Minutes The Minutes of the meeting held on 5 November 2014 were confirmed and signed. 24. Stratford Energy Solutions A presentation was delivered by Jason Savidge from Stratford Energy Solutions, a copy of which is appended to these Minutes. The presentation outlined the key components to a quality solar photovoltaic system and the main points to consider in the design stage of which would be the most efficient system. The Chairman gave thanks for the very interesting and informative presentation. 25. Carbon Footprint Monitoring The Streetscene Manager gave an update on the Council’s Carbon Footprint Monitoring. Copies of the slides are appended to these Minutes. It was noted that the data that had been captured to date had enabled the statistics to be used intelligently and therefore improved monitoring. A discussion was held on possible reasons behind the increase in the figures for Biffa and the Streetscene Manager informed that route optimisation exercises were being carried out and various ongoing improvement ideas being reviewed. It was agreed that going forward the information would be fedback to the Panel by exception where performance had slipped. Councillors Johnston and Organ left the meeting at this point.

26. Carbon Management Programme The Streetscene Manager gave an update on the Council’s Carbon Management Programme, a copy of which is appended to these Minutes. It was noted for the Solar PV panels on Elizabeth House that the figures could now be further broken down and fedback to the Group. In regard to adding additional PV panels on to other buildings, a Cherwell District Council Officer, with experience in these matters, was assisting the Streetscene Manager with Feasibility Studies. In regard to the e-car, the company were looking to conduct a trial within a rural setting, and Harbury was likely to be the area chosen for the scheme.

27. Forward Plan The Streetscene Manager agreed to bring the energy consumption figures for surface car parks across the District, along with ideas for improvement, to the next meeting. The Work Programme for the Panel was required to be presented to The Cabinet in January 2015; however, due to the closeness in timings of the EQCC meeting to The Cabinet on 19 January 2015, the Work Programme would instead be presented to the 9 February 2015 meeting. The Work Programme was noted, with an additional item added to review the Council’s Technically, Environmentally and Economically Practicable (TEEP) Assessment. Accordingly, it was RECOMMENDED to The Cabinet: That the Work Programme be approved.
