1 INTRODUCTION

1.1 The university system in Sri Lanka operates within the framework laid down in the Universities ActNo. 16 of 1978 as amended. The selection of students for admission to undergraduate courses in theuniversities is a task assigned to the University Grants Commission (UGC) under the said Act. TheUGC carries out this task in consultation with the Universities /Campuses /Institutes.

1.2 The UGC selects students for admission to undergraduate courses in the following Higher EducationalInstitutions [fourteen (14) National Universities, three (3) Campuses and five (05) Institutes] whichhave been set up under the Universities Act;

1.3 This Handbook describes the selection procedure for students with foreign qualifications toundergraduate courses of the Higher Educational Institutions mentioned above. The rules andregulations laid down herein are subject to revision in terms of any decisions made by theGovernment / University Grants Commission.

1.1 COURSE OF STUDY

The following courses of study can be offered at first degree level in the universities in Sri Lanka. Theduration of each of these courses of study is indicated against them.

2. MINIMUM REQUIREMENTS FOR ADMISSION OF STUDENTS WITH FOREIGN QUALIFICATIONS

QUALIFICATIONS

2.1 Candidates with results at a foreign examination held outside Sri Lanka, deemed equivalent toG.C.E. (Advanced Level) Examination of Sri Lanka are eligible to apply for admission to Universitiesin Sri Lanka.

a) Applicants are advised to attach to their applications the original letter obtained from theExaminations Board concerned, to prove that their educational qualifications are equivalent tothe G.C.E.(A/L) Examination of Sri Lanka or qualifications required for admission to a universityin their own country to follow an undergraduate course of study leading to a Bachelor’s Degree.

b) Applicants should ensure that all required passes should be obtained in one and the samesitting under a recognized Board of Examinations subject to the rules set out by the EducationAuthority of the country concerned.

2.2 The eligible candidates for admission under this special provision are;

I Candidates with foreign passportsII Candidates with Sri Lankan passports

In order to become eligible;

a) Sri Lankan candidates should have studied abroad for a period of not less than three academicyears immediately prior to sitting the qualifying examination.N.B. - Applicants must provide documentary proof.

b) Children of Sri Lankan diplomatic personnel attached to Sri Lankan diplomatic missions abroador on foreign assignments sponsored by the Government of Sri Lanka, should have studiedabroad at least for a period of three academic years in the six year period immediately prior tositting the qualifying examination.Note : However, the candidates who have satisfied the requirements for admission at a

foreign examination equivalent to G.C.E (A/L) Examination of Sri Lanka held locallytoo will be considered, if;a. They have sat the said examination locally within a period of 06 months from the

date of their returning to Sri Lanka after completion of a continuous period of notless than 2 1/2 years of studied abroad immediately prior to sitting the qualifyingexamination.

N.B: Applicants must provide documentary proof.

Test of English as a Foreign Language (TOEFL)/International English Language Testing System(IELTS), if the candidate’s entry qualification under this provision is a High School Diploma.

III Original service letters of Father/Mother/Guardian, if the candidate is a Sri Lankan passportholder.

IV Documentary evidences in proof of funds (Candidate must submit an original letter from thebank stating the bank balance of Father/Mother/Guardian as a documentary evidence in proofof the availability of funds)

3. DOCUMENTARY EVIDENCES TO BE SUBMITTED BY THE CANDIDATE



4. SUBJECT PRE-REQUISITES AND PARTICULARS FOR COURSES OF STUDY

The universities in Sri Lanka follow the semester system and there are two semesters per year. Thedate of commencement of the first term/semester of a particular academic year may vary from oneuniversity to another or from one Faculty of a university to another.

5. ACADEMIC YEAR IN SRI LANKAN UNIVERSITIES

6. PROCESSING OF APPLICATIONS

English is the medium of instructions for the most of the degree programmes as indicated in Annex IIIon page 83. Accordingly, an applicant whose primary language is not English or whose previouseducation has been conducted in another language, must demonstrate a command of English sufficientto meet the demands of classroom instructions, written assignments and participation in tutorials anddiscussions. Therefore, applicants whose primary language is not English or whose previous educationhas not been in English must provide evidence of proficiency in English i.e. achieve a minimum scoreof 79 on the Test of English as a Foreign Language (TOEFL) or achieve a minimum score of 6.5 onthe International English Language Testing System (IELTS) etc.

4. ENGLISH LANGUAGE PROFICIENCY

Application forms are available on the UGC website or the Handbook published by the UGC.

All the applications should be forwarded to Senior Assistant Secretary (University Admissions),University Grants Commission, No 20, Ward Place, Colombo 07, Sri Lanka.

a) Children of Sri Lankan diplomats seeking admission to Universities in Sri Lanka should forwardtheir applications through the Secretary, Ministry of External Affairs, Republic Building, Colombo01, Sri Lanka.

b) The UGC charges a fee of US $ 30 for processing the applications. Therefore, every applicationshould be accompanied by a Bank Draft of US $ 30 payable to the University Grants Commission,being the application processing fee. Also you can pay the application processing fee online viathe official website of the UGC (www.ugc.ac.lk) and send the duly signed Online PaymentReceipt generated at the end of the transaction along with the application. Applications which donot accompany the application processing fee will not be considered for admission. Please notethat this processing fee is not refundable.

c) All applications that satisfy the criteria for university admission in Sri Lanka will be forwarded torespective universities/faculties. All such applications will then be scrutinized by the AdmissionsCommittees of the respective universities/faculties & make recommendations to the UGC withregard to admission of the applicants. Then the UGC will communicate with the applicants regardingthe final offer.

d) It shall be the responsibility of the applicant to ensure that his/her application is accompanied by allrelevant supporting documents. All documents must be duly certified by the relevant authorities.

e) Failure to submit the relevant documents and certificates along with the application may result inrejection of the application for University admission under this special provision.

f) Closing date for applications for the academic year 2015/2016 will be on 14th July 2016.

All applications will be acknowledged within two weeks of receiving the applications by e-mail &post. The acknowledgement merely indicates that the UGC has received the application and it doesnot mean that the application has been processed.

7. ACKNOWLEDGEMENT7. ACKNOWLEDGEMENT

1. The number of places reserved for this category of students are very limited and at present it is up to0.5 % of the total number of places available in each course of study. Selections of candidates withforeign qualifications are based on the following order of priority;

a) Children of Sri Lankan diplomatic personnel who are/have been stationed in other countries.b) Children of foreign diplomatic personnel working in Sri Lanka.c) Applicants from SAARC countries who seek admission.d) Sri Lankan applicants not covered under (a) above.e) Other foreign applicants not covered under (b) or (c) above.

All selected candidates will be admitted on fee levying basis except the candidates under category(a) above.

2. Up to 4.5 % of the places over and above the proposed intake in each course of study will beallocated to students who satisfy the criteria for admission under this provision. All candidates underthis category will be admitted on fee levying basis.

Selected candidates who wish to accept the offer should make arrangements to get themselvesregistered at the universities to which they will be assigned in consultation with the Registrar of therelevant university.

All prospective foreign students should be noted that the Government of the Democratic SocialistRepublic of Sri Lanka will not convert tourist visa to student visa. Therefore, no person who wishesto gain admission to a university should enter the country on tourist visa and they should makearrangements to obtain visas in advance.

8. SELECTION AND OFFERING OF PLACES

In view of the limited hostel facilities available, the universities are not in a position to provide hostelaccommodation to students gaining admission under this provision.

9. ACCOMMODATION

No scholarships or other financial assistance will be provided by the Government of Sri Lanka tocandidates selected for admission under this provision.

10. FINANCIAL ASSISTANCE



10.1. FEES PAYABLE BY STUDENTS WITH FOREIGN QUALIFICATIONS Those who are admitted to universities under this provision are liable to pay the following combinedtuition and examination fees. Therefore, the applicants should submit with their applications, documen-tary evidence in proof of the availability of funds. However, students who will be selected under section8 (1) (a) above are exempted from the following tuition and examination fees.

However, Universities/ Institutes may decide to offer scholarships in the form of a waiver up to 50%of the fees stated above to other students who will be selected under section 8 (1) above fromSAARC Countries, Sri Lankan students and other students with good academic achievements fromthe Asian Region. Universitieshave the autonomy to offer different Courses of Study, which they have the expertise and facilities.

2 Advanced Level subject pre-requisites to satisfy the entry requirements for firstdegree programmes

In addition to the minimum admissions requirements specified in Part 1 Section 2 , candidates haveto fulfil certain subject pre-requisites in order to qualify for admission to a particular course of study.Applicants with foreign qualifications too are required to have passed (as the case may be) thesubjects equivalent to those given in this part.

2.1 ARTS STREAM

2.1.1 Arts

To be eligible for admission to a course of study in Arts, candidates must have obtainedpasses for three subjects considered.

As there are many subjects in the Arts stream for the Advanced Level Examination, subjectsare classified under four baskets.

Students should have obtained passes in three subjects at the Advanced Level Examinationfrom the following baskets.

Basket 01- Social Sciences / Applied Social Studies:

1. Economics2. Geography3. History4. Home Economics5. Agricultural Science / Mathematics / Combined Mathematics6. Communication & Media Studies7. Information & Communication Technology8. Accounting / Business Statistics9. Political Science10. Logic & Scientific Method11. One subject from Technological Subjects :

Guidance for Selection of subjects from basket 01:

Students should select at least one subject from this basket. Students can also select all three subjects only from basket 01.

There are three exceptions to this rule. These are;

1. Students selecting three National Languages; Sinhala, Tamil and English from the basket 04(Language Basket) as the three subjects, need not to select any subject from basket 01.



2. Students selecting a combination of National & Classical languages need not to select anysubject from basket 01.

National Languages are;Sinhala Tamil English

Classical Languages are;Arabic Pali Sanskrit

For example, students can select three subjects like Sinhala, Pali & Sanskrit etc. These studentsneed not select any subject from basket 01.

However, no candidate can select three classical languages as three subjects. They can select amaximum of two classical languages only.

3. Students selecting two languages from the basket 04 & the third subject from Religions /Civilizationsor Aesthetic subject classified under basket 02 & 03 given below need not to select any subject frombasket 01.

Basket 02- Religions and Civilizations:

1. Buddhism2. Hinduism3. Christianity4. Islam5. Buddhist Civilization6. Hindu Civilization7. Christian Civilization8. Islamic Civilization9. Greek & Roman Civilization


A candidate can select maximum of two subjects from the basket 02. However, if a religion (Ex: Buddhism) is selected as a subject, the related civilization of the

selected religion (Ex: Buddhist Civilization) cannot be offered as another subject from this basket.

Basket 03- Aesthetic Studies:

Aesthetic Subjects consists of four subject areas. These are;1. Art2. Dancing3. Music4. Drama & Theatre

This can be further sub-classified as ;

Art

Musica. Orientalb. Carnaticc. Western

Drama & Theatrea. Sinhalab. Tamilc. English


Students can select two subjects out of above four subject areas.

Basket 04 - Languages:

The language basket has three subject areas.

These are;

National Languages Classical Languages Foreign Languages

National Languages are:

Sinhala Tamil English

Classical Languages are:

Arabic Pali Sanskrit

Foreign Languages are:

Chinese French German Hindi Japanese Malay Russian


Students are allowed to select a maximum of two subjects from this basket. For example,when selecting the three subjects, students can select Chinese & French from basket 04and the other subject from another basket.



However, there are exemptions to this rule. These exemptions are also discussed under guidance forselecting subjects from basket 01.Exemptions are;

a. A student can select three national languages.e.g. Sinhala, Tamil & English

b. A student can select at least one subject from national languages & two subjects from classicallanguages.No candidate is allowed to offer three classical languages or three foreign languages.

The above guidance is useful to select subject combinations for different degree programmes of acourse of study in Arts in almost all universities & higher educational institutes.

However, some universities and higher educational institutes offer some degree programmes underArts stream which may expect different advanced level subject combinations for selection. Thereason for offering such different combinations is to enhance the quality and relevance of suchdegree programmes for the purpose of employment and to be in line with the expectations of thesociety.

There are 10 such courses of study offered by different universities and higher educational institutes.These are;

1. Course of study in Performing Arts & Mass Media offered by Sripalee Campus of the Universityof Colombo

Students who have satisfied the minimum requirements for admission in Arts stream as well asCommerce stream are eligible to seek admission for this programme. The two degree programmesoffered are:

1. Bachelor of Arts (General) - Duration three years2. Bachelor of Arts (Special) - Duration four years

This is a 04 year special degree.

3. Course of study in Communication Studies offered by the Trincomalee Campus of theEastern University, Sri Lanka

Duration of both degree programmes is 03 years.

Selection criteria for this course of study are very flexible. That is, any students who have satisfied theminimum requirements for university admission in Advanced Level examination are eligible but one of thethree subjects must have a pass in Sinhala, Tamil or English.

Medium of instructions of this course of study is English.



4. Course of study in Peace and Conflict Resolution offered by the University of Kelaniya

Name of the degree programme is BA in Peace and Conflict Resolution

Duration of the degree programme is 03 years.

Candidates who have satisfied the minimum requirement for admission having offered any threesubjects available at the Advanced Level Examination are eligible to seek admission to thisprogramme.

Medium of instructions is English only.

5. Course of study in Islamic Studies in the South Eastern University of Sri Lanka

Name of the degree programme is BA in Islamic Studies. Duration of the programme is 03 years.

Candidates with passes in any three subjects are eligible. However, one must include a subject ofIslam or Islamic Civilization.

6. Course of study in Arabic Language in the South Eastern University of Sri Lanka

Name of the degree programme is BA in Arabic Language. Duration of the programme is 03 years.

Candidates with passes in any three subjects are eligible. However one must include a subject ofArabic language.

7. Course of study in Teaching English as a Second Language (TESL) in the University of Kelaniya

Name of the degree programme is BA in TESL (Honours).

In order to be eligible for this course of study, candidates should have obtained passes or above for Englishand passes in any other two subjects at the Advanced Level Examination.

Duration of the degree programme is 04 years.

Course is conducted only in English Medium.

8. Courses of study in Music, Dance, Drama and Theatre and Visual Arts in the University ofthe Visual and Performing Arts, Colombo

The Technology Streams are offered from academic year 2015/2016 onwards for the studentswho have sat for the Advanced Level Examination from the Technology Streams. Three specificdegree programmes are offered under this stream. They are Bachelor of Engineering Technol-ogy (BET), Bachelor of Biosystems Technology (BBST) and Bachelor of Information Commu-nication Technology (BICT). All these degrees are designed to satisfy the market and indus-trial needs of the country. The BET degrees are designed based on the Accreditation Manualprepared by the Institution of Engineers, Sri Lanka following the attributes of the Sydney Ac-cord. The BICT degrees are formulated according to the guidelines given by the ComputerSociety of Sri Lanka. The BBST degrees are formulated to obtain accreditation from relevantprofessional bodies. All these courses contain a minimum of 120 credits.

Notes for Guidance

1. This form should be used if you wish to apply for an undergraduate degree program in a Sri Lankan University as a student with Foreign Qualifications for the Academic Year 2015/2016.

2. Application form and the Admissions Handbook for the Students with Foreign Qualifications valid for

the Academic Year 2015/2016 are available on the UGC website (www.ugc.ac.lk).

3. Before completing this form, please refer the Admissions Handbook for the Students with Foreign Qualifications valid for the Academic Year 2015/2016 to check your eligibility, course details and other vital information. In order to make your application successful you must meet all the necessary requirements, which can be found in the Admissions Handbook for the Students with Foreign Qualifications valid for the Academic Year 2015/2016.

4. When completing the form, please ensure that you provide your full name as appeared in your

passport.

5. Please provide all the supporting documents in English, we require officially translated versions as well as copies in the original language.

6. Please provide certified copies of all the supporting documents including the certified copies of the

relevant pages of your passport, duly authenticated by relevant authorities.

7. Candidates with Sri Lankan passport should attach original service letter/s of Father/Mother/Guardian.

8. Every application should be accompanied by a Bank Draft of US $ 30 payable to the University Grants

Commission, being the application processing fee.

9. Children of Sri Lankan diplomats seeking admission to Universities in Sri Lanka should forward their applications through the Secretary, Ministry of External Affairs, Republic Building, Colombo 01, Sri Lanka.

10. All applications will be acknowledged within two weeks of receiving the applications, by e-mail & post.

11. Do not leave any section of this application unanswered. Please write “N/A” in all irrelevant sections.
