    BOARD COMMENTS

    Trash Disposal

Fall is here! As you begin to clean up gardens and ower beds, please remember to place yard waste

in brown paper bags outside the dumpster.

Waste Management has brought to our attention that residents are improperly disposing of hazardous

waste items including paint cans and medical waste, (such as needles, soiled dressings, pharmaceuticals, etc.).

Discarding old paint cans in the regular trash can create an environmental hazard and cause

problems for sanitation workers if the cans rupture or leak. Get rid of any extra paint in the cans

before disposing of them, and let the cans dry out with the lids off before discarding them.

Medical items are considered a biohazardous waste material and must not be disposed of in our

dumpsters. Improper disposal of these items is a liability as it may cause injury or spread infection. It is recommended that you place the waste in a hard container (like a coffee can) immediately after

it is generated and secure the lid tightly. Once it is full, dispose of the container by taking the

waste to an appropriate collection site, (such as your doctors ofce, a hospital or pharmacies).

For hazardous waste correct disposal procedures and locations, please call 734-326-3936.

Committee is working at tweaking that program. Pet owners, when walking your dogs, please use the

Pet Pails when disposing of the animal waste. Thank you for your cooperation.

    HIGHLAND LAKES CONDOMINIUM ASSOCIATION

BOARD OF DIRECTORS MEETING MINUTES - September 19, 2011

The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was on the 20th day of June,

2011, in accordance with the By-Laws of the Association. President Kathy Baldwin called the September 19, 2011 regular

meeting of the Board of Directors to order at 7:30 p.m.

    Attendance

The following Directors were present: Kathy Baldwin, Michelle Todorov, Kathleen Connor, Tom Byrne, Sandy Nolan, Clem

Tulley and Judy Nakdimen. Also present were Joe Poma, Property Manager, Ken Wiewiora, Maintenance Superintendent, and

Shannon Crowley, Administrative Assistant. Approximately 10 Co-Owners were also present.

Family Social Committee Report: See page 13Michelle Todorov reported to the Board.

Board Action: Motion by Judy Nakdimen, support by

Sandy Nolan to accept the Family Social CommitteeReport as printed dated August 23, 2011 and therecommendation to change the name to the CommunitySocial Committee. All in favor. Motion passed.

Court Captain Committee Report: See page 14Robert Armstrong reported to the Board.

Board Discussion: Tom asked Robert about theprogress of the Pet Pails program. Robert reportedthat the program is still in a trial period in selectedcourts, (13 pet pails installed). He has requested that thecourt captains report how the program is going in their

individual courts. Robert said that they are working toimprove it so it can be an effective program for HighlandLakes, saying that any improvement in reducing theamount of pet waste is the goal. The court captainsare working to tweak, improve and expand the system.Robert said that he welcomes feedback and suggestionsfrom co-owners at the October Court Captain meeting.Kathleen commented that some people are using theusing the pails improperly by putting other refuse inthe pails. Earl Smith said that hes also seen full bagsof trash thrown in the pails instead of the dumpsters.Robert added that, although that is not what the pails

were intended for, its better to have the loose trash inthe pails than to have litter on the ground around thedumpster. Earl stated that he feels that much of theproblem with the loose trash is animals getting into thebags and tearing them open. Kathy suggested that alittle drop of ammonia added to the bottom of trashbags would deter the animals from tearing into the bags.

Board Action: Motion by Kathleen Connor support by,Sandy Nolan to accept the Court Captain CommitteeReport dated September 1, 2011.All in favor. Motionpassed.

Grounds Committee Report: See report on page 15Earl Smith reported to the Board.

Board Action: Motion by Sandy Nolan support by, Judy

Nakdimen to accept Grounds Committee Report datedSeptember 6, 2011.All in favor. Motion passed.

Herald Committee Report: See report on page 16Marty Tingstad reported to the Board. He added that,

although the minutes indicate possibly putting a photoof the clubhouse on the cover of every Herald, hedoesnt feel that would be a feasible option. He saidthat in the future hed be working with Shannon todevelop a new design for the front cover so that theHighland Lakes logo remains prominent.

Clem requested that the misspelling of his name becorrected for the report.

Board Action: Motion by Kathleen Connor support by,Tom Byrne to accept Herald Committee Report datedSeptember 12, 2011.All in favor. Motion passed.

Clubhouse Committee Report: See report on page 17Judy OConnor reported to the Board.

Discussion: Robert Armstrong asked if the previousclock for the Highland Room was returned for a refund.Judy answered that it was and the store credit was usedto purchase the new clock.

Michelle requested that the time for the ClubhouseDecorating Party be published in the report; in thepast the party lasted from 3p-5p. Judy was concernedthat the committee would not be able to completethe decorating in that short amount of time. Judy(Nakdimen) suggested that the committee begin thedecorating earlier in the day (around noon), and thenfamilies could come from 3p-5p, which will be listed onthe yer.

Joel Lutz asked about the charge for renting the clubhouseuntil 12:30 a.m., saying that since this is 3 hours after

Approval of Minutes:Minutes of the August 15, 2011 Regular Meeting of the

Board of Directors, Minutes of the August 15, 2011

Executive Meeting of the Board of Directors

the clubhouse ofcially closes, the fee should be enoughto compensate a staff member keeping the clubhouseopen for the event. Judy (Nakdimen) explained thatthe xed rental fee for the 7p-12:30a time slot takesthe additional staff member into consideration, andis included in the charge. She further explained thatthe committee recommendation refers to the two hourlag between the two permitted rental slots (1p-5p and

7p-12:30a). If a person books an event using both timeslots (1p-12:30a), the committee is recommending a $70charge be applied to cover the two hours between 5pand 7p.

Board Action: Motion by Tom Byrne support by SandyNolan to accept the Clubhouse Committee Report datedSeptember 12, 2011 and their two recommendations. All in favor. Motion passed.

Engineering Committee Report: See report on page 18Terry McNally reported to the Board. With regards to the

recommendations, Terry explained that in the contract

portion concerning the deck/patios, they sign thecontract, but not with the full detail, which then compelsthe engineering committee to have the owners sign offon one of the two deck/patio diagrams in the contractbecause the details in the diagram are not detailedelsewhere in the contract. This is causing additional timeand footwork that could be avoided if the diagrams weresigned upon submission.

Tom asked Terry if the Engineering Committee wasrecommending that the Board direct management toobtain the proper signatures on the diagrams at the time

the request is submitted. Shannon said that she wouldmake sure that the signature line is added to the diagramsin the contract with the appropriate verbiage.

With regard to the egress windows, there was somediscussion about new codes and requirements and theneed to update the request form to address those items.

Board Action: Motion by Michelle Todorov, supportby Sandy Nolan, to accept the modied EngineeringCommittee Report as printed dated September 14,2011 with the recommendations. All in favor. Motionpassed.

Pool Committee Report: See report on page 19Kathleen Connor Reported to the Board.

Discussion: Kathleen added to the written report that thecommittee discussed hosting 3 all-ages night swims forthe 2012 summer season. Sandy explained that the all-ages night swims would be announced by posting a yellowag outside of the clubhouse and would be dependanton the weather. The dates would be discussed with Joea week prior so that the pool can be properly staffed forthe later hours.

Tom added that at the pool meeting, the committee voted

in favor of hosting the three all-ages night swims nextseason, although the end time detail was not included inthe motion; Tom requested that the minutes reect themotion was made and passed by a majority vote, and thatit be included as a recommendation to the board. Hefurther requested that items not voted on in the committeemeeting be removed from the board recommendations.

Kathleen also added to the report that Jayson Oliver

recommended constructing a Shade Sail shade structurefor the baby pool area for next year. The information hasbeen given to Joe for him to review.

Board Action: Motion by Tom Byrne, support byClem Tulley, to accept Pool Committee Report datedSeptember 13, 2011 as modied by the board andapprove the recommendation to host 3 all-ages nightswims in 2012. All in favor. Motion passed.

Discussion: Earl Smith asked if the Pool Committeehad anything favorable to say about the lifeguards thisseason, as the report reected only negative; He sharedthat his experience with them was favorable and that thelifeguards were very courteous and personable. Tomanswered that at the meeting, no committee member orliaison had anything positive to say about the lifeguards.Kathy added that, although she also had issue with thepoor maintenance of the patio/locker room area, fromher perspective, the lifeguards were very respectfuland took care of the children and were very watchful.Kathy explained that, as a board member, she doesntshare her opinion at committee meetings unless asked.Earl added that all residents can help to keep the lockerrooms cleaner by being courteous of others by cleaning

up after themselves. Joe remarked that he received compliments throughout

the summer from various residents regarding thelifeguards. Erik Peterson saved a childs life who wasstruggling in the water and could not make it to theedge. The guards also went out and rescued a familywho was sinking in a paddle boat in the middle of SilverSpring Lake. Joe said that he was not satised with theunkempt locker rooms and trash on the patio, and inthe future he will implement a checklist to ensure thedaily maintenance of the pool and patio area is takencare of. Regarding the pool committees request that

the lifeguards be given a copy of the pool rules, Joeexplained that each guard was given a copy of the rulesat the beginning of the season; whether they read it andfollowed up on it is something different. Next year, Joewill be seeking a head lifeguard with stronger leadershipqualities that will be able to enforce the written policy. He reiterated that he received many positive commentsabout the lifeguards this season, but unfortunately, thepositive are too easily forgotten - the foremost beingthe saving of a life, if not several. If that was my kidslife that the lifeguard saved, I could overlook the locker rooms not

Co-Owner ForumRobert Armstrong: With regards to the Rippling Lane

river clean-up, that was done earlier in the summer andthe grass seed planted in the area, Robert asked the costof the clean up, and what account it was being chargedto.

Joe explained that the work that was done is on HighlandLakes property, and he had received several complaintsfrom the Rippling Lane homeowners about thecondition of the area behind their homes. All of thestorm sewers from the homes drain into that river; overthe years because of soil erosion and brush growth, thenatural drainage areas have been choked with vegetationnot allowing the water to drain properly, and createda mosquito infested swamp environment behind thehomes. Joe said that after he received the report fromthe homeowners, he surveyed the area, discussed theissue with the board and contracted with a company

to dredge / backhoe the area to correct the drainage. He explained that he didnt have the fgures with him,but the monies would most likely be taken from thegrounds budget. Joe reiterated that the work was not acosmetic upgrade, but was a engineering, maintenancerequirement to facilitate drainage.

Joel Lutz remarked that it was a liability as well; if the riverhad ooded into the homes on Rippling Lane, HLCAwould be responsible.

Kathy asked Robert if it would be appropriate if Joepresent the complete details to the fnance committee attheir meeting on September 22nd. Robert agreed.

Robert asked if Highland Lakes only dredged our side ofthe river. Ken explained that Highland Lakes owns andis responsible for the entire river. He further explainedthat during a heavy rainfall the water that should havebeen draining was being diverted to Silver Spring Lake.

Robert asked if the grass planted would have to be mowedand maintained. Joe answered that the grass was plantedto prevent soil erosion on the banks and will not bemowed. Robert asked about the wood that was addedto the walkway. Ken answered that he added the newpath and the handrails because the bank toward the leftside of the bridge was starting to erode away also, and itwas a safety hazard.

Robert asked if the board voted to spend the moneyto have the work done. Tom answered that he didntremember voting for having the work done, but he would check the records and have an answer at thefnance committee meeting.

Michelle Todorov: Michelle explained that for a longtime Highland Lakes has approached the city ofNorthville to create a pathway from Highland Lakesto Downtown Northville, but nothing happened. Thecity is now planning on paving a pathway from the new

development on Sheldon Road into Downtown, andHighland Lakes has an opportunity to be included inthat plan. There is a planning meeting on October 5that 6:30p at the Senior Community Center to discuss itand youll have an opportunity to voice your opinion.

Joe added that one of our residents went to a local Meet-and-Greet with the new representative for District20, Kurt Heise, and shared our concerns about thecondition of Silver Spring Drive. He told her that heknows people in county and will be placing phone callson our behalf. Joe said that he is still collecting thesignatures on the petition.

Kathy reported that Mary Ellen Kings home will befeatured in the AAUW Home Tour on September 24th.

The Meeting adjourned at 8:45 p.m.

being cleaned. You never hear a word from anybody about savingthat kids life or jumping over the pool fence and swimming outto the middle of Silver Spring Lake to rescue a family. That issomething I doubt very highly that I will read in a Pool Committeereport.

With regard to the late night swims, Judy OConnor asked

that a notice be published in the Herald to remind co-owners to Look for the Yellow Flag. Sandy suggestedalso posting a sandwich board in front of the clubhouseto draw more attention to the yellow ag. Ken said thathe could have a pre-printed sign prepared to post on thedays of the night swim.

    MANAGEMENT REPORT

TO: Board of Directors, Co-OwnersFROM: Joe Poma, Property Manager

RE: Property Managers ReportDATE: September 19, 2011

    1. Its that time of year again when the outside temperature uctuates widely day by day and with itwill come the usage of the replaces. It brings with it a certain comfort level knowing that all of thesystems have been cleaned and inspected. We must have removed a truckload of ammable birdnesting material and caught about 100 potential disasters, but I am also conscious that with the re-roong of 10 buildings and the inspections, there may be a false sense of security going forward.Remember next year to do your own brief inspection and keep an eye on the nesting material, because it takes one season to ll your chimney cap with debris. For those of you that still want todecommission your replace, even if it was found to be in good condition, let me know. Electricunits are safe, cheap and do not need the cleaning. You may also opt for something fancier, but atleast it will be new. Finally, please remember that nothing is more important than your own safetyawareness and that of your neighbor.

    2. The advent of street lighting project this year, gutter cleaning and fall cleanup is coming up quickly. We will be attempting to make this winter as hassle-free as possible by removing those annoyingleaves that create waterfalls over your porch.

    3. You should be setting a date to winterize your home. Turn off the outside water spigot from thebasement, because you no longer need to water the grass or owers. Replace your furnace lter andsmoke detector batteries. Are you traveling for the upcoming season? Make sure that you turn offyour main water supply, adjust your thermostat to at least 55 degrees and change the batteries in thethermostat even if you are not certain that they need to be replaced. One of the things that happensto an otherwise winterized home is that the thermostat batteries fail, the furnace does not turn on andthe pipes freeze. Likewise, residents turn their power off and the same thing happens. A burst pipeand water leaking for just a couple of hours is a fortune to repair.

    4. The roong project for 2011 has concluded with new roofs on 10 of our buildings, including gutters, downspouts, chimney box cladding, caps and trim work. The roofs this year, as in coming years, arerated for 40 years. I am just as interested as you are to see how the added attic insulation will affectthe interior temperatures of your home and the heating bills.

    5. The asphalt and concrete projects for 2011 are winding down and included work to Lyric Court, OldBridge, Kenyon and various other places that were in disrepair. I would like to thank all of thosewho were courteous and cooperative during the repairs, and also those who walked a little furtherto get to their homes because of it. I am much more thankful than you that the projects are complete. In terms of headaches with these projects, the residents of Old Bridge should get together with theresidents from Windsor and have a backyard party... on the front lawn. You are a perfect match.

    6. If you stop by the clubhouse to get a cup of coffee, please be careful not to spill any on the carpet asyou are walking. It is far better to ll the cup half way and make a return trip. We will typically cleanthe clubhouse carpet once per year, but I have had to call them about 3 times this year because thecarpeting was a mess. We also have lids for the cups.

    7. I know you have received your recent round of annoying bylaws amendment letters, but please donot forget to vote or it will never go away. We are within 70-80 votes of getting this resolved and theBoard has given the residents plenty of time. We are noticing that it is much more an issue of voterapathy than resistance or distrust. Thanks for your cooperation.

    3. The committee also voted to include 3 All-ages Night Swims during the 2012 season (once per month);

these night swims will not be on the calendar, but will be dependant on the weather and announced bythe posting of the yellow ag outside of the clubhouse.

    6. Lifeguards conduct was discussed: Locker rooms were not clean Deck tables & chairs were not cleaned daily Trash was not taken from the patio daily Very seldom were 2 lifeguards on the deck at one time.

The committee discussed that the pool rules should be given to each lifeguard prior to pool opening. Adocument should be written to have each lifeguard sign, indicating they have read the rules, understandthe rules, and will follow them. This way every lifeguard should have the same understanding andeliminate confusion and/or conicting information which was previously given to residents.

These issues will be discussed directly with the Property Manager, Joe Poma.

    7. A copy of the pool rules were distributed to those interested and new members.

POOL CLOSINGPARTYAlthough the weather wasnt thebest for our Pool Closing Party, everyone that attended had agood time and it didnt stopsome families from enjoying

    themselves in the pool.

The food the attendees broughtwas super and an excellent variety. We especially want to thank RobertArmstrong and Liette Paiement forthe super Pool Closing Party Cake,as seen in the picture above. It

was delicious, and didnt last long.

    We had some new residents

attend the party - one familyhad only moved into HighlandLakes two weeks prior. They

enjoyed themselves and actuallythe weather didnt keep them from

enjoying the pool. They werepleased to know that Highland

Lakes offers these types of eventsfor their residents, and they look

forward to attending other eventsin the future.

Well, thats all for the pool thisyear. Have a safe Fall, Winter, and

In our September issue we highlighted the achievements of two of our Highland Lakes residents: AI Kopack, who wonsix gold and two silver medals from the Western Wayne County Senior Olympics; and Luther Evans who made a 185yard Hole in one.

In this issue Clem Tulley and Tom Degalan have submitted an article about a young man who is returning from histhird deployment in the Middle East. We would like to recognize more of our neighbors who have a shining moment.

If you, a member of your family, or a neighbor has a very special event or experience, please let us know so we canshare that accomplishment with the Highland Lakes Community. Maybe youre celebrating a special anniversary or

Whatever the achievement-if youre proud of it, share it with your neighbors.Submissions can be placed in the Herald box at the Clubhouse or e-mailed to Wilma Leonard at [email protected].

Make sure the individual(s) involved do not mind the recognition. Material for publication must be signed.

    Sandy Nolan, Board Liaison

    Court Captain Committee

The following safety tips I received via e-mail

courtesy of Kathy Baldwin. They were written by

a police ofcer who says, You cant be too careful

    these days.

    Safety tipS

The elbowis the strongest point on your body. If you are close enough to use it, do! If a robber demands your wallet or purse, do not hand it to him; toss it away from you. Chances

are hes more interested in these items than you. Run like mad in the other direction.

If you are ever thrown in the trunk of a car, kick out the tail lights, stick your arm out of the

hole and wave like crazy. The driver wont see you, but everybody else will. (This one sounds

crazy, but at least youre taking action).

Women have a tendency to get into their cars after working, shopping, etc. and just sit there

doing a check book or making a list. Dont do this! A predator may be watching you and this is

his big chance to jump into the passenger side. As soon as you get into your car, lock the doors

and leave. If someone does get into the car and threatens you, do not drive off as he may direct

you to do. Instead, gun the engine and speed into anything, wrecking the car. The airbag will

save you. If the person is in the back seat, hell get the worst of it. You bail out and run. Its

better than having them nd your body in a remote location.

Always take the elevator instead of the stairs. Stairwells are bad places to be alone and a perfect

crime spot. This is especially true at night.

If you wake up in the middle of the night to hear all your taps outside running, do

not go out to investigate. These people turn on all your outside taps full blast so

you go out to investigate and then attack. Stay alert, keep safe and look outfor your neighbors.

These are some excellent tips. Tune in to next

months column for more safety tips.

We have many residents who have pets at Highland Lakes, so thereis an ongoing problem of improper pet waste disposal. This affects

all residents, so we are trying to improve this situation.

Pet waste receptacles called PET PAILS have been installed inmany of the dumpster areas to help resolve this problem.

As of July 1st you can find these

    receptacles in the following courts:
