BIM : Tools or processes ?
• Processes and/then tools
– As part of the contract and the project management plan• Processes need to be defined
• Then tools need to be implemented, including workflow and data management
– The BIM exploitation guide
( BS or ISO, etc…)
![Page 7: Integrity, Capacity Building, Sustainability, Sustainable ... - FIDIC 2014 - Plenary... · -Jean Félix, Chair of FIDIC-EFCA Sustainability Committee, Syntec-Ingénierie, France:](https://reader031.vdocument.in/reader031/viewer/2022030406/5a81c8f27f8b9aee018d8793/html5/thumbnails/7.jpg)
From buildings to urban infrastructures
A - a technical requirement to measure resilience: the building needs to be developed in its context:
- the site
- the city
- the systems
B- an economical reason :the market of the next infrastructures is massively urban
![Page 8: Integrity, Capacity Building, Sustainability, Sustainable ... - FIDIC 2014 - Plenary... · -Jean Félix, Chair of FIDIC-EFCA Sustainability Committee, Syntec-Ingénierie, France:](https://reader031.vdocument.in/reader031/viewer/2022030406/5a81c8f27f8b9aee018d8793/html5/thumbnails/8.jpg)
CIM instead of BIM
For 100 pieces of information/exchange to be managed during the full life cycle:
5 to be managed during the initial design phase ( BIM)
20 to be managed during the construction phase (BAM)
75 to be managed during the operation phase ( BOOM)
– Construction Information Management ( JACIC from Japan) seems a relevant name for the process
![Page 9: Integrity, Capacity Building, Sustainability, Sustainable ... - FIDIC 2014 - Plenary... · -Jean Félix, Chair of FIDIC-EFCA Sustainability Committee, Syntec-Ingénierie, France:](https://reader031.vdocument.in/reader031/viewer/2022030406/5a81c8f27f8b9aee018d8793/html5/thumbnails/9.jpg)
Smart construction and smart cities
Two examples coming from a road/or a street
for the next 10 years
A - the pavement is not only
- a structure for vehicle traffic
- But a structure to embed the
smart city systems
B - the pavement as a smart
construction:
the information related to the
maintenance, traffic, etc… are
embedded within structural
objects
Sensor for
traffic
Measurement

Impact on BIM: from operation to design
A- The construction ( asset) is
a 3D model of real objects
storing its own information (as
a real data bank)
B- The BIM is a mirror (avatar) of
the asset to display and to
manage the information set at the
design stage
Road memory
Dimensionning
MaterialPerformance to achieve

The BIM approach for a smart and sustainable city
A- the City information modelling to interact on the
urban morphology
B- the urban morphology proposes a model based on :
• Domains
• Systems
• components
C- the model provides tools to verify how the smart city
is able to react to the context ( ex: weather modifications):• facades can be modified with a remote control
• street lanes can be closed with a remote control

Sustainable and smart citiesopportunities and potential business
• World gross national production 50 % increase up to 2030, mainly due to demographic increase.
• Most of the demographic increase will be in cities.
• To provide food and energy induced by these development will need 90.000 billions US$ urban investments.
• 4.000 billions US$ additional investments might be needed for these investments to support sustainable development.
• Their impact on potential reducing GNP increase can be balanced by adequate measures. See COP 21.

Sustainable and smart citiesFidic involvement
in the framework of this market– Standardization programmes at international level (ISO/ITU
telecom. industries /IEC electric industries ), at regional level
– Project financing new policies (IFI as the World bank, ADB …)
– International and Regional programmes to support the development of smart cities (GIREC from UNEP EIP - European Innovative partnership - for the European Commission …)
– Regulation, new Public Procurement procedure and requirements (for example considering LCC)
– Fidic is not involved in Rating systems /certification (Leed, Breeam, Envision …) but keeps in contact and informed

Sustainable and smart citiesToward a potential consensus on « sustainable and smart cities »
• six purposes that found a smart and sustainable city : attractiveness, Preservation and improvement of the environment, Resilience, Responsible use of resources, Social cohesion, Well-being
• 12 issues to be considered when developing a policy to achieve the purposes
• Smartness: a common concept
![Page 17: Integrity, Capacity Building, Sustainability, Sustainable ... - FIDIC 2014 - Plenary... · -Jean Félix, Chair of FIDIC-EFCA Sustainability Committee, Syntec-Ingénierie, France:](https://reader031.vdocument.in/reader031/viewer/2022030406/5a81c8f27f8b9aee018d8793/html5/thumbnails/17.jpg)
Cities Smartness versus sustainability
• Smartness is a means to contribute to sustainable development and resilience, through soundly based decision making, and the adoption of a long and short term perspective.
• NOTE Smartness implies an holistic approach, including good governance and adequate organization, processes and behaviours, and appropriate innovative use of techniques, technologies and natural resources.
![Page 18: Integrity, Capacity Building, Sustainability, Sustainable ... - FIDIC 2014 - Plenary... · -Jean Félix, Chair of FIDIC-EFCA Sustainability Committee, Syntec-Ingénierie, France:](https://reader031.vdocument.in/reader031/viewer/2022030406/5a81c8f27f8b9aee018d8793/html5/thumbnails/18.jpg)

Sustainable and smart citiesNeeds of Fidic support and tools,
to be discussed– Renewed image ?
– Strong capacity building ?
– Link with integrity management ?
– Adapted legal framework (trough Fidic contract ) to assume new risks and position ?
– Hire and train adequate and diversified staff to use new methodology and tools for smartness mainly ?
– Fidic collaboration with diversified international institutions ?
– Fidic membership enlarged to a larger scope of activities ?
