Dear IFMSA-Africa and friends,

On behalf of the entire family of the Federation of the Uganda Medical Students’ Association (FUMSA), I cordially welcome you to the 10th African Regional Meeting of the international federation of medical students associations (IFMSA).

The Organizing committee has worked selflessly for several months; to you offer the utter-most comfort during ARM2014 Uganda. Soon after you arrive at the airport in Entebbe, the OC members will be there to welcome you to the country better known as ‘pearl of Africa. We will transport you from the airport to the venue; Munyonyo common wealth Resort at the shores of Lake Victoria. The venue has exquisite facilities that are needed for hosting such a prestigious meeting like the ARM.

Uganda, the Pearl of Africa is a peaceful and beautiful country with breathtaking sceneries and a tropical sunny weather. The serene atmosphere, landscapes, diverse cultures plus the charm and tradition of our heritage towns, make Uganda a country that offers its visitors a multicultural experience and hospitality that is only second to none.

As we share our cultures and experiences, we urge you to deeply think about possibility of creating that ideal world where every person everywhere has access to a skilled and moti-vated health worker, within a robust health system; that is the Africa that you and I have to create. The 10th African Regional Meeting, therefore, will afford you the opportunity to ex-plore the topics of Human resources for Health in Africa and Universal Health Coverage. You will learn from the experts as well as your peers about these topics and how Universal health coverage could bring equity in access to healthcare in our region.

In this invitation package, we have provided you with the information that you need to regis-ter and obtain a visa if needed. Kindly read through this invitation package and do not hesi-tate to contact us in case of any inquiries. I am looking forward to meeting you the advocates of social transformation from the different part of Africa in Kampala Uganda.

Each National Member Organisation (NMO) is allowed 10 delegates. NMOs that will send more than 10 delegates will pay higher registration fees for the extra delegates.

Registration is expected to be done upon completion of the following requirements;

1. After you have been approved by your NMO president before closer of the registration dead line.2. Observers, Alumni and IFMSA officials from other regions after approval from IFMSA R.C.3. After successfully clearing the registration payment.

Please take note of registration details to avoid confusion and misunderstandings.

Early payments are expected to begin on 4th August 2014 and end on 10th Septem-ber2014The NMO president must approve all general delegates from respective NMOSObservers, Alumni and IFMSA officials must be approved by the Regional CoordinatorAll approvals must be completed within specified time up to 30th august 2014 at 2359hrs GMTDelegates can download their invitation letters during the registration period after approval ` by their NMO presidents.

Pre-GA registrationPre-GA registration will be conducted through the same registration form and within the same period. Online registration for the pre-ARM does not guarantee a delegate a pre-ARM spot. Pre-ARM spots are only guaranteed after approval by the pre-ARM coordinator. We prefer substitutions to cancellation. Payment detailsPayment on arrival will not be accepted except for very genuine reasons; NMO presidents should inform the O.C. within two weeks of opening of registration and will have to sign a contract for this privilege.

VISA INFORMATION

The O.C is going to assist delegates obtain their visas for entry into Uganda to attend ARM 2014 though it would be a responsibility of each delegate to obtain the necessary clearance into Uganda.

The countries have been grouped into categories 1 and 2 for purposes of Visa acquisition. Uganda visas may be obtained at Uganda missions abroad or on arrival at the country’s ports of entry. Countries with Ugandan embassies in their country can obtain visas before arrival and these include; Algeria, Burundi, Democratic Republic of Congo, Egypt, Eritrea, Ethiopia, Kenya, Nigeria, Rwanda, Sudan and Tanzania.

Category 1; DO NOT NEED visas but need passportsThe following countries do not need visas for entry into Uganda; Kenya, Tanzania, Rwanda and Burundi, Sierra Leone, Zambia and Malawi.

Category 2: NEED TO APPLY for VISAS on arrival.This process usually takes a few hours and it is based on the first comes serve principle. You need to fulfil a few requirements with are outline below.

The visa costs $50 for students and is valid for one month.

Countries that DO NOT PAY FOR UGANDA VISAS include;i) COMESA; Angola, Eritrea, Malawi, Madagascar, Seychelles, Swaziland, Zambia, Comoros, Kenya, and Mauritius.ii) EAC; Tanzania, Kenya, Burundi and Rwanda.iii) Others; Antigua, Barbados, Fiji, Grenada, Lesotho, Sierra Leone, The Solomon Islands, Va-nuatu, Cyprus, Bahamas, Belize, Gambia, Jamaica, Malta, Singapore and St. Vincent-Tonga.

Visa requirementsa) One duly filled application form by each applicant.b) One passport size photograph attached to the application form.c) Passport valid for at least 6 months from the proposed date of entry.d) Correct visa fee ($50 for single entry for one month).e) Letter of invitation/ introduction.f) Applicants may be requested to submit additional supporting documentation.

The period for processing a visa application is two working days (48 hours). Application for visas may be submitted in person or by mail. You are advised to submit your completed ap-plications well in advance of the proposed date of departure. Entebbe international airport is one of the busiest hubs in East Africa handling a good num-ber of flights daily from all over the world. Free transport will be availed by the O.C to and fro Entebbe Airport for both the Pre ARM and ARM. All other pickups and departures will be by public transport and will be met by the delegates. The Transport fee is dependent on the fare in the country at the time of your stay. Delegates from Kenya, Tanzania and Rwanda and Burundi and all those that will be using regional buses, we will pick you from Kampala city square.

The Pre ARM will be held at Hotel Triangle Kampala from 15th -18th December 2014. The date for arrival will be 15th December and will run until the opening day of the ARM on 18th December. This will feature the trainings and workshops. The programme will be as shown below;

The ARM will be held at Common Welath Resort Munyonyo from 18th -23rd December 2014. The date for arrival will be 18th December and departure on 23rd December. This will include training sessions, theme events and IFMSA standing committee sessions [reproduc-tive health and HIV/AIDS, medical education, public health, human right and peace, profes-sional exchange and research exchange] and NMO president meetings, and social programs.

Speke Resort Hotel Munyonyo (Common Wealth Resort) is a located along the Northern shores of Lake Victoria and approximately 12km away from business centre of Kampala city. The exquisite service provision and serene atmosphere at this hotel will provide an ideal en-vironment for the ARM.

Kampala is awash with many hangout spots you might want to checkout.Not to forget the campfires on the lake shore with loads of muchomo on camp fire. You know you don’t want to miss this!

After such a busy ARM, one needs to refresh oneself with the beautiful scenery that mother-nature bestowed upon Uganda. One will get an opportunity to see the famous sites written in the books of History and Geography. This will be chance for you to take photos and vid-eos at these places as well as interact with delegates from the rest of the world. Miss if you must.The post ARM tour has been divided into three; the northern, eastern and western tours. This will all involve a central tour. In the central tour the sites to visit include; the Uganda Museum, Kasubi tombs, Uganda Wild life Education Centre, boat riding at the venue of the A.R.M and the artand craft shops along Buganda Road, Ghadaffi mosque among many oth-ers. The Northern tour main site is the Murchison falls National Park. The eastern tour the main site is the source of the Nile on the Nile and Bujagali falls white water rafting.The first tour will be around Kampala and the delegates will decide on which place upcoun-try to go to Northern, Eastern or Western.

Every country is home to families and individuals who lack the financial means, nutrition, medicine, or care to prevent, treat, and manage illness. Providing all people with access to affordable, comprehensive, and high-quality services that address basic health requirements and national health priorities is a means to achieving better health outcomes for everyone irrespective of their ability to pay for the healthcare services.

Universal Health Coverage and Access is suggested as the single most important key contri-bution that the health sector has to offer. It is inclusive, unifies services and delivers them in a comprehensive and integrated way, based on primary health care. Moving towards UHC re-quires a strong, efficient health system that can deliver high-quality services on a broad range of national health priorities. This consequently, requires adequately funded health financing systems, experienced health managers, accurate and timely health information, adequate procurement, supply-chain management and logistics, access to essential medicines, sup-plies, and equipment, and above all a well-trained, motivated health workforce.

The shortage of health workforce in sub Saharan Africa is a recognised obstacle to the achieve-ment of international goals. With 24% of the global burden of disease, the region has only 3% of the world’s health workforce and commands less than 1% of world health expenditure. In sub-Saharan Africa, Moving towards universal health coverage will be a challenge if the health workforce crisis is not addressed.

We, therefore, invite you to the 10th African Regional Meeting to share and exchange ideas, knowledge and experiences on how to build a foundation for Universal Health Coverage and an equitable access to health through strengthening the health workforce in Africa.
