  • SELECTION OF STATISTICAL PUBLICATIONS International Financial Statistics (IFS) Acknowledged as a standard source of statistics on all aspects of international and domestic finance, IFS publishes, for most countries of the world, current data on exchange rates, international liquidity, international banking, money and banking, interest rates, prices, production, international transactions (including balance of payments and international investment position), government finance, and national accounts. Information is presented in tables for specific countries and in tables for area and world aggregates. IFS is published monthly and annually.     Balance of Payments Statistics Yearbook (BOPSY) Issued in two parts, this annual publication contains balance of payments and international investment position data. Part 1 provides detailed tables on balance of payments statistics for approximately 184 countries and international investment position data for 134 countries. Part 2 presents tables of regional and world totals of major balance of payments components, net International Investment Position (IIP), plus Total Assets and Total Liabilities for the IIP. Price: US$153. Direction of Trade Statistics (DOTS) Quarterly issues of this publication provide, for 160 countries, tables with current data (or estimates) on the value of imports from and exports to their most important trading partners. In addition, similar summary tables for the world, industrial countries, and developing countries are included. The yearbook provides, for the most recent seven years, detailed trade data by country for approximately 184 countries, the world, and major areas. Price: Subscription price is US$247 a year (US$212 to university faculty and students) for the quarterly issues and the yearbook. Price for a quarterly issue only is US$41 and the yearbook only is US$110.

    Government Finance Statistics Yearbook (GFSY) This annual publication provides detailed data on transactions in revenue, expense, net acquisition of assets and liabilities, other economic flows, and balances of assets and liabilities of general government and its subsectors. The data are compiled according to the framework of the 2001 Government Finance Statistics Manual, which provides for several summary measures of government fiscal performance. Price: US$102.

    CD-ROM Subscriptions International Financial Statistics (IFS), Balance of Payments Statistics (BOPS), Direction of Trade Statistics (DOTS), and Government Finance Statistics (GFS) are available on CD-ROM by annual subscription.     Volume 63 of the Balance of Payments Statistics Year-book, published by the International Monetary Fund(IMF), is the first Yearbook to contain balance of pay-ments and international investment position (IIP) datain accordance with the sixth edition of the Balance ofPayments and International Investment Position Manual(BPM6)1. Data are presented for 2005 forward. TheIMF is grateful for countries cooperation in providingcomprehensive, timely, and regular data to the Fundfor re-dissemination. These data support the IMFsStatistics Department (STA) in its efforts to respondto the analytical and policy needs of the IMF, mem-ber countries, and the international community.

    The Yearbook consists of two parts. Part 1 CountryTables presents annual balance of payments and IIPdata of individual countries, jurisdictions, and otherreporting entities; and Part 2 World and Regional Tablesdisplays 21 World and Regional Tables for majorcomponents of the balance of payments. Balance ofPayments and IIP metadata (previously included asPart 3 Methodologies, Compilation Practices, and DataSources) is now published only in electronic formatthrough eLibrary-Data2 and CD-ROM. The Yearbookis supplemented by the monthly updated onlinedatabase and CD-ROM.

    As noted, this is the first release of the Yearbook onthe basis of BPM6,3 which was endorsed by theIMFs Committee on Balance of Payments Statistics, andpublished in 2009. It provides updated global stan-dards covering the methodologies for compiling, andthe presentation of, international account statistics.The BPM6 incorporates clarifications and improve-ments reflecting significant developments and expan-sion in globalized international trade arrangementsand financial markets that had been identified sincethe release of the fifth edition of the Balance of Pay-ments Manual (BPM5) in 1993. Moreover, the linkagesto and consistency with other macroeconomic statis-

    tics is maintained and enhanced through the parallelupdate of the OECD Benchmark Definition of Foreign Di-rect Investment and the System of National Accounts.

    Appendix 8 of the BPM6 and the BPM6 ConversionMatrix4 describe the conceptual and presentationalchanges from BPM5 in detail, including the changeof names of accounts (e.g., current transfers inBPM5 is renamed secondary income in BPM6), thearrangement of data in the accounts (e.g., direct in-vestment data are presented on a directional princi-ple basis under BPM5, whereas they are presentedon a strict asset/liability basis in the standard com-ponents of BPM6), and the values shown for ac-counts (e.g., goods that were temporarily sentabroad for processing without any ownershipchange were included in gross imports and exportsunder BPM5, whereas only the processing fee is in-cluded under BPM6).

    For many decades, the IMF has published data ona basis that is consistent across countries and acrosstime periods. Such data consistency is required toperform cross-country data comparisons, trackgrowth rates across time, and produce regional orglobal data aggregates. The challenge is that, as withthe adoption of earlier versions of the IMFs Balance ofPayments Manual, countries are adopting BPM6 at dif-ferent times. Data conversion work undertaken byFund staff has made possible the presentation in theBPM6 format of data starting with 2005 for bothcountries that reported data in BPM6 format andcountries who are still compiling their data in the for-mat of BPM5. To present data on a consistent BPM6presentational basis, STA worked closely with IMFmember countries. For each country, one of three ap-proaches has been followed: (i) economies have im-plemented BPM6 and provided their own BPM6 esti-mates; (ii) economies have reported BPM5 data toSTA and opted for a generic conversion of their datato a BPM6 basis using standard rules that are broad-lyapplicable to a large number of economies and overtime (see Box 1); or (iii) economies have opted for acustomized conversion of their BPM5 basis data, byadjusting the results from the generic conversion inconsultation with the IMF.     The methodologies, compiling practices, anddata sources of reporting countries availablethrough eLibrary-Data and CD-ROM are basedon information provided to the Fund by coun-tries. The descriptions are intended to enhanceuser understanding of the coverage, as well asthe limitations, of individual country data. At thesame time, they are useful in informing compil-ers of data sources and practices used by theircounterparts in other countries. To facilitatecountries submission of metadata on balance of

    payments and IIP statistics, as applicable, for thefirst time this year countries were able to submitthis information via online questionnaires.

    This introduction is organized as follows:

    Section I describes features of the ta-bles published in Part 1 of this volume ofthe Yearbook.

    Section II offers information on the ac-cessibility of the Funds balance of paymentsdata on CD-ROM and BOP Online.

    The balances on the Current account, Capital account and Financial account, Reserve as-sets, and Net errors and omissions were not changed.

    Merchanting was reclassified from Services to Goods.

    Manufacturing services on physical inputs owned by others (Goods for processing in BPM5) was reclassified from Goods to Services. The gross values of goods that physically moved across borders for processing but for which there was no change in ownership are excluded from goods trade.

    Repairs on goods was reclassified from goods to services (called Maintenance and repair services n.i.e. in BPM6).

    Goods procured in ports by carriers was included in General merchandise on a balance of payments basis.

    Communication services and Computer and information services from BPM5 were re-classified to Telecommunications, computer, and information services in BPM6.

    Postal and courier services was included in Transport.

    Migrants transfers was included in Other capital transfers financial corporation, nonfi-nancial corporations, households, and NPISHs. (Although migrants transfers should notbe included in the balance of payments accounts under BPM6, the elimination of this ac-count was not possible without impacting net errors and omissions, which was avoided).

    Reverse investment in Direct investment was reclassified according to the asset/liability presentational basis.

    In general, the data for Monetary authorities in BPM5 were mapped to Central bank. In some instances, the data were mapped (in full or in part) to General government or other institutional units in consultation with countries.

    The use of signs in the balance of payments presentations was changed as follows: (i) in current and capital accounts, both credits and debits, were registered with positive signs; (ii) in financial account, increases in assets and increases in liabilities were registered with positive signs, and decreases in assets and decreases in liabilities with negative signs.

    For the IMF dissemination of data, consistent with long-time IMF practices, data provided by the Finance Department of the IMF on SDR holdings, SDR allocations, and Reserve posi-tion in the IMF were substituted for reported data, if different.

  • Section III contains six annexes: Annex Ishows an analytic presentation of balance ofpayments (and related data codes) ; Annex II pre-sents the standard components of the balance ofpayments (and related data codes); Annex IIIpresents the standard components of the IIP (andrelated data codes); Annex IV explains the datacoding scheme; Annex V describes the concep-tual framework of the balance of payments andIIP; and Annex VI explains the classification andstandard components of the balance of pay-ments and IIP, as set forth in the BPM6.

    I. Features of the Tables in Part 1 of theYearbook: Individual Country Data

    Part 1 of the Yearbook presents the data pages al-phabetically. Country in this publication doesnot always refer to a territorial entity that is a stateas understood by international law and practice;the term also covers some non-sovereign territorialentities for which statistical data are provided in-ternationally on a separate basis.

    For each country, balance of payments data arepresented in both analytic and standard presenta-tions. Balance of payments components in the an-alytic presentation (Table 1) are arrayed to high-light the financing items (the reserves and relateditems). The standard presentation of the balance ofpayments (Table 2) and of the IIP (Table 3) showsdata displayed in the standard components de-scribed in the BPM6.

    Tables 1, 2, and 3 present reported data for theyears 20052011 for each country. Unless other-wise indicated, the tables present figures for calen-dar years.

    Balance of Payments: Analytic Presentation

    In the analytic presentation, shown in Table 1,balance of payments components are classified intofive major data categories (groups A through E) thatthe Fund regards as useful for analyzing balance ofpayments developments uniformly; and transac-tions are reclassified from that shown in the stan-dard components. The selected groups, however,should not be considered to reflect the Funds rec-ommendations about the analytic approach appro-priate for every country. Other analytic presenta-tions could be arrayed by regrouping the standardcomponents in other ways to take into account thespecial circumstances of a specific country or toserve particular analytical requirements.

    The figures shown in the analytic and standardpresentations differ for balances of the current ac-count, the capital account, and the financial ac-count for some countries. This is because, in the an-alytic presentation, certain transactions under these

    accounts are reclassified as reserves and relateditems. The reclassified transactions are groupedunder reserve assets, credits and loans from theIMF, and exceptional financing. Exceptional financ-ing refers to transactions undertaken by the author-ities to finance balance of payments needs, includ-ing such items as external borrowing, accumulationand payment of arrears, and debt forgiveness. Ex-ceptional financing excludes reserve assets, andcredit and loans from the IMF. (See also Annex I.)

    Balance of Payments: Standard Presentation

    The standard components of balance of pay-ments, shown in the standard presentation in Table2, are summarized under goods and services, pri-mary income, and secondary income in current ac-count, and also under the main standard compo-nents in the capital account. Under the financialaccount, components are classified by functionalcategory (i.e., direct investment; portfolio invest-ment; financial derivatives (other than reserves) andemployee stock options (ESOs); other investment;and reserve assets), by type of financial instrument(equity, debt, and other), separately for net acquisi-tions of financial assets and net incurrence of liabil-ities. Most of these financial account categories arefurther classified by domestic sector (central bank;deposit taking corporations, except the centralbank; general government; and other sectors (withthe latter containing of which: other financial cor-porations). (See also Annex II.)

    International Investment Position

    IIP data, as shown in Table 3, are arrayed in ac-cordance with the standard components of the IIPas set forth in the BPM6. (See also Annex III.)

    IIP data reflect a countrys external financial assetsand liabilities at a specific point in time. The classi-fication of the IIP components is consistent withthat of the financial account of the balance of pay-ments. This consistency is necessary for a compre-hensive analysis of relationships between them.The financial transactions of the balance of pay-ments and other flows (revaluations and otherchanges in volume) show the contribution tochanges between the opening and closing positionsof the financial assets and liabilities recorded in theIIP. In other words, financial assets and liabilitiesgain or lose value and appear or disappear due tobalance of payments transactions, other volumechanges, and/or revaluation.

    The net IIP is derived by taking the differencebetween the value of external financial assets andliabilities.

    External debt is not a separate component of theIIP but can be derived by summing the liability po-sitions other than financial derivatives (other than

    reserves) and ESOs, equity and investment fundshares, and other equity (these are not debt instru-ments according to international statistical standards).

    Data Codes

    Tables 1, 2, and 3 show codes for each data cate-gory and component. The codes are designed for thestandard components of balance of payments andIIP data as defined in the BPM6.

    There are nine digits/characters for each codeshown in the Yearbook. The first two positions desig-nate the account, with the first number indicatingthe main account, with1 assigned to the CurrentAccount, 2 to the Capital Account, 3 to the Fi-nancial Account, and 8 to the IIP. The second char-acter indicates the sub account which the conceptrefers to, for example: 1A Services, 1B Goods,1C Primary Income, 1D Secondary Income, 3ADirect Investment, 8A IIP Direct Investment. Thenext four digits are used to classify balance of pay-ments and IIP components. For example, the currentaccount is coded 10999, the capital account, 20999,and the financial account, 30999. Readers may referto Annex IV for details of the coding scheme.

    The sixth digit/character of the code shown in theYearbook denotes special features about specific datacomponents. In this position S indicates substitu-tion of Fund accounts and F indicates the exclusionof exceptional financing. The seventh digit indicatesthe accounting unit where C is credit, D is debit,B is balance, A is net acquisition of financial as-sets, L is net incurrence of liabilities and N is net.The eighth digit represents the economic sectors.The ninth digit represents maturity (on an originalmaturity basis) where S is short-term, L is long-term, A is all maturities, and N is not applicable.

    Sign convention

    In both the analytic and standard presentations(Tables 1 and 2), the transactions data are shown asgross credit or gross debit entries in the current andcapital accounts, and as net acquisition of financialassets or net incurrence of liabilities (to reflect netchanges in assets or net changes in liabilities) in thefinancial account. In the current and capital ac-counts, both credit and debit entries are positive (butwithout a plus sign). In the financial account, in-creases in assets and increases in liabilities are shownas positive amounts (without a plus sign) and de-creases in assets and decreases in liabilities areshown as negative amounts. The current and capitalaccount balances are obtained as credits minus deb-its, and the financial account balance is calculated asnet acquisition of financial assets minus net incur-rence of liabilities. A positive sign for the financialaccount balance indicates a net increase in assets

    and/or a net decrease in liabilities, while a positivesign indicated a net increase in liabilities and/or a netdecrease in assets.

    Negative signs

    The conversion rule used in the generic conversionfor the reclassification of Manufacturing services onphysical inputs owned by others (Goods for pro-cessing in BPM5) from goods to services may havegenerated negative values for these services for someeconomies in a given period. This is the case when thevalue of imports exceeds the value of exports in theprocessing economy, or when the value of exports ex-ceeds the value of imports in the partner economy.

    Nil, Unavailable Entries, or Confidential Data

    In the Yearbook tables, dots (....) indicate that dataare either not available, zero or insignificant, or confi-dential. In cases where data for one or more givensubcomponent(s) cannot be revealed due to confiden-tiality reasons, the nondisclosed value(s) will be either(i) added to a generic subcomponent (such as other)within the relevant data component; or (ii) omittedwithout adjusting a generic subcomponent. In eitherinstance, the reported total remains unchanged; there-fore, in case (ii), it would be not equal to the sum ofthe components.

    Rounding of Figures

    Most data in the tables are expressed in units of onemillion. The unit is chosen to present the figures con-veniently. Because of the calculation routines used,rounding differences may occur between an aggregateand the sum of its components.

    Currency Conversion

    The balance of payments and IIP data reported tothe Fund are expressed in national currencies, in U.S.dollars, or in another currency. To facilitate compar-isons among countries, all balance of payments andIIP statements published in the Yearbook and in theBOPS CD-ROM are expressed in U.S. dollars. In ad-dition, all countries reported data on transactionsand positions with the Fund and transactions andpositions in SDRs are replaced with data obtainedfrom the Fund records, which are kept in SDRs. Thisinformation is, in turn, converted to U.S. dollars.

    For countries that do not report in U.S. dollars,balance of payments data are converted using thecountry conversion rates shown at the bottom ofTable 1. These rates are normally the average ex-change rates for a country for the relevant year takenfrom the International Financial Statistics (IFS). For ex-ample, the IFS pages for the Euro Area contain linerf, giving average rates for euros per U.S. dollar.Conversions of transactions data from SDRs intoU.S. dollars are made at the rates shown in line sb

  • of the IFS pages for the United States. For countriesreporting quarterly data in national currencies, an-nual U.S. dollar totals are obtained by aggregatingthe quarterly U.S. dollar figures.

    For countries that do not report IIP data in U.S.dollars, data are converted using the country conver-sion rates shown at the bottom of Table 3. Theserates are normally the end-of-period exchange ratesfor a country (line ae) for the relevant year takenfrom IFS. More information on the exchange ratesused may be found in the introduction to IFS, Section1, or on the IFS CD-ROM in the file entitled INT.rtf.

    The coding structure consists of the following five segments with a fixed length.

    two-digits: The first digit identifies the account that the series falls under (e.g., current account, cap-ital account, financial account or international investment position). The second digit identifies the section that the series falls under within the account.

    Overall framework

    2.2 The international accounts for an economy summa-rize the economic relationships between residents of thateconomy and nonresidents. They comprise the following:

    (a) the international investment position (IIP)a state-ment that shows at a point in time the value of financialassets of residents of an economy that are claims on non-residents or are gold bullion held as reserve assets; andthe liabilities of residents of an economy to nonresidents;

    (b) the balance of paymentsa statement that summa-rizes economic transactions between residents and non-residents during a specific time period; and

    (c) the other changes in financial assets and liabilities ac-countsa statement that shows other flows, such as val-uation changes, that reconciles the balance of paymentsand IIP for a specific period, by showing changes due toeconomic events other than transactions between resi-dents and nonresidents.

    2.3 The international accounts provide an integratedframework for the analysis of an economys internationaleconomic relationships, including its international eco-nomic performance, exchange rate policy, reserves man-agement, and external vulnerability.
