Issued: February 29, 2016 This Amendment No. 1 is issued by e-mail on February 29, 2016. Except as modified hereby, the Request for Proposals (“RFP”) remains unmodified. Item #1 Sign-in Sheet: The sign-in sheet from the pre-proposal conference is attached. Item #2 Preproposal Meeting Minutes: The minutes from the February 24, 2016 preproposal conference are attached. Item #3 Site Visit: There will be three site visits. For the Volta Recreation Center the site visit is scheduled for Tuesday, March 1, 2016 at 2:00 p.m. For the Sherwood Recreation Center, the site visit is scheduled for Friday, March 4, 2016 at 11:30 a.m. For the Bald Eagle Recreation Center the site visit is scheduled for Friday, March 4, 2016 at 2:00 p.m. Please meet the DGS Project Management team at the sites. Item #4 Revised Project Durations: Please note the following revised durations for each Project site.

• Sherwood: 30 days after NTP for submittals + additional 45 days for construction; total of 75 day duration;

• Bald Eagle: 30 days after NTP for submittals + additional 45 days for construction; total of 75 day duration; and

• Volta: 30 days after NTP for submittals + additional 75 days for construction; total of 105 day duration.

Item #5 The bid date remains unchanged. Proposals are due by March 15, 2016 at 2:00 pm EDT. Proposals that are hand-delivered should be delivered to the attention of: Jason James, Contract Specialist, at Frank D. Reeves Center, 2000 14th Street, NW, 8th floor, Washington, DC 20009.

1. A preproposal conference for the above-referenced solicitation was held on Wednesday,

February 24, 2016 at 3:00 p.m.

2. The preproposal conference began with introductions of the following individuals: a. Kristen Walp and Kristen Petrillo – Leftwich, LLC (Procurement and Real Estate

Advisory Consultants) b. Jeff Licklider (Program Manager) c. Joe Smith (Program Manager) d. Tim Craft (Program Manager) e. Peter Nohrden (DPR)

3. An overview of the project was provided:

a. The project is a SBE set aside, meaning that you must be certified as a small business by the Department of Small and Local Business Development in order to compete.

b. The budget for the project is around $1,000,000. c. There are full drawings and permits. d. The project will include ADA upgrades to include renovation of bathrooms,

construction of ramps, and hand rails at the three recreation centers – Volta, Sherwood and Bald Eagle. The improvements made to Volta Recreation Center will also include an addition.

4. The delivery method of the project was discussed:

a. The project anticipates the three centers running concurrently in their construction so Bidders should commit three superintendents in their proposals – one for each site.

b. The Department will accept proposals for one, two or all three sites; and award as would be best for the Department. Bidders are free to choose how many sites to include in their proposals, and may propose a volume discount to the Department if awarded more than one project site.

5. The project schedule was discussed: a. This Project is on a tight schedule. It is important that the work meet the

deadlines provided. b. There will be a 30-day submittal period and 45 days for the construction time for

the Sherwood and Bald Eagle Recreation Centers. c. There will be a 30-day submittal period and 75 day construction period for the

Volta Recreation Center. d. The last day for questions will be March 7, 2016, in order to progress the

procurement process and keep the Project on schedule.

6. Economic inclusion goals were discussed. The Department desires to maximize the participation of District residents and businesses in the Project.

a. With respect to the participation of District businesses, the Offeror must perform at least 50% of the work with its own forces. If any work is subcontracted, 35% must be subcontracted to CBEs.

b. With respect to District resident participation, it was noted that the First Source Act would apply. There is also a 40% District workforce participation goal.

c. Davis Bacon wage rates will apply.

7. Questions: a. Will the fact that ordering of long-lead items such as toilet partitions and

hardware have an effect on the schedule? i. No. These items should be submitted to the Department, approved and

ordered early during the submittal period. This should not affect the project schedule.

b. Will there be any LEED requirements? i. No.
