RESPONSIBLE FOR: Circles and Basic Caring Community projects across London

IntroductionPact is a highly respected independent charity. We work across England and Wales to develop and deliver a range of innovative services, providing practical and emotional support to prisoners’ children and families, to prisoners, and to ex-offenders. We enable active community engagement in criminal justice work through facilitating volunteering. Our work is founded on core values, the first of which is a belief in the innate dignity of every human being. Our focus is on human relationships, family and community. We are committed to achieving high standards of quality in all that we do.

Pact has delivered volunteering and mentoring programmes supporting adults who have re-offended to reintegrate into local communities and change their lives for over one hundred years.

Our projects include Basic Caring Communities (BaCC) programmes and following a successful Big Lottery application will include Circles of support and Accountability (Circles), to be delivered in partnership with Circles South East, as Circles London. Both projects utilise groups of highly trained and skilled volunteers to offer support and accountability to adults who have offended. Circles targets adults who have been convicted of sexual offences and offers up to 18 months of support from groups of four volunteers, with BaCC providing short duration (3 month) support to adults who pose a low or medium risk of harm delivered by group of four volunteers motivated by their Christian faith.

Circles and BaCC Coordinator

JOB PURPOSE

To coordinate both Circles and BaCC London projects, including undertaking and managing core components of delivery (e.g. recruitment, training, matching, supervision and risk management), monitoring and reporting on performance, working jointly with delivery partners and internal and external stakeholders to deliver and develop our approach.

KEY TASKS, DUTIES & RESPONSIBILITIES:

1) Ensure high quality performancea) Promote a performance management cultureb) Ensure that all key targets are achievedc) Manage continuous developmentd) Ensure a quality service is deliverede) Promote a strong information culture, where information is used to inform delivery and strategy f) Ensure compliance with organisational policies, processes and project requirements g) Ensure all data required by funders or other agreed parties (e.g. evaluators) is collected and provided on time

2) Manage Service Delivery

a) Project manage the creation and implementation of Circles of Support in London, in line with the agreed Circles London project plan, Pact and Circles London agreed policies and procedures

b) Undertake delivery of BaCC London, identify areas to develop and improve the programme to increase service user outcomes

c) Provide written and verbal reports on project progress and performance as requestedd) Ensure information sharing agreements are in place between relevant organisations e) Monitor quality, operation and effectiveness of delivery f) Collect, collate and provide output and outcome performance data

3) Referrals and safe project delivery

a) Work with relevant agencies including MAPPA partners and the prison service to identify suitable offenders to be referred into the projects, and provide feedback regarding decisions, progress made and indicators of emerging risk

b) Establish, supervise and support Circles of Support and Bacc groups around suitable offenders

c) Manage risk, collecting and making use of relevant information from partners and volunteers in order to fulfil our duty of care to staff, partners, volunteers, service users and the public

d) Ensure lone working in the community protocols are in place and adhered toe) Pay due regard to child protection and safeguarding practice and procedures, working within Pact’s Safeguarding

policy and practice

4) Strategy and Planning

a) Contribute to the operational and strategic direction of both projectsb) Develop and ensure the implementation of new processes and guidance documents relating to project delivery c) Plan, manage, monitor and evaluate projects d) Prepare reports for internal and external audiences as requested e) Identify best practice, development opportunities and agree plans for implementation with line manager

5) Manage resources

a) Work with Supporter Relations and Managers to identify opportunities for additional funding to extend or expand the projects

6) Represent the service

a) Develop and ensure effective communication links with all key stakeholders and host establishmentsb) Represent Pact, and where agreed Circles London, at relevant inter agency meetings

7) Work as part of a team

a) Work co-operatively with volunteers, team members and colleagues contributing positively and constructively to the achievement of team and organisational objectives

b) Work cooperatively with Circles South East in a spirit of partnershipc) Attend Coordinator forums and training events organised by Circles UK, the national body

8) Manage volunteers

a) Oversee and contribute to volunteer recruitment, selection, project relevant training and deployment for both projects

b) Undertake appropriate supervision and appraisals with all volunteers

c) Develop teams and individuals to enhance performance d) Manage poor performance, conduct and capability of volunteers e) Ensure compliance with health and safety policy and processesf) Act as the Safe Link point of contact for volunteers working in the community, overseeing the check in/out

process

9) Promotion

a) Contribute to promotion and awareness raising of each project, in line with agreed project/development plan. To include engaging with local faith communities to support identification of potential volunteers, particularly for BaCC and participation at partnership and public events

b) To promote projects directly in relevant prisons with a view to gaining relevant referrals through prison Chaplaincy Teams, Probation, Offender Management, Pact Family Engagement Workers, other prison-based agencies and prisoners themselves

10) Promote diversity

a) Ensure diversity is embedded in all aspects of service delivery, partnership working and management of staff for own area of responsibility, within the parameters of the project requirements

b) Challenge attitudes and behaviour which is inappropriate

11) Personal Development

a) Identify personal learning and development needs and participate in relevant development opportunities

a) Maintain information security and confidentiality in line with Pact policy, procedures and relevant legislation b) Carry out other appropriate tasks as required commensurate with the post

EDUCATION & QUALIFICATIONS • DipSW, CQSW or equivalent qualification in a relevant subject

EXPERIENCE& KNOWLEDGE

• Significant experience of working with offenders or ex-offenders and knowledge of the criminal justice sector and relevant legislation Probation services and an understanding of the issues facing ex-offenders.

Experience of multi-agency working and awareness of relevant agencies

• Knowledge and understanding of assessment, treatment and management of sex offenders

Hours of work 37.5 hours

Pact operates a flexi-time system. Regular weekend and evening work is required by the postholder for which Time Off In Lieu is available.

This post is subject to a 6 month probationary period, two satisfactory references from previous employers, an Enhanced Criminal Records Bureau Disclosure, and Prison Security Check (National Police Computer Record).
