A Hazardous Waste and Contaminated Materials (HW and CM) Screening has been conducted in accordance with New York State Department of Transportation (NYSDOT) The Environmental Manual (TEM) (Section 4.4.20, Contaminated Materials and Hazardous Substances) in order to document the likely presence or absence of hazardous/contaminated environmental conditions. A brief summary of the HW and CM Screening (i.e., various regulatory databases and records review) for the Build Alternative and proposed properties for acquisition is provided in Section 4.4.19 of the Draft Design Report and this appendix provides additional details. STUDY AREA The HW and CM Study Area encompasses the area within 500 feet of the Project limits of disturbance, although the regulatory database review for the Study Area included sites within a 1/8th-mile buffer from the Build Alternative. This included a review of the regulatory databases from Environmental Data Resources, Inc. (EDR), Historical Topographic Maps, Historic Aerial Photographs, and Historic Sanborn Fire Insurance Maps. Historical Topographic Maps obtained from EDR were reviewed for years 1897, 1898, 1900, 1947, 1955, 1956, 1979, 1995, 1997 and 2013. The Aerial Photographs obtained from EDR were reviewed for years 1924, 1951, 1954, 1962, 1966, 1975 and 1991. The Sanborn Fire Insurance Maps obtained from EDR were reviewed for years 1891, 1896, 1901, 1915, 1928, 1935, 1944, 1950, 1969, 1977, 1981, 1986, 1991, 1998, and 2006. The review of the Aerial Photographs and Sanborn Fire Insurance Maps indicated that the construction of the elevated Bruckner Expressway was completed in 1973 and was built on and over Bruckner Boulevard. Prior to the construction of the existing expressway, Bruckner Boulevard was the primary means of transportation in the area. Bruckner Boulevard/Bruckner Expressway did not cross over the Bronx River until the 1940’s. The review of the Historical Topographic Maps indicated that east of the Bronx River and the southern tip of the Hunts Point Peninsula were a swamp. Based on the topographic maps review, these areas were backfilled in the 1940s with material from unknown sources during its initial development (historic fill material). After the backfilling, Bruckner Boulevard was extended to cross over the Bronx River. The review of regulatory databases for the Study Area is summarized below. National Priority List (NPL) The NPL database identifies sites of national priority with known releases or threatened releases of hazardous substances, pollutants, or contaminants. No NPL, Proposed NPL or Delisted NPL sites were identified within the Study Area. Superfund Enterprise Management System (SEMS) SEMS tracks hazardous waste sites, potentially hazardous waste sites, and remedial activities performed in support of USEPA’s Superfund Program across the United States. The database was formerly known as the Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS), renamed as SEMS by the USEPA in 2015. The database contains data on potentially hazardous waste sites that have been reported to the USEPA by states, municipalities, private companies and private persons pursuant to Section 103 of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). No SEMS sites were listed within the Study Area. RCRA Corrective Action Activity (CORRACTS) and Administrative Action Tracking System (RAATS) RCRA CORRACTS is a database that lists hazardous waste handlers with RCRA Corrective Action Activity. This database identifies which nationally-defined corrective action core events have occurred for every handler that has had corrective action activity. One RCRA CORRACTS facility was identified within the Study Area. The facility is located more than 500 feet away from the Build Alternative and in an assumed downgradient groundwater flow direction and will therefore not impact the Build Alternative.

Emergency Response Notification System (ERNS) The ERNS database records and stores information on reported releases of oil and hazardous substances. There are 16 listings (releases/events) on the ERNS database located within the Study Area. Some sites have multiple ERNS events. One of these sites will be affected by the Build Alternative (Site Number 7 described later). United States (US) and NY BROWNFIELDS, and NY State Hazardous Waste Sites (SHWS) Brownfields are real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of hazardous substances, pollutants, or contaminants. These properties are proposed for cleanup and redevelopment of the undeveloped open land, which improves and protects the environment. Within the Study Area, one site is listed on the US BROWNFIELDS and two sites are listed on NY BROWNFIELDS database. These brownfields sites are either located hydraulically downgradient or side gradient of the Build Alternative and will therefore not impact the Build Alternative. Voluntary Cleanup Program (VCP), NY Engineering and Institutional Controls (ENG CONTROLS and INST CONTROL) The NY VCP database includes sites that are under the voluntary remedial program using private funding to remediate sites to contaminant levels allowing for site redevelopment/productive use. The ENG CONTROLS and INST CONTROLS sites are environmental remediation sites that have engineering and institutional controls in place. Two sites are listed on the NY VCP database. One site is listed on the Registry of Engineering and Institutional Controls (NY ENG CONTROLS and INST CONTROL). These sites are located hydraulically downgradient of the Build Alternative and will therefore not impact the Build Alternative. Solid Waste Facilities (RGA LF, NY SWF/LF, NY SWRCY) The RGA LF is a Recovered Government Archive Landfill database which provides a landfill list compiled from records formerly available from NYSDEC. Four sites are listed on the NY RGA LF database. The NY SWF/LF is a database of Solid Waste Facilities/Landfill Sites in New York State. Six sites are listed on the NY SWF/LF database. The NY SWRCY database is a Registered Recycling Facility List from NYSDEC. Five sites are listed on the NY SWRCY database. These sites consist of either scrap metal yards or paper/cardboard recycling facilities. One of these sites will be affected by the Build Alternative (Site Number 7 described later) and others will most likely not impact the Build Alternative due to their location and distance. RCRA Waste Generators (RCRA-TSDF) RCRAInfo is USEPA’s comprehensive information system providing access to data supporting the 1976 RCRA and 1984 Hazardous and Solid Waste Amendments (HSWA). The RCRA-TSDF database includes information on sites which treat, store, or dispose of hazardous waste as defined by RCRA. One site listed on this database is within the Study Area. The facility is located more than 500 feet away from the Build Alternative and in an assumed downgradient groundwater flow direction and will most likely not impact the Build Alternative due to its location and distance. Toxic Chemical Release Inventory System (TRIS) TRIS identifies facilities that have released toxic chemicals to air, water, and/or land in reportable quantities under the Superfund Amendments and Reauthorization Act (SARA) Title III, Section 313. One site listed on this database is within the Study Area. The site is located hydraulically downgradient of the Build Alternative and is unlikely to impact the Build Alternative.

US Aerometric Information Retrieval System Facility Subsystem (US AIRS) The US AIRS database contains compliance data on air pollution point sources regulated by the USEPA and/or state and local air regulatory agencies. A total of 21 US AIRS sites are listed within the Study Area. One of these sites will be affected by the Build Alternative (Site Number 6 described later). Integrated Compliance Information System (ICIS) The ICIS provides the information needs of the national enforcement and compliance program, as well as the unique needs of the National Pollutant Discharge Elimination System program. Under this database, there were 18 listings within the Study Area. The notice of violation for these sites are listed as administrative, informal, and civil judicial complaints, and therefore will not impact the Build Alternative. One of these sites will be affected by the Build Alternative (Site Number 6 described later). NY State Pollutant Discharge Elimination System (SPDES) Under the NY SPEDS program, New York State controls wastewater and stormwater discharges in accordance with the USEPA Clean Water Act. Four sites within the Study Area are listed on this database within the Study Area. One of these sites will be affected by the Build Alternative (Site Number 7 described later). Chemical Bulk Storage (CBS) CBS sites store regulated hazardous substances in aboveground tanks with capacities of 185 gallons or greater and/or in underground tanks of any size. Two sites are listed in the NY CBS database. Three sites are listed on the NY CBS aboveground storage tank (AST) database. No sites are listed on the NY CBS underground storage tank (UST) database within the Study Area. It is unlikely that any of these sites will impact the Build Alternative. Petroleum Bulk Storage (PBS) The NYSDEC PBS database provides information on facilities that store petroleum products in excess of 1,100 gallons, but less than 400,000 gallons. Under the PBS database, sites are listed on one or more of the following databases: NY UST, NY Historic (HIST) UST, NY AST, and/or NY HIST AST. According to NYSDEC PBS, 173 sites are listed in the database within the Study Area, 45 sites are listed on the NY UST database, and 149 sites are listed on the NY AST database. Some of the sites were listed on both the NY UST and NY AST databases. There is no documentation that these sites are impacting the Build Alternative and an HW and CM Assessment will be conducted during the final design phase. NY Major Oil Storage Facility (MOSF) The NY MOSF database identifies facilities with petroleum storage capacities of 400,000-gallons or greater. No MOSF facilities are within the Study Area. Spills Information Database (NY Spills) The NY Spills database provides information on sites where spills are active as of April 1, 1986, as well as spills that have occurred since this date. There are 229 sites identified in the NY Spills database within the Study Area. Some of NY Spill numbers were for spills on paved asphalt roadways, reports of abandoned drums, and spills in concrete utility vaults. Status of these spills was listed as either closed or under review. Two of these sites will be affected by the Build Alternative (Site Numbers 2 and 3 described later). For the remaining sites, there is no documentation that they impact the Build Alternative, and an HW and CM Assessment will be conducted during the final design phase.

NY E-Designated Sites Lots designated with an “E” on the Zoning Maps of the City of New York indicate the potential for hazardous material contamination, air and/or noise quality impacts. There are 28 sites listed on the NYSDEC E-Designated Sites list with the Study Area. It is unlikely that any of these sites will impact the Build Alternative. PROPERTIES PROPOSED FOR ACQUISITION Several properties are proposed for acquisition for the construction of the Edgewater Ramps. The review of records for the properties proposed for acquisition is summarized below and agency correspondences are also attached. Site Number 1 – Block 2755, Lots 48 and 133, Block 2759, Lots 100, 240, and 388 (Permanent Easement) These properties are currently occupied by active railroad tracks. Although the properties are not listed on any of the environmental databases reviewed during the subject HW and CM Screening, based on a review of the Sanborn Fire Insurance Maps, the properties have been occupied by railroad tracks since the 1800s. The New York, New Haven, Hartford Railroad (Harlem River Branch), and New York Westchester and Boston Railroad operated at these sites. Due to past and current land use, the site has potential for historic fill as well as potential contamination from railroad operations. The proposed construction of Ramps ESS and ESN would take place within the existing NYSDOT right of way, adjacent to the Penn Central Company property. Site Number 2 - Block 2759, Lot 160 (Permanent Easement) This site is located adjacent to Amtrak Railroad tracks, a CSX railroad spur, and a truck rental facility between Westchester Avenue and the Bruckner Expressway. The site is operated as a public park known as “Concrete Plant Park.” A review of historic Sanborn Fire Insurance Maps indicates that multiple commercial/industrial structures, including a private truck repair shop, offices, cement storage, gravel hopper, concrete mixer, engine house, and oil house were previously present at the site. According to the database listing, the site was once operated by the Transit Mix Concrete Corporation as a concrete plant. Prior to NYC Park ownership, several underground and aboveground storage tanks were removed. The Environmental Investigation Report for Edgewater Road and Garrison Avenue Sites, Southern Portion of the Proposed Bronx River Greenway, May 2002 provided details of a ground penetrating radar (GPR) survey performed at the site, and soil and groundwater investigation data. The investigation indicated that VOCs (benzene and acetone) were detected in soil above the Technical and Administrative Guidance Memorandum (TAGM) Soil Cleanup Objective (SCO) and benzene, toluene, ethylbenzene, and xylene (BTEX) compounds, naphthalene, several PAHs, and metals were detected at levels above the NYSDEC Class GA standard in groundwater. The Limited Environmental Site Sampling Utilizing Geoprobe® at Edgewater Road and Westchester Avenue letter dated February 21, 2006 indicated that the site had areas of concern consisting of aboveground storage tanks (ASTs), underground storage tanks (USTs), and transformers. The letter indicated that soil is contaminated with metals near the ASTs, VOCs near USTs, and SVOCs near transformers. The contamination was reported to NYSDEC Spill hotline and spill number 0512943 was assigned. The spill status report generated from the NYSDEC website indicated that there were a total of 9 tanks on-site (AST and UST). Between 2006 and 2007, impacted soils were removed and the spill was closed based on the data provided. The status of the spill was reported as closed as of February 12, 2007. Additionally, the existing grade was altered in varying depth (up to 10-12 feet) for construction of the park and bulkhead. RECs at this site include the potential for residual petroleum-related contaminants and historic fill. Subsurface disturbance is anticipated during pier/column foundation construction for Ramps ESS, ESN, and Ramp SE.

Site Number 3 – Block 2759, Lot 45, 1365 Bruckner Boulevard (Permanent and Temporary Easements) This site is currently occupied by a truck rental facility. A review of Sanborn Fire Insurance Maps indicates that the site was undeveloped in the 1910s. The site was later developed with one single-story concrete building in 1950 and was occupied as a truck and trailer rental facility. It is possible that historic fill material may have been placed at the site when it was first developed. This site was also identified as a service station between 1981 and 1998. The site is listed on the NY UST (Facility ID: 2-601957) and NY Leaking Storage Tanks (LTANKS) (Spill Number 9407671) databases due to a discharge from the bulk petroleum storage tanks that were present at the site. According to the NYSDEC Spill Report Form for Spill Number 9407671, twelve 550-gallon gasoline USTs and one 1,000-gallon fuel oil UST were removed in September 1994, and findings were presented in a Site Assessment Report dated 31 October 1994. Fuel oil tank post-excavation soil samples showed SVOC exceedances (benzo(a)anthracene, benzo(b)fluoranthene, benzo(a)pyrene and chrysene) above the SCO, which were attributed to fill material at the site. No further action was warranted for former heating oil UST excavation. The post-excavation soil samples for gasoline tanks showed xylene, MTBE, benzene, toluene, and ethylbenzene contamination. NYSDEC issued a letter on March 17, 2005 requiring a subsurface investigation. In January 2007, a soil vapor extraction system pilot test was conducted to treat vadose zone soil contamination; however, the pilot test was not effective in removing the entire extent of contamination. Subsequently, a Remedial Action Workplan (RAWP) was prepared to remove the source of petroleum contamination by excavation. Excavation and removal of impacted soil were conducted between April and May 2007. The post-excavation soil samples were below the SCO for VOCs except for one sample. The SVE system wells were removed. No further action was recommended based on the contamination reduction during multiple excavation events, removal of contaminated soil, removal of four additional USTs to eliminate any unknown sources, only one sample exceeding the SCOs, and the limited extent of soil contamination remaining. SVOCs exceedances were attributed to fill material. In a letter dated June 29, 2007, NYSDEC issued no further investigation or response for the Spill Number 9407671 and the spill was closed. RECs at this site include the potential for residual petroleum-related contaminants and historic fill. This property would include a permanent (aerial) easement as well as a temporary easement for construction access. Site Number 4 – Block 2759, Lot 20, 1375 Garrison Avenue (Fee) This site is currently occupied by a commercial building, which covers a majority of the site. A review of the Sanborn Fire Insurance Maps indicates that the site was undeveloped in the 1910s. Structures were first observed in 1950 when the site was occupied by a Fur Dressing factory. Adjacent property use includes a scrap metal/iron works, a junkyard, and a filling station. Although the site is not listed on any of the environmental databases reviewed during the HW and CM Screening, RECs at this site include the potential for historic fill. Surface and subsurface disturbance is anticipated during the proposed new ramp construction, reconfiguration of Garrison Avenue, and construction of the underpass to Garrison Park. Additionally, existing structures would be demolished and hazardous building materials (PCB, mercury-containing light fixtures) would require appropriate management and disposal. Site Number 5 – Block 2761, Lot 224, 1376 Garrison Avenue (Fee) The site is currently occupied by an auto repair shop. A review of the Sanborn Fire Insurance Maps indicates that the site was undeveloped in 1910. Structures were first observed in 1950. Past land use includes general storage, auto garages with gasoline tanks, scrap metal storage, and auto repair shops. The site is listed on the NY AST database (Facility Id: 2-611391) due to the presence of a 250-gallon waste oil/used oil AST. Based on prior site usage, RECs at this site include the potential for petroleum-related

contaminants and historic fill. Surface and subsurface disturbance is anticipated during the proposed roadway reconstruction, proposed new ramp construction, and reconfiguration of Garrison Avenue. Additionally, existing structures would be demolished and hazardous building materials (PCB, mercury-containing light fixtures) would require appropriate management and disposal. Site Number 6 – Block 2761, Lot 227, 913 Edgewater Road (Fee Without Access) The site is currently occupied by a metal doors and frames manufacturing company. Review of the Sanborn Fire Insurance Maps indicates that historic site usage has included offices, metal and wood door manufacturing, warehousing, and dry cleaning operations. The site is listed on the ICIS and US AIRS databases. The ICIS listing is for an enforcement action, which is a formal administrative notice of violation under the Clean Air Act (CAA) (CAA 113), and the US AIRS listing is for compliance monitoring. Based on prior site usage, RECs at this site include the potential for petroleum-related contaminants and historic fill. Surface disturbance is anticipated at the property entrance during proposed roadway reconstruction and during installation of a fence.
