    Chair gave verbal reminder of upcoming election.

    Marks noted that a motion would be brought forward at the Friday meeting for 802.16 to go into hibernation after the Mar 18 Plenary. Therefore, it was noted it would not make sense to run elections. There was discussion regarding officers for hibernating Working Groups.

    Goldberg presented attached presentation ec-17-0171-01-00EC-ieee-declaration-of-affiliation.pdf. The presentation was updated from the posted version at the time of the meeting. The attached version is the updated version. Question was raised about need for declaration of affiliation for pre-PAR activities. Multiple individuals expressed confusion over what the rules required. Question was asked if the sponsor is required to do anything if the affiliation is not correct. Action Item: Goldberg to resolve if declaration of affiliation is necessary for pre-PAR activities. Action Item: Goldberg - Determine if IMAT is not sufficient to collect information required. Action Item: Goldberg to update presentation before giving to other WGs this week, based on issues raised in EC. Action Item: Goldberg to create document to educate chairs on requirements.

    Discussion about justification for Exec Session during the Task Force Meeting. It was noted that the Exec Session was justified due to personnel issues.

    Time of the executive session was changed from noon to 11:30am. Chair announced that anyone on the EC and Vice-Chairs can attend this session, as well as Adam Newman, and Jonathan Goldberg. Chair noted that others may be invited.

    Stephens gave a verbal update, noting that he had set up a panel to determine response actions to take in response to industry raised "Key Reinstallation AttaCK (KRACK) vulnerability".     not an approved position of 802.11.• TGaq set up a telecon at the September 802.11 interim to engage

    with RAC members to understand their issues.• TGaq made changes in September which it believed should

    address the RAC comments.• TGaq then recirculated, and considered the re-circulation

    comments in open telecons during October with more changes. RAC has been notified of these telecons and RAC members have not engaged with the comment resolution process.

    In general, the best standards are those that balance the needs and interests of all stakeholders

    IEEE standards development is open to all interested parties– Openness means not being restricted to a particular

    type or category of participants

    IEEE standards development processes shall not be dominated by any single interest category, individual, or organization

  • Dominance

    Potential dominance in the IEEE standards development process, including Sponsor ballots, as evidenced by an unduly high proportion of individuals employed by or affiliated with a single entity or from a particular balloting classification is unacceptable, counter to open and fair participation by all interested parties, and deprecated by the IEEE-SA Standards Board.- IEEE-SA Standards Board Bylaws (Dec. 2016) § 5.2.2.3

  • What Is Affiliation?

    Basic definition: “An individual is deemed “affiliated” with any individual or entity that has been, or will be, financially or materially supporting that individual’s participation in a particular IEEE standards activity.”

    Employers and Others: “This includes, but is not limited to, his or her employer and any individual or entity that has or will have, either directly or indirectly, requested, paid for, or otherwise sponsored his or her participation.”

    - IEEE-SA Standards Board Bylaws (Dec. 2009) § 5.2.1.5

  • Disclosure of Affiliation Is Mandatory

    “Every member and participant in a working group, Sponsor ballot, or other standards development activity shall disclose his or her affiliation, which includes employer(s) and any other affiliation(s).”

    “An individual’s status as representing an organization shall be based on self-disclosure of affiliation in compliance with the IEEE-SA policy on Disclosure of Affiliation and on other information that may be available to the IEEE-SA Standards Board and the Sponsor.”

  • Difference between Employer and Affiliation

    An affiliation includes, but is not limited to, an individual’s employer and any individual or entity that has or will have, either directly or indirectly, requested, paid for, or otherwise sponsored his or her participation.

    An employer is typically the entity that would be reporting an individual as an employee for tax purposes.

    If you are consulting or contracted with another entity, your employer and affiliation will typically be different [e.g., your employer, self-employed, or your consulting firm name as the employer; the client(s) as the affiliation].

    Do not assume that the IEEE-SA will conclude your affiliation is the same as your employer. You must declare any affiliation even if it is the same as your employer.

  • False Declaration or Refusal

    If it is determined that a person has made a false or misleading declaration of affiliation, their participation privileges may be suspended or revoked. This may be limited to the particular project or may, if warranted, cover all IEEE-SA activities. Similarly, if warranted, penalties may extend to the participant's employer and/or any person or entity that is considered an affiliate.

    If you refuse to disclose your affiliation, as outlined in IEEE-SA governance documents, you will lose certain rights. In a working group where voting rights are gained through attendance, no attendance credit will be granted if affiliation is not declared. Similarly, voting rights will be removed if affiliation isn't declared.

  • False Declaration (cont’d.)

    A person who believes that a participant's disclosure is materially incomplete or incorrect should report that fact to the appropriate Sponsor(s).

  • How Does a Consultant determine Affiliation?

    For Consultants: The general answer is in the definition.

    – An individual is deemed "affiliated" with any individual or entity that has been, or will be, financially or materially supporting that individual's participation in a particular IEEE standards activity. This includes, but is not limited to, his or her employer and any individual or entity that has or will have, either directly or indirectly, requested, paid for, or otherwise sponsored his or her participation.• An affiliate(s) is (are) the person(s) or entity(ies) that has been or

    will be financially or materially support your participation

  • What if I Consult for Multiple Affiliations?

    If you represent more than one affiliate or multiple companies that are financially or materially supporting your participation, you should declare all of them. A small number of entities are more likely to be influencing your positions. With a large number of entities, with none explicitly or implicitly influencing your positions through financial or other incentives, it is less likely that your positions would be influenced by the relationship. The person disclosing has to honestly judge if their positions are "materially supported" and if so, declare it.

    If you consult for multiple companies but none pay for your time or expenses to attend standards development meetings, you are affiliated with those companies if they are influencing what positions you take on issues (e.g., if continued work is probably dependent on taking an agreeable position, then you are being influenced by that affiliate).

  • Why Do We Have to Do This?

    From IEEE’s perspective: Compliance is important for preserving openness and preventing dominance

    From your perspective: more transparency in who you are dealing with and what their agenda might include

    Please explain your response– “Presentation for educational purposes”– “We believe that the white space technology and the IEEE

    Standards supporting this, can help alleviate the digital divide that exists today in many parts of the world. The presentation waswellreceived by IEEE SA Fellows. Many of them were from Africa. Later, the IEEE SA Fellow from Senegal requested that I attend the African Telecommunications Union meeting and make this presentation there. He facilitated the speaking slot at the ATU meeting in Senegal that was held from September 11th to 15th, 2017. The presentation was very well received and has resulted in contacts from other African countries who are interested in this technology.”

    IEEE members have had an interest in open source (OS) code implementation guidance, and have already participated in, or are currently participating in OS projects

    – IEEE Humanitarian Group

    Through discussion among various IEEE OUs and IEEE Legal and Compliance, it was realized that there was a need to formalize IEEE OS development and provide a platform for this work where IEEE groups can voluntarily engage

    Research by IEEE-SA identified open source to be evolving as a necessary industry market development mechanism complementary to open standards

    – Next generation infrastructures and vertical industry and consumer deployments are expected to be dependent upon open source, across all market sectors

    – Open source provided the potential for expanded integration of previously discrete technology eco-systems (e.g. 5G, IoT, Analytics, Big Data, Virtual and Augmented Reality, Artificial Reality, Vertical platforms: Smart Energy, Smart Cities, Automotive, etc.)

    – Industry feedback indicated open source solutions could provide improved time to market solutions and potentially provide economic benefits to both suppliers and consumers

    – Research indicated standards / open source community initiations were expanding, where open source was being considered more frequently as an option to address industry requirements

    IEEE-SA Board of Governors (BoG) Corporate Advisory Group (CAG) chartered an Ad Hoc to work with other entities within the IEEE, including IEEE Legal and Compliance, to determine for the entire IEEE appropriate

    – Marketing and Communication for stakeholders
