PETROLEUM, EXPLORATION, DEVELOPMENT AND PRODUCTION LICENSING

The Government of The Republic of The Gambia invites interested parties to express their interest in applying for petroleum, exploration, development and production licences in The Gambia.

1 INTRODUCTION

1.1 The Ministry of Petroleum and Energy of the Republic of The Gambia (“MOPE”) is responsible for the regulation of petroleum exploration, development and production in The Gambia. In order to conduct petroleum activities in The Gambia, companies must hold a licence issued by the GOTG-MPE under the Petroleum (Exploration, Development and Production) Act, 2004 as amended by the Petroleum (Exploration, Development and Production) (Amendment) Act, 2007.

1.2 The MOPE is able to offer Four offshore and two onshore blocks to be licenced for petroleum activities: [A1, A3, A4, A6, Upper and Lower River Blocks] (the “Available Blocks”).

1.3 Consequently, the GOTG-MOPE now invites interested parties (“Interested Parties”) to respond to this Request for Information by January 10th 2018. The responses submitted in respect of this Request for Information will act as the basis for the preliminary evaluation of Interested Parties. The GOTG-MPE will use this to determine the Parties it shall negotiate petroleum exploration, development and production licences (“Petroleum Licences”) with.

1.4 The MOPE will only invite an Interested Party to negotiate Petroleum Licences if such Interested Party meets certain minimum corporate, financial, technical, operational and other criteria. The MOPE has full discretion in deciding whether or not to invite Interested Parties to the negotiation stage and on what conditions.

2 INSTRUCTIONS

2.1 To be considered by the MOPE for an invitation to negotiate a Petroleum Licence in respect of the Available Blocks, Interested Parties should complete and submit the Application Forms provided in Appendices A, B, C, D, E, F, G and H. Interested Parties also have the option of providing additional information in Appendix I.

2.3 The basis of Appendix A is for the Interested Party to identify which block or blocks it is interested in and which parties would be involved in the licence application.

2.4 The basis of Appendices B and C is to obtain full details of the Interested Party’s corporate standing and adequate financial information in support of its application. The MOPE must be confident that the Interested Party (as well as its wider group) is able to continue in sound financial health for the foreseeable future. The ability of the company to remain solvent and to meet future costs and obligations shall form the basis of this criterion.

2.5 The basis of Appendices D, E, F is to understand the Interested Party’s technical skills and abilities to implement the work programme and evaluation of the acreage. It should be noted that should the Interested Party be invited to the negotiations stage, the Interested Party will be requested to attach further technical documentation to substantiate the information provided.

2.6 The basis of Appendix G is to demonstrate the Interested Party’s commitment to building capacity and using local content in Africa and The Gambia. The Interested Party must apply internationally recognised work methods and standards and demonstrate past experiences in transferring competencies and knowledge to local entities.

2.7 The basis of Appendices H and I is to identify any ethical or compliance related issues that the MOPE should be aware of, as well as enabling the Interested Party to provide any other relevant material information that it would like to bring to the MOPE’s attention.

2.8 Interested Parties may also provide additional material or information appended to this Request For Information that the Interested Party considers would best support its application. If so, please ensure that such additional material or information is as concise as possible and clearly states the Appendix to which it relates.

The GOTG-MPE has complete discretion to cease negotiations at any time, for any reason.

The GOTG-MPE accepts no liability for any costs incurred by the Interested Party in considering or responding to this Request for Information.
