•a local Steering Committee, appointed by the State chaired by an elected. The main body for concertation.

•It includes all stakeholders : experts, landowners, farmers, forest managers , NGOs, users, public local elected representatives, sectoral administrations.

•The technical operator (local authorities if possible)

•The local Steering Committee takes part in the drafting of the management plan « document d’objectifs » (DOCOB), and its implementation

•Natura 2000 charter and contracts based on the DOCOB, signed between the State representative and local stakeholders

The contractual approach for the management of the Natura site in France is very important , particulary for the requirement of assessment . Indeed, building or landscaping works planned in Natura 2000 contracts are exempted from the assessment procedure .The contract in the integrated management of the site gives an advantage because the building or landscaping projects are presumed to have no significant impact . This possible because those projects have been anticiped when the contract has been drawn up with the stakeholders.

Involvement of the elected representative is crucial

• Natura 2000 : first real introduction to the biodiversity of elected ; biodiversity is difficult to grasp

• The need for political backing of biodiversity (and therefore Natura 2000) at all levels.

• Both National elected representatives and stakeholders often have a more conservative or dogmatic position
