SUMMER SPORTS LEAGUE 2012Ground Rules for Basketball Game
INTER-MUNICIPALITY SK COUNCIL CATEGORY
The game will officially start on May 1, 2012. Submission for the list of players must be on or before April 16, 2012 to Ms. Ana Victoria Uayan at the SP Legislative Building.
1. TEAM REQUIREMENTS FOR INTER-MUNICIPALITY SK COUNCIL CATEGORY
1.1 Each team player must be a present SK OFFICIAL of his respective municipality. However, in the case of Guinsiliban which has less number of SK officials they are allowed to recruit four (4) KK members in their respective municipality.
1.2 This Basketball League is mandated to all the SK Chairman of each municipality.
1.3 Each team shall be composed of a maximum of 15 players and they shall all be allowed to play on the scheduled game.
a. A registration fee of Php. 500.00 per municipality shall be collected by the SKPF TREASURER.
b. Registration must be complied together with the submission of list of players. No Registration, No play.
2. ADDITIONAL TEAM REQUIREMENTS
2.1 Only those players who have played or have been present during the elimination round shall be allowed to play in the second and succeeding rounds.
2.2 Each team is required to have an official coach in all games. The assistant coach and the rest of the 3 members of the coaching staff are allowed to stay at the team bench during the game unless otherwise they are ejected from the court for unauthorized acts during the game.
a. Each team shall have a spare basketball to be used during warm-up period.
b. Each team members shall be within the vicinity of the court during the scheduled game.
c. The team shall only be allowed to play if they are all in proper and prescribed uniform.
d. Three (3) forfeitures of the team’s scheduled game is ground for disqualification.
e. Allotted time for every quarter is 8 minutes.

First round Elimination will be on a single round robin.Top four (4) teams would qualify to the next round.
Second Round Elimination
SEMI-FINALSNumber 1 team would play against number 4 team with a twice to beat advantage of number 1.
Number 2 team would play against number 3 team with a twice to beat advantage of number 2.
FOR FINALSWinner of 1 vs. 4 will play against winner of 2 vs. 3 in a best of three series for the championship game.
Loser of 1 vs. 4 will play against loser of 2 vs. 3 in a single game for third place.
3. POINTS AND SCORING SYSTEM
3.1 Points System1. WIN – 2 POINTS
LOSS – 1 POINT2. WINNER BY FORFEITURE – 2 POINTS
LOSS BY FORFEITURE – O3. WINNER BY DEFAULT – 2 POINTS
LOSS BY DEFAULT – 1 POINT
3.2 scoring default and forfeited games
1. For forfeited game
WINNER – 20 POINTSLOSER – 0
2. For defaulted game
WINNER – 2 POINTSLOSER – 0
A team shall lose a game by default if, during the game, the teams has fewer than two(2) players on the playing court ready to play.
4. GENERAL TIE BREAKING PROCEDURE
4.1 For two (2) teams tie – winner over the other.

4.2 For triple (3) teams tie – quotient system.
5. GENERAL COURT BEHAVIOR
5.1 The proper conduct of the game demands full and loyal cooperation of the members of the both teams (PLAYERS, SUBTITUTES, COACHES, ASSISTANT COACHES and TEAM FOLLOWERS) with the officials, table officials and commissioner. (Art. 47.1.1 FIBA Rules)
5.2 Any flagrantly unsportsmanlike behavior committed by a player, substitute, coach or team follower is considered as disqualifying foul. (Art. 47.1.1 FIBA Rules)
a. Rules of conduct (Art 48) of the FIBA Rules shall be observe by all team
b. NO player is allowed to play under the influence of liquor.
c. Smoking is strictly prohibited in the bench during the entire game.
d. NO changing of uniforms in the bench after the start of the game.
e. Only Coaches and Assistant Coaches, Team Manager & Assistant Manager are allowed to sit on the bench and must wear proper uniform/attire (long pants, shoes and shirts or sports attire) during their scheduled game.
f. Coaches who are not in proper uniform will be penalized and will not be allowed to coach his team in the scheduled game.
g. Players who committed a disqualifying foul (causes injury to other players, disrespect to officials of the game) will be suspended for his next game.
Grounds for suspension1. 4 technical fouls – 1 game suspension2. 8 technical fouls – 2 game suspension3. 9 or more technical fouls – whole league suspension4. 3 unsportsmanlike fouls – 1 game suspension5. 6 unsportsmanlike fouls – 2 game suspension6. 7 or more unsportsmanlike fouls - whole league suspension7. 1 disqualifying foul – 1 game suspension8. 2 disqualifying foul – whole league suspension
6. SPECIAL PROVISIONS FOR FORFEITURE
13.1 A team shall lose the game by forfeiture if: It refuses to play after being instructed to do so by the referee. Its action prevents the game from being played.

Failure to appear after Fifteen (15) minutes from the scheduled time or unable to fill up five (5) players on the set time provided thereof.
7. OTHERS
16.1 Any team who fails to play in the final round would mean forfeiture of respective prize/award.
16.2 The FIBA Rules shall be applied in other cases not specified within these ground rules.
