The local setting of The local setting of contractual site contractual site
managementmanagement For each site :
•a local Steering Committee, appointed by the State chaired by an elected. The main body for concertation.
•It includes all stakeholders : experts, landowners, farmers, forest managers , NGOs, users, public local elected representatives, sectoral administrations.
•The technical operator (local authorities if possible)
•The local Steering Committee takes part in the drafting of the management plan « document d’objectifs » (DOCOB), and its implementation
•Natura 2000 charter and contracts based on the DOCOB, signed between the State representative and local stakeholders
Involvement of the elected representative is crucial
• Natura 2000 : first real introduction to the biodiversity of elected ; biodiversity is difficult to grasp
• The need for political backing of biodiversity (and therefore Natura 2000) at all levels.
• Both National elected representatives and stakeholders often have a more conservative or dogmatic position

• The steering committee can be really numerous• Numerous meetings• Local actors may refuse to participate : easier

of the site : need to put into perspective the role of the site in the Natura 2000 network
