How to buya new-buildhouse or flatBUYING a new-build property can be a smart way ofcreating a ready-made home.They can offer many advantages over their older coun-terparts, such as being more energy efficient and includingthe latest fixtures and fittings.And the purchase of the property may also include fin-ancial incentives from the developer.But there are other things to consider as well to ensureyour purchase goes smoothly.These include choosing a property developer that meetsyour requirements and conducting sufficient inspections.Here are some of the most important points to rememberwhen buying a new build:■ NHBC membership: When looking for a new-buildhouse, check that any builders you come across aremembers of the National House-Building Council (NHBC)to ensure the property is built to a high quality. The NHBCwill inspect the property to check that standards are beingmaintained during construction.■ Negotiate with the house builder or agent handlingthe sale: You may be able to negotiate the price of theproperty if there are homes that have remained unsold forlonger than expected on the developer’s site. If the builderhas targets to achieve and the properties need to be soldsooner rather than later, you may be able to negotiate abetter price. In addition, see if you can negotiate extras,such as flooring, having the garden and curtains.■ Choose a solicitor that has experience of new-buildhomes: They will have the experience to negotiate withbuilders for retentions and they can advise you aboutdelaying completion until problems or snags are sortedout by the builder. If possible, try to use an independentlyselected solicitor or perhaps one that family or friendshave used.■ Snagging: The term ‘snagging’ is used to describeminor errors or defects in the property that will need to becorrected by the builder. Before the legal completion date,make sure you – or a professional snagging company –conduct a thorough snag inspection of the property toidentify any problems that need addressing. These mightinclude doors not opening and closing properly, fixturesnot being installed correctly, or faulty water pressure.■ Re-inspect your property: After the first six months ofliving in your property, conduct another inspection, or notedown any problems with the property since you’ve beenliving there and notify the developer in writing. Your build-ers are obliged to fix problems identified within the firsttwo years of completion, otherwise the NHBC will. Normalissues, such as shrinkage and drying out, are not coveredby the warranty.

WE all know that the most important factorwhen purchasing a property is its location butwhat about those extra features?What are the items that are most likely to tipthe balance for a sale in the Plymouth area?Location still plays a major role in the answerto that question because those looking for ahome beside the waterways and beaches ofthe South Hams are more likely to requestsome moorings for their boat whereas thosewho prefer living inland will probably wantsome extra acres to give them privacy andperhaps even keep a bit of livestock.In the family orientated areas of the city thekey factor seems to be room to develop andcreate extra bedrooms.A conservatory is always a popular addition toa property because it provides another recep-tion room and makes a house more versatile.But one common denominator for every areaseems to be space.“Overall I would say space is always a pri-ority,” said Joanna Brooks of LuscombeMaye’s Newton Ferrers office.“People always want the maximum they canget for their money.“Also at the top of everyone’s wish list is alarge kitchen. People are obsessed with thesize of the kitchen these days.“They want large open-plan spaces they canlive and eat in as well as cook in and if ahouse hasn’t got that already they go aroundtapping the walls to see if they can knockthem down to create one.“They want the room to upgrade to a largeopen-plan kitchen.“People also love gadgets. Today’s fitted kit-chens have so many gadgets and gizmos andpeople love to have all those alreadyinstalled.”It is rare in any area to find someone who asksfor a house with a swimming pool.All of the agents we spoke to say that fewbuyers request them and in many cases theycan even make a property more difficult to sell

as they are seen as expensive white ele-phants.Sarah Carter-Shaw of Fulfords Plymstockoffice says that hot tubs, however, are a dif-ferent matter.“At the luxury end of the scale hot tubs seemto be the ‘must have’ item of the moment,”she said.“We are selling a lot more properties wherethey are a fixture andit is definitely a pop-ular item to havebecause unlike aswimming pool it isrelatively easy andcheap to maintainand you can use it allyear round whateverthe weather.“We recently sold aproperty with onewhich was on adecked area outsideunder a pergola andthe family that boughtit are delighted because even through therecent cold snap they were all able to sitoutside and enjoy it.“They are not that expensive but they add areal touch of luxury to any size home and arevery popular.“Swimming pools not so much, because theyare perceived as comparatively expensive torun and maintain and people don’t feel theywill use them enough to justify the cost.”Over in Plympton Suzanne Roberts of Con-nells agrees: “We don’t have a lot of call forswimming pools.“People are not so keen on them because theyfeel they won’t be able to get much use out ofthem in our climate.“Conservatories are always good if they addmore living space but again they aren’t at thetop of everyone’s wish list.“Some people do like to have a bit of land with

the property, especially if it adds privacy andgives them a large garden where they cangrow their own produce.”She says that a popular request from a lot ofher clients at the moment is a granny annexe –or at least the space to create one.“It’s our most asked for feature,” she said.“In this area we wouldn’t be asked for thingslike moorings although some people do seem

to want land.“Obviously at ourPlymstock office itwould be a differentstory because, cover-ing places like Wem-bury and other areasof the South Hams,people are looking forhouses near a beachor water but inPlympton it is mostlyfamily property.“One of the things alot of people seem to

be looking for is a home that already has anestablished granny annexe or a house whichhas the potential to create one because theywant one or both parents, mostly mum ormum-in-law, to come and live with them but atthe same time maintain their independence.“Houses like that are not that easy to find. Werecently sold one that had a ready-madegranny annexe and there was a lot of interestin it as it was at a very affordable £180,000.“Usually those sorts of properties are in the£500,000 price bracket and not everyone canafford it.“We are finding that there are a lot of first-timebuyers back in the market now thanks to theGovernment’s new five per cent depositscheme and they are competing with cashbuyers who are still buying property as aninvestment.“Most of them prefer houses to flats and theyare particularly keen on properties which theycan do up and add value to.”And Ms Carter-Shaw said it was a similar storyin Plymstock: “It depends on the size of theproperty but we find a lot of people are askingfor a loft that they can convert so they can addan extra bedroom.”In the South Hams, particularly around New-ton Ferrers and Noss Mayo, it will always be awonderful outlook that is the most in-demandfeature.“In our neck of the woods everyone wants aview,” said Joanna Brooks.“They like to be able to see the water – theydon’t want to be looking at a brick wall.“Immediacy to water is a priority for a lot ofpeople out here.“Everyone wants to be able to stick their toe inthe water and if they can have the view andmoorings that makes a property very desirableindeed.”

Smart way to searchby Louise DanielYOU’VE probably seen them in magazines, onproducts in the supermarket, on signs, at busstops even posters and business cards.QR codes are the simple and fast way to getthe information you need on the productsaround you.QR code is an abbreviation for QuickResponse Code.The black and white dots are a matrix barcodeor two-dimensional barcode first designed forthe car industry in Japan.It offers fast readability and greater storagecapacity than standard barcodes and can beused to track products, identify items, readdocuments and in general marketing like pricechecking and website URLs (so you don’tneed to type in a full web address).It is quick and effortless and takes you to theinformation you need much faster.The Herald began using QR codes in Home-Seeker two months ago as a way for readersto go directly online to the houses they areinterested in.

RECENT weeks have thrown up a series of starkreminders that we cannot be complacent abouthaving enough money in our later years.Firstly, the Government has unveiled proposals toclamp down on charges for managing people’sretirement savings pots.Variations in these charges may look small, but theycan eat up huge sums from the amount you even-tually have when you come to retire.A consultation paper proposes to limit the chargesthat providers can levy for managing a pension potto a maximum of 0.75 per cent a year.Other options being considered include a higher capat 1 per cent, or a ‘two-tier’ cap where most fundsare limited to 0.75 per cent but can go up to 1 percent if they can justify to the Pensions Regulatorwhy they should be allowed to charge more.Any final cap might lie somewhere between the twolevels suggested.These percentages may look pretty insignificant, buteven adding a fraction of 1 per cent to an annualcharge can wipe tens of thousands of pounds offyour eventual retirement fund.The Government has said that someone who saves£100 a month over a typical working lifetime of 46years could lose almost £170,000 from their pensionpot with a 1 per cent charge, and over £230,000with a 1.5 per cent charge.A pension saver with a 0.75 per cent annual chargeon their pension pot could eventually end up£100,000 better off than if they had been charged arate of 1.5 per cent.Once the new rules are finalised, they will be intro-duced next year, as landmark reforms automaticallyplacing people into pension schemes continue to berolled out.Automatic enrolment will eventually see up to ninemillion people either saving into a pension for thefirst time or putting more aside as companies arephased into the initiative over the next five years.The programme was launched last autumn withlarger firms, which tend to have more experience ofpensions and also have the clout to negotiate gooddeals for their workers.Pensions Minister Steve Webb has raised concernsthat smaller employers could struggle to negotiatethe same low charges from pension providers thatlarger companies have been able to, or that theymay use high-charging older pension schemes.These moves have come amid warnings from fin-ancial experts that people who are pinning theirhopes on an inheritance windfall to fund their oldage could be relying on a risky strategy.

Recent Office for National Statistics (ONS) researchhas shown that an estimated £75 billion worth ofassets, including cash, property and jewellery, washanded down in wills in Britain between 2008 and2010.But three-quarters of these assets went to just one-fifth of those who received an inheritance over thisperiod.The ONS found that you are more likely to come intoa bequest if you live in a wealthier household, havea management job, a university-educated father and– as women tend to live longer than men – arefemale.Looking at what’s in store in the coming years, theresearch said that a peak of seven in 10 (69 percent) people owning their own homes in 2001 couldleave more people with assets to pass on to theirchildren.But it also warned that future generations expectinga windfall are likely to see their inheritance potsevaporate due to the costs of caring for an ageingpopulation.The report said that such expenses “are likely todiminish, if not exhaust, assets which might tra-ditionally have been passed on to others”.Another piece of research also raises new concernsabout our retirement saving habits.A report from Scottish Widows has found that morethan a third (37 per cent) of women have no privatepension, while for men this figure is just over aquarter (27 per cent).Just two-fifths (40 per cent) of women were found tobe saving adequately for their retirement, marking anew low for the report, which has been runningsince 2006.The report has urged politicians and the industry to“work harder” to understand the obstacles faced bywomen trying to build a retirement pot faced bywomen – they are often forced to prioritise moreimmediate family needs over long-term saving.It also uncovered a “black hole” where around a fifthof women were relying on their partner’s pension tosupport them in later life, but they were oftenunclear how their partner’s savings and their ownwould be divided if their relationship broke down.What seems very clear from all these differentpieces of information is that talking about financesnow could help us become better-prepared for ourlater years.

■ AROUND one in 11 (9 per cent) UK homeowners has a lodger in their home as thefinancial squeeze continues.The ‘rent a room’ trend provides UKhomeowners with over £3.3 billion per year inrental payments – an average of £164 permonth for each recipient, Santander Mort-gages found.The research suggested there is a potential£38.9 billion of rental income to be made inthe UK from renting out spare rooms, butnearly nine out of 10 UK homeowners (87 percent) with a spare room choose not to rent itout.Phil Cliff, director of Santander Mortgages,said: “The ‘rent a room’ trend is clearly onthe rise as the squeeze on the cost of livingdrives homeowners to look for ways to sup-plement their disposable income.”

■ THREE-QUARTERS of people check theirchange when paying by cash, but only halfbother to make sure their bank statementsare correct, a comparison website has found.The findings come despite 19 per cent of2,000 consumers, surveyed by comparison

website GoCompare.com, saying they hadbeen a victim of fraud in the past wheremoney had been taken from their bankaccount.Some 73 per cent of people said they checkthey get the right change handed back tothem at the till, but just 55 per cent said theyproperly go through their bank statementsand/or credit card bills.Meanwhile, 57 per cent of people said theyask for a receipt for everything they buy.

■ EQUITY release describes a range ofproducts tailored to older people, typicallythose over the age of 55.They allow you to release the cash tied up inyour home without having to move out.The products will generally allow you to stayin your home for the rest of your life, unlessyou have to move into long-term care or youbreak the terms of your contract, forexample, letting your house fall into disrepair.The schemes can be helpful to some peoplebut are not suited to everyone as they can beexpensive and lack flexibility if your circum-stances change.

BRITAIN’S housing crisis is putting parents undermore financial strain than ever in the South West.Against a background of soaring housing costs,parents are forking out just so their struggling adultchildren can rent a home, a new survey reveals.A ComRes poll of parents for the National HousingFederation shows that in the South West there aremore parents paying some of their adult children’srent than there are helping them buy a home.Adult children are now also asking parents formoney towards rental deposits as the severe short-age of housing pushes rents up.Private rents in the South West are now an averageof £610 a month and are predicted to rocket 49 percent by 2020 to £906 a month.This raises the prospect of parents having to dipinto their savings and delay their retirement plansjust so their children can live independently.The survey found that, of parents who provide someform of financial help to their adult children livingaway from home, more than one in ten help withmoney towards rent or towards a deposit to buy aproperty, while smaller proportions help with moneytowards a deposit to rent a property or mortgagerepayments.With thousands locked out of home ownership andstruggling with rents, the Yes to Homes campaign isasking people and families to speak up and say theywant more homes they can afford.If the projected regional increase occurs equallyacross all areas, Bath and North East Somerset UAwould see the steepest increase in rental prices inthe South West by 2020.National Housing Federation External Affairs Man-ager for the South West, Catherine Brabner, said:“The housing crisis in the South West is having a

domino effect through family generations becauseyoung people in decent jobs are relying on theirparents just to rent a home – never mind save for amortgage deposit.“This is putting pressure on parents who are pickingup the tab because for decades we haven’t builtenough homes.“We need to start building quality homes for theright prices in the right places – otherwise rents willcontinue rising, young people will continue strug-gling and the ‘bank of mum and dad’ will eventuallygo bust.“But families in the South West don’t have to waitfor the Government to make this change.“If people reach out to their councillors and tell themabout their housing concerns, communities can getthe homes they desperately need.”
