Safety is critical to our company. That is why
we implement project-specific Occupational
Health and Safety management plans.
These are regularly audited, both internally
and externally, and refined where necessary.
We recognise the increased safety risks and
hazards for workers in the civil construction
industry. So our safety control measures are
thoroughly and clearly communicated to all
employees, subcontractors, and visitors on
every project site, big and small. .

At a time of heightened global concern about
the environment, we aim to provide industryleadership in sustainable development and
in minimising our carbon footprint. Highway
Construction has a reduce and reuse
approach to civil works to prevent detrimental
environmental impacts. We also engage a
specialist environmental services company
to provide land care and environmental
rehabilitation advice on all our projects.
All of our operations are certified by

Highway Construction is a Perth based
Civil Contracting company founded in
1986. The company specialises in the
project management of road and bridge
construction contracts. We also undertake
road maintenance, major earthworks,
clearing, drainage works, pavement
construction, hydraulic installations and
traffic management services. Our major
client is Main Roads WA, with whom we are
pre-qualified to complete major road and
bridge contracts and with whom we enjoy astrong working relationship. We are also pre-
qualified by LandCorp to Prime Contractor
status.
A co-founder of Highway Construction,
Dean Capelli remains the Managing Director
of the company to this day. Since its
inception, the company has completed
numerous projects across the entire state
of Western Australia. They range from
Margaret River in the south to the remote
and sparse landscape of the Pilbara and
Kimberley regions in the north.
Capitalising on a buoyant economy and an
unprecedented demand for infrastructure
development in Western Australia, Highway
Construction has made a concerted,
strategic effort to expand its operations
and workforce in recent years. The most
significance development is the companys
pre-qualification in 2007 by the Department
of Main Roads Queensland to complete
road and bridge projects up to $40 million in
value. As a result, we are actively pursuing
contracts in Queensland and continuing to
develop additional resources in order to be a
viable and effective contractor in that State.
Highway Construction pro-actively seeks
businesses to acquire to add synergy to our
operations and improve our financial base.
Accordingly, we have acquired Materials
Consultants, a leading WA soils testing
laboratory with a proven track record in
its field. Highway Construction also owns
Intersectional Linemarkers. This is a well
established business that provides high
quality line marking services on a variety o f
pavement surfaces, including roads and
paths. Drawing on the direct resources ofboth companies, we expect to improve
our operational efficiency and capability.
Highway Construction also holds a one-third
ownership of Best Roads Group alongside
joint venture partners, Boral Asphalt and Egis
Consulting. Best Roads has a 10 y ear Term
Network Contract to maintain the north
metropolitan road network for Main Roads WA.

Group of Companies. It provides traffic
management services on all of our project
sites.
Highway Construction is serious about
expanding and pursuing large-scale
contracts in WA and Queensland. As a
result, we continue to recruit and invest

investing in machinery.
We retain staff by providing excellent
remuneration, entitlements, ongoing training

within the company. Highway Construction

Highway Construction is a registered
participant in the Priority Start Building Policy,
because we believe strongly in providing
young people with a head start. This is a
WA Department of Education and Training
program to engage apprentices and trainees
in the construction industry. We were also the
first civil contractor to put a trainee through the
REACH Foundation, a Main Roads WA initiative.
Current trainees obtain vital practical learning
and experience with Highway Construction
on project sites whilst undertaking study in
civil construction. We are very satisfied with
the development of our trainees and they all
have a significant opportunity for advancement
within the company.
Our people are our most valuable asset.
Highway Construction has an excellent
record in retaining staff. The Company
has a philosophy of investing in its people
rather than in the ownership of plant and
equipment. This direction was established
in the late 1980s when the model was
somewhat unconventional and innovative.
Interestingly, many others in the industry have
now adopted this philosophy.
Our engineers are mentored by senior staff
and given sufficient time and resources to
develop their skills in a friendly, supportive
environment. In this way, we build technical
expertise and deliver engineering excellence.

A history ofsuccessfulprojects.
Highway Construction has successfully
completed numerous civil works contracts
ranging in complexity and scale. In particular,
our company has a proven history of
successful projects for Main Roads Western
Australia with whom we are pre-qualified to
complete road and bridge contracts.
The Company is also pre-qualified with the
Department of Main Roads Queensland to
undertake road and bridge projects up to
the value of $40 million.
Highway Construction is the only MainRoads Western Australia contractor to
regularly and consistently tender for major
contract work throughout the State. As
a proficient contractor, we always aim to
complete our projects within schedule, and
on budget. At the same time, we maintain
the highest civil engineering standards.
We have a proven track record of
consistent, dependable project
management and contract performance.
Highway Construction has developed skills
and extensive experience in construction
contracts for both urban and rural
environments. They range from minor
improvement works in Perth to a new road
construction through the remote Hamersley
Ranges in the Pilbara region of WA.
The $21.6 million Stage 1 construction of Tom
Price to Karratha Road in 2003 was a signatureproject for Highway Construction. Working in
very harsh conditions, the project team built
more than 25kms of road plus a steel concrete
bridge over a Rio Tinto railway. This project
required significant earthworks, extensive
drilling and hard rock blasting.

Safety concerns about blasting near the Rio
Tinto railway were addressed by direct liaison
with the local community and by providing
regular updates on the progress of the works.
Aboriginal heritage sites en route were also
protected. Besides wholesale accolades
received from our peers, the project offered
exceptional value for money for Main Roads
Western Australia.
In the metropolitan area, we completed the
Perth Airport extension and the duplication
of Welshpool Road. From 1992 to 1995,
Highway Construction completed the
$50 million Stage 1-3 construction of Reid
Highway. The Company is also experienced
in urban renewal projects. An example is the
civil works completed for the redevelopment
of the Wanneroo town centre in 2000.

To stand still in todays environment is
to go backwards. That is why HighwayConstruction has adopted a policy similar
to the Japanese philosophy of Kaizen, the
notion of continuous improvement.
This is born from three dimensions; learning
from the past; Listening to the present; and
