IntroductionLaunched by the World Institute for Nuclear Security (WINS) in April 2014, the WINS Academy offers the first Nuclear Security Management Certification in the world and a chance for practitioners with accountabilities for nuclear security to become professionally certified. Its goal is to improve worldwide leadership and effectiveness in the implementation and regulation of nuclear security.

The response to this initiative has been encouraging. To date, 650 participants from over 70 countries around the world have enrolled in the Academy, and over 100 have graduated. These Certified Nuclear Security Professionals (CNSPs) have obtained certifications with specialisations in Security Incident Management, Nuclear Security Communication, Nuclear Security Executive Management, Science and Engineering for Nuclear Security, and Nuclear Security Governance.

This booklet presents the experiences over 50 WINS Certified Nuclear Security Professionals. As you can see, they believe that the knowledge they have gained through the programme is both inspiring and valuable; they have also found their experiences with the Academy to be positive and responsive.

We wish to acknowledge the time and effort these pioneering alumni have made. As they build on their knowledge, expertise and experience going forward, they will not only inspire others to participate in the Academy, but they will also help to enhance nuclear security worldwide.

How do you intend to use WINS certification to advance nuclear security or your career?The Certification Program helped to expand my knowledge on Nuclear Security and to use it in my work. I work in the area of IT Security and Communications in nuclear projects, and the certification gave me a different perspective for my work.

My greatest gratitude to WINS for the opportunity to participate in this certification.

How do you intend to use WINS certification to advance nuclear security?I do not have a background in the nuclear industry, so the WINS Academy Foundation and Executive Manager modules have provided a significant educational experience that enhances my role as a consultant in planning processes.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?I am familiar with the positive and negative aspects of web-delivered distance learning, so I was pleased to learn that the WINS Academy programme is informative, well-designed, user-friendly and highly effective. Everything worked perfectly, including the examination process. The WINS Academy staff are highly professional and approachable.

ERIC MACARTHUR, CANADAMr. Eric MacArthur is an adjunct professor for the Canadian Forces College, where he offers online master’s-level courses for staff education. As a consultant, he is helping Bruce Power in Ontario, Canada, implement a Centre of Excellence for Nuclear Security and Emergency Management. The goal is that the CoEwill become a globally recognized source of training, information and advisory services for leaders and practitioners in selected areas of expertise.

MARCELO FERNANDEZ BADOS, ARGENTINAMr. Marcelo Fernandez Bados has a diverse education in electronic engineering, aerospace technology and business technology, and worked in communications networks. He is now in charge of IT security at INVAP, a company devoted to the design and construction of complex technological systems. In December 2015, Mr. Bados became the 100th WINS Academy Graduate.

HADJARO ADAM SENOUSSI, CHAD Mr. Hadjaro Adam Senoussi holds a Bachelor’s degree in Statistics from the University of Baghdad, Iraq. He then integrated the Chadian Civil Service and has since occupied various technical and administrative positions. He is currently the deputy Director General of the Chadian Agency on Radioprotection and Nuclear Security (ATRSN).

How do you intend to use WINS certification to advance nuclear security or your career? I will use the knowledge that I acquired in this course to contribute in establishing and maintaining an effective national security system. Lessons learnt are being gradually implemented to optimize the effectiveness of the national regulatory body (ATRSN)’s actions and above all, to enhance nuclear security culture.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?The WINS Academy programme will make you aware of nuclear security issues relevant to your job. It will help you clearly understand your accountabilities and will give you a chance to become a certified professional. So, be sure of your success by enrolling in the WINS programme.

How do you intend to use WINS certification to advance nuclear security?With the WINS Academy Elective for Executive Managers, I learned a lot. Surely security is not one subject that can be isolated. Security is not only guards and guns, it shall always be considered part of an integrated security programme for business success. Taking the Elective course and getting the certification will surely benefit our career, but most importantly it helps us better contribute to our organisations’ daily operations and communications.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?I recommend that all professionals in the Nuclear Industry register for the programme.

How do you intend to use WINS certification to advance nuclear security?I have benefited immensely from taking the certification course for Scientists, Technicians and Engineers. I firmly believe the WINS certification programmes will help change perceptions towards nuclear security and will lead to greater security globally as more and more people enroll and build competence in their areas of responsibility. Through the STE module, I have come to appreciate my role in the overall security of my establishment and to understand how I can influence security issues.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?Although I had a busy schedule at work, I found time to go through the modules. I must admit they contained the information I needed as a scientist in a nuclear research institution and they were also easy to follow through. The WINS monthly quizzes, exam preparation package, and carefully structured study plan and textbooks were of great help to me. I want to thank the personnel of the WINS Academy for their swift response to questions about the course and the supportive role they played. I would not hesitate to recommend the programme to any individual, institution or organisation.

How do you intend to use WINS certification to advance nuclear security?In Finland, we have a pretty good network and numerous cooperation opportunities between the private security sector, nuclear facilities and different authorities. We also have a high quality education system. One thing is missing though: basic training for nuclear security. Now, having passed both the Foundation Module and the Elective Module for Executive Managers, I must admit that I have gained a lot of new ideas and perspectives. As shown in the elective, combining security and business is very important nowadays. It is crucial to know how to speak the business language and how to prove to others that your security programme is effective.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?I personally hope that experts from different countries and organizations will participate in these WINS Academy courses. This is one way to establish and develop a nuclear security culture worldwide. The e-learning course itself was easy to use. It was very important to have the WINS Best Practice Guides online, as well as other important documents. There was also a great list of additional reading included, which I found very beneficial for future needs. Although I´m not a native English speaker, I didn´t meet any insuperable language difficulties during the training course or exams. Because of possible change in my future career, the WINS personnel recommended that I complete the Elective Module for Executive Managers. I found it very interesting and beneficial.

RAYMOND AGALGA, GHANAMr. Raymond Agalga currently works as a nuclear security regulator and researcher for the Nuclear Safety Security and Safeguards Centre of the Radiation Protection Institute, GAEC, in Accra, Ghana. He has a MPhil in Radiation Protection from the University of Ghana.

JUSSI KIVINEN, FINLANDMr. Jussi Kivinen is a Service Manager at Barona Group Oy. A security expert from Finland with both military and police officer background, Mr. Kivinen previously was a security expert for Fortum Power and Heat Oy. I has now started a business enterprise and a consultant career.

How do you intend to use WINS certification to advance nuclear security?I found the Academy programme useful since it taught me so much about a wide range of nuclear security technical aspects. For a young scholar like me – who has an educational background more in policy rather than science and is based in a country without nuclear expert circles, think tanks, or research center focused on nuclear security – being able to learn more about nuclear security is a privilege. I am grateful for the extensive reading list and the case studies provided in the Academy programme. I will adopt and integrate some of them into the Global Security Architecture course outline, which I have convened for International Relations undergraduate students at BINUS University where I teach. Finally, I hope the WINS certification will strengthen my qualification for studying the PhD programme, with a research project on the Iran Deal’s verification mechanism, am currently applying to.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?In short, I find the impact of programme very positive. It has equipped me with deeper and wider knowledge on nuclear security. It has also raised my personal awareness about the importance of nuclear security. Interestingly enough, it indirectly burdened me with a moral responsibility to spread nuclear security education, especially in Indonesia. I would highly recommend the WINS Academy to anyone who wants to be a nuclear specialist with a high base level of technical knowledge.

How do you intend to use WINS certification to advance nuclear security or your careers? This certification has taken my knowledge and concepts of nuclear security to the next level. It has introduced me to many interesting topics like “Insider threats and human reliability”. More importantly, it has developed a sense of responsibility in me towards safeguarding nuclear materials. It has also motivated me to further take this subject for pursuing another master’s degree specialized in Nuclear Security.The lessons that I learnt from this certification programme helped a lot in developing a website (www.securethenuke.in) for US Partnership for Nuclear Security’s Nuclear Security Multimedia Competition 2015. The website has a sole purpose to make people aware of nuclear security, develop their basic knowledge about nuclear security and safety in an interactive manner.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?Undoubtedly, this certification will make you stand out from rest of the group. It will surely enhance your knowledge and skills in the field of nuclear security. The quality of study materials are well designed and easy to understand, the various case studies makes it more interesting and builds a deeper understanding of the topics. Finally, the WINS Academy team is always responsive and helps you address any difficulty you might face doing the course, which is, according to me, the best part.

How do you I intend to use WINS certification to advance nuclear security or my career? Kenya is a newcomer country in nuclear power and as such the WINS Academy programme will help me educate and create awareness in my country and among colleagues about the need for an integrated approach to security and to underscore the importance of stakeholder involvement in nuclear security. I am sensitizing my colleagues that security responsibility is not only for the security department but that everyone should be involved in the nuclear power programme.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?I encourage my colleagues with nuclear security responsibilities to enrol in the WINS Academy This because it will boost their understanding of nuclear security, as well as of the new trends, opportunities and emerging challenges that faces the nuclear industry. The WINS Programme is the most holistic and comprehensive programme on nuclear security that one can come across online.

EMMANUEL WANDERA, KENYAMr. Emmanuel Wandera is a Technical Officer and communication specialist at the Kenya Nuclear Electricity Board. He holds a master’s degree in Development Communication.

How do you intend to use WINS certification to advance nuclear security or your career?My goal is to create a culture where nuclear security is well understood and practiced, to do so I’m planning to start a series of weekly presentations about nuclear security in my institute. Every week I’ll present to different department and finally establish the best communication and cooperation scheme that guarantee nuclear security within my institute. I will also implement lessons learnt for the certification programme by reflecting WINS courses and best practices documents into my institute’s nuclear security documents.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?I highly recommend every professional working in the nuclear field to be enrolled in the WINS academy programme. The knowledge and experience I found here can’t be found somewhere else in such well-organized and summarized way. Taking this program will surely change your understanding and attitude towards nuclear security. I personally believe there is no better way to totally understand nuclear security and the rules of the stakeholders responsible for it than taking the WINS academy programme courses.

YAZAN ALATRASH, JORDANMr. Yazan Alatrash holds a master’s degree in Advanced Nuclear System Engineering from Korea University of science and technology. He successfully completed the Korea Atomic Energy Research Institute Training Course for Jordan Research and Training Reactor (JRTR) Operating Staffs in November 2014 and joined the JRTR project in March 2015 as a member of the safety, security and licencing division.

How do you intend to use WINS certification to advance nuclear security or your career? Both the Foundation and the Executive Management modules have widened my understanding of nuclear security and in fact has enabled me to appreciate nuclear security from a strategic business perspective. The knowledge I have gained will be very useful in the development of nuclear security integrated management system for our nuclear power programme.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?I recommend that both experienced and young professionals in the nuclear industry undertake the WINS Academy certification programmes, which will assist them in better understanding and contributing to effective nuclear security implementation of nuclear programmes.

OFODILE ONYEMAECHI, NIGERIAMr. Onyemaechi Ofodile holds a PhD in nuclear and radiation physics. He is currently the deputy director in charge of manpower training and capacity development at the Nigeria Atomic Energy Commission.

How do you intend to use WINS certification to advance nuclear security?As a student, the WINS Academy Certification for STEs provided me with training in nuclear security, which complemented the knowledge and skills that I am gaining through my master’s degree. The program gave me the necessary experience to contribute efficiently in building security culture within my future organization. At the end of this course, I became conscious of the personality traits that I should possess and which can broaden my perspectives to contribute efficiently towards nuclear and radiological security.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?I encourage every student worldwide who is involved in the nuclear domain to participate in the WINS Academy Certification Program for STEs as it is a great opportunity to learn and establish nuclear security culture within their future organizations and their countries.

How do you intend to use WINS certification to advance nuclear security or your careers?All of us must understand that the threat is real and ongoing. The absence of global security standards could be overcome thanks to excellent global education and certification programs that provide enhanced credibility in the field of nuclear security. The WINS Academy is on the right path to become the global leader in the field of professional development for nuclear security. I have three main goals for the period 2016-2020. First, I would like to establish the Center of Excellence (CoE) for nuclear security for the Balkans region. The primary role for the CoE will be to provide help to Western Balkan region countries in their efforts to improving the nuclear security regime, including transport security. Secondly, I would like to work to improve the nuclear security regime in my country. And thirdly, I would like to finish my PhD studies in the field of nuclear security. The new knowledge I have learned through the certification process and the Alumni network will be very useful in achieving these long term and short term career goals.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?The WINS Academy staff is very supportive and very responsive to any type of questions and suggestions related to the material and the certification process. The study materials including suggestions for further reading are well formatted and relevant. Pearson and his local partners are very professional. The learning platform is informative, sufficient and appropriate. I would encourage all professionals engaged in nuclear security, or non-professionals with a general interest in nuclear security, to pursue the WINS Academy certification. I already know what will be the next learning module of my interest.

DRAGAN KRKLJUS, SERBIADragan Krkljus is Security Manager at Public Company Nuclear Facilities of Serbia. He as a master’s degree in computer network from the University of Novi Sad, Serbia, and is currently pursuing a PhD. He is the first graduate from Serbia to complete the WINS Academy programme for Senior Administrators and Board Directors.

How do you intend to use WINS certification to advance nuclear security?I received a scholarship to complete the WINS Academy programme in April 2015 and a mere perusal of the Foundation Module changed my nuclear security perspective all together. I knew instantly that this programme was meant for professionals like me and I decided at once to go for all available Elective Modules. By January 2016, I had completed all of them. The programme includes a wealth of nuclear security information and, having been a Physical Security Manager for three years, I had never been given the opportunity to access a dedicated course that addressed the precise role of security in the nuclear industry. The course helped me to systematically locate the nuclear security role, from Board Directors, through the Executive Management and how it cascades down to other departments and units. It also gave me confidence as a security practitioner.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?The WINS Academy is an important initiative, which not only professionalises nuclear security but will also change the perception of the entire industry and beyond. The programme with all its Elective Modules is a must for all security practitioners in the industry in order to comprehend the security role of all players who are not necessary security practitioners but have a security responsibility in their respective operations.

MAFIHLA MALEKA, SOUTH AFRICAMr. Mafihla Maleka is a physical security manager at the South African Nuclear Energy Corporation (NECSA) in South Africa. Mr. Maleka has 19 years of experience in the security industry and has a master’s degree in Security Management from UNISA.

How do you intend to use WINS certification to advance nuclear security?Propelled with the WINS academy programme, I am now able to better reflect the reasons why the world community is trying to fulfill the gap between Nuclear Security and Nuclear Safety them by taking serious actions.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?As a nuclear power engineer with a focus on the nuclear safety side of NPPs and emergency preparedness, I have always wondered about the interface between nuclear safety and nuclear security. Why is it that we don’t learn or study nuclear security but continue to place such stress on nuclear safety? Fortunately, the WINS academy programme for Scientists, Technicians and Engineers gave me the opportunity to seek an answer to my question. The e-learning platform was well developed and very easy to explore, and the quality of the information and knowledge was very satisfying. The answers to my questions were also there. As a matter of fact, thanks to the WINS Academy programme, I found that nuclear security is the “shy hidden twin sister” of nuclear safety that is only now being recognized to be as important as it is. I wish to encourage my peers to take this course.

ISLAM EL HADJ, TUNISIAMr. Islam El Hadj is an engineer specialized in Power Plant Construction. Mr. El Hadj works for the Tunisian Power and Gas Utility since 2010. He has a master’s degree in industrial engineering from the Tunis National School of Engineers.

How did you come to know WINS Academy?I came to know about WINS Academy when I was in Oxford University during a summer institute training conducted by World Nuclear University in 2014. During this intensive six-week programme of future nuclear leaders, one of the subjects was nuclear security, which was presented by a WINS representative. Even though the subject of nuclear security plays an important part in nuclear energy and other radioactive materials, it is not included in the current curriculum in universities. Not only are there few books available on this topic, but there is also a scarcity of competent authorities on it. This subject has sparked my interest in learning more about the current challenges facing the industry when it comes to ensuring security for nuclear and other radioactive materials.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?Students in this course will be able to fill in their gaps in knowledge in comparison to the courses taught in the classroom. It is important to learn about nuclear security if we want to protect our industry effectively. For practitioners, the course can equip them to integrate the real environment with the given best practices. The nuclear security certification is useful for every technical person who is working with nuclear and other radioactive materials.

ABDALAH KILEO, TANZANIA Mr. Abdalah Kileo is the first Tanzanian graduate of the WINS Academy module for Scientists, Technicians and Engineers. He currently studies for a master’s in Nuclear and Energy Safety Engineering at Fukui University in Japan.

How do you intend to use WINS certification to advance nuclear security?As a professional who works with the nuclear industry, achieving an understanding of the regulatory framework within which the industry operates is incredibly important to me. Achieving also an understanding of how nuclear security programmes are governed and implemented provides me with an opportunity to contribute to this incredibly important topic.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?The WINS Academy nuclear security Foundation Module and the Executive Management Module provided me with a thorough and accessible overview of the critical aspects of nuclear security that are important to many who interface with nuclear technology. The course syllabus was very clear, very well structured and well resourced. There were also plenty of opportunities to consider deeply the consequences of different options available to nuclear professionals and executives when it comes to maintaining the security of their activities and facilities. I would happily recommend the WINS Academy Programme to other professionals in the nuclear industry.

What would you recommend to other professionals in the nuclear community who haven’t yet enrolled in the WINS Academy Programme?I would strongly encourage all experts from different domains, like academia or industry, which have relations to any aspects of nuclear security to enroll in the WINS Academy Programme. It will be an investment in your future successful career!

I have learned a lot through the WINS Certification in Science and Engineering for Nuclear Security and continue to regularly refer to the learning materials to guide me in my job. This course gave me the additional knowledge, exposure and confidence to perform my tasks better and differently. It opened my eyes to programmes and policies that enhance the nuclear security culture. Without a strong basis of beliefs and attitudes, an effective nuclear security culture will not exist. My participation in the WINS Academy Certification programme was a worthy experience. The materials provided a comprehensive blend of theory and practice. I have about a decade of experience in regulatory oversight of nuclear and radiological facilities coupled with training in world class institutions, and this programme demonstrated to me the link between the two topics of SAFETY and SECURITY. In addition, I can now clearly see the roles STEs can play in enhancing security without compromising safety. I have always thought about nuclear security the traditional way—as the exclusive responsibility of the Security Department. But the uniqueness of the knowledge I gained from the WINS Academy e-learning courses not only changed my perspective about nuclear security, but also clarified my responsibility for nuclear security as an engineer. One key advantage of this course to newcomer countries like Nigeria is the opportunity to learn best practices in the nuclear industry, including how to cultivate and entrench Nuclear Security Culture from the beginning. I intend to initially use the WINS certification I acquired to start sensitizing co-workers, other staff and students in my institute on the importance and practice of Nuclear Security Culture and adherence to it in all operations. I found that the best initial step to take in implementing the lessons learnt during the certification programme was to advocate for and support the formation of a Security Liaison Programme. In this respect, I have begun consultations and discussions with certified WINS members and colleagues in different sections of my organisation to formally form and sustain a Security Liaison Programme. The WINS Academy programme has become a model for changing the perception of the diverse stakeholders in the nuclear community about the existence of credible security threats and the need to integrate and continue to improve security culture in all operations.
