Having a quick flashback of what could be done in the past year will not be out of place. During the year we had 4 One-Day Seminars, 5 Two-Day All India seminars, One National Convention, One annual Session, 19 technical lectures, 5 other lectures, one film show, 7 days as prescribed by IEI, one Women Engineers’ program and 3 students related programs. IEI President was felicitated. Eight Students Chapters, one state-level Technicians chapter could be opened and Guidance classes for AMIE students could be started. We have also constituted Alumni for AMIE pass outs. We could start communicating with you through monthly newsletter GSC News, weekly digital magazine IEIGSC Weekly, emails, our own functional website ieigsc.org, social media like facebook, twitter, google plus, youtube and slideshare viewership of which is growing day in and day out. In order to reach out to the members situated outside Ahmedabad, webcasting of lectures has been started. Increased membership has brought us more representation in national level Council of IEI. Last March so membership growing to such a level that we got the Council seat from Surat. Collaboration with Local Centers of IEI has increased. We have done many programs in collaboration with various engineering institutions like GICEA, ASCE, ICI, CSI, IETE, IEEE etc extending the benefit of knowledge sharing amongst engineering fraternity. Looking to the increased number of women engineers, a separate Women Engineers’ Group had been activated. So far so good. What next? IEI Alumni is meeting for the first time on 19 th December when the AMIEs would brainstorm to decide their future programs. Mentoring AMIE aspirants would be one of their main agenda. Their Meet shall coincide with commencement of Guidance classes for AMIE summer exams. We urge all AMIEs to please join the Alumni, provide details of their successful career to encourage AMIE aspirants and to mentor them voluntarily. Dear Esteemed members,

It is exactly a year when our newly elected team took over at Gujarat StateCenter on 31st October during 55th Annual session. We shall also be conducting workshopsfor students appearing for GATES,appearing for job interviews and alsothose who have cleared 12th standardand are not clear as to which engineeringbranch to choose.We have endeavored to strengthen thelibrary, however old proceedings of theseminars/ workshops/ conventions are notavailable in good numbers. Through thisnewsletter we request you to provide usthose proceedings/souvenirs etc so thatlibrary could be enriched further. We maylike to announce that in response to ourrequest for donating old useful andusable books etc, we have got very goodresponse from one of our members fromJamnagar who has offered old manualswhich are rarely available now a days inthe market. We are considering an optionof establishing E-library so that anymember can login from anywhere andaccess the books/ technical resources. Ofcourse this is a time and fund consumingproject, but when through, it would bebeneficial to all the members of GujaratState Center. We shall be establishing asmall group at GSC to look into thismatter and also for interaction with theindustries and the Government.We believe that IEI has to contribute inpolicy making process of theGovernment. In order to provide ourinputs we would urge our members toactively get engaged in providing us withnecessary details so that we mayformulate a draft giving our views on adraft policy or suggest modifications inexisting policy. We shall be placing allpolicy consultations on our website.

Our nation is marching to become one ofthe largest economy in the world.

However, survival will only be possible ifwe inculcate the habit of innovations inthe engineering students – the Gen Next.IEI does encourage Research andDevelopment Projects and providesfunds. We urge the engineering collegesand polytechnics to avail of thisopportunity to the fullest of their potential.We have provided the link for IEIguidelines and application form for takingup R & D projects under“Announcements” in this issue. We hopethe members associated with academicsand the students shall take maximumadvantage of this.President IEI has written to all themembers to bring in more and moremembers to our fold. We urge you tospare at least a few minutes and attemptto bring in at least one new memberevery year to this organization.Members bringing in 150 or morecorporate members (F/M/AM) duringthe financial year 2015-16 will be givenrewards, details of which are givenunder “Announcements”.

All our lectures shall henceforth bebroadcast on Google Hangout On Airwhich you would be able to watch fromthe comfort of your office/ home.(Youroption of attending at Bhaikaka Bhavan inperson is always open.) This issue carriesthe guide to watch Google Hang Out OnAir. Hope you would watch all the lectureswithout missing now. Video recording ofthese shall also be available on ouryoutube channel.

56th Annual Session of Gujarat StateCenter of The Inst itut ion of Engineers(India) was inaugurated on 25th Octoberat Ahmedabad by Shri Nit inbhai Patel,Hon Minister for Health, Family Welfare,Medical Educat ion, Roads & BuildingsDepartment of the Government ofGujarat. Shri M.K.Jadav, Secretary, WaterResources Department and Shri P.J.Patel,Secretary, Roads & Buildings Departmentof GOG were Guests of Honour.In his address the Hon Minister recalledhis more than two decade longassociat ion with engineeringDepartments of Water Resources, WaterSupply, Narmada, Roads & Buildings andPorts Departments. He cited theinstances in which very bold decisionswere taken by the State Government andimplemented by the engineers of theDepartments like construct ion of

Irrigat ion Bye Pass Tunnel from SardarSarovar Dam to provide drinking watersupply to scarcity affected areas ofSaurashtra, Construct ion of SujalamSuphlam Canal for supplying irrigat ionwater to needy areas of North Gujarat,Construct ion of pipeline grid forsupplying water to numerous towns &villages of Gujarat and the movement ofWater Conservat ion. He congratulatedthe Water Management forum of TheInst itut ion of Engineers in spreadingawareness regarding conservat ion ofwater amongst people and especially thefuture generat ion of our cit izens byorganizing the events like Nat ionalPoster Compet it ion on the subject themeand rewarding the best poster ideas andencouraging the students thereby. Hefurther stated that there are ample

Hon Minister felicitated the engineersShri M.K. Jadav as well as Shri P.J. Patelboth of whom were promoted asSecretaries to the Government. Hedistributed the Vishwakarma Medals onbehalf of the Government of Gujarat andalso the prizes of Nat ional Postercompet it ion to the winners.Medals were also given to various brightstudents who secured maximum marks indifferent engineering disciplines at AMIE,BE/ B.Tech and Post Graduat ionexaminat ions. These medals weredeclared by several donors many ofwhom attended the funct ion.Two memorial lectures were alsoorganized during the Session. ProfB.M.Jani Memorial lecture was deliveredby Shri Yogesh Vani, renownedConsult ing Structural engineer. Herecounted the journey of engineering inIndia since independence and very lucidlyexplained the necessity of quality ofstudy in engineering. Shri R.R.AnadaMemorial lecture was delivered by ShriP.H.Rana, former Member Secretary,Gujarat Urja Vitaran Nigam Ltd and alsoerstwhile GEB. Shri Rana made a briefpresentat ion n Solar energy.Earlier, Shri S.J.Desai, Chairman, Gujaratstate Center welcomed the dignitariesand the students as well as their parentsand the dist inguished speakers and gavea brief account of various act ivit iescarried out by The Inst itut ion ofEngineers for the professionaldevelopment of the engineers at

different levels. Shri C.V.Nadparaconcluded the 56th Annual session byproposing a vote of thanks.

The Inst itut ion of Engineers (India) GujaratState Centre celebrated World Habitat Day2015 at Staff Training College, Gandhinagaron 5th October, 2015. The Theme Speaker wasProf. Anup Dave, Director (Technical), EarthFoundat ion. He is architect from CEPTUniversity, Ahmedabad. Shri S. K. Patel gavewelcome speech and gave introduct ion ofTheme speaker Prof. Anup Dave.

Prof. Anup Dave explained the important ofWorld Habitat Day. The United Nat ions hasdesignated the f irst Monday of every year asWorld Habitat Day. The purpose of WorldHabitat Day is to reflect on the state of ourtowns and cit ies, and on the basic right of allto adequate shelter. It is also intended toremind the world that all of us have thepower and the responsibility to shape thefuture of our cit ies and towns.Each year, World Habitat Day takes on a newtheme chosen by the United Nat ions basedon current issues relevant to the HabitatAgenda. The theme is selected to bringattent ion to Un-Habitat’s mandate topromote sustainable development policiesthat ensure adequate shelter for all. TheTheme of World Habitat Day 2015 is “PublicSpaces for All.” Good public spaces enhancecommunity cohesion and promote health,

happiness, and well-being for all cit izens aswell as fostering investment, economicdevelopment and environmentalsustainability. Well designed and managedpublic spaces and streets are key assets for acity’s livability and economy.

Prof. Anup Dave explained importance ofpublic space with well-defined illustrat ionsthrough power point presentat ion withexamples of Indian cit ies like Mumbai, Delhi,Gandhinagar, Ahmedabad, Vadodara,Haridwar, Banaras etc. and overseas cit ieslike New York, Rom, Greenwich, London, Italyetc. He was also of opinion that public spacesmust be designed well for comfort of publicat large and that a public place is a placewhere anyone has right to come.Shri Vivek Kapadia on behalf of TheInst itut ion of Engineers (India) Gujarat StateCenter summed up and thanked Prof. AnupDave for sparing his valuable t ime andmaking a thought provoking presentat ionwith good number of examples of importantof public spaces. The Inst itut ion of Engineers (India) GujaratState Centre, Ahmedabad celebrated WorldStandards Day on 14th October, 2015 atBhaikaka Bhavan, Ahmedabad. This year thetheme of day was “Standards--The World’sCommon Language”. Dr. S. L. Parkar,Scient ist-F & Head, Bureau of IndianStandards (BIS), Ahmedabad Branch wasKeynote speaker ably assisted by ShriDevansh Deolekar, & Shri Gaurav Rakhecha,Assistant Directors from Bureau of IndianStandard Ahmedabad office.

Shri S. J. Desai, Chairman, Gujarat StateCentre welcomed all the three speakers andinformed that their talk was being webcastedlive for the f irst t ime by the Gujarat StateCenter on experimental basis. The programwas viewed live by 198 persons. He furthersaid that World Standards day is celebratedinternat ionally every year on 14th October tohonor the efforts of thousand of experts whodeveloped standards within the organizat ionsuch as ISO, IEC, ITU etc. It is also to raiseawareness among the Regulators, Industries,Consumers about the importance ofStandardizat ion in connect ion to GlobalMarket Economy.

In his opening remarks Dr. Palkar, FIEthanked IEI for init iat ing the Standardizat ion

procedure in India way back in 1920 whenThe Inst itut ion started act ing as the IndianCommittee of Brit ish Standards Inst itut ion.In the twilight years of Brit ish rule, when thecountry was faced with gigant ic task ofbuilding up the industrial infrastructure, itwas IEI which prepared f irst draft ofconst itut ion of an inst itution to take up thetask of formulat ion of standards. This led tothe Dept of Industries & Supplies issuingmemorandum on 3rd Sept 1946 announcingthe sett ing up of ISI under Societ ies’Registrat ion Act 1860.Explaining the evolut ion of standardsworldwide he informed that in the year 1947Internat ional Standards Organizat ion (ISO)was formed. IS 1: SPECIFICATION FOR THENATIONAL FLAG OF INDIA (COTTON KHADI) wasthe f irst standard published by ISI. TheBureau of Indian Standards Act, 1986 cameinto effect in December 1986 and on 1 April1987, BIS was established. He stated that theWorld Standards Day provides perfectopportunity to reflect on benefits thatStandards bring to everyday life, marketeconomy & smooth running of public affairs.The date of 14th Oct was specif ically chosenbecause in the year 1946, on the same day,delegates of 25 countries gathered in Londonto create an Internat ional organisat ion forStandardisat ion to facilitate Standardisat ion.

Even though ISO was formed one year later,it was not unt il 1970 that the f irst WSD wascelebrated.He further informed that Every year there is anew Theme on this occasion. This year Themeis – STANDARDS – THE WORLD’S COMMONLANGUAGE. Graphic symbol display standardimportant information quickly & clearly. Thatwas good for trade pract ice, easycommunicat ion and things just work. Wetake for granted certain things like making acall, surfing web or using our credit card.Internat ional standards harmonize technicalspecif icat ion world-wide making industriesmore efficient; breaking barriers ofInternat ional trade. It also increasesproduct ivity, access to new market, increasemarket share, enhance customer sat isfact ionand provide environmental benefits.At present there are around 19500 ISOStandards. These Standards are on almost allaspect of life/technology/business, health,safety & quality. At present ISO is havingmembers from 162 countries.Explaining the importance of Standards, ShriDevansh Deolekar said that life withoutstandards would mean Products might notwork as expected; they may be of inferiorquality and may be incompatible with otherequipments. In extreme cases,non-standardized products may bedangerous as customers would be restrictedto one manufacturer or supplier;manufacturers would be obliged to inventtheir own individual solut ions to even thesimplest needs, with limited opportunity tocompete with others. Considering this, in the1790s, Scient ist in France worked outuniversal system of measurement called themetric system. Elaborat ing further he saidthat the second Industrial Revolut ionaccelerated the industrializat ion. Productswere so sophist icated that a single company

could not complete all designing andmanufacturing efforts, which inevitablyresulted in specializat ion and product iondivision among companies. Technicalproblems appeared among companies, inindustrial chain. All these led to uniformstandards across the world. Standards. Hesaid provide Safety and reliability; get theSupport of government policies andlegislation –Interoperability; have Businessbenefits – to develop new technologies andto enhance exist ing pract ices. Specif icallystandards open up market access;encourage innovation;increase awareness of technical developments and init iat ives andprovide the foundat ion for new features andoptions. Mass product ion based onstandards provides a greater variety ofaccessible products to consumers.Shri Gaurav Rakhecha said that “you don’tsee them but they can save your lives”. Henarrated basic considerat ions in evolvingstandards are: Consensus Principle Access to Internat ional Technology Research & Development Availability of indigenous materials &

Talk on Water Availability and demandwas delivered by WMF Chairman Shri O.T.Gulat i on 23rd October 2015, which wasalso webcast. He gave an overview ofSurface and Ground water resources inIndia river basin wise. Talking about thecountry’s water demand he stated that inthe year 2010, total water demand fromall the sectors put together was 656 km3,which is likely to go up to 773 km3 by theyear 2025 and 1069 km3 by 2050. TheFalkenmark Water Stress Indicatordefines water scarcity for a region orcountry in terms of renewable freshwater available per person per year .If theamount available is less than 1700 m3 /person / year, the region is said to be‘Water stressed’.

In India, around 1950, the indicatorwas 5000 m3/person/year, which now is1200 m3/person/year; which is barelysuff icient to sustain economic growthand support human being. The WorldResources Inst itute has declared Indiaamong the world’s 50 most water-

-stressed countries,(rank -41), whileAustralia ranked -45. This indicatorincludes (1) Baseline water stress ie. Therat io of total annual water Withdrawal tothe total available annual renewablesupply. (2) Inter annual Variability. (3)Seasonal Variability.(4) Flood Occurrence& (5) Drought Severity. A thought provoking talk on Contractualdisputes and Arbitrat ion was webcast fromGujarat state Center on 30th October 2015.Shri B.J. Vasavada, Techno-legal consultantand arbitrator who ret ired from GujaratWater Supply and sewerage Board asMember-Secretary was the speaker. In thefirst part of his talk he concentrated mainlyon the provisions of Indian Contract Act andclarif ied various important aspects of theContract and tendering.

Opening his talk Shri Vasavada statedthat the fundamentals of contract lawand procedure list down the followingbasic and essent ial requirements fordeciding and awarding procurement andconstruct ion contracts:-

Technician members enrolled with theInst itut ion are eligible to apply forappearance in the Inst itut ionexaminat ion within the st ipulated period.The enrollment includes registrat ion forexaminat ion in Sect ion A (Non-diploma).A candidate shall be required to pass in10 (ten) subjects.

A candidate shall be required to pass in 4(four) subjects. A candidate may berequired to qualify in less number ofsubjects provided such a candidate, inconsiderat ion of his academic credent ials,is given exempt ion in one or moresubjects by the Inst itut ion.

SECTION B EXAMINATION

Technician/Senior Technician membersenrolled with the Inst itut ion who havepassed Sect ion A of the Inst itut ionExaminat ion or any other examinat ionrecognised by the Council as exempt ingtherefrom OR Associates and corporatemembers, who have passed Sect ions A &B of Inst itut ion Examinat ions in onebranch of engineering or securedexempt ion therefrom for appearing inanother branch of engineering, are onlyeligible to apply for appearance in theInst itut ion examinat ion within thest ipulated period.

A candidate shall be required to qualifyin 9 (nine) subjects — 6 (six) compulsoryand 3 (three) opt ional, except in MarineEngineering branch, where a candidate isrequired to pass in 10 (ten) compulsorysubjects and 1 (one) opt ional subject, outof the two.

Be the voice of female engineers

A number of barriers exist to the progression of larger numbers of women inengineering, and these can be represented by the analogy of hurdles in a running race.These exist at every career stage. We at IEI need to work hard to lower these hurdles,but they will only disappear altogether when we get suff icient numbers of 'runners' inthe race to knock them down. This is why the work that is done in the early careerstages is very important. We cannot address all of these barriers to progression, but wehave tried to ident ify a number of ways that can make a difference.

The Institution of Engineers (India) Gujarat State Center, Bhaikaka Bhavan, OppLaw Garden, Near Ellisbridge gymkhana, Ahmedabad helps the studentcommunity by conducting free evening Guidance Classes forAMIE Section A (Diploma Stream) examinations. One timeenrolment fees for the classes Rs. 1000/- There shall be noother charges to be paid.

Senior Technician members enrolled with the Institution areonly eligible to apply for appearance in the Institutionexamination within the stipulated period.

An engineering College or a Polytechnic can make a written request to the Secretary &Director General, The Institution of Engineers (India) Head quarters at Kolkattaexpressing a desire to open a Students’ Chapter. Name of the branch/ branches ofengineering shall have to be mentioned.On obtaining written permission from IEI, withspecific code number, necessary form can be downloaded from www.ieindia.info.
