    What a di erence a few months makes. In April, Torontos housing market received a moderate risk assessment from Canada Mortgage and Housing Corp. Now, Canadas largest market has joined Winnipeg and Regina as those that warrant a high risk rating.

    Why? A combination of price acceleration and overvaluation, caused by the fact that price growth is exceeding gains in personal disposable income. is gives rise to modest risk of overvaluation, CMHC says.

    No doubt, for some Torontonians, the words high risk will send them into a panic. Indeed, within minutes of CMHCs report in mid-August, some realtors were tweeting that some owners should sell. Dont get caught.

    Such irresponsible opportunism aside, CMHCs message does not mean the Toronto housing market is about to collapse. As Canadas national housing

    agency, part of its mandate is to identify problematic conditions, so as to give all parties homeowners, buyers, sellers, mortgage lenders and even those who stand to gain from such transactions the information they need to make well-informed decisions.

    e Toronto housing market is really a dichotomy of housing markets, CMHC says. While there is rapid price acceleration in the lowrise market, new home inventories have remained low since 2010. e reverse is true for the highrise segment, where price growth has slowed while inventory levels have increased since 2010.

    Translation? New lowrise homes in Toronto are, and likely will remain, very highly desired because of supply and demand.

    ere are still plenty of wise homebuying choices, provided you do your research, buy within your budget and live within your means.

    When only a new home will do, those in the market will be pleasantly surprised by the exceptional value and attention to detail a new home o ers.

    When you buy new, you dont inherit somebody elses worn carpeting, personal taste in kitchen appliances or paint colour preferences. You get a fresh, clean space thats waiting for your personal imprint.

    If youve always fantasized about buying a brand new home, here are a few tips that can help you make the process a pleasant one: Shop the mortgage market to see what you can a ord before you start your hunt;

    Obtain a lawyer who is willing to review your o er and close the deal;

    Dont be persuaded by high pressure sales tactics while youre out shopping;

    Determine which options and upgrades you want as part of your o er and ensure your lender will nance whats required, if needed;

    To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction.Factors such as the cost of the

    home, neighbourhood, lot size and special features play a big role in your nal decision. Determining which features your new house absolutely must have, and which features you could live without, should be among your rst steps in the homebuying process.

    Creative solutions for environmental protection

    This fall, 185 families will be moving into one of the most environmentally sustainable communities in the GTA.

    Located in the Town of Newmarket, the water-conscious and energy-saving community is called The Vales of Glenway and it is raising the bar for innovation and overall environmental performance and sustainability for new homes.

    BILD members Bazil Developments Inc. and Mosaik Homes are transforming what was a 30-acre farm into a community featuring innovative technology and building techniques that have received nods from local, regional and conservation authority officials.

    Bazil principal Paul Bailey says they didnt set out to be an example, but rose to the challenge presented by

    town officials as part of a pilot project aimed at speeding up approvals for low impact development.

    The project team included staff from the Town, York Region, Lake Simcoe and Toronto Region Conservation Authorities and everyone worked together to come up with innovative solutions to conserve energy and water inside and outside the homes and throughout the overall development. It wasnt always easy, Bailey says, but they overcame a number of obstacles and learned a lot. The project has since been recognized by the Lake Simcoe Conservation Authority as a model of environmental sustainability.

    For indoor water and energy conservation every Vales of Glenway home is designed to exceed Ontario Building Code requirements by at least 25 per cent. The homes will be outfitted with newly-designed low-flow toilets, Energy Star appliances, water-saving whole-home furnace-mount humidifiers, programmable thermostats, additional insulation and more. The team also undertook a seed and sod study on the site to determine the best way to use soil and plants to help conserve water and participated in Enbridges Savings by Design program, a green building initiative that helps builders design and construct homes that will help homeowners save on energy costs.

    The team is also working to reduce the phosphorus that is going into Lake Simcoe by more than required by provincial regulation. Two fascinating strategies used to accomplish this are bioswales and rain gardens, which will look like nice landscaping but functionally will be doing amazing things to capture roof rain runoff and eliminate the need for storm sewers.

    When the community at the corner of Bathurst Street and Davis Drive is complete, it will be the first of its kind within the Lake Simcoe watershed to use these water and energy conservation measures, according to the Conservation Authority. For the innovation and incorporation of green infrastructure, the Conservation Authority presented Paul with a Conservation Award of Merit in 2013 for his leadership.

    e recent collapse of the Chinese stock market and subsequent economic woes may seem like a world away, but the e ects are being felt globally including here in Canada.

    What might it all mean for the Canadian housing market?Its early days yet, and the assumption is that ongoing woes

    in China will hurt us. True, a troubled Chinese economy hurts Canadian shipments to that increasingly important export market, particularly from BC and Alberta. But when it comes to Canadian housing, there may actually be a bene t.

    Its well known that Canada is a popular destination for Chinese real estate investors, and Canada Mortgage and Housing Corp. (CMHC) has said the number of foreign investors in Canada may be higher than documented meaning there is continued strong interest in the Canadian housing market.

    We know it is common for foreign nationals to invest in Canadian real estate, Alyssa Richard, founder and CEO of ratehub.ca told New Home Guide. Because Canadas market is more stable than Chinas, it has become common in large cities, especially Vancouver, for Chinese nationals to invest.

    e economic downturn in China could a ect Canadian real estate in a few ways, Richard says. Because investment in China is uncertain at best, sometimes yielding only losses, Chinese investment in Canadian real estate could increase.

    If these Chinese investments in Canada are short-term, however, that could cause signi cant corrections if there is a collective divestment in the future when the Chinese economy turns around.

    It is also possible, Richard says, that Chinese investment in the Canadian housing market will not see much change. Chinese investors will not likely withdraw investments here right away, as theres no real alternative back home to supplant their assets. Many investors will also be hurting back in China, not allowing them to further invest overseas. With no funds

    for new investments, the Canadian market could stay relatively level.

    CMHC Deputy Chief Economist Je rey Harris told New Home Guide that it is di cult to determine the e ect foreign buyers may be having on the price of housing, as the available information on foreign buyers is largely anecdotal. Immigrant demand for housing should not be confused with sales to foreign residents.

    CMHCs October 2014 Rental Market Survey included questions on foreign ownership of Canadian condominiums. Speci cally, property managers were asked to provide information on the total condominium apartment units owned by people whose permanent residence is outside of Canada.

    Foreign condominium investors represent just 1.7 per cent of owners across the eleven centres surveyed, Harris says. e CMAs with the highest percentage of foreign investment in condominiums are Toronto at 2.4 per cent, Vancouver at 2.3 per cent and Montreal at 1.5 per cent.

    e CMAs with the smallest percentage of foreign investment in condominiums are Edmonton, Regina and Winnipeg, all at 0.1 per cent, followed by Calgary at 0.2 per cent and Saskatoon at 0.3 per cent. In theory, this could mean these markets are less exposed to risks associated with any divestment by foreign owners.

    Canadian home sales edge lower but still strong in July

    Canadian home sales activity edged slightly lower on a month-over-month basis in July 2015, according to new statistics from The Canadian Real Estate Association (CREA).

    The number of home sales processed through the MLS systems of Canadian real estate boards and associations declined by 0.4 per cent in July 2015, compared to June. While this marks the second consecutive monthly decline, sales activity in May, June and July reached their highest monthly levels in more than five years.

    July sales were down from the previous month in about half of all local markets, led by declines in Hamilton-Burlington and in the Durham Region of the Greater Toronto Area. The monthly decline in sales for these two markets represents a pullback from record levels in June and likely reflects an insufficient supply of listings. By contrast, sales in Newfoundland and Labrador were up most on a month-over-month basis, marking a rebound from a quiet month of June for the province.

    National sales activity remains solid, fuelled by strength in British Columbia and the Greater Toronto Area, where listings are in short supply or trending that way, says CREA President Pauline Aunger. That said, markets elsewhere across Canada are largely well balanced and in some cases have an ample supply of listings.

    Its fair to say that the strength of national sales is still a story about two cities, but its equally about how trends there are spreading out in their respective provinces, says Gregory Klump, CREAs chief economist. Trends in British Columbia and Ontario have a big influence on the national figures, since they account for about 60 per cent of national housing activity. As a result, the national picture reflects how demand is running high for the short supply of single-family homes in and around the GTA while the balance between supply and demand is tightening in BCs Lower Mainland. These remain

    the only places in Canada where home prices are growing strongly.

    Calgary continued to post the largest year-over-year declines in sales compared to last years record levels, though activity there is still running roughly in line with five- and 10-year averages for sales during the month of July.

    Year-over-year price growth picked up in July for all benchmark home types tracked by the MLS Home Price Index. Two-storey single-family homes continued to post the biggest year-over-year price gains (8.2 per cent), with comparatively more modest increases for one-storey single family homes (4.9 per cent), townhouse/row units (4.5 per cent) and condo units (2.9 per cent).

    Greater Vancouver (11.2 per cent) and the GTA (9.4 per cent) continue to post the largest year-over-year price increases. Price gains in Calgary continued to slow, with a year-over-year increase of just 0.14 per cent in July the smallest gain in nearly four years.

    Home prices were up from July 2014 levels by just under two per cent in Greater Montreal and by just under one per cent in Ottawa. Prices fell by about 3.5 per cent in Regina and by about 1.5 per cent in Greater Moncton.

    The national average home price continues to be upwardly distorted by sales activity in Vancouver and Toronto, which are among Canadas most active and expensive housing markets. If these two markets are excluded from calculations, the average is a more modest $341,438 and the year-over-year gain is reduced to 4.1 per cent.

    Q This year, my wife and I would like to get into our first home. We have saved almost $80,000 for a down payment. This was three years of eating at home, once per week dine out and no vacations. Movies and pub nights were out, with the odd exception. Although the real estate market has changed, homes are pricier than three years ago. Is this the right time to buy? Or should we wait it out? Experts do not foresee a U.S. style crash, but a decline in sales with moderate price increases is likely for some areas. Quick flips and fast returns may be a thing of the past.

    First-time homebuyers should not try to time the market, but buy when you are ready and able. Leave market timing to the experts, if such a thing is possible. A home used as your primary residence is a great investment. From a financial and tax perspective, there are at least three good reasons.

    In Canada, the sale of a family home is tax-free. A home that is a principal residence that is subsequently sold at a higher price than initially purchased, will be exempt from income taxes. Thats right, Stephen Harper will not share in your good fortune. Secondly, pay yourself first, not a landlord. For many, mortgage payments are a way of forced savings. It makes more economic sense to fatten your pocket than a landlord. Thirdly, you can decorate and enjoy the home as you please. No money saved, but gratifying to the soul.

    However, before venturing out into the land of homeownership, it would be prudent to do some homework. There were recent changes introduced by the federal finance ministry that affect mortgages and the housing industry:

    Buy what you can afford Many times, the heart is bigger than the pocketbook. Know what price range is comfortable and try not to deviate.

    Get the best interest rate and terms Shop around for the best rate and terms. Financial institutions want your business more than you need them. A half point rate differential can cost you thousands. So can a mortgage that is closed or not portable

    Big down payment Put down as much as possible to avoid a high-ratio mortgage. Be aware of some recent changes to mortgage rules, such as:

    Purchasers requires mortgage insurance (CMHC) for less than 20 per cent down payment

    Amortization period reduced from 30 to 25 years. Could add several hundred dollars to monthly payments

    Gross Debt Service Ratio (GDS) 39 per cent. Banks use this to determine what you can afford based on gross income to housing costs. Check if you are on-side.

    First-time homebuyers Should make sure monthly mortgage payments are manageable and will continue to be so even if interest rates rise as early as next year and payments increase

    Closing costs Set aside an additional two to three per cent of purchase price of the house for closing such as, Land Transfer Tax, legal costs and unwelcome surprises. You do not want get caught short several thousand dollars on closing day in order to complete the deal. Speak to a real estate lawyer and he or she will give you some ideas

    HST, Land Transfer Tax Under certain circumstances, first-time homebuyers can qualify for Toronto Land Transfer Tax and HST rebates. Remember, you pay 13 per cent HST on new homes, not resales. If youre buying a new home, check if HST is included in price quoted. What happens to the HST rebate? Who gets it?

    Home Buyers Plan (HBP) Use your Registered Retirement Savings Plan (RRSP) as part of the down payment. An individual and their spouse, provided they qualify, may withdraw up to $25,000 each, tax-free, from their RRSPs. You then have 15 years to repay the amounts to your RRSP, starting after the second year of your withdrawal.
