IMPHAL: An emergency meeting of presidential council of United Naga Council (UNC) convened Tuesday resolved to continue the ongoing indefinite economic blockade and other forms of pro-test in Naga areas till the decision taken by state government on creation of seven new districts is rolled back.
Apart from the economic blockade, UNC has been launch-ing other forms of protests in-cluding picketing of government offices and banning of national projects in Naga areas since No-vember 1, 2016.
The presidential council meet-ing held at Senapati district head-quarters from 11am till 2pm dis-cussed the ongoing economic blockade. The meeting which was also attended by leaders of different Naga tribes later resolved that Manipur government should roll back the decision on creation of seven new districts and honour the MoUs signed with Naga or-ganisations. Accordingly, it was decided to continue the economic
blockade and other forms of pro-tests till their demands are met.
Meanwhile, a UNC statement issued by its general secretary S Milan said the presidential Ccouncil meeting resolved to con-tinue the fight against insidious design of grabbing Nagas’ land apart from reiterating its rejec-tion to the creation of seven new districts. The emergency meeting was convened to consider out-come of the tripartite talk held between Government of Manipur, Government of India (GoI) and United Naga Council (UNC) on February 3 in New Delhi.
According to the UNC state-ment, the issue of declaration of seven new districts by the Gov-
ernment of Manipur on Decem-ber 8 last without consulting the stakeholders in utter disrespect of the four MoUs signed with Naga organisations and assurance given by the Ministry of Home Affairs was the core issue discussed in the tripartite talk during which the Government of Manipur only pleaded its helplessness on taking up the core issue in the talk as the election code of conduct, which came into effect from January 4 last, prohibits any political de-cision for roll back or otherwise either by the GoM or the GoI.
The next tripartite talk for tak-ing up the core issue was then scheduled for March 25 next.

Court extends remand of UNC duo till Feb 18IMPHAL: The court of Chief Judicial Magistrate, Imphal East on Tuesday extended judicial remand of UNC president Gaidon Kamei (52) and publicity secretary Shangkhel Ste-phen (36) till February 18.
Amid tight security arrangement, Gaidon and Stephen were brought to the court from Central Jail, Sajiwa in the afternoon to facilitate the duo’s physical appearance inside the court room of CJM.
After a brief appearance, they were again directed to appear be-fore the same court in connec-tion with an FIR case registered in Nungba police station pertain-ing to damages caused on trucks
along the NH-37 by the blockade supporters in November last year.
In another development, a source informed about DGP Ma-nipur, IGP (Prisons) and officials of home department meeting Gaidon and Stephen on Monday evening inside the Jail. The source, howev-er, declined to comment on what actually transpired during the said meeting.
Gaidon and Stephen are being detained in connection with differ-ent cases of arson and vandalism ever since they were arrested by state police commandos on No-vember 25, 2016 from Pheidinga area.
Two state natives set for Brigadier rank CHRONICLE BUREAU
IMPHAL: Two colonel-ranked officers from Manipur namely Ningombam Hemachandra and Ngangbam Chingkhein-ganba have been nominated to undergo Army High Com-mand Course. Both the offi-cers belong to Sainik School Imphal Alumni Association (SSIAA), Manipur.
Congratulating the two of-ficers on their achievement, a statement by SSIAA general secretary Ph Nirshan Sharma explained that Army High Command Course is con-ducted for nine months for training colonels prior to tak-ing over command and staff appointments as Brigadier. Both the colonels have made their Alma Mater proud and
will inspire younger gener-ations of the school to aim for higher goals in uniformed services, he added.
The association has also praised the hard work being done by their fellow brothers in rendering services to the country and wished them for bringing more laurels.

1997. Both Hemachandra and
Chingkheinganba have re-ceived various honours and medals including Chief of Army Staff (COAS) commen-dation card for gallantry.
A book on Sainik School Imphal written by Hemach-andra is scheduled to be pub-lished in April. He is fond of writing and had won Silver Medal in COAS essay Compe-tition. His writings have also been published in Bombshell Magazine.
Chingkheinganba is not-ed for his experience in Line of Control (LoC) scenario, experienced in super high altitude area like Tawang and has served in intense counter insurgency environment in J&K and North East.
Chaoba urges PM to name CM candidate STAFF REPORTER
IMPHAL: Hoping that Bharatiya Janata Party (BJP) would form the next government in Mani-pur by defeating the Congress in the 11th Manipur State As-sembly election, BJP Manipur Pradesh state election man-agement committee convener Th Chaoba met Prime Minister Narendra Modi on Tuesday and urged him to announce the par-ty’s chief ministerial candidate at the earliest.
Speaking to The People’s Chronicle, Chaoba informed that he met the PM in New Delhi at around 2.15 pm and discussed the prevailing situation in the state and also the prospects of the party in the assembly elections.
During the 10-minute long
meeting, Chaoba urged the PM not to delay in announcing par-ty's chief ministerial candidate in view of the massive public support and the bright pros-pect of BJP in the upcoming assembly polls, apart from the fact that this would boost the
morale of the people and party leaders alike. Considering the positive impact it may have during the elections, Naren-dra Modi assured to announce the CM after consulting party president Amit Shah.

‘UNC cannot decide destiny of Manipur’STAFF REPORTER
IMPHAL: The fate of Manipur will be decided by its people and the govern-ment. UNC cannot decide the destiny of Manipur, asserted Keishamthong MLA Laisom Ibomcha on Tuesday.
He was addressing the public during a meeting at Keishamthong Maning Longjam Leikai as part of the month-long campaign against blockade and to usher in peace and stability in the state.
Noting that the campaign against blockade launched on January 9 has completed was marked by criss-crossing the assembly constit-uency, he said it is not poll related.
Raising objection to reports that presidential council meeting of UNC will decide the fate of Mani-pur, Ibomcha said the decision of the people of Manipur and its gov-ernment will be final in resolving
whether UNC should continue to exist in the state or not.
Stressing that the publication of UNC's statements will only embolden the Naga body, he added that media is encouraging UNC by carrying such news item.
Ibomcha further stated that repair works of inter village roads in Keis-hamthong constituency has begun long back under the state's public works department (PWD).

Teachers flay false data in BJP bookletIMPHAL: A day after BJP national general secretary Ram Madhav released a booklet entitled ‘Chargesheet Against Congress’, a particular content in the booklet, which has dubbed the recruitment of 1600 primary teachers in 2009 as a recruitment scam, has sparked serious oppositions from the primary teachers concerned.
The booklet, aimed at exposing alleged irregularities during the 15 years of Congress rule in the state, claimed that recruitment of 1600 primary teachers in 2009 was a scam.

Girls rescued, woman trafficker held
IMPHAL: Along with rescuing two young girls from being trafficked, police have nabbed a woman who allegedly lured them with promise of lucrative jobs outside the state.
According to sources, the two young girls hailing from Ningthoukhong Ward No-1 were lured by a woman of the locality namely Laishram ongbi Sandhyarani with promise of providing them lucrative jobs in Guwahati, Assam and brought them to her rented accommodation at Uripok Khumanthem Leikai.

CEO issues notifications for state pollsSTAFF REPORTER
IMPHAL: The official notifications for the first phase of election to the 11th Manipur Legislative Assembly have been issued on Tuesday by the chief electoral officer (CEO), Manipur and all the district election officers concerned.
As per the notifications, nomination papers may be delivered by the candi-date or by any of his/her proposer(s) to the Returning Officers, SDCs, As-sistant Returning Officers concerned with immediate effect till February 14.
Issuance of the notification will pave the way for filing nomination papers by candidates of those assembly seg-ments which will go to the polls in the first phase on March 4. The first phase election will cover 29 ACs in the valley districts and nine in the hills.
As per the schedule announced by the CEO, submission of nomination papers will be allowed till 3 pm of Feb-
ruary 14. Scrutiny of the nomination papers would be conducted two days later while withdrawal of candidacy will be entertained till February 18.
For the second phase election in 22 assembly segments, the official noti-fication is scheduled to be issued on February 9, after which intending candidates may file nomination papers till February 16, while scrutiny would be conducted the next day followed by withdrawal period fixed till Feb-ruary 20.
The second phase votes would be cast on March 8.
It may be noted that the ruling Con-gress party had finalised its nominees for the all the 60 ACs while BJP had so far declared candidates for 58 ACs. Naga People’s Party had on Sunday an-nounced 15 candidates followed by the six-party alliance - LDF announcing their first list of common candidates for 29 assembly constituencies.
UNC deviating from terms of agreement: GovtIMPHAL: The Government of Manipur has described decision in the presidential council meeting of the agitating United Naga Council (UNC) to continue with the economic blockade as digression from the agreement reached during the February 3 tripartite talk in New Delhi.
A home department statement issued by the chief secretary O Na-bakishore confided that the recent meeting amongst the representatives of Ministry of home affairs, Government of Manipur and UNC signed an agree-ment that the issue related to creation of new district would be discussed in
the next tripartite talk.The UNC agreed to consider lifting
of the economic blockade after due discussion in their (presidential council) meeting on February 7 and the state government also agreed to facilitate release of the UNC leaders – Gaidon Kamei and S Stephen, who are under arrest, the statement elaborated.
Unfortunately, the UNC decided to continue the economic blockade without respecting the agreement signed in the tripartite meeting on February 3, it said.

Combined team destroys Poppy plants
IMPHAL: For the second time in less than a week, a team of Imphal East police led by SP Kabib K destroyed large number of poppy plants at Chang-shang village under Sagolmang police station on Tuesday. According to police source, large number of poppy plants were found cultivated in around 20 acres at the intersection of Saikul and Sagolmang area when a team of the district police went for assessing security scenario of the area for the upcoming assembly election. Subse-quently, the illegal poppy plants were destroyed on Tuesday by a combined team of Imphal East police, 7 IRB, NAB, CNRB, Saikul police and Sagolmang police.

I-Tax raids continue to trace black money
IMPHAL: A 30-member team from Income tax department (Investigation Wing), Gu-wahati conducted a raid at AR steel store, Hatta a day after a similar raid was carried out at the head office of LG Motors Finance, Khagempalli Huidrom Keikai on Tuesday.
The income tax department is raiding those business establishments suspect-ed of helping convert huge sum of black money into valid currency notes despite the demonetisation of Rs 500 and Rs 1000 currency notes.
After the raid on LG Motors Finance the day before, the IT department has initiated due proceeding against the finance company. Officials of the department raided store of AR Steel, at around 12.30 pm.

ICHAM states stand on TDC’s demandIMPHAL: Reacting to the demand of Transporters and Drivers’ Council (TDC) to continue res-ervation system in fuel allocation, Information Centre for Hill Areas Manipur (ICHAM) president N Ra-jendro has appealed to TDC and people of the state to support ICHAM's campaign and mount pressure to stop reservation sys-tem in order to make petroleum product available freely to all.

said that ICHAM did not stand against TDC in voicing its oppo-sition against fuel reservation system. In fact, ICHAM moved the proposal with a view to ease problem of scarcity of fuel by making it available without much inconveniences to the public. Ever since ICHAM began its drive against hoarding of fuel by retail outlets from January 30, queues in front of the pumps have de-creased significantly.

TDC asks ICHAM to mind its own businessSTAFF REPORTER
IMPHAL: While charging Indian Oil Corporation (IOC) for the acute shortage of fuel in the state due to its failure to per-form its duties, Transporters and Drivers Council (TDC) has asked Information Centre for Hill Areas Manipur (ICHAM) not to interfere in the works of TDC and to mind its own business.
Addressing media at its MG Avenue office here on Tues-day, TDC president H Ranjit said that the news which came out in some section of electronic and print media of the state wherein ICHAM stated that TDC asked ICHAM to provide fuel, is completely false and fabricated. “What TDC said was that the scarcity
of fuel in the state is due to the failure of IOC to perform its duties efficiently. IOC has to bear all responsibility if any problem rises in the state following cancellation of res-ervation system of rationing
to transporters.”He further said that ICHAM
is neither the authority to provide fuel to TDC nor has the authority to command anything to TDC.

BJP announces nominees for remaining seatsIMPHAL: After officially declaring the list of party candidates for 58 assembly constituencies out of 60 in state, BJP Manipur Pradesh on Tuesday announced the names of candidates in respect of the re-maining two assembly segments, Lamsang and Bishnupur.
The two candidates are ex-MLA Salam Rajen in Lamsang a/c and K Krishnakumar Singh in Bishnupur assembly constituency.
Meanwhile, newly appoint-
ed state BJP spokesperson Kim Gangte questioned bifurcation of districts which, she said, has led to serious problems both in the hills and the valley.
