Minutes of the 1 sf Meeting of Project Monitoring and Advisory Committee (PMAC) for Implementation of Scheme "Building Awareness on Intellectual Property Rights" for MSMEs under CLCS-TUS

The I st meeting of Project Monitoring and Advisory Committee (PMAC) for implementation of Scheme "Building Awareness on Intellectual Property Rights" for MSMEs under CLCS- TUS was held on 16-10-2019, under the Chairmanship of Special Secretary and Development Commissioner, Ministry of MSME, ew Delhi.

List of participants in the meeting is annexed at Annexure-I.

Shri R Panneerselvam, Principal Director, PPDC Agra welcomed the Chairman & SS & DC (MSME) of the committee along with other members of the committee. The Chairman and members agreed upon the following:

Agenda Item No.1

The Committee has granted ex-post facto approval for Rs. 84.00 lakh under OAE budget head allocated for 120 Nos. of IPR awareness programme @ 0.70 lakh per programme to 30 MSME-Development Institutes during FY 2019-20 as per Annexure-II, with the suggestions that MSME-Devclopment Institutes being implementing agency will explore every possibilities for increasing the number of participants at lowest possible cost, give wider publicity to these Programmes at various platforms, printing brochures, pamphlets, increasing outreach of the scheme, make it visible at social media platforms like Facebook, Twitter etc. Radio casting, E - Learning module to be developed with the assistance of various expert organization like CIPAM, TIFAC, DST, IPFCs, TISC PPDC, Agra( as MIU Secretariat) & Industry Associations.

The Committee has viewed that the existing financial support of Rs. 70,0001- for organizing IPR awareness programmes may be reduced and numbers of programs should be increased with short duration at the industry convenience Therefore, Committee has approved for Rs. 2.40 Crore for organizing 1200 Cluster awareness (IP Clinics) program of 2-3 hrs to be conducted by MSME - DI officers @Rs.20,0001- per program under OAE head during the FY 2019-20 as per the Annexure-III. These programme to be organized in collaboration with Industry Associations, DICs, State Govt. Industry Department, IPFCs, TISC, Incubation Centres, Technology Development Centres, Universities, Research Institutes, State Council of Science & Technology, Export Councils, IP Firms etc. These programmes will be exclusively focused on various aspect of IP such as patents, Trademarks, design, GI Intervention, IP Commercialization etc., as per the need of the clusters and interventions required.

The Committee has approved for Allocation Rs. 5.77 Crore for organizing 53 os. of ational level interactive seminar Iworkshop Iconclave I conference I Exhibitions @ 5.00 Lakh

per programme and 104 os of Regional level interactive seminar Iworkshop Iconclave I conference I Exhibitions @ 3.00 lakh on IPR under OAE budget Head to MSME- Development Institutes for FY 2019-20 as per Annexure-IV.

The Committee has deferred 31 proposals for the next PMAC meeting for organizing ational level/Regional Level interactive seminar Iworkshop Iconclave I conference I

Exhibitions received from various agencies as per Annexure-V.

Agenda Item No.3

The Committee has approved the Proposal for 10 Nos. of "Training of Trainers" Capacity Building/Training programmes on IPR for MSME-DO Officers/IPFCs by PPDC-Agra and IGTR Indore at various locations @ Rs. 7.00 lakh per programme during FY 2019-20 as per Annexure- VI.

Agenda Item No.4

The Committee has approved the proposals submitted by International Crops Research Institute for the Semi-Arid Tropics, Patanchcru and I-MSME, Hyderabad for learning best global practices & exposure visit with remarks that there should be dual approach to learn from outside international experiences at the same time playa big role in teaching IP in potential markets of our MSME so we can harness true benefits of IPR from these countries.

The Committee has also advised to get the proposals revised under the budget I guidelines and to be submitted by the International Crops Research Institute for the Semi-Arid Tropics, Patancheru for International Training I Study Visit in Italy (Venice & Rome) on "Innovation Management & Technology Transfer Strategies for the MSMEs" for MSME officials and I-MSME, Hyderabad for conducting International Training Programme for policy makers and Govt. Officials on Innovation & IPR at Silicon Valley, California, USA as applicable for the CLCS-TUS scheme for learning global practices ( under GIA head by PPDC-Agra).

Agenda Item No.5

Financial support shall be given to 30 MSME-Dls and Br. MSME-DI (HQ), Balsahyog, ew Delhi for setting up IP Facilitation Centre at their Premises to extensively operate the IPR

activities. The committee has approved a financial support of Rs. 10.00 lakh per MSME-DI for the FY 2019-20 for setting up rPFC at their premises.

Agenda Item No.6

Reimbursement of 07 Nos. of Patents (Indian/Foreign) and 04 os. of Trademarks from MSMEs has been recommended as per the Annexure-VII subject to furnishing of requisite documents as deemed fit.

Agenda Item No.7

Proposal for setting up 20 os. of IP Facilitation centre as per Annexure-VIII has been deferred for the next PMAC meeting with the remarks that it needs to be examined based on their plans, collaborations, technical resources and expected outcomes to be presented before the committee.

The meeting ended with the vote of thanks of Chairperson.
