Through the Tidy Towns Sustainable Communities awards program the Keep Australia Beautiful Council is proud to acknowledge

regional communities who foster sustainable behaviours and a litter-free environment.

The awards have been presented since 1969, but they have never been more relevant than they are today. Over the last decade we have seen populations decline in some 30 shires across Western Australia. Many of these communities have faced the adversity of drought, floods, bushfires and economic hardship. But when groups of people work together towards a common goal, the whole community can reap the benefits for years to come.

The Tidy Towns program offers a framework for sustainability by encouraging and rewarding positive environmental and social change in regional communities. The category awards of Waste Management and Litter Prevention; Natural Environment Conservation; Heritage and Culture; Water Conservation; Community Action and Partnerships; General Appearance; Energy Innovation; and Young Legends offer incentives to those many dedicated individuals, organisations and community groups who want to make a difference by implementing programs that have real and lasting benefits to their communities.

Strong links between local government, business, schools, community groups and residents are essential to the success of any Tidy Towns sustainable community. This year our participants have shown how effective partnerships can keep regional towns and communities

thriving. I congratulate everyone involved for your hard work, motivation, and commitment. Tidy Towns entrants are experts and leaders in community development.

Certainly it is easy to see why last year’s state winner, West Arthur took out the national award for Water Conservation and a Special Commendation for Community Action and Partnerships. West Arthur is not only tidy, but also a place with a strong community spirit and a place that is making positive changes to protect the environment.

This year’s state winner, Hedland (Port and South Hedland) will represent Western Australia at the Australian Tidy Towns awards in 2013. I wish them the very best in that competition.

I commend our judges, ambassadors, regional coordinators and the staff at Keep Australia Beautiful who have given their time and expertise to assist entrants. I thank them for their dedication and commitment.

The Department of Regional Development and Lands (RDL) is working closely with communities throughout Western Australia to build and support strong and vibrant communities. RDL proudly sponsor initiatives like the Tidy Towns awards which have a key role in encouraging and promoting activities that help boost regional areas and make

them attractive places in which to live.

Cliffs Natural Resources is an international mining company. With headquarters in Perth and Cleveland Ohio, Cliffs divides the company into Asia Pacific, Latin America and North American business units. It is the largest producer of iron ore south of the Pilbara. Its Koolyanobbing project in the Goldfields is a major supplier of lump and fines iron ore shipped from the port of Esperance. Cliffs holds the highest regard for environmental

stewardship and community relations and plays an active role in assisting various charities and contributing to community life through a range of sponsorship programs and social initiatives.

The Waste Authority is a statutory

body of the Government of Western Australia and provides independent policy advice to the government on all waste management issues. It was formed under the provisions of the Waste Avoidance and Resource Recovery Act 2007. The authority’s main task is developing a comprehensive statewide waste strategy and coordinating its implementation. The waste strategy sets clear targets for waste reduction and resource recovery, as well as laying out a plan for continuous improvement to achieve those targets. The authority consults widely with industry, the community and local government as well as associations, other state government agencies and the federal government.

For more than 40 years the Golden

West Network (GWN7) has been an integral part of the WA landscape, broadcasting the very latest in news and events and entertaining regional Western Australians. GWN7 is actively supporting and promoting Tidy Towns Sustainable Communities by taking its messages, initiatives and stories to a potential audience of 544,000 people.

State Tidy Towns – Sustainable Communities Winner

Hedland Hedland (Port and South Hedland) is a dynamic community of more than 20,000 people located in the Pilbara region of Western Australia. The original inhabitants, the Karriyarra people, call the place Marapikurrinya for the hand shaped formation of the tidal creeks coming off the natural harbour. The town is undergoing an enormous amount of change, with the resource industry continuing to expand the port and a number of new facilities and amenity improvements being delivered through the Pilbara Cities and Royalties for Regions programs.

Events and activities in Hedland are key to community capacity building. Examples of recent cultural initiatives include the commemoration of the 100th anniversary of the sinking of the SS Koombana; interpretation of the old Port Hedland cemetery (including ground probing radar); culinary events; Australia Day and International Women’s Day celebrations; promotion of the work of Indigenous artists; exhibitions and workshops; outdoor movies; and events to welcome visitors. One of the largest community events is a welcome day for passengers onboard

are encouraged to meet and farewell the liner. During the day, disembarking passengers have the opportunity to watch artists at work, to buy goods at food stalls and markets and to enjoy live music.

A number of initiatives engage the community to care for Hedland’s beaches. ‘Care for Hedland’ volunteers have built on their existing fox trapping and turtle monitoring programs with reef walks. The walks aim to expose community members to the wonders of Hedland’s marine life on the town’s doorstep. Volunteer turtle monitors also walk daily on the beach from October to March, and in addition to turtle monitoring, they also collect litter and any other debris that washes ashore. A ‘turtle interpretive loop’ was added in 2011 as another means of engaging the community in caring for the environment.

Beaches are targeted sites for Clean Up Australia Day and they have adequate and well-placed rubbish bins that are emptied regularly. Through generous local sponsorship, bollards have been installed to discourage driving upon the sand dunes that surround Pretty Pool Beach. Among other great initiatives, is a trails master plan for a walk and cycle track to link the northern and southern parts of the town.

Several initiatives divert the amount of waste dumped into landfill. The long-running ‘Cash for Trash’ program is highly successful: it enables the community to recycle cans and bottles in a remote regional area where there are limited recycling opportunities. Green waste mulching and white goods recycling is also active.

Hedland Council, businesses and households are strongly embracing the issue of water conservation, with Hedland now is in its third year of working towards Waterwise Council accreditation. Four local businesses have also achieved Waterwise status.

The Water Corporation’s free H2ome Smart program (designed to help save water through small changes), has had a good take-up. Results of the H2ome Smart program to date have been very good with 1,189 households signatories, 106 new irrigation controllers installed and many equipment retrofits. BHP also runs an H2ome initiative for their employees in Hedland, with 180 participating households. With all programs combined, this is an impressive take-up so far of around 23 per cent. In addition, 50 data loggers have been installed on selected non-residential meters and smart meters are soon to be installed.

This is the second time Hedland has been a state winner which shows that the development of strategic partnerships, community pride and spirit paves the way to sustained social and environmental success.

Community Action and Partnerships Award

The essence of community action and partnerships is to involve a range of different organisations, groups and individuals in planning and implementing community projects. This includes motivating and promoting youth participation, working with volunteers, training and mentoring local members and involving small business, local government and industry.

State Winner Community Action

KarrathaKarratha, located about 1,500 kilometres north of Perth, is the youngest and fastest growing town in the Pilbara region. The current population of about 18,000 people includes a large contingent of ‘fly-in fly-out’ workers. Karratha’s economic base includes iron ore and salt operations, the North West Shelf venture, and liquified natural gas.

The Karratha community is well serviced by the CARE group, ICARE group, many industry and business groups and numerous volunteers. There are very strong partnerships involved and the achievements in litter management and cultural areas are truly inspiring.

The three-year old Karratha CARE group (Communities Against Rubbishing our Environment) is a not-for-profit community organisation that has once again worked tirelessly towards its vision ’to make the Shire of Roebourne a cleaner and safer place to live and visit’. The group organises regular community clean-ups: this year they conducted eight events involving 411 community volunteers and 899 volunteer hours.

Tinto Iron Ore, Rio Tinto Dampier Salt Limited and Woodside Burrup. To address roadside litter along principal roads and industry corridors, ICARE partners have adopted individual road sections and conduct at least four roadside clean-ups per year. ICARE collected 1,100 bags of rubbish which needed 330 industry volunteers and about 500 volunteer hours.

Karratha has also developed a plan for kapok removal and is continuing work on the Jaburara Heritage Trail and the removal of graffiti in the Dampier Archipelago and Burrup Peninsula areas—specifically near Aboriginal rock art.

Impressively, Karratha’s Clean Sweep Taskforce has five highly significant initiatives to address crime prevention, alcohol issues, litter, graffiti and road safety.

General Appearance Award

General appearance of a town helps to identify its purpose and personality and can be a drawcard for tourism. Judges assess many aspects of appearance including, but not restricted to, entries/approaches to town, business and retail areas, sporting areas, public parks and gardens, private homes and gardens and streets including footpaths and verges. 

State Winner General Appearance

LeonoraThe historic goldfields community of Leonora is located in the northern goldfields region of Western Australia, 832 kilometres north east of Perth and 235 kilometres north of Kalgoorlie, on the Goldfields Highway. Leonora is primarily a mining town and it also serves as an administrative hub for the Northern Goldfields region.

The community of Leonora has undertaken a huge amount of work to rejuvenate and improve the available facilities within the town. The town has undergone a significant facelift recently with the Shire funding and coordinating with local shop owners and occupiers to refurbish, repair and repaint all shop fronts located in the CBD area.

The three main sporting areas in Leonora were overhauled in 2011–12. A new lawn bowling facility was completed and officially opened in October 2011. It boasts a state of the art bowling green with artificial turf, retractable overhead shade sail, large club room facility, kitchen, bar, change room and ablution facilities. In addition, the new sports club room facility was opened in October 2011. A manager’s cottage was also installed as part of this project to minimise any vandalism. Finally, the tennis/basketball courts were refurbished.

Accommodation options around Leonora have also undergone significant works. At the caravan park new units and chalets have been installed and the gardens have become a little oasis in which guests can relax. The Leonora Motor Inn has also upgraded its visitor accommodation with a number of new, modern units.

The Leonora community and the shire have demonstrated extraordinary dedication and a considerable financial commitment to the town and surrounding region’s history, particularly heritage works in the Gwalia precinct and Hoover House/Museum.

Waste Management and Litter Prevention Award

This category assesses innovative methods and leadership in the provision of recycling and disposal amenities, participation in community clean up days and education and awareness programs. 

State Winner Waste Management and Litter Prevention

QuairadingThe central wheatbelt farming community of Quairading is located 168 kilometres from Perth. Quairading has a population of 700 people in the town and 600 in the surrounding shire. Farmers are engaged in growing grain and raising sheep and fat lambs.

A Waste and Recycling Facility (WRF) opened in March 2012. The WRF consists of various sheds, sorting conveyors, hopers, balers, recycle drive-through and a general waste drop-off wall.

The Shire of Quairading sees itself as a leader in waste and recycling within local government. With the support of Council, the Shire has delivered this project within two years, culminating in the commencement of their own kerbside program this year.

The WRF has provided four new jobs. It services Corrigin, Narembeen, Kulin and Kondinin and handles around 26 tonnes per month.

Quairading WRF has also been offered the waste from Merredin and is in negotiation with other surrounding shires like Bruce Rock, Cunderdin and Tammin.

Glass is being stockpiled and recyclables back-loaded to save transport costs.

The Quairading District High School has been involved in the Department of Environment and Conservation’s Waste Wise Schools program for four years and has a sustainability committee. The committee helped set up activities including auditing, material sorting for recycling, waste minimisation (through reuse, reduce, recycle, repair and rethink), recycling food scraps, a chook pen, organic gardening, worm farms, art projects, and waste-free lunches.

Additionally, the Tourist and Tidy Committee provides ‘green bags’ to shopping outlets towards the development of a plastic shopping bag free town.

Quairading is congratulated for its leadership in waste management and litter prevention. It is excellent to see that the WRF is delivering a cost benefit over the previous system.

Natural Environment Conservation Award

The natural heritage of Western Australia is very diverse and unique and any project which demonstrates sustainable management or interpretation of the environment is eligible for a Tidy Towns Sustainable Communities award.

State Winner Natural Environment Conservation

GnaralooGnaraloo Station is situated adjacent to the Ningaloo Marine Park in the Ningaloo Coast National Heritage listed area, and has significant rookeries of highly endangered sea turtles, including the third most significant Loggerhead breeding area in Western Australia (WA) as well as Hawksbill turtles and Green turtles.

It is a unique ‘community’ because it is one of the only non-mining owned pastoral stations in Australia with a full-time senior environmental scientist. A number of outstanding actions are being undertaken. These include an internationally renowned turtle monitoring program which engages three Marine Science graduates, a fox control program, seed bank establishment and litter prevention.

The Gnaraloo Turtle Conservation program was established in 2008 in order to monitor the numbers of endangered sea turtles in a rookery at Gnaraloo Bay. In the first week of monitoring there were confirmed losses of more than 30 per cent of turtle nests.

A fox baiting program was then established with partnership from Animal Pest Management Services. The fox baiting program has been so successful that no turtle nests have been lost to fox, dog, or cat predation in the last two years.

Visitors to Gnaraloo have access to educational materials including signage, a comprehensive website and pamphlets on subjects such as water use, waste management, firewood, beach driving, fish and sea turtles.

The effort, time and expense that have gone into these projects make Gnaraloo the very worthy state winner of the 2012 Natural Environment Conservation Award.

Heritage and Culture Award

Each community’s cultural identity is comprised of a range of factors, including the people, places and events that define it. Enhancing cultural identity may involve planning, local government liaison, education and awareness programs, community involvement and innovation. It is hoped various projects in this category will contribute to building a strong sense of place in regional communities throughout the state. 

State Winner Heritage and Culture

KalbarriThe town of Kalbarri is situated on the mid-west coast about 600 kilometres north of Perth. With a population of 1,800, Kalbarri relies on just two industries for it economic sustainability: tourism and fishing. Kalbarri has a diverse and large natural environment, including the Kalbarri National Park, Murchison River and estuary, river gorges and coastal cliffs.

The Zest Festival, a new cultural initiative, was launched in Kalbarri this year. It was run in conjunction with the annual Kalbarri Canoe and Cray Carnival, which celebrates Kalbarri’s connection with the crayfishing industry and its links with the Murchison River.

The Zest Festival is a five year event starting this year with the 300th anniversary of the Zuytdorp shipwreck. It will run until the 400th anniversary of the landing of Dirk Hartog in 2016.

Zest Festival 2012 celebrations included the opening of the Zuytdorp Memorial by Dutch Ambassador, Willem Andreae and Northampton Shire President, Gordon Wilson.

The Dutch Ambassador also opened the ‘Still Life Our Life’ art exhibition, which celebrated Kalbarri’s connection with the history of the Kingdom of the Netherlands. Creative works by

artists that reflect Australian life—domestic or exotic, the past or present, life’s passions and possibilities—were exhibited in conjunction with images of Dutch still life, domestic and seafaring paintings from the Rijksmuseum and the National Gallery of Art, Washington. The opening was broadcast live to Middelburg, the birthplace and the port from where the Zuytdorp set sail.

The Western Australian Museum supported the festival by lending a number of artefacts from the Zuptdorp shipwreck for exhibition.

Other elements of the Zest Festival were a Chamber of Rhetoric with bonfire storytelling, live Dutch baroque music, and a trade winds tasting tent where people could sample a number of foods that utilise spices that were traded by the Dutch East India Company.

Additionally, Kalbarri District High School teachers prepared students for the event by covering Dutch culture, language, artworks and local Aboriginal history lessons.

Water Conservation Award

The single most important element of sustainability in Australia is water— without water there is no community. This category assesses water management planning, local government liaison, education and awareness programs related to water, community involvement and developing innovative methods of water harvesting, recycling and reuse.  

State Winner Water Conservation

Southern CrossThe town of Southern Cross (population 800) is located in the Shire of Yilgarn on the Great Eastern Highway, some 370 kilometres from Perth. The main industries of the community are gold, iron ore, nickel, salt and gypsum mining. Farmers are also engaged in grain growing and raising sheep and cattle.

Southern Cross is obviously aware of their limited amount of water and, since their state win for this category in 2010, has continued with water conservation and collection initiatives.

Regular education programs and a garden competition are run to promote native waterwise plants and a waterwise plant display at the local agricultural show promotes plants, techniques and actions.

Gardening workshops are planned and the caravan park continues to propagate and sell local native plants.

The sewage treatment system at Southern Cross is now accepting wastewater from an additional two mines, bringing the total to four. The waste water is processed and used for reticulation purposes around town through an extensive reticulation network.

A new tennis and bowling complex at Southern Cross demonstrates strong engagement in water saving initiatives: landscaping with native plants, laying of synthetic turf to courts and greens, collection of stormwater from the roof for flushing toilets, and harvesting water runoff from the car park. These initiatives set fantastic examples of what can be achieved if water conservation is considered at the initial building design stages.

Energy Innovation Award (new in 2012)

Large greenhouse gas emission reductions can be made through simple energy efficiency improvements with additional cost saving benefits for householders, businesses, community groups and councils. Projects that are highly regarded by Keep Australia Beautiful encourage community education and involvement in the planning, development and/or implementation of innovative strategies which focus on renewable energy use and climate change issues. 

State Winner Energy Innovation

EsperanceEsperance, the home of the first commercial wind farm in Australia, has a population of 14,500. It is located on the Southern Ocean coastline, 750 kilometres south east of Perth. Agriculture, fishing and tourism are its main industries.

Esperance is showing strong leadership in alternative energy sources and energy use reduction. Impressively, the Council has committed funds in last three budgets for energy initiatives. Energy audits are planned for all civic buildings and the Shire has also funded a consultancy to prepare a joint funding application to retrofit street lights to low-energy, long-life LED lighting.

One of Esperance’s impressive new energy saving initiatives was to install solar panels at the Bay of Isle Leisure Centre which generate seven per cent of energy consumption.

An energy audit of the centre was completed and a number of recommendations implemented. The control system was modified, housekeeping was improved and lighting adjustments were made to reduce energy consumption. Swimming-pool blankets with automatic retrieval systems were installed. This has seen a significant reduction in water heat loss.

Heat exchange system actuators were upgraded with additional valves to improve hot water efficiencies.

A Staff Sustainability Working Group explored various options for the leisure centre including potential geothermal initiatives to replace gas.

Esperance, with local government neighbours in the Goldfields-Esperance region, are considering a joint funding application that will see nine local government authorities contribute regional funding to leverage state and federal funds to retrofit civic buildings with energy efficient lighting and fixtures and to build a business case for the production of energy for sale into the grid. If successful, that project will assist all local governments in the region to become more sustainable.

Young Legends Award (new in 2012)

This category provides a platform of respect and opportunity for the best ideas and sustainable actions that young Western Australians have to offer. It is judged on whether environmental or social achievement has come about through youth initiative and/or by a community which encourages and promotes youth initiative. 

State Winner Young Legends

Broome Bush RangersBroome is located on a peninsula in the north of Western Australia in the Kimberley region. Much of the local industry and community recreation is based around the marine environment: these industries include pearling, fisheries, marine exploration and marine based hospitality and tourism.

This is the first year that Bush Rangers have been independently involved with the Tidy Towns Sustainable Communities program. Bush Rangers have delivered some outstanding results in providing fellowship, a safe place, education and community service including social and environmental activities.

The Broome Bush Rangers, in collaboration with the school and Yawuru Rangers, work on environmental issues including conservation and rehabilitation—such as cleanup days, weed eradication, implementing salinity and erosion reduction strategies and identification, and rehabilitation and protection of local and indigenous flora and fauna.

Broome Bush Rangers have also participated in cane toad busting and native sea grass monitoring.

Another inspiring initiative by this group is the adoption of the Germanus Kent Aged Care Facility. Rangers pay weekly visits to residents (90 per cent of whom are Indigenous people). This is building relationships with community Elders, through sharing stories (recording and writing up little books), artwork, dancing, and general fellowship. Empathy for others is extended by a ‘Sleep Over for Homeless’ event at the school.

Perhaps the most inspiring aspect of Broome Bush Rangers is the strong sense of ‘family’ and the development of a caring and sharing environment. It has proven to be the one umbrella program that caters for everyone, including the disabled.
