Google Hangouts On Air (G+ HOA) are scheduled live streamed webcast (for up to 10 guests) that are viewable for anyone on Google+ and YouTube.
The HOA allows the host to interact with the people around the world by taking and replying to questions from the community in advance as well as during the hangout.
