implemented by Local Authorities, residents associations, NGOs, schools, private sector and public citizen have been selected and documented. It is our hope that the dissemination of these practices amongst the Local Authorities will serve as inspiration for other Local Authorities and other stakeholders and lead to duplication as well as development of new inspiring ideas and practices.

Comprehensive Environmental Programme in Methodist Girls’ School, Pulau Pinang

Today’s children are tomorrow’s leaders. With that in mind, the Methodist Girls’ School (MGS) has been very committed and consistent in producing an environmentally conscious generation by introducing its students to environmental programmes relevant to their daily lives.

True to its mission to be ranked the best school in the region for its environmental improvement ventures,

the all girls’ school for primary and secondary students has implemented various environmental programmes, such as an energy/water conservation programme, school cleanliness programme, school beautification programme and active awareness programme to disseminate knowledge and create awareness.

In regards to solid waste management, the school has introduced its students to household waste recycling, laboratory waste recycling, WEEE collection, canteen kitchen waste composting and other various

awareness programmes. The school has also identified environmental impacts from the school’s daily activities and formulated action plans for the disposal of various types of waste.

Details

In 2005, the school won 2nd Place in the Pulau Pinang Chief Minister’s Green Award. • Its commitment to the environment is obvious

from its recycling programme that has been in place since 2002. Through the programme, the students are not only encouraged to recycle used papers from the school classrooms and office, but also bring recyclable items from home.

• Theschoolinitiatedkitchenwastecompostingforthe canteen. The school also held competitions for the best composting effort carried out by students. Garden waste such as grass trimmings and leaves were also collected for the composting process.

• The students also practice the reduce, reuse,recycle (3R) in minimising water and electricity usage through good house keeping activities. The school also teaches the students on solar energy for cooking as another mean to minimise electricity usage.

• In order to motivate each other to be sensitiveto environmental issues, the students have composed an environment song which is sung frequently during meetings and assemblies.

Club-25 Programme in Schools, Majlis Perbandaran Kuantan

educational activities

Descriptions

Majlis Perbandaran Kuantan (MPK) recognises that environmental awareness and education should begin at school level, targeting school children at the youngest possible age. The Club-25 programme was launched by MPK on 14th August 2004 and enjoys strong support from the District Education Department.

The name “Club-25” was used because it was planned that each participating school should select twenty five (25) students as the committee members of the Club.

Details:

At present, approximately 1,200 students from a total of fifty-nine (59) primary schools in MPK are involved in the Club-25 programme. The committee members of the Club consist of mostly standard five (5) and six (6) students under the supervision of a single school teacher. The Club’s membership changes on an annual basis.

The main objective of Club-25 is to educate students on various environmental and awareness issues at young age. The students and the teachers have since shown great interest in the programme.

Since its launch, various activities have been carried out, including awareness talks, recycling campaigns, exhibitions, demonstrations and tours to landfill sites.As part of Club-25 initiatives, some participating schools have established Environment Corners or Sudut Alam Sekitar within their premises to exhibit information on the environment, in particular 3R.

MPK also started monthly sales of recyclable materials at the participating schools which involve local recyclers and Alam Flora Sdn Bhd.

MPK has been very committed to the activities of Club-25 and has allocated fundamental resources such as manpower and financial support to all Club-25 activities. The Club-25 activities have been sustained for a period of three (3) years since being launched, even though obstacles such as budget constraint had to be overcome.

Good Practices

✔ Establishment of Club-25 at primary school level is an excellent approach by a Local Authority to educate the young generation on environmental awareness, including solid waste management.

✔ It is crucial to ensure the sustainability of a programme. The Club-25 activities have been sustained for more than three (3) years largely due to the commitments and efforts of the MPK despite limited manpower and resources.

✔ By offering the Club-25 programme to Standard 5 and 6 students, more students are exposed to the activities every year, which will lead to producing students and future generations with knowledge and awareness on environmental issues.

Descriptions

In September 2005, Sekolah Kebangsaan Taman Pasir Putih (SKTPP) underwent a 5-week pilot project on 3R funded by the Japanese International Cooperation Agency (JICA). During the pilot project, a selected group of teachers and students from SKTPP carried out various 3R practical and awareness activities recommended by the ‘Guideline on Enhancement of 3R Activities in Schools’, a document co-developed by JICA and Ministry of Housing and Local Government (MHLG).

After the completion of the pilot project, SKTPP utilised the knowledge and experience gained to sustain and

expand their environmental activities to the rest of the school. Under their own initiatives, SKTPP also actively inculcates environmentally responsible solutions into their daily curriculum to sensitise students on current and environmental issues.

Details

During the pilot project, nine (9) classes participated in the 3R activities in the classroom, while 100 students were involved in the campaign to transfer messages on the concept of 3R to their families. Initiatives introduced during the project include:-

• Formation of a 3R Team to overseeimplementation of activities.

• Inclusion of the Parents-Teachers Associationinto the classroom and canteen pilot project.

• Reminders for the students and teachers tobring own drink containers.

• 100 students were selected to disseminateinformation on the principles of 3R to their respective families.

Good Practices

✔ The 3R programme involves both teachers and parents of students so that the principles of 3R are adopted both on the school ground and at home.

✔ The teachers and students, who were exposed to the concept of waste minimisation during

the pilot project, are now actively implementing these ideas in the classroom. ✔ The school administration is fully utilising the networks established between themselves,

teachers, students, parents, local authorities, local waste collectors and recyclers to expand the current 3R and environmental programme.

SMART Ranger Programme by Global Environmental Centre, Petaling Jaya and Kuala Lumpur

Descriptions

The SMART (Start Managing Our Resources Today) Ranger Programme is an environmental educational programme for schools and communities initiated by the Global Enviromental Centre (GEC) with support from Majlis Bandaraya Petaling Jaya (MBPJ), Dewan Bandaraya Kuala Lumpur (DBKL) and Alam Flora Sdn Bhd (Alam Flora) to educate school children on solid waste management. The programme received grants from United Nations Development Programme (UNDP)-Global Environment Facility (GEF) Small Grants and DANIDA.

Through this programme, teachers and students are educated by GEC, Alam Flora and Local Authority officers on how to manage solid waste properly. The SMART Rangers are responsible to encourage others,

including their parents, to bring recyclables to school and separate them according to types. Once the recyclable items have been categorised, they are sold to a recycling agent on the last Friday of each month.

Details

The SMART Ranger Programme started with four (4) teachers and seventeen (17) students from Sekolah Kebangsaan Sri Kelana in 2004. It is now actively implemented in four (4) other schools and two (2) communities involving more than 100 participants.

The SMART Ranger Programme operates through the train-the-trainer concept, whereby participants are awarded certificates upon completing four (4) training modules and subsequently form their own SMART Ranger committee which will take steps towards initiating recycling programmes in their respective schools. The objectives of the SMART Ranger programme are:-

• Creating and enhancing students’ awareness onmanaging their resources.

• Offering students ways to contribute toenvironmental well being.

• Teaching them the importance of reducing theirwaste and recycling.

• Initiating systematic and scheduled recyclingprogrammes in schools.

• Aiding the generation of revenue for classroomactivities.

• Setting-up Recycling Collection Centres, wherepossible, on the school’s ground.

The programme includes information on the current situation in Malaysia as well as theoretical and practical training on responsible management of solid waste in school and at home. The modules are:-

Module 1 : Solid waste problems and issues - concentrates on facts, figures and solid waste management issues caused by improper management.

Module 2 : Solid waste management - teaches students correct ways of managing resources through the integrated solid waste management concept involving 4R2C - Rethink, Reduce, Reuse, Recycle, Compost and Close the Loop.

Module 3 : The art of recycling - teaches about the theory of recycling - how to segregate recyclables, make use of them in nature crafts and the recycling process from collecting to selling.

Module 4 : Hands-on training - demonstrates how to apply the theoretical training from previous modules in practical activities.

Descriptions

As one of the most rapidly urbanising states in Malaysia, the balance between progress and environment has always been given due consideration by the development authorities of Pulau Pinang.

In order to achieve this balance, the Penang Environment Working Group (PEWOG) was set up in 2000. The objective of its establishment is to be a clearing house of environmental issues for the State of Pulau Pinang, particularly in the local government, environment, agriculture and eco-tourism sectors.

Recycling campaigns, programmes and activities at local authority level are usually undertaken on an ad hoc basis without proper long term planning and a sustainable approach. In its efforts to improve the recycling rate in the area under its jurisdiction, Majlis Daerah Kinta Selatan (MDKS) formulated a Local Action Plan (LAP) for Waste Minimisation and Recycling in 2004.

The MDKS LAP for Waste Minimisation and Recycling is a 5-year plan (2006-2010). It describes the existing conditions of solid waste management and recycling in MDKS, the projection of solid waste and recyclable generation from 2006 to 2010, the targets and compliance schedule up to 2010, the strategies to be undertaken to achieve these targets as well as monitoring and evaluating the LAP.

The LAP, which was formulated with the assistance of the Japan International Cooperation Agency (JICA), incorporates opinions and feedbacks from various stakeholders on recycling, including recyclers, NGOs and the public.

Details

At the point of formulation in 2005, the rate of recycling in MDKS was 0.6% of waste generated. The LAP targeted rates of recycling is aimed to increase from 5% in 2006 to 13% in 2010.

The LAP lists all the possible strategies to be undertaken to achieve the recycling rate targets, including the use of legislative and economic instruments as well as other initiatives and approaches.

Under the slogan “Jom Pakat Kitar Semula”, MDKS identified three (3) approaches to achieve the targets, namely:-

Approach 1 : Establish Recycling Network Unit (RNU) - mainly to oversee all matters related to waste minimisation and recycling within MDKS.

Approach 2 : Register existing recycling players - to enable MDKS to obtain sufficient information from the recycling players to better understand current situation and issues.

Approach 3 : Increase awareness and recycling practices - public awareness and education through cooperation with stakeholders.

With the LAP, MDKS has a clear directive to follow during the 5-year duration set out to achieve targeted recycling rates, which will contribute towards achieving the national targeted recycling rate of 22% in the year 2020.

Based on MDKS’ commitment in the project, JICA has since allocated two of their volunteers to further develop and support the implementation of the LAP.

Description

Majlis Daerah Kinta Selatan (MDKS) recognised the importance of having sufficient information and data in the planning and implementation of its annual recycling activities. However, available data on the actual recycling activities that were taking place at ground level was limited as there was no mechanism in place to obtain data, especially from the private sector.

In order to obtain a clearer picture of the actual recycling activities in its area, in 2005, MDKS started identifying and registering recycling stakeholders operating within its jurisdiction.

These stakeholders included the buyers of recyclables, door-to-door collectors, recycling middlemen and traders, junkshops, scavengers, schools and recycling industries. Information and data on types and amount of recyclables collected were recorded.

Details

As a result of the registration activities, MDKS now has a better picture of the recycling activities carried out in its area.

MDKS has since organised more 3R activities with the support of the registered recycling players. These include educational talks in schools and community recycling campaigns.

Good relationship and networking with the private recycling players were established and a Recycling Network Unit (RNU) was set-up in MDKS.Proactive identification and registration of stakeholders are carried out by the existing enforcement team of the local authority. Getting the recycling players to come forward and register with MDKS was a challenging task, particularly due to limited resources in terms of manpower and budget.

Majlis Perbandaran Subang Jaya (MPSJ) has recently introduced the ‘IRESPONZ’ complaint system - an effective, fast and easy online platform that enables the residents of Subang Jaya to channel their feedback - including complaints, suggestions and applications - on services provided by the municipal council.

As at end of 2007, about 15,000 users are registered with the ‘IRESPONZ’. 2224 public feedbacks related to solid waste management were received out of a total of 13,197 public feedbacks.

The ‘IRESPONZ’ system is an additional tool to existing feedback channels such as the complaint counter, MPSJ hotline, e-mail and regular mail.

Most households dispose of their used batteries, fluorescent lamps and tubes, paint and other reactive chemicals, to landfills along with their household waste. Unfortunately, these items contain components that make them dangerous or potentially harmful to human health and the environment.

The Household Hazardous Waste Collection Programme by Majlis Perbandaran Pulau Pinang (MPPP) involves the collection of used batteries, dry cells and fluorescent lamps and tubes.

Details

The batteries, dry cells, fluorescent lamps and tubes are brought to five (5) municipal wet markets and three (3) hypermarkets in Pulau Pinang by the citizens. At each of these locations, two transparent bins are placed at strategic places; one for the collection of used batteries and dry cells and the other for fluorescent lamps and tubes.

Details

The spiral waste bin is a screw-type waste storage and handling machine. The modern market and hawkers’ centre were chosen as pilot project areas for the spiral waste bin due to the high amount of waste, high number of users including workers hired by both the traders and hawkers in order to keep the place clean.

Compared to conventional waste receptacles, the spiral waste bin is more sanitary as it is equipped with leachate collection system, while the collection and disposal of waste are done mechanically. The mechanical system in the spiral waste bin increases the ease of operations and requires less manpower. The bin can also store large amount of waste in a small space.

Waste is transferred into the spiral waste bin through the use of the attached Bin Lifter System. At the push of a button, the Bin Lifter System mechanically lifts the mobile garbage bin and empties the contents directly into the waste bin.

Used computer and their peripherals often find their ways to landfills and rivers due to the lack of a systematic disposal system for these items. Aimed at addressing these issues, personal computer and notebook maker Dell Malaysia and Majlis Perbandaran Pulau Pinang (MPPP) jointly launched a Computer Recycling Programme on 24 February 2004.

Through this Computer Recycling Programme, which is an expansion of an existing program dedicated to the collection of unwanted personal computers and peripherals from households, the public can drop off their old computers and peripherals at ten (10) collection centres throughout Pulau Pinang.

Collected computers and peripherals that are still functioning may be sold to second hand dealers or donated to charity organisations while precious metals inside non-functioning computers are salvaged.

Details

Since its inception at the start of 2004, a total of 64,752 kilograms in computers and peripherals have been collected (25,050 kilograms in 2004, 13,842 kilograms in 2005, 11,580 kilograms in 2006 and 14,280 kilograms in 2007).

The Computer Recycling Programme offers the public Farlim Hypermart shopping vouchers at the rate of RM0.50 for every kg of computer and its peripherals dropped off at the centre. Each set of personal computer usually weighs between 20 to 25 kilograms.

Majlis Bandaraya Petaling Jaya (MBPJ) has taken recycling a step further with its Spectacles Collection and Recycling Programme by combining environmental stewardship and charity. Through this programme, old spectacles in poor condition are collected by the council at thirty-two (32) collection centres all around Petaling Jaya.

The old spectacles are then given a new lease of life - cleaned and repaired - before they are handed over to the Lions Club. The Lions Club will then distribute the spectacles to poor countries in Asia, Africa and South America as part of their international optical mission “Give the Gift of Sight” initiated by Lions Club International.

The project attracted the participation of eighteen (18) community-based organisations such as the residents’ association (RA), Rukun Tetangga (RT), religious groups and schools. Since its inception, about 4,500 pairs of spectacles have been collected through the programme.

Descriptions

Lam Wah Ee Hospital is one of the oldest hospitals in Pulau Pinang. Established in 1883 by a few Chinese community leaders, the hospital currently has 523 beds in operations and a workforce of 1,232.

As part of the employee activities, the hospital has been organising recycling and awareness programmes since 2002. What started as an effort to generate funds for staff welfare and to protect the environment was met with support from all level of staff.

By end of December 2007, the hospital has managed to recycle a total of 430,705.31 kg recyclable materials and collected revenue of RM107,678.02.

Details

The recycling programme is led by the Recycling Project Committee, which is responsible to carry out sorting of recyclable materials. Amongst the activities included in the programme are:-

• Annual interdepartmental recycling competition,in which 80% of revenue from sales of recyclables is given to participating departments and the remaining 20% is contributed towards the staff welfare fund. In 1996, Don Theseira and Mylene Ooi of Bukit Mertajam, Pulau Pinang read a newspaper article on newspaper recycling programmes initiated by school children. This article triggered their interests in waste minimisation and recycling. They initiated food waste composting at home and minimised their household waste to less than a bag a month. As their passion grew with practice, Don and Mylene spearheaded a neighbourhood recycling centre in their housing area and actively advocated the “zero waste” concept by giving free talks and demonstrations throughout Malaysia.

Their passion manifested itself in the neighbourhood recycling programme in their housing area, Taman Bukit Indah in Bukit Mertajam. Supported by their neighbours and others living outside Taman Bukit Indah, Don and Mylene have implemented monthly collection of recyclable items, with the proceeds donated to charity organisations. To date, their programme has donated RM57,000 to charity.

Details

Don and Mylene’s neighbourhood recycling programme has become the local pride of the residents of Taman Bukit Indah. More than 350 households within the neighbourhood and others located in surrounding areas participate in these activities by donating their recyclable items to the programme. The separated recyclables are brought to a collection point in Don and Mylene’s compound, where a total of eight (8) bins for different types of recyclables are located. These bins are emptied once a month on scheduled dates. The couple then supervises the separation of the collected items as well as trains the participants in the art of waste separation. Between 2002 and 2005, more than 170 tonnes of recyclable materials were collected, all of which are donated to different charity organisations.

Total 171,156 Don and Mylene regularly give talks and demonstrations in housing estates, hospitals, schools, factories, NGOs and churches. They also participate in various exhibitions. The couple encourages changes in lifestyle by incorporating simple and easy concepts such as minimising the impulsive consumption of consumer goods and buying household items that leave little or no waste.

Descriptions

Pasar Borong Selangor produces about eight (8) to ten (10) tonnes of green waste per day, the majority being generated by stalls selling vegetables. The waste used to end up at the landfills, with the cost of disposal at around RM40 per tonne. Taking the cost involved in the daily disposal of the waste and the need to reduce the amount of waste ending up at the landfill into consideration, the management of the market, PKPS Agro Industries Sdn Bhd, initiated the market waste composting project in 2006 with support from Majlis Perbandaran Subang jaya (MPSJ).

Since then, all green waste from the market has been sent to the waste processing area located on 2.5 acres of land adjoining the market. The resulting natural

fertiliser is being sold to the local authority and vegetable farmers at RM20 per 40kg bag.

The market waste composting project, which started as a research and development project, has now been duplicated three times, with subsequent composting projects adopting some changes based on waste types and sources. The other waste composting projects are in Puchong (in joint operations with MPSJ), Klang and Rawang (both will start their operations in 2008).

Details

The waste sent to the composting facility is initially unloaded onto a platform before being fed into the ‘slicer’ machine to reduce the size of the pieces to increase efficiency in the composting processes.

The sliced green waste is then mixed with goat dung at the ratio of 1:3 and sent to the windrows areas for the next forty-five (45) to sixty (60) days to enable the fermentation process during which the heap is turned manually and the temperature kept between 70oc and 80oc. Effective microbes are added into the composting heap to increase thermophilic bacteria activities, reduce the presence of insects like flies and dilute unpleasant odours.

After that, the pile of decomposed waste is put through a grinder to further reduce the grain size and strainer to eliminate any impurities like plastic bags and strings.

The finished compost is then packed into 40kg sacks and ready to be distributed.

A research by Universiti Malaya in March 2007 showed that the ratio of Nitrogen to Phosphorus, Kalium and Magnesium is 17:3:1:1, is beneficial to agricultural activities. The management of the market is also carrying out research on nutritional value of compost using horse dung collected from Selangor Turf Club.

It is one of the most active communities in recycling in the country, achieving significant results in the collection of recyclable materials every year. It is however no surprise as the community is home to Ms. Loh Poh Chen.

As one of the community’s most vocal supporters, Ms. Loh has been a faithful campaigner to increase residents’ awareness and participation in household waste recycling. Ms. Loh is also known for her expertise on composting household kitchen wastes.

Powered by her enthusiasm and armed with her practical knowledge, Ms. Loh applied for a plot of land in the neighbourhood to be allocated as the site of a kitchen waste composting shed for the use of her and neighbouring communities. Her passion was rewarded when she obtained the State Government funds for the replication of the Taman Duku Community Composting Project sponsored by Canadian International Development Agency-Asian Institute of Technology (CIDA-AIT).

Ms. Loh has since then been experimenting with various composting techniques, including the use of culverts, pots and cement troughs.

Details

A composting shed was constructed on council’s land and launched on 14 January 2007 and processes about 30-40 kilograms of kitchen waste collected from neighbouring restaurants, coffee shops and residential units.

Her enthusiasm was infectious and soon the other residents started volunteering to collect and contributing kitchen waste.

Ms. Loh also spends her personal funds to further develop the composting shed. It is now an improved version of the Taman Duku composting programme, with separate repository designed for food waste, rainwater harvesting infrastructures and plastic tubs

to utilise the dry leaves and grass in the composting process. Vegetables are also being planted around the shed to advertise the use of compost.

The operations and maintenance of the shed are presently financed by this personal funds as well. However, Majlis Perbandaran Seberang Perai (MPSP) is considering providing her with financial aid from

savings gained through the diversion of waste from landfilling.

Ms. Loh practices the full concept of 3R (Reduce, Reuse, Recycle), bringing her own containers when buying food and refuses the use of plastic bags.

With this in mind, in 2002, the Swiss-Garden Resort & Spa, Kuantan decided to initiate the food waste composting for organic waste generated by their kitchens. The resulting compost is used in the garden surrounding the hotel and has been said to produce greener and better look leafy green.

Another hotel from the same group, Swiss-Garden Golf Resort & Spa Damai Laut in Lumut, is also using the same system for the disposal of their organic food waste.

Details

The system used by Swiss-Garden Resort & Spa, is a Japanese technology known as high speed fermentation technology using effective microorganisms (EM) for

treatment of organic waste. The system was introduced in Malaysia since 1999.

The technology employs a stainless-steel chamber with rotary arms where organic food waste from the kitchen is placed every day.

The food wastes from the kitchen are pre-segregated to avoid inappropriate materials (such as inorganic materials or hard bones etc.), so that the composting process will be carried out effectively. The segregated food wastes are then placed into the chamber of the machine, with only a simple press of button for fully automatic operations.

The wastes are mixed and turned automatically in the chamber at temperature of about 700C to activate a favourable environment for the thermophilic microorganism, which will accelerate

the decomposition process dramatically. The entire process of decomposition takes about 24 to 48 hours to breakdown the organic food wastes, depending on the ingredients of input wastes.

Currently, the average loading from the kitchen is around 250 kg per day. The final output from the process is high quality fertilizer, which were tested to be very good and odour free. The hotel uses it as the fertilizer for daily gardening.

The treatment of organic food waste at source by the hotel has not only saved their waste disposal and fertiliser purchase costs, it has also diverted significant amount of solid waste from the disposal site at a long run.

Descriptions

As a municipal council situated in the heart of development, Majlis Bandaraya Petaling Jaya (MBPJ) faces an increasing problem of illegal dumping, mostly involving construction waste, green waste and bulky domestic waste. To curb the problem, MBPJ in 2006 set up a Flying Squad consisting of fourteen (14) enforcement officers.

The Flying Squad is mainly responsible for monitoring identified illegal dumping ‘hot spots’ and mandated to take action against the culprits. Activities monitored by the squad include violations under Section 46 & 47 of Street, Drainage and Building Act 1974 and Section

3 of the Solid Waste Collection and Disposal By-law (Petaling Jaya Municipal Council 1984; Petaling Jaya City Council 2007).

A year and a half into the establishment of the squad, around twenty (20) of the identified ‘hot spots’ have been cleared of illegally disposed waste and are no longer being treated as dumping grounds.

The first thing one notice upon entering Taiping town is its cleanliness and general lack of litter. Taiping town and surrounding areas have their fair share of litter bugs, but caretaker Majlis Perbandaran Taiping (MPT) has discovered an effective method to tackle this problem - The Cleanliness Motorcycle Squad.

In April 2004, the council launched the Cleanliness Motorcycle Squad or ‘Skuad Kebersihan Bermotorsikal’. The programme was devised by MPT in order to provide locals with improved services by ensuring the cleanliness of Taiping town and Kamunting area, focussing on protocol lanes and busy roads.

Since the initiation of the squad, the cleanliness of the town area has reported to have improved considerably.

Cleanliness Motorcycle Squad carrying out his daily duty of collecting litter around Taiping

The objective of the squad is to ensure that the curbs and main roads, including the pavements in and around Taiping town and Kamunting, are free of litter at all times.

MBT has managed to operate the programme at a very low cost:-• The Cleanliness Motorcycle Squad was initiated with RM10,000 in funds allocated to the purchase of two (2)

motorcycles and relevant equipment. • Themonthlyfuelcostforthetwo(2)squadmembersisRM240.• MaintenanceofmotorcycleisestimatedatRM50pervehicle.

The Cleanliness Motorcycle Skuad operates every day, including public holidays, removing litter in the aforementioned areas. Rounds start at 11 am and end at 6 pm. The amount of waste collected by the squad ranges from 6 kilograms to 7 kilograms per motorcycle, every day.
