Myerscough College is a thriving, specialist land based and sports college providing further and higher education courses with significant employer engagement and commercial activity.

The main campus is in Bilsborrow, near Preston, with significant other centres in Liverpool and Blackburn and specialist provision in Manchester.

It is rated as very good for financial health and outstanding for financial management.

Aims & Purpose:

To provide inspirational leadership, development and direction across college

To deliver the strategic plan targets as set by the Corporation

To be responsible for strategic financial planning, financial management & budget setting and control

To provide positive leadership to the Finance, data management, examinations, corporate services, catering, residential and commercial services teams.

To deputise for the Chief Executive & Principal

Senior Postholder:

To act as a Senior Postholder for the College undertaking duties as delegated by the Principal and Chief Executive or Corporation, to include

To act as lead executive team member for the College’s Audit & Governance committee.

To act as joint lead executive team member, with Deputy Principal Resources, for the College’s Finance & Resources Committee

To attend Corporation meetings and Governor training sessions as appropriate

To act as dismissal officer

To act as hearing officer for grievances and performance investigations as required

To act as hearing officer for student disciplinary investigations associated with residential provision

To act as appeals officer in absence of Principal & Chief Executive where the postholder has not previously been part of the investigation

To act as deputy for the Chief Executive & Principal across the whole spectrum of activities

To lead the strategic financial planning and budget setting process

Have direct responsibility for the management and operational staff associated with finance, corporate services, commercial activities, catering, residency, data management and reporting

Ensure Myerscough meets all financial and legal responsibilities

Act as Risk Champion

Lead and motivate staff so that all areas of responsibility contribute positively to student and staff experience and the achievement of the strategic plan

Ensure provision of effective administrative support across the college campuses

Undertake investigations into complaints, grievances and disciplinary actions

Undertake staff appraisals as appropriate

To promote a cross College approach in all activities and initiatives

Strategy & Policy:

Support and develop the strategic and operational plans for Myerscough

Lead policy development in light of Government, funding or other Stakeholder priorities

Develop strategies for all areas of responsibility

Ensure the development of entrepreneurial activities within the College to grow studentnumbers, increase and diversify sources of income.

Finance:

Take overall responsibility for college financial planning, production of all financialdocuments and management of forecast and actual budgets to meet the requirements of College’s short, medium and long term strategic, financial and business plans

Ensure cashflow, treasury management and lending arrangements (including bankcovenants) are well managed and controlled, including the management of the relationship with College’s bankers, external and internal auditors

Lead on the College’s financial governance and risk management obligations throughdevelopment of robust systems to meet requirements of external bodies as required

Responsible for College’s strategic financial planning, procurement, accounting andFinancial stability, ensuring a robust framework of financial management and contract compliance

Lead on management of strategic and operational risks across the College through thedesign and development of processes, systems and working practices that enable the identification of risks and effective risk management

Lead on production of College’s annual statutory accounts, ensuring that they comply with accounting and all reporting standards.

Manage all funding contracts, ensure all contracts are delivered and opportunities maximised.

Assess College area business plans to ensure robust financial assumptions and projections to enable decision making

Ensure a full financial advice service is available to students

Management of the wide range of College bursaries

Commercial Activity:

Develop a commercial strategy to maximise the utilisation of college assets for the financial benefit of the college

Oversee the cross college catering and residential support teams

Maintain the Ofsted recognised ‘outstanding’ provision for residential provision and student support

Corporate Service Management:

To provide an efficient, effective and economic administrative support team across the college

To act as College Secretary and ensure legal compliance and oversee contracts

To oversee all college complaints in a timely and effective manner

To act as Data Protection and Freedom of Information Officer

Ensure Corporate Services meet the needs of staff and students through outstanding support and service

Data Management:

To ensure accurate timely returns to all funding partners

To ensure accurate, timely student and financial information is available at all levels to support decision making

Ensure the college meets the requirements of the Education Funding Agency, Skills Funding Agency, HEFCE, ESF, UCLan and all funding partners & other stakeholders

Relationships:

Deputise for the Chief Executive & Principal and represent the College at external and internal events as and when required

The type of qualification required depends on a number of factors, including the date on which employment commenced and the type of post which is held.

The Corporation will review with the teacher/assessor, either prior to commencement of employment or shortly thereafter, the qualifications required for the post and will provide such assistance as it deems reasonable to enable employees, if required, to secure requisite qualifications.
