GENERAL INFORMATION

Oicial deinition of Free zones in India

Free zones in India are known as Special Economic Zones developed by the Central and State Government as well as by developers in private sector. Special Economic Zones (SEZs) in India are considered as deemed foreign territory for the trade operations, duties and taxes. The role of SEZs in India towards sustainable development goal is larger investment, substantial employment generation, state of the art infrastructure development and growth in industrial production, resulting in to growth in exports and thereby economic growth of the country.Source: Association of EOUs and SEZs

Oicial deinition of Export oriented units, EOUs (or free points).

The EOU Scheme introduced in early 1981 (chapter 6 of the Foreign trade policy), is complementary to the SEZ sche-me (erstwhile EPZ scheme). It adopts the same production regime but ofers a wider option in location with reference to factors like source of raw materials, port of export, hinterland facilities, availability of technological skills, existence of an industrial base, and the need for a large area of land for the project.http://eouindia.gov.in/eou_scheme.htm

Under EOU Scheme, manufacturing or service sector units are allowed to be set up with the objective of exporting entire production of goods manufactured or services except limited sale in Domestic Tarif Area (DTA) as provided under the Foreign Trade Policy (FTP).https://www.google.fr/?gws_rd=ssl#q=+EOUs+deinition+India

An EOU can be set up by any entrepreneur for manufacturing of goods and also for rendering services. An EOU can be set up for repair, reconditioning, re-making and re-engineering also. Trading activity is not allowed in the EOU Scheme. EOU unit is required to achieve only positive Net Foreign Exchange (NFE) over a period of 5 years.

Policy for EOU is given in Chapter-6 Foreign Trade Policy and Chapter 6 of Handbook of Procedure (Vol. I) EOU can also be set up in the following sectors: Agriculture, Animal Husbandry, AquacultureFloriculture, Horticulture, Pisciculture, Viticulture, Poultry or Sericulture.

Export Oriented Units (EOUs) constitute a very important sector in the countrys Export Production scenario. They have become dominant players in our export strategy, and their share in the Countrys export performance is about 10%. Corporate Tax

and Incentives

The incentives and facilities ofered to the units in SEZs for attracting investments into the SEZs, including foreign investment include:

Duty free import/domestic procurement of goods for development, operation and maintenance of SEZ units

100% Income Tax exemption on export income for SEZ units under Section 10AA of the Income Tax Act for irst 5 years, 50% for next 5 years thereafter and 50% of the plou-ghed back export proit for next 5 years.

Exemption from minimum alternate tax under section 115JB of the Income Tax Act. External commercial borrowing by SEZ units up to US $ 500 million in a year without

any maturity restriction through recognized banking channels. Exemption from Central Sales Tax. Exemption from Service Tax. Single window clearance for Central and State level approvals. Exemption from State sales tax and other levies as extended by the respective State

Governments. The major incentives and facilities available to SEZ developers include:

Exemption from customs/excise duties for development of SEZs for authorized opera-tions approved by the BOA.

Income Tax exemption on income derived from the business of development of the SEZ in a block of 10 years in 15 years under Section 80-IAB of the Income Tax Act.

Santacruz Electronic Export Processing Zone (SEEPZ) was set up on 1st May, 1973 as uni-product EPZ exclusively for manufacture and export of electronic items in an area of 100 acres (which was later increase to 110 acres) of land leased through the Maharashtra Industrial Industrial Development Corporation (MIDC), Andheri (East), which over the years has become a land mark of Mumbai. The objective was of (a) accelerating the pro-gress of electronics manufacturing in India (presumably encompassing the technology transfer objective) and (b) to take advantage of the growing electronics world market (export and foreign exchange objectives). Considering the high potential and the pollution-free nature of Gem & Jewelry Industry, the Govt. of India decided to permit manufacture and export of Gem & Jewelry items from SEEPZ during 1987-88, which soon gave a glamorous twist to SEEPZ. With a view to overcome the shortcomings experienced on account of the multiplicity of controls and clearances; absence of world-class infrastructure, and an unstable iscal regime and with a view of attract larger foreign investments in India, the Special Econo-mic Zones (SEZs) Policy was announced in April 2000. SEEPZ was one of the three Export Processing Zones converted as Special Economic Zone. 1st November, 2000.

This policy intended to make SEZs engine for economic growth supported by quality infrastructure complemented by an attractive iscal package, both at the Centre and the State level, with the minimum possible regulations. SEZs in India functioned from 1.11.2000 to 09.02.2006 under the provisions of the Foreign Trade Policy and iscal in-centives were made efective through the provisions of relevant statutes. To install conidence in investors and signal the Governments commitment to a stable SEZ policy regime and with a view to impart stability to the SEZ regime thereby gene-rating greater economic activity and employment through the establishment of SEZs. Set up in 1984. SEZ established by Central Government.Multi-product.Noida Special Economic Zone set up in 1985 is spread on a 310-acre of land. It provides excellent infrastructure, supportive services and sector speciic facilities for the thrust areas of exports like gems and jewellery and electronics/software.NSEZ has 202 plots of varying sizes, besides 13 Standard Design Factory (SDF) Blocks accommodating 208 units including one exclusive block for trading service units. One more SDF block of 16 units to accommodate prospective entrepreneurs is under construction.

NSEZ ofers access to global telecommunication network, uninterrupted power supply and eicient local transport system. A high capacity Telephone Exchange has been installed by BSNL in the Zone. Major telecom players like Bharti, Airtel, Reliance, VSNL etc. are also providing services like data communications facilities in the zone. An inde-pendent feeder line has been provided for uninterrupted power supply. Customs Wing ensures prompt and on the spot clearances of export/import consignments. Besides, in-house Post and Telegraph oice, Sub-Foreign Post Oice, Insurance and banking inclu-ding ATM facilities, courier service facilities, industrial canteens and executive restaurant and travel/customs forwarding agencies have been provided. An extension counter of Punjab National bank to collect Central Excise and Customs duties is also operational. An Ofshore Banking Unit has also been set up in the processing area to cater to the needs of the exporters. Apart from above, various facilitators like Bank, CHAs, Eateries, Communication Service Providers etc. who have been successfully catering to the needs of the NSEZ units, have been accommodated in the Facilitation Centre within the NSEZ. Sector speciic Infrastructure for software and Gems & Jewelry units has been deve-loped. Satellite data link facility required for software exports is available. Highly trained and qualiied manpower for software development is available in and around Delhi.

Two exclusive complexes have been developed for jewelry units. MMTC has a full-ledged oice in NSEZ for supply of gold, which also provides packing credit facilities. Central Warehousing Corporation provides facilitation for handling and storage of jewelry cargo and services for completion of export formalities such as appraisement, processing of airway bills and transportation to the Airport. MEPZ Special Economic Zone is a multiproduct SEZ. The Zone was established as an Export Processing Zone (MEPZ) in the year 1984. The Zone become operational and ex-ports commenced during the inancial year 1985-86. The Zone is headed by The Deve-lopment Commissioner. The Zone by The Joint Development Commissioner and Deputy Development Commissioners. The Zone was converted into a Special Economic Zone (Multi product) in 2003. The added objective of the SEZ is to facilitate exports through reduction of transaction costs.
