II Presentation -Downtown Jnvestment Authori ty (DJA)

Mr Wallace Chief Executive Officer of the Downtown Jnvestment Authority (DJA) Ms Coles introduced Mr Wallace 1 Chi ef Executive Officer of the Downtown Investment Authority (DIA) A few months ago this board had wanted to know more about different projects ongoing in the heart of Jacksonville

Mr Wallace has worked within Community Economic Development for 20 years and ran Miami Dade Economic Development from a Deputy Director standpoint No stranger to CDBG ESG HOPWA HOME NSP etc Has a lovehate relationship with HUD Love when programs work the way he wants them to and hates some of their rigorous restr i ctions etc Real Estate and Housing Development is a passion for him Does not like terms like affordable housing etc because it causes a stigma When the opportunity to work downtown developed four years ago he j umped at the chance His talk and presentation blends Market Rate Housing Affordable Housing and Workforce Housing as well as some Commercial Development The 2025 Master redevelopment plan Mr Wallace directs attention to his Presentation - the presentation I attached to and incorporated into these minutes

Commissioner Grant When you talk about affordable housing in LaVilla and on the Southbank how would a person like me working now transition to workforce housing

Mr Wallace The Southbank has workforce housing and transition would be easy What they are trying to do is make steps and levels for people to be able to move up Trying to make steps and levels for people as they move up in their lifestyles that they have various different opportunities and dont feel like they always have to live in one type of housing That they have opportunities to l i ve where they want

Commissioner Grant If I move from my home - 100 of what youve talked about so far is rental

In LaVilla townhomes are projected and they would be shared equity Used in Miami and Detroit it is the best way to help you get into that home and the property would appreciate All about appreciation when you move from a rental to home ownership Basically lets say that you need 10 down payment and you come to the table with 2-3 and follow an actual program that does the other 6-7 that allows you to get into the actual home If you sell it you have to pay back a of the appreciated amount and the 6-7 that helped you get into the home Paying back that money allows us to recycle the funds and help someone else get into a home That is a shared equity program

Commissioner Galavis Has there also been talk regarding high speed transportation coming into the Jacksonville area

Mr Wallace White Line is doing a wonderful job in Miami to Orlando and they would love to see it come to Northeast Florida However they are hoping that Amtrak will one day move its current location and head into the LaVilla area They are trying to reshape that into a modern day 21st century modern day hub Will they be able to get the train up to Northeast Florida That is a discussion they will need to have with FEC as well as CSX As more of our younger constituents and citizens move toward the thought process of I dont want to drive I dont need a car I need more transit that is going to drive the conversation

Chair Wakefield Thank you for the presentation I appreciate it Just two quick questions 350000sf holds how many workers

Mr Wallace Its a custom build situation so you could basically figure that 350000sf of office space will net approximately 1500 jobs

Chair Wakefield I appreciate the strategy and thought for 2025 but is there any thought to after 2025 Is there a general path or any idea of where we are heading towards

Mr Wallace Cities that do it right - real esta t e cycles go in decades You look at it from a 10 year standpoint Starting in 2014 and ending 2 025 In 2025 we look at the previous 10 years and determine what we accomplished and what we didnt accomplish Why didnt we accomplish it Is it something we need to put off to the next decade We will get to 2026-2036 when we get to 2024

Mr Wakefield Plan is to relocate the Convention Center Any thoughts or plans on that or will that come in the next decade

Mr Wallace It will take time to get the Convention Center moved It will probably go into the next decade I already know what we are trying to do with the Entertainment Sport Complex Center etc but there are things that must be done prior to moving the Convention Center

Chair Wakefield I understand that there are new restaurants etc downtown (and I need to come down and check some of them out ) What incentives are in place to attract businesses to downtown Does e veryone get the $40K

Mr Wallace We have a retai l enhancement program thats available

Commissioner Arias That is one of the reasons he has not opened his restaurant downtown yet - because of the lack of people He cannot rent 247365 until just 4pm in the afternoon He needs to be able to stay open and profitable until 9pm

Mr Wallace That is a great critical constructive assessment of where we are at right now We are not to the place where its attractive to Member Arias to move to downtown but they are working on it

IV Chiefs Report Diana Seydlorsky

Chair Report - David Wakefield very little specifically to report at this time He and Barbara have had some discussions and the biggest thing at this time is regarding new staff coming in and filling the empty slots With nothing further Ill let the Chief go ahead

Diana Seydlorsky Chief - Report will be all about applications as that is what staff has been working on since the last board meeting Currently there are 63 applications being worked on 11 are ESG 7 are HOPWA and 45 are CDBG Last year we received 78 total applications The applications noted a few moments ago do not include City applications because those are getting filed separately into our division as opposed to putting them online Looks like we are going to get the same amount of applications and possibly a few more

The application deadline is March 9 2018 at 1159pm At midnight the system will not accept the application We will not accept paper applications which is a question some applicants are asking

Staff members will review the applications to make sure everything is there Then the applications will go to three reviewers and who will have 2 weeks to review taking them to March 30 2018 Chief Seydlorsky has 5 days to compile and rank which takes her through to April 6 2018 If she has them completed earlier she will forward them to the Commission Members earlier but otherwise she will forward them to the Commission Members on Friday April 6 2018 The Commissioners will have 12 calendar days to review before taking action at the Board Meeting on April 18 2018

Chair Wakefield is impressed at the relative simplicity of the report as he is used to many spreadsheets to review etc Chair Wakefield reiterated that previously applications were not submitted online but with paper submittals

Chair Wakefield asked how much funding we are looking at this year and Chair Seydlorsky responded that we have not yet heard from HUD office At this time we are going by what we received last year which was about $15M in federal funds In addition the first estimate of SHIP funds is $10M which would be about $6M more than we received last year Dayatra Coles clarified ~we are talking about the Florida Legislature and its not going to work that way The $10M estimate is if they utilize all of funds in the Sadowski Trust Fund and it is not going to happen that way There is a polar opposite between the house and the senate on what they want to use the funds for Staff through the leadership is keeping a finger on the pulse as to what is going to happen and the legislature is going to be wrapping up shortly

Member Hart stated that the House has $122M and the Senate has $322M in their budget Hopefully it will be around $200M but no one knows yet Member Hart stated that he has spent a lot of time over there this year working on some of that

Member Garrison asked who makes up the three person review committee Per Chief Seydlorsky - Damian Cook Grant Administrator Barbara Florio Operations Manager in the Housing and Community Development Division and LaCree Carswell Human Services Planner III from the Neighborhoods Department As a follow-up question from Member Garrison is the review committee providing the actual scoring for each application Per Chief Seydlorsky - yes the review team will provide the scoring and then she will average it out among all the scores and rank them

Chair Wakefield stated that just to be sure this is the information discussed in the one-day workshop right Chief Seydlorsky affirmed that it was

Barbara Florio Operations Manager clarified that each reviewer scores every application individually and does not discuss them during the ratingranking period Surprisingly last year scores were pretty close

Commissioner Durand-Stuebben stated that staff was going to try to get someone with the needed construction knowledge to review the applications and be able to provide answers to any questions that might come up Is there anyone like that yet

Chief Seydlorsky Not yet as we are still looking for someone with that knowledge All applications come to the Chief and she has rehabbed over 3000 housing units and many facilities so she assesses the construction projects

Member Garrison Last year we had 78 and this year as far as we can tell we have 63 Is that a number you would l ike to hit or would you prefer more Chief Seydlorsky We would always prefer more but with the amount of money we have to work with that is about the right number

Chair Wakefield As a follow-up you stated that last year we had 78 applications Was that then number approved or the number received

Chief Seydlorsky Of the 78 received last year 14 did not pass the threshold requirement so we reviewed 64 and of those 4 did not pass the minimum required score The minimum score is 70 that left us with 60 that passed the 70 We were able to fund 58 before running out of funds but the 2 that were non-funded were ESG applicants and we actually received some additional ESG money so we were able to fund those also Therefore we were able to fund all of the applicants received

Member Garrison Asked of the ones that did not pass the threshold is any type of communication sent back to applicant

Chief Seydlorsky We do send a letter stating what they missed etc and they are encouraged to meet with us to review their application and try to assist them with understanding We can answer questions bu t we cannot do it for them

Chief Seydlorsky We had 3 Technical Assistance and 2 Budget workshops to assist prior to the application deadline We have also fielded a large number of calls and met with several applicants

Member Garrison For this years application round would it be out of place to get a summary for those that did not meet threshold andor minimum scoring so that the JHCDC can review

Chief Seydlorsky We will distribute those scoring process is completed

as soon as the

April Board Meeting Barbara Florio - we are looking to move Aprils meeting to the 1811 instead of April 25 2018 That will allow all Commission Members the opportunity to review the application summaries for 12 full calendar days

Mayors Budget Review Committee is the 25 1 of April Moving

the meeting to the 181 will allow staff to prepare

everything for the 25 We are asking for a motion and approval from the Commission to move the April 25 Board Meeting to April 18rt 2018 Motion - Raul Aria s Second - Sharol Noblejas

Mr Wallace Chief Executive Officer of the Downtown Jnvestment Authority (DJA) Ms Coles introduced Mr Wallace 1 Chi ef Executive Officer of the Downtown Investment Authority (DIA) A few months ago this board had wanted to know more about different projects ongoing in the heart of Jacksonville

Mr Wallace has worked within Community Economic Development for 20 years and ran Miami Dade Economic Development from a Deputy Director standpoint No stranger to CDBG ESG HOPWA HOME NSP etc Has a lovehate relationship with HUD Love when programs work the way he wants them to and hates some of their rigorous restr i ctions etc Real Estate and Housing Development is a passion for him Does not like terms like affordable housing etc because it causes a stigma When the opportunity to work downtown developed four years ago he j umped at the chance His talk and presentation blends Market Rate Housing Affordable Housing and Workforce Housing as well as some Commercial Development The 2025 Master redevelopment plan Mr Wallace directs attention to his Presentation - the presentation I attached to and incorporated into these minutes

Commissioner Grant When you talk about affordable housing in LaVilla and on the Southbank how would a person like me working now transition to workforce housing

Mr Wallace The Southbank has workforce housing and transition would be easy What they are trying to do is make steps and levels for people to be able to move up Trying to make steps and levels for people as they move up in their lifestyles that they have various different opportunities and dont feel like they always have to live in one type of housing That they have opportunities to l i ve where they want

In LaVilla townhomes are projected and they would be shared equity Used in Miami and Detroit it is the best way to help you get into that home and the property would appreciate All about appreciation when you move from a rental to home ownership Basically lets say that you need 10 down payment and you come to the table with 2-3 and follow an actual program that does the other 6-7 that allows you to get into the actual home If you sell it you have to pay back a of the appreciated amount and the 6-7 that helped you get into the home Paying back that money allows us to recycle the funds and help someone else get into a home That is a shared equity program

Commissioner Galavis Has there also been talk regarding high speed transportation coming into the Jacksonville area

Mr Wallace White Line is doing a wonderful job in Miami to Orlando and they would love to see it come to Northeast Florida However they are hoping that Amtrak will one day move its current location and head into the LaVilla area They are trying to reshape that into a modern day 21st century modern day hub Will they be able to get the train up to Northeast Florida That is a discussion they will need to have with FEC as well as CSX As more of our younger constituents and citizens move toward the thought process of I dont want to drive I dont need a car I need more transit that is going to drive the conversation

Chair Wakefield Thank you for the presentation I appreciate it Just two quick questions 350000sf holds how many workers

Mr Wallace Its a custom build situation so you could basically figure that 350000sf of office space will net approximately 1500 jobs

Chair Wakefield I appreciate the strategy and thought for 2025 but is there any thought to after 2025 Is there a general path or any idea of where we are heading towards

Mr Wallace Cities that do it right - real esta t e cycles go in decades You look at it from a 10 year standpoint Starting in 2014 and ending 2 025 In 2025 we look at the previous 10 years and determine what we accomplished and what we didnt accomplish Why didnt we accomplish it Is it something we need to put off to the next decade We will get to 2026-2036 when we get to 2024

Mr Wakefield Plan is to relocate the Convention Center Any thoughts or plans on that or will that come in the next decade

Mr Wallace It will take time to get the Convention Center moved It will probably go into the next decade I already know what we are trying to do with the Entertainment Sport Complex Center etc but there are things that must be done prior to moving the Convention Center

Chair Wakefield I understand that there are new restaurants etc downtown (and I need to come down and check some of them out ) What incentives are in place to attract businesses to downtown Does e veryone get the $40K

Mr Wallace We have a retai l enhancement program thats available

Commissioner Arias That is one of the reasons he has not opened his restaurant downtown yet - because of the lack of people He cannot rent 247365 until just 4pm in the afternoon He needs to be able to stay open and profitable until 9pm

Mr Wallace That is a great critical constructive assessment of where we are at right now We are not to the place where its attractive to Member Arias to move to downtown but they are working on it

Chair Report - David Wakefield very little specifically to report at this time He and Barbara have had some discussions and the biggest thing at this time is regarding new staff coming in and filling the empty slots With nothing further Ill let the Chief go ahead

Diana Seydlorsky Chief - Report will be all about applications as that is what staff has been working on since the last board meeting Currently there are 63 applications being worked on 11 are ESG 7 are HOPWA and 45 are CDBG Last year we received 78 total applications The applications noted a few moments ago do not include City applications because those are getting filed separately into our division as opposed to putting them online Looks like we are going to get the same amount of applications and possibly a few more

The application deadline is March 9 2018 at 1159pm At midnight the system will not accept the application We will not accept paper applications which is a question some applicants are asking

Staff members will review the applications to make sure everything is there Then the applications will go to three reviewers and who will have 2 weeks to review taking them to March 30 2018 Chief Seydlorsky has 5 days to compile and rank which takes her through to April 6 2018 If she has them completed earlier she will forward them to the Commission Members earlier but otherwise she will forward them to the Commission Members on Friday April 6 2018 The Commissioners will have 12 calendar days to review before taking action at the Board Meeting on April 18 2018

Chair Wakefield is impressed at the relative simplicity of the report as he is used to many spreadsheets to review etc Chair Wakefield reiterated that previously applications were not submitted online but with paper submittals

Chair Wakefield asked how much funding we are looking at this year and Chair Seydlorsky responded that we have not yet heard from HUD office At this time we are going by what we received last year which was about $15M in federal funds In addition the first estimate of SHIP funds is $10M which would be about $6M more than we received last year Dayatra Coles clarified ~we are talking about the Florida Legislature and its not going to work that way The $10M estimate is if they utilize all of funds in the Sadowski Trust Fund and it is not going to happen that way There is a polar opposite between the house and the senate on what they want to use the funds for Staff through the leadership is keeping a finger on the pulse as to what is going to happen and the legislature is going to be wrapping up shortly

Member Hart stated that the House has $122M and the Senate has $322M in their budget Hopefully it will be around $200M but no one knows yet Member Hart stated that he has spent a lot of time over there this year working on some of that

Member Garrison asked who makes up the three person review committee Per Chief Seydlorsky - Damian Cook Grant Administrator Barbara Florio Operations Manager in the Housing and Community Development Division and LaCree Carswell Human Services Planner III from the Neighborhoods Department As a follow-up question from Member Garrison is the review committee providing the actual scoring for each application Per Chief Seydlorsky - yes the review team will provide the scoring and then she will average it out among all the scores and rank them

Chair Wakefield stated that just to be sure this is the information discussed in the one-day workshop right Chief Seydlorsky affirmed that it was

Barbara Florio Operations Manager clarified that each reviewer scores every application individually and does not discuss them during the ratingranking period Surprisingly last year scores were pretty close

Commissioner Durand-Stuebben stated that staff was going to try to get someone with the needed construction knowledge to review the applications and be able to provide answers to any questions that might come up Is there anyone like that yet

Chief Seydlorsky Not yet as we are still looking for someone with that knowledge All applications come to the Chief and she has rehabbed over 3000 housing units and many facilities so she assesses the construction projects

Mr Wallace White Line is doing a wonderful job in Miami to Orlando and they would love to see it come to Northeast Florida However they are hoping that Amtrak will one day move its current location and head into the LaVilla area They are trying to reshape that into a modern day 21st century modern day hub Will they be able to get the train up to Northeast Florida That is a discussion they will need to have with FEC as well as CSX As more of our younger constituents and citizens move toward the thought process of I dont want to drive I dont need a car I need more transit that is going to drive the conversation

Mr Wakefield Plan is to relocate the Convention Center Any thoughts or plans on that or will that come in the next decade

Mr Wallace It will take time to get the Convention Center moved It will probably go into the next decade I already know what we are trying to do with the Entertainment Sport Complex Center etc but there are things that must be done prior to moving the Convention Center

Chair Report - David Wakefield very little specifically to report at this time He and Barbara have had some discussions and the biggest thing at this time is regarding new staff coming in and filling the empty slots With nothing further Ill let the Chief go ahead

Diana Seydlorsky Chief - Report will be all about applications as that is what staff has been working on since the last board meeting Currently there are 63 applications being worked on 11 are ESG 7 are HOPWA and 45 are CDBG Last year we received 78 total applications The applications noted a few moments ago do not include City applications because those are getting filed separately into our division as opposed to putting them online Looks like we are going to get the same amount of applications and possibly a few more

The application deadline is March 9 2018 at 1159pm At midnight the system will not accept the application We will not accept paper applications which is a question some applicants are asking

Staff members will review the applications to make sure everything is there Then the applications will go to three reviewers and who will have 2 weeks to review taking them to March 30 2018 Chief Seydlorsky has 5 days to compile and rank which takes her through to April 6 2018 If she has them completed earlier she will forward them to the Commission Members earlier but otherwise she will forward them to the Commission Members on Friday April 6 2018 The Commissioners will have 12 calendar days to review before taking action at the Board Meeting on April 18 2018

Chair Wakefield asked how much funding we are looking at this year and Chair Seydlorsky responded that we have not yet heard from HUD office At this time we are going by what we received last year which was about $15M in federal funds In addition the first estimate of SHIP funds is $10M which would be about $6M more than we received last year Dayatra Coles clarified ~we are talking about the Florida Legislature and its not going to work that way The $10M estimate is if they utilize all of funds in the Sadowski Trust Fund and it is not going to happen that way There is a polar opposite between the house and the senate on what they want to use the funds for Staff through the leadership is keeping a finger on the pulse as to what is going to happen and the legislature is going to be wrapping up shortly

Member Hart stated that the House has $122M and the Senate has $322M in their budget Hopefully it will be around $200M but no one knows yet Member Hart stated that he has spent a lot of time over there this year working on some of that

Chief Seydlorsky Of the 78 received last year 14 did not pass the threshold requirement so we reviewed 64 and of those 4 did not pass the minimum required score The minimum score is 70 that left us with 60 that passed the 70 We were able to fund 58 before running out of funds but the 2 that were non-funded were ESG applicants and we actually received some additional ESG money so we were able to fund those also Therefore we were able to fund all of the applicants received

Member Garrison Asked of the ones that did not pass the threshold is any type of communication sent back to applicant

Member Garrison asked who makes up the three person review committee Per Chief Seydlorsky - Damian Cook Grant Administrator Barbara Florio Operations Manager in the Housing and Community Development Division and LaCree Carswell Human Services Planner III from the Neighborhoods Department As a follow-up question from Member Garrison is the review committee providing the actual scoring for each application Per Chief Seydlorsky - yes the review team will provide the scoring and then she will average it out among all the scores and rank them

Chair Wakefield stated that just to be sure this is the information discussed in the one-day workshop right Chief Seydlorsky affirmed that it was

Barbara Florio Operations Manager clarified that each reviewer scores every application individually and does not discuss them during the ratingranking period Surprisingly last year scores were pretty close

Commissioner Durand-Stuebben stated that staff was going to try to get someone with the needed construction knowledge to review the applications and be able to provide answers to any questions that might come up Is there anyone like that yet

Chief Seydlorsky Not yet as we are still looking for someone with that knowledge All applications come to the Chief and she has rehabbed over 3000 housing units and many facilities so she assesses the construction projects

Member Garrison Last year we had 78 and this year as far as we can tell we have 63 Is that a number you would l ike to hit or would you prefer more Chief Seydlorsky We would always prefer more but with the amount of money we have to work with that is about the right number

Chair Wakefield As a follow-up you stated that last year we had 78 applications Was that then number approved or the number received

Chief Seydlorsky Of the 78 received last year 14 did not pass the threshold requirement so we reviewed 64 and of those 4 did not pass the minimum required score The minimum score is 70 that left us with 60 that passed the 70 We were able to fund 58 before running out of funds but the 2 that were non-funded were ESG applicants and we actually received some additional ESG money so we were able to fund those also Therefore we were able to fund all of the applicants received

Member Garrison Asked of the ones that did not pass the threshold is any type of communication sent back to applicant

Chief Seydlorsky We do send a letter stating what they missed etc and they are encouraged to meet with us to review their application and try to assist them with understanding We can answer questions bu t we cannot do it for them
