The Highland Lakes Herald is the offi cial news medium of the Highland Lakes Condominium Association, serving all residents, groups and organizations.

The Association and its Board of Directors control and are responsible for the contents of the Herald.

The staff of the Highland Lakes Herald serves on a voluntary basis. Editorials refl ect the opinions of the staff and are not construed as representative of the general membership of the Association.

The Herald welcomes comments, suggestions and articles from its readers. All material submitted for publication in the Herald must be true, factual, and newsworthy. The editor reserves the right to withhold items from publication pending verifi cation of facts. In some cases where items are of a critical or controversial nature, the editor reserves the right to solicit comments from those with opposing viewpoints.

Materials submitted for publication are to be given to the receptionist in Highland House. All materials submitted must be signed, but signatures will be withheld upon request. The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was on the 17th day of January, 2011, in accordance with the By-Laws of the Association.

President Kathy Baldwin called the February 21, 2011 regular meeting of the Board of Directors to order at 7:35 p.m.AttendanceThe following Directors were present: Kathy Baldwin, Michelle Todorov, Kathleen Connor, Tom Byrne, Clem Tulley and Judy

Nakdimen. (Sandy Nolan was excused). Also present were Joe Poma, Property Manager, and Shannon Crowley, Administrative Assistant. Approximately 15 Co-Owners were also present.

Vision Committee Report: See report on page 10Kathy Baldwin reported to the Board. Board Discussion: Kathleen stated that she didn’t

approve of the Terra Cotta color for the chimney crocks. Joe added that once some members of the committee had an opportunity to see the sample chimney cap with the chosen colors, they reconsidered the choice for Terra Cotta on the Chimney Caps. Joe suggested that the board give the vision time to discuss their decision at the their next meeting (February 22nd).

Board Action: Motion by Tom Byrne, support by Michelle Todorov, to accept the Vision Committee Report dated January 21, 2011 and reject their recommendations until they have an opportunity to reconsider. All in favor. Motion passed.

Clubhouse Committee Report: See report on page 11Judy Nakdimen reported to the Board. Board Discussion: Kathleen asked why the color for

the Highland Room was being done in a grey color when the rest of the clubhouse is more of a beige/tan coloring. Judy explained that the committee voted on the colors, and the board approved their decision at the previous meeting. Kathleen stated that she was not at the previous meeting, and wanted it noted that she disapproved of the color choice..

Board Action: Motion by Tom Byrne, support by Michelle Todorov to accept the Clubhouse Committee Report as printed dated February 7, 2011. All in favor. Motion passed.

Court Captain Committee Report: See page 12Robert Armstrong reported to the Board. In addition to his

written report, Robert presented 5 new Neighborhood

Watch signs from Northville Twp. thanks to Joel Lutz. The committee will discuss placement of these signs in their next meeting on Thursday, March 3.

Board Discussion: With regard to the distribution of the Heralds, Joe mentioned that he had obtained door hanger bags that could be used so they wouldn’t have to be placed in the mailboxes. Robert said that the bags would be used with discretion so to save money.

Board Action: Motion by Kathleen Connor support by Michelle Todorov, to accept Court Captain Committee Report and recommendation for placement of the neighborhood watch signs dated February 8, 2011. All in favor. Motion passed.

Engineering Committee Report: See page 13Terry McNally Reported to the Board. Board Discussion: None. Board Action: Motion by Tom Byrne, support by Judy

Nakdiment, to accept the recommendations to accept the Modification requests #1 & #2 on the Engineering Committee Report as printed dated February 16, 2011. All in favor. Motion passed.

Finance Committee Report: Robert Armstrong reported to the Board. Robert explained that Joyce Elvy, (Finance Committee

chairman), had planned to give a verbal report to the board, but was unable to get to the meeting because of a conflicting work schedule. There was a meeting held in January 20, but no formal minutes from that meeting. Joyce asked Robert to let the board know that the committee met, and much of the time was devoted to reviewing the expenditures for renovating the clubhouse, and fireplace, chimney, and roof repairs.

Property Manager’s Report: Verbal Report

Joe stated that the fact that the snow has been falling over the weekend in recent months has caused him to consider modifying the “4-inch” policy that is currently in effect at Highland Lakes. In the most recent snow (Feb 20-21), at the time it was checked there was 4-inches of snow, but it continued snowing through the night. The dilemma becomes do we call the guys in to plow for two hours, only to find the roads completely recovered by morning, or wait until 5:00 a.m. once the snow has subsided to

plow. Joe said that although the maintenance team is doing a good job while they are here, there has to be an adjustment to the snow policy to make it work efficiently.

Board Discussion: Michelle asked if the lot is emptied by the time maintenance does the center of the courts, would the entire lot be plowed at that time. Joe explained that it was a matter of timing and where they were on their schedule. If their schedule permits, it should be taken care of at that time.

Final CommentsKathy Baldwin thanked Brad and Jason for an outstanding job on the electrical work. They volunteered their time and

experience in re-wiring the Highland Room. Drywall should be installed beginning February 22nd and be completed by Saturday, February 26th.

AdjournmentBoard Action: Motion by Tom Byrne, support by Michelle Todorov, to adjourn the meeting. All in favor. Motion

passed. The Board recessed at 8:00 p.m. and reconvened for closed session at 8:15 p.m.

COMMITTEE: Clubhouse MEETING DATE: February 7, 2011

SUBJECTS DISCUSSED:

1. HIGHLAND ROOM RENOVATION: A modification to the original renovation plan was needed. Specifically, the Highland Room ceiling called for the removal of the soffit located over the north hallway door. When the ceiling drywall / paneling was removed in this area, it was discovered that the framing members are an extension coming through the exterior walls that also support the porch outside (it is cantilevered). For that reason, the framing members cannot be removed, and this small portion of the ceiling cannot be elevated. Ilio Alessandri drafted a change to extend the soffit to provide an even, small “stepped” ceiling on the east end of the room. This recommendation was approved by the Clubhouse Committee. This design change and the additional cost to implement it required Board approval and were obtained.

2. Another renovation item discussed was the color scheme of the walls and trim. Another set of paint chips provided by Rob Berlin considered. Judy Nakdimen offered to follow up with Ilio Alessandri and Rob Berlin to obtain color recommendations for the trim.

3. FUTURE PROJECT: Due to the Highland Room renovations, the frames and matting of the memorial pictures that have been hanging in this room will not coordinate with the color schemes currently under review. Since these special pictures are still planned to be in the Highland Room after renovations are complete, it was suggested the Committee members investigate how much it would cost to reframe and remat them all with a common color and framing scheme.

MEMbERS PRESENT:

MEETING DATE: February 8, 2011

SUbJECTS DISCUSSED:

1. The group voted 7 to 5 to continue the YES/NO Ice Breaker Question at each meeting. It will be continued, but suggestions are needed. Kathleen Connor suggested that future questions could be in regards to issues or projects.

2. Joel Lutz showed the map with 7 Neighborhood Watch Signs locations. Originally there were 12 signs, 7 have been saved and 5 are missing. There was discussion as to purchasing 5 additional signs to replace the missing ones by contacting the Township. It is believed the signs cost $33.00 each. Robert Armstrong will check with the township as to the cost, and if additional signs can be purchased and their availability. Motion by Diane Pittaway, seconded by John LaMarca to use the 7 signs we have in the strategic locations presented by Joel, and to talk about additional signs at a later meeting. After discussion all approved.

3. Joel Lutz stated as he was passing out the Heralds in his courts, the mailman informed him that Heralds should NOT be put into the mail boxes. The Heralds hide any outgoing mail in the boxes. The mailman has to sort through the Herald to detect any outgoing mail. There was discussion but no good solutions. Robert Armstrong recommended that Court Captains should NEVER put the Herald in the mail box. Due to bad weather conditions, locked screen doors, & no place to put the Herald but on the front porch, plastic bags will be purchased for the Court Captains to use for this purpose. Joe will purchase 500 bags at a cost of $15.00, and they will be made available for Court Captain use. This will be announced at our next meeting.

4. Diane Pittaway updated the group on the Welcome Program. She is currently talking with people she left a booklet with, asking questions of new people to share in the Herald. She has contacted 18 out of 25. She reiterated that all of the comments she is receiving from the co-owners/renters are all very positive.

5. Robert Armstrong asked that we encourage other Court Captains that may not have given him their email address to please do so. Joel and Robert will contact those that they have no email addresses for. It is helpful and easier to contact all Court Captains with information they need to have in this manner.

6. Robert reported that he and Kathy Baldwin have had meetings and have been unable to meet on the pet waste project. They will have additional information in March.

7. Beginning March 3rd, our new meeting date will be the 1st Thursday of the month at 7 pm.

RECOMMENDATIONS TO THE bOARD: To accept the locations for the 7 Neighborhood Watch signs as proposed by Joel Lutz’s map.

YOUR COMMITTEES IN ACTIONThis summer, Highland Lakes

will celebrate its 40th anniversary as a community. As we approach this milestone, it’s fitting that we highlight the VISION COMMITTEE which is working toward giving Highland Lakes a newer, up-to-date look. The committee’s goal is to work with the Board of Directors and other committees to modernize our community, thereby enhancing its appearance and value . The guidelines of the committee are: how to improve our property, how to best spend funds available, and how to create a common, up-to-date look.

The Vision Committee was formed in 2007 to formulate a master plan for the expenditure of millions of dollars to replace siding and roofing. The committee’s first task was to recommend to the Board a consultant firm which would assist in creating this plan which would also incorporate signage, landscaping, and other aspects of our community which have become dated and in need of revitalization.

A contract was approved with McKenna and Associates in June, 2008. Already, at their suggestion, signs at our entrances, streets and courts have been replaced with a uniform style and color. The committee has also investigated and made a recommendation to the Board regarding shingles for the re-roofing project that will begin this spring. Additional recommendations will be made regarding siding, gutters, overhangs and chimneys. The Vision Committee expects to work with other committees as up-dating projects evolve. The committee consulted with the Grounds Committee about the replacement of shrubbery in front of the clubhouse sign and is currently working with the Clubhouse Committee to replace the warped paneling and re-decorate Highland Room.

As you can see, the task before this committee is a huge one, but one that effects all owners who have pride in our community and wish to see it continue to be a desirable place to live. If you are a forward-looking individual and would like to contribute to the efforts of the Vision Committee, your participation would be welcomed.

AQUEDUCT COURTRebecca Gasiorek & Mike KosztownyRebecca and Mike recently moved to Highland Lakes from Novi. They enjoy the view as well as the walkway around Crystal Lake. They’ve recently acquired a beautiful retriever puppy to share their new home.

The Roth FamilyUnhwa Roth moved from Livonia with her two daughters and energetic golden retriever. One of her daughters will be attending college in Indiana this fall, and the other will attend Northville High School.

DARTMOUTH COURTBeverly Scott-SturgisBeverly moved to Highland Lakes from Ann Arbor, along with Jack, her retired model and prize-winning poodle. She loves the peace and quiet of the Highland Lakes community.

Joshua and Courtney BakerHighland Lakes provides the small community feel this young couple was looking for. Josh is from Connecticut, and is currently a history teacher at Romulus High School. SCHOOLHOUSE COURTThe Fillman FamilyCarolyn and her family lived on Lehigh Lane for three years before purchasing her own unit on Schoolhouse. She enjoys all of the amenities at Highland Lakes, especially living next to the school, which two of her children attend.

You have your groceries on the conveyor and the cashier is checking them out. She looks up and asks if you would like “Cash Back.”

You don’t want to receive cash back, so your reply “No.” Meanwhile, the store is busy, and you are

in a hurry to get on with the rest of your day. You grab your receipt from the cashier without a second glance and go on your way.

When you get home, you decide to record the price of your purchases that day. When you look at the receipt, you notice that it says “Cash Back: $20.00” You know that you didn’t get the money. The question then arises as to who did get your money. The answer is that it was the person directly behind you when you cashed out at the store. The cashier simply handed your twenty bucks to the accomplice.

It would appear that this scam would be easily spotted by store cameras or some other means. However, it is surprising how many people don’t check their receipt closely and miss the fact that there is a cash back charge on it. In addition, if you do spot this problem and take the receipt back to the store, the cashier may claim that there was a mistake made by a faulty scanner. Sometimes the supervisor will back up the cashier, particularly if he or she is part of the scam.

The lesson is to check your receipt while still at the store. If the people in line behind you start mumbling because they are impatient for you to move along, don’t be intimidated. You will leave the store with your money intact - but they may not.

Snow Removal PRoceduRes1. NoRmal sNow eveNts:

• 2-3 inches - Clearing will begin during the snowfall and maintenance will work normal hours following the established Snow Policy.

• 4 inches or more – Maintenance will clear on weekends and at night following the Snow Policy. 2. laRge sNow eveNts:

6 inches or more - Maintenance will begin clearing main sidewalks and traffic lanes during the snow event. If necessary, they will continue the removal effort until 10:00 p.m. The next morning they will begin a second clearing effort and work until all walks and courts are cleared, or until 8:00 p.m.

3. sNow emeRgeNcies/BlizzaRds: More than 10 inches - Efforts will be focused on keeping main roads, traffic lanes and main sidewalks open to emergency traffic only. Once those elements are clear, work will begin on approach sidewalks and courts. Maintenance will work up to 14 hours per day, until the roads, courts and walks are clear. Contractors may be called in if necessary. The priority treatment of the handicapped list will be suspended during these events. Exceptions for emergencies will be handled on a case basis.

4. PaRkiNg sPaces: After the primary snow removal efforts are completed, maintenance will begin clearing parking spaces if cars are out of the court. Management encourages Court Captains to facilitate the removal of cars and contact the Clubhouse to advise when their court is clear and management will then contact maintenance to begin plowing the parking spaces within that court. If maintenance is ready to plow a court, the Association may also contact the court captains to facilitate the movement of parked vehicles.

5. oveRall goal: The Association shall have the sidewalks, courts (not parking spots), and roads, clear within 48 hours of the cessation of a snow event.

6. HazaRdous coNditioNs: During the winter, the weather conditions favor the potential for slippery sidewalks, porches and roads. Please use due care and caution during this time of the year and keep a supply of ice-melter, which is available at the Clubhouse, at your home for your use.

During the weekend, how much snowfall is required before maintenance will be called in?Answer: 4 inches or more measured in more than three areas on the property.

Why does my court seem to be last during the recent snowfall?Answer: To attempt to bring some semblance of fairness, the starting point of snow

removal efforts change each time.

Why does it seem to take so long to clean my parking spaces?Answer: Maintenance depends on the cooperation of the Co-Owners to empty the courts of cars

before plows can safely plow the spaces. The plows cannot fit in between parked cars.

Why did Maintenance leave a small amount of snow on the sidewalk this time?Answer: Leaving a small amount of snow provides traction to more safely walk.

Why does the Association have an adopted snow policy?Answer: (A) To keep our Co-Owners informed of what to expect from the Association

(B) It is required as part of our Risk Management procedures.

How long should it take Maintenance to completely finish snow removal efforts?Answer: 48 hours or less depending on the weather and the amount of snow.

In what order, and when, is snow blowing and plowing handled?Answer: FIRST DAY SECOND DAY
