Class EA Process Overview

• Under the Environmental Assessment Act, municipalities must consider potential environmental effects before a potential water and/or wastewater project begins.

• The streamlined MEA Class EA process allows municipalities to consider impacts without having to obtain project-specific approval under the Environmental Assessment Act.

Problem and Opportunity StatementThe purpose of the study is to update the four (4) servicing components of the 2006 Caledonia Master Servicing Plan:

• Water,• Wastewater, • Stormwater, and • Transportation

The updated 2020 MSP reflects updated land use and growth forecasts in the study area. The updated Master Plan will guide future infrastructure projects in the community.

• Existing development in Caledonia includes residential land use, employment area, community area, and institutional land use.

Anticipated Development to 2046

Over the next 25 years, the anticipated growth for Caledonia is:

- Population increase of 12,385 persons with an associated household increase of 5,569 units (shown in light yellow)

- Anticipated development of 64.3 hectares of employment area to accommodate 1,415 new jobs (shown in orange)

- Anticipated development of 21 hectares of community area to accommodate 880 new jobs (shown in blue)

* There is not enough land available to accommodate the anticipated community area growth to 2046, so 22.7 hectares of community area was not allocated.

• Servicing Constraints:

• An analysis of the existing waterdemands revealed that there is anexisting storage deficiency in theTown of Caledonia. Alternativesfor additional storage upgradeshave been explored through theMaster Plan.

• This figure illustrates the projectedwater demands for Caledonia upto 2046. The red line representsconservative design criteria andindicates triggers for when theCounty should begin planning foradditional water supply. The blueline shows an accurate projectionof water demands based onhistorical water usage and planneddevelopment. This analysis showsthat the Town of Caledonia willrequire additional water supply by2042, when the demands willexceed the existing supplyagreement with Hamilton (dashedred line).

Water Servicing Issues and Constraints• Servicing Constraints:

- Low pressures (< 275 kPa), especially in the south end

- High headlosses (>2 m/km) along Argyle St and Haldimand Rd 66

• This figure shows the impact of the 2046 project water demands on the existing infrastructure, This “Do Nothing” scenario shows that without upgrades to the linear infrastructure and storage within Caledonia, low pressures would occur, especially south of the Grand River. High headlosses would also result from the additional demand required in built-out areas. Alternatives to address these servicing constraints were explored in the Master Plan.

Proposed Water Servicing Alternative• This figure highlights the proposed

alternative to provide water servicing to Caledonia in order to support the demand projections up to 2046. These upgrades include 5 new watermains, upgrades to the existing water supply and pumping station, and storage upgrades. The existing standpipe will be decommissioned and replaced with a new elevated tank to improve water pressure throughout the system. Additional storage will also be incorporated near the existing reservoir via in-ground storage.

• The estimated costs and staging of the proposed upgrades are highlighted above. Most of the funding will be provided bydevelopers as the infrastructure is required to supply water to future developments. A portion of the new elevated tank willbe sourced from the County in order to address the existing storage deficiency and improve existing low-pressure areassouth of the Grand River.

Key Servicing Constraints:Future wastewater flows for Caledonia were estimated based on the anticipated growth to 2046. Wastewater servicing constraints were identified based on the system capacity to accept future wastewater flows.

• Wastewater Treatment Capacity:• The existing Wastewater Treatment Plant (WWTP) will reach its rated capacity

in approximately 2029.• The Main Sewage Pump Station (SPS) located at the WWTP has near-term

capacity constraints.

• North Caledonia:• Nairne SPS will have capacity constraints.• Gravity sewer system upgrades downstream of where the Gateway SPS

discharges (along Argyle St. N and further downstream along Sutherland St. E, Edinburgh Square W, and Caithness St. E).

• South Caledonia:• Paisley SPS will have capacity constraints.

Proposed wastewater servicing alternatives are recommended to accommodate future flows.

Wastewater Treatment: • Constructing a new WWTP in north Caledonia to treat flows from north of the Grand River, while

maintaining the existing WWTP to treat flows from south of the river (CT-1 and NC-3).• Extending the existing forcemain from Nairne SPS to the new WWTP location.• Upgrading Nairne SPS for increased capacity.• Constructing a new forcemain from the existing McClung SPS to the new WWTP location.• Completing a schedule C Class Environmental Assessment.

North Caledonia:• Project NC-1 includes constructing a new Gateway SPS forcemain and collector sewers to service the

north industrial lands. • Project NC-2 includes constructing the new Avalon SPS to service the Avalon residential development.

South Caledonia:• Project SC-1 includes constructing a new Beattie SPS and forcemain, upgrading the Main SPS

2. ‘Notice of Completion’ to be issued by County for 30-day Review.

3. If no request for a ‘Part II Order’ is received, the Phase 1 & 2 of the Class EA will be complete.

4. County can consider Project Implementation (Phase 5) of the preferred Schedule B alternatives.

5. Public will be notified prior to project implementation.
